    Abstract: The gamelan music of Central Java is one of the world's great orchestral traditions. Its rich sonic texture is not based on Western-style harmony or counterpoint, but revolves around a single melody. The nature of that melody, however, is puzzling. In this book, Marc Perlman uses this puzzle as a key to both the art of the gamelan and the nature of musical knowledge in general. Some Javanese musicians have suggested that the gamelan's central melody is inaudible, an implicit or "inner" melody. Yet even musicians who agree on its existence may disagree about its shape. Drawing on the insights of Java's most respected musicians, Perlman shows how irregularities in the relationships between the melodic parts have suggested the existence of "unplayed melodies." To clarify the differences between these implicit-melody concepts, Unplayed Melodies tells the stories behind their formulation, identifying each as the creative contribution of an individual musician in a postcolonial context (sometimes in response to Western ethnomusicological theories). But these stories also contain evidence of the general cognitive processes through which musicians find new ways to conceptualize their music. Perlman's inquiry into these processes illuminates not only the gamelan's polyphonic art, but also the very sources of creative thinking about music.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

    Abstract: Die Familienpolitik ist ein spätes Kind des deutschen Sozialstaats. Sie etablierte sich vor dem Hintergrund tief greifender gesellschaftlicher Umbrüche. Der kriegsbedingte Männermangel und der "Scheidungsboom" wurden nach 1945 als Zeichen der Auflösung traditioneller Familienformen gedeutet; später verwiesen Schlagworte wie "Pillenknick" und "sexuelle Revolution" auf einen weit reichenden Wertewandel in Familienfragen. Wie die Familienpolitik auf solche Herausforderungen reagierte, zeigt die Studie im Blick auf drei zentrale Konfliktfelder: den finanziellen Familienlastenausgleich, die Sexualaufklärung und Familienberatung sowie die Vorschulerziehung in Kindergärten. Während der Familienlastenausgleich auf Bundesebene zwischen 1965 und 1975 stagnierte, ist in den beiden anderen Bereichen ein Aufbruch zu beobachten, der in erster Linie von den Bundesländern getragen wurde. Dies wird am Beispiel Bayerns dargestellt. So kombiniert die Studie zwei große Themenkreise: Sie zeigt, wie die Familienpolitik zu einem eigenständigen Politikfeld mit vielfältigen Querschnittsaufgaben wurde, und sie lenkt das Augenmerk auf den Föderalismus als eine charakteristische Funktionsbedingung des deutschen Sozialstaates.

    Abstract: In this paper the author examines the implementation of key performance indicators in Canadian post-secondary education institutions. More specifically he charts their implementation from the perspective of students and the effect they have on the quality and delivery of education. Key performance indicators (KPI) in Canada are administered by the ten provincial governments. In each of the jurisdictions in which they have been introduced KPIs have tied various forms of institutional performance to core funding and capital funding allocation.The paper offers a comparative analysis of how certain criteria are promoted by the establishment of KPIs. It examines the introduction of KPIs in three provinces: Ontario, Alberta, and British Columbia. In each case the complex set of politics and institutional relations at stake in the establishment of KPIs are examined. A comparative examination of each case provides signposts for best practices as well as instructive lessons in where and how quickly the very definition of accountability becomes a highly politicised term of contention. Finally, the paper makes proactive policy suggestions, from the standpoint of students, about the criteria that should be used in the establishment of KPIs.     Abstract: Le transfert de compétences budgétaires aux collectivités territoriales n'a pas toujours procédé de façon linéaire au cours des deux dernières décennies, malgré certains avantages reconnus. La décentralisation peut contribuer au renforcement du processus démocratique, permettre aux collectivités territoriales d'adapter l'offre de services publics aux préférences locales et introduire de la concurrence entre localités, permettant ainsi d'améliorer l'efficience du secteur public. La décentralisation peut néanmoins générer des pertes d'efficacité, rendre difficile la mise en place de politiques redistributives et compliquer la mise en oeuvre de politiques macroéconomiques cohérentes. Du côté des dépenses, la décentralisation peut être sous-optimale dès lors que sont importants les économies d'échelle et les effets de « spillover » géographique – effets fréquents car peu de biens publics sont des biens purement locaux par nature.     