    Abstract: This eighteenth annual report assesses what a more market-driven and integrated world means for workers. It asks which development strategies best address workers' needs, and what domestic labor market policies can do to establish a more equitable distribution of income, greater job security, and higher workplace standards, while preserving and indeed enhancing the efficiency of labor markets. The report concludes that global integration holds out the prospect of tremendous future gains for the world's work force - but no guarantees. Sound domestic and international policies are indispensable for realizing the promise of a prosperous, integrated global workplace. Policies that rely on markets while avoiding or correcting market failures, that invest in people[A[B, that provide a supportive environment for family farms as well as emerging industrial and service sectors - all these are good for workers. Governments continue to exercise important functions: building and maintaining the social framework within which workers, unions, and firms interact to set wages and working conditions; supporting workers who are hurt when industries or whole economies suffer major shocks; and defending the rights of the most vulnerable workers, whether they be child laborers victimized by exploitation, or women or ethnic minorities suffering from discrimination. In those economies that are less prepared to face global competition - in particular, those emerging from central planning - public action has a particularly important role in promoting labor mobility, easing the cost of transition, and reaching those left out. This report includes the World Development Indicators

    Abstract: Over the past decade, most countries in the Latin America and Caribbean Region have stabilized their economies and lowered barriers to international trade. Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay

    Abstract: The twenthieth Annual Review of Evaluation Results presents the salient findings of operational assessments carried out in 1993. The review draws on project completion reports for 318 operations, performance audits for 100 operations, and diverse evaluation and impact studies. The review confirms that improvements in portfolio management and quality at entry would lead to improved results - including better outcomes, greater sustainability, and more effective achievement of thematic goals

    Abstract: A general approach to economic analysis of projects is presented, including the basic notions of cost-benefit analysis in the context of project analysis. A systematic and consistent estimation and application of shadow prices is needed, and suggestions are made for incorporating distributional effects, as well as the customary efficiency components, into shadow prices.     Abstract: The report "World Development Report 1995: workers in an integrating world" looks at what is required to improve labor outcomes in low- and middle-income economies. It identifies four areas in need of policy reform: 1) development strategy; 2) international integration; 3) labor market interventions; and 4) transformation to greater market orientation. This report considers the relevance of these policy areas to sub-Saharan African circumstances. Three key messages emerge: 1) a market-based approach to development, by expanding markets and encouraging more productive investments, will be a labor-demanding strategy in Africa as it has been elsewhere and is key to improving labor outcomes; 2) sub-Saharan Africa has become increasingly marginalized in the world economy. It is in the interest of Africa's labor force that this trend be reversed and that the region increase its integration with and participation in global markets; 3) Domestic labor market policies, especially those governing workers in the public sector, need to be redesigned to encourage more efficient use of labor and nonlabor resources. Required are policies that better reflect the labor market conditions in individual economies. This report begins with a review of labor market outcomes in sub-Saharan Africa. It then analyzes what is required to realize more rapid economic growth through the increased accumulation and productivity of physical and human capital. It examines Africa's role in the world economy and why greater integration is essential to the region. It discusses the role of labor policies directed at both private and public employers and considers how sub-Saharan African workers are affected by the transition from closed to more open development strategies. It concludes with a brief review of the prospects for Africa's growing labor force
