    Abstract: Strategy, at its best, knits together ends and means, no matter how various and disparate, into a cohesive pattern. In the case of a U.S. information strategy, this requires balancing the need to guard and secure access to many informational capabilities and resources, with the opportunity to achieve national aims by fostering as much openness as practicable. The authors' term to represent such strategic balancing is "guarded openness." They go on to describe "noopolitik" (nu-oh-poh-li-teek)--an emerging form of statecraft that emphasizes the importance of sharing ideas and values globally, principally through the exercise of persuasive "soft power" rather than traditional military "hard power." This study discusses the opportunities that may be raised by the emergence of noopolitik--ranging from construction of a noosphere (a globe-spanning realm of the mind) to recommendations that, for example, the U.S. military should begin to develop its own noosphere (among and between the services, as well as with U.S. allies). In the area of international cooperation, the authors offer strategic approaches for improving the capacity of state and nonstate actors to work together to address transnational problems. In addition, the authors recommend specific doctrinal developments, implied by the emergence of information strategy--including the pressing need to deal with such ethical concerns as the first use of information

    Abstract: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater

    Abstract: "Effie Marquess Carmack (1885-1974) grew up in the tobacco-growing region of southern Kentucky known as the Black Patch. As an adult she moved to Utah, back to Kentucky, to Arizona, and finally to California. Economic necessity primarily motivated Effie and her husband's moves, but her conversion to the Mormon Church in youth also was a factor. Throughout her life, she was committed to preserving the rural, southern folkways she had experienced as a child. She and other members of her family were folk musicians, at times professionally, and she also became a folk poet and artist, teaching herself to paint. In the 1940s she began writing her autobiography and eventually also completed a verse adaptation of it and an unpublished novel about life in the Black Patch. Much of Effie's story is a charming memoir of her vibrant childhood on a poor tobacco farm. She describes a wide variety of folk practices, from healing and crafts to children's games. Her family's life included the backbreaking labor and economic trials of raising tobacco, but it was enriched by a deep familial heritage, communal music, creative play, and traditional activities of many kinds. After the family converted to the Mormon Church, religious study and devotion became another important dimension. Effie's account of Mormon missions contributes to the little-known record of Latter-day Saint attempts to establish a presence in the South. After marrying, the Carmacks moved west, eventually landing in the Arizona desert, where Effie took up painting in earnest. Her art began to attract modest attention, which brought exhibits, awards, and a new career teaching others what she had taught herself. After the Carmacks later retired to Atascadero, California, Effie became a more active and public folk singer as well."--Publisher's description