Abstract: In this paper, we develop a likelihood approach for quantification of qualitative survey data on expectations and perceptions and we propose a new test for expectation consistency (unbiasedness). Our quantification scheme differs from existing methods primarily by using prior information (perhaps derived from economic theory or well established empirical relations) on the underlying process driving the variable of interest. To investigate the properties of our novel quantification scheme and to analyze the size and power properties of the new expectation consistency test, we perform Monte Carlo simulation studies.     Abstract: La baisse substantielle des taux d’épargne privée observée dans plusieurs pays de l’OCDE durant la fin des années 90 a coïncidé dans bien des cas avec une forte hausse de la richesse financière nette des ménages. Ce phénomène a été interprété par plusieurs analystes comme indiquant que la forte augmentation des valeurs mobilières et immobilières durant cette période avait été traitée par les ménages comme une hausse permanente de la richesse, entraînant une baisse non soutenable de l’épargne, et faisant ainsi surgir la crainte d’un éventuel effet de richesse négatif. À l’aide de techniques d’estimation pour un panel d’équations dynamiques, cette étude examine les principaux déterminants de l’épargne privée pour un échantillon de 15 pays de l’OCDE et constate que la baisse de l’épargne observée après 1995 peut être largement expliquée par des déterminants fondamentaux autres que la richesse financière, y compris en période hors échantillon. Parmi ces déterminants, c’est la hausse de l’épargne publique qui a contribué le plus à la désépargne privée entre 1995 et 2000. À en juger par les résultats, il ne semble guère que les consommateurs aient réagi trop fortement au boom du marché boursier des années 90, même dans les pays où les taux d’épargnes ont tombés à des niveaux sans précédent.     Abstract: Les systèmes éducatifs du monde entier continuent de dépendre en grande mesure des sources publiques de financement. Les dépenses consacrées à l’enseignement supérieur sont couvertes à près de 80 % par les fonds publics dans les pays de l’OCDE et cette proportion est plus forte encore dans les pays en développement. Nombre de pays s’efforcent actuellement de réduire cette dépendance vis-à-vis des crédits publics et de s’orienter vers des réformes plus fondées sur le jeu du marché. Ils doivent, pour ce faire, aménager le cadre des politiques macroéconomiques afin d’entraîner des changements au niveau des établissements. Les changements institutionnels peuvent être induits au moyen de « mandats » ou de « récompenses ». Les mandats exigent des établissements qu’ils adoptent une forme particulière de comportement institutionnel et s’assortissent d’une menace de sanctions en cas de non respect de ces directives. En revanche, les récompenses offrent des motivations et des incitations au changement. Récompenses et incitations prennent effet quand l’action des pouvoirs publics donne aux établissements la possibilité de choisir dans quel sens ils vont modifier leur comportement. La motivation d’un changement de comportement dépend d’une part, du niveau de performance qui conditionne l’attribution d’une récompense et d’autre part, de la récompense que l’on peut attendre de la réalisation de la tâche entreprise. En général, les mandats sont plus facilement respectés quand les établissements luttent pour survivre, alors qu’il est préférable de recourir aux incitations et aux récompenses quand les établissements s’efforcent de revivre et de se développer.     Abstract: Educational systems worldwide still continue to rely heavily on public sources of funding. Nearly 80% of the expenditure on higher education comes from public sources in OECD countries; the share is even larger in developing countries. There is a concerted effort in many countries to reduce the reliance on state funding and move towards market-friendly reforms. This involves adjustment in the macro-policy framework to induce change at the institutional level. Institutional changes could be brought about either by relying on “mandates” or on “rewards”. Mandates demand a particular form of institutional behaviour that is accompanied by the threat of punishment for a failure to comply. Rewards, on the other hand, provide incentive and motivation to change. Both rewards and incentives become effective when public policy provides a choice in behavioural changes at the institutional level. The motivation for a change of behaviour will depend on the level of performance that conditions a reward on the one hand and on the expectation for obtaining a reward, on completion of the task, on the other. In general, mandates are more easily complied with when institutions are struggling to survive, whereas incentives and rewards are preferable when institutions are striving to revive and grow.     Abstract: One of the elements of South Africa’s peaceful revolution over the last decade was reform of its competition policy institutions. The previous system had supported the previous economic system, characterised by autarky, protection, government direction, and high concentration. The new system promised to use competition policy to correct the faults of the old system and to promote policy goals of employment and empowerment. South Africa aspires to a modern competition policy regime, to deal with the well-resourced sophistication of much of the South African economy. Its new institutions, whose novelty responds in large part to the post-1994 imperative for fundamental restructuring of government institutions, have shown a capacity to deal confidently with complex structural issues in deciding dozens of merger cases. A legalistic business and government culture has challenged these new bodies to prove their competence and tested their jurisdiction. Now that the merger review process has been established, more attention should be paid to non-merger matters and probably to advocacy as well.     Abstract: The latest system of national accounts (SNA93) recommended that purchases of software (and any ownaccount production) should be treated as investment as long as the acquisition satisfied conventional asset requirements. This change added about 1 per cent to GDP in most OECD economies in the mid-1990s. However, the range of the revision has been significantly different across countries, leading many observers to question the comparability of these statistics. An OECD task force has formulated a set of recommendations describing a harmonised method for estimating software and this paper provides estimates of changes to GDP levels and growth that might be expected if the OECD recommendations were applied.     Abstract: Interest rates play a key role in free market economies. According to the Taylor rule, shortterm interest rates depend on deviations of the current inflation rate from a normative value and of the output gap. Given the difficulty of observing the output gap, we postulate that alternative indicators of pressure on capacity should be monitored, especially those obtained from business surveys. Primarily, our work compares those empirically observed capacity utilization figures (CU) with the difference between actual and potential GDP, and tries to assess monetary policy on the basis of these indicators. The analysis of monetary policy is done in the first case by using a simple single equation framework and in a next step by using a more advanced vector autoregressive model.     Abstract: This paper reports on recent work on improving the effectiveness of aid allocations, and extends the scope of analysis beyond the aid-policy-growth-poverty linkages to include three new elements: a broader range of poverty-relevant objectives and effectiveness constraints of aid; practical experience in the application of quantitative analysis to allocations; and analytic approaches to determining shares of aid through multilateral channels and for global public goods. There is wide consensus on the main allocation criteria for effectiveness in reducing poverty through pro-poor growth: the level and incidence of poverty and the development performance of partner countries. Other variables that raise the impact of aid on growth are helping vulnerable countries adjust to shocks, debt relief and post-conflict reconstruction. L'aide fournie aux pays vulnérables pour résister aux chocs, l'allégement de dette et la reconstruction au sortir d'un conflit sont d'autres éléments qui renforcent l'impact de l'aide sur la croissance. Ces initiatives de financement ont été bien accueillies par les universités canadiennes, mais elles accordent aussi une importance accrue à la reddition de comptes, ce qui impose aux universités de nouvelles conditions d’admissibilité à ces fonds. These policies have evolved in the context of the devolution of political authority to the Scottish Parliament and Assemblies in Wales and Northern Ireland, which has resulted in some policy variation.     Abstract: This paper fits Markov switching models to quarterly New Zealand aggregate GDP growth rates for the period 1978:1 to 2003:2 in order to analyse changes in mean and volatility over time. The models considered are drawn from a simple class of parsimonious, four state, Markov switching models which encompass a wide range of stationary time series behaviour from linear AR(1) models to non-linear models with persistent cycles and outliers. An overall objective is to use the models to help understand and identify changes in the historical growth performance of New Zealand's small open economy, particularly pre and post wide ranging economic reforms. Conclusions to emerge are that, in contrast to the 1980s, New Zealand GDP growth experienced an unusually long period of time in high growth and low volatility regimes since the early 1990s.
