    Abstract: In the face of what has increasingly been referred to as an ongoing “permacrisis”, governments must cope with and respond to emerging threats while already grappling with longstanding issues such as climate change, digital disruption and low levels of trust. In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.

This policy paper provides a comprehensive analysis of the current legal, organisational and policy framework and practices in Romania as they relate to policy co-ordination, within the CoG and between the CoG and ministries. It also provides recommendations for consolidating the General Secretariat of the Government's capacity and role in policy development and co-ordination, to improve the coherence of government action and, ultimately, achieve government priorities and commitments.

    Abstract: While the COVID-19 pandemic has hit different countries with varying intensity, responding to the crisis has presented an unprecedented challenge to most governments. In this context, evaluations provide critical tools to support real time sharing of lessons on what is working, what is not, what could work and for whom. This paper draws lessons from evaluations that governments have carried out themselves of their COVID-19 responses. It provides a synthesis of the evidence from 67 such evaluations produced in OECD countries during the first 15 months of the pandemic. These first evaluations show that many governments came to similar conclusions, and allow us to identify important insights that can feed into ongoing policy responses to the crisis – as well as increase future resilience.

Assessing the multidimensional and cross-border effects of policies has become even more urgent in the context of COVID-19 containment measures. However, there are gaps in governance and analytical tools for identifying and managing spillover and transboundary effects, posing challenges for governments in designing and implementing sustainability strategies. This book, a collaborative effort by the OECD and the European Commission-Joint Research Centre (EC-JRC) presents a set of new governance and analytical tools, lessons learned from country experiences, and good emerging practices for managing spillover and transboundary effects in the implementation of the 2030 Agenda.

It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.

    Abstract: Digitalisation is having a profound impact on social and economic activity. While often benefiting from a very long history of public investment in R&D, digitalisation has been largely driven by the private sector. However, the combined adoption of new digital technologies, increased reliance upon new data sources, and use of advanced analytic methods hold significant potential to: i) improve the effectiveness and enforcement of public policies; ii) enable innovative policy design and impact evaluation, and; iii) expand citizen and stakeholder engagement in policy making and implementation. These benefits are likely to be greatest in policy domains where outcomes are only observable at significant cost and/or where there is significant heteroregeneity in responses across different agents. After discussing the state of Artificial intelligence (AI) research – in particular ‘machine learning’ –, speakers illustrated the opportunities that AI provides to improve economies and societies, in areas ranging from scientific discovery and satellite data analysis to music creation. There was broad agreement that the rapid development of AI calls for national and international policy frameworks that engage all stakeholders. Discussions focused on the need for policy to facilitate the adoption of AI systems to promote innovation and growth, help address global challenges, and boost jobs and skills development, while at the same time establishing appropriate safeguards to ensure that AI systems are human-centric and benefit people broadly. Transparency and oversight, algorithmic discrimination and privacy abuses were key concerns, as were new liability, responsibility, security and safety questions.

    Abstract: Interrelations between Public Policies, Migration and Development in the Philippines is the result of a project carried out by the Scalabrini Migration Center (SMC) and the OECD Development Centre, in collaboration with the Commission on Filipinos Overseas (CFO) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of the Philippines, the potential of migration is not fully exploited. One explanation is that, despite its advancement in understanding the link between migration and development which is reflected in the Philippine Development Plan, not all policy makers in the Philippines take migration sufficiently into account in their respective policy areas. The Philippines therefore needs to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country.

The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

    Abstract: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

    Abstract: Interrelations between Public Policies, Migration and Development in the Dominican Republic is the result of a project carried out by the Centro de Investigaciones y Estudios Sociales (CIES) in the Dominican Republic and the OECD Development Centre, in collaboration with the Ministerio de Economía, Planificación y Desarollo (MEPD) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances, return and immigration. The results of the empirical work confirm that even though migration contributes to development in the Dominican Republic, the potential of migration is not fully exploited. One explanation is that many policy makers in the Dominican Republic do not sufficiently take migration into account in their respective policy areas. The Dominican Republic therefore needs to adopt a more coherent policy agenda to do more to integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.

    Abstract: This report provides a series of indicators on Korea's policymaking practices and government performance compared to those of other OECD countries and of the G7 countries. Based on the Korean government reform objectives, this publication discusses how to strengthen evidence-based policymaking in the Korean public administration and, more generally, how to improve public service delivery and results for more inclusive growth. Although Korea is currently in an enviable fiscal situation compared to other OECD and G7 countries, the growing old-age-dependency ratio will inevitably increase budget pressures in the coming years. Concrete actions are therefore needed now to promote greater efficiency and value for money in public spending and public service delivery.

    Abstract: This publication highlights the main conclusions of the Fishing for Development joint meeting, held in Paris in April 2014. The meeting was organized by the Food and Agriculture Organization of the United Nations (FAO), the Organisation for Economic Co-operation and Development (OECD) and the World Bank (WB) to initiate a dialogue between the fisheries and development policy communities from member and partner countries and organizations of the OECD. It brought together delegates to the OECD Fisheries Committee and OECD Development Assistance Committee, representatives of partner developing countries invited by FAO, as well as experts and representatives from FAO, WB, non-governmental organizations and regional organizations. The meeting focused on issues central to promoting sustainable fisheries and aquaculture in developing, emerging and developed countries alike. It identifies questions for a future work agenda on policy coherence in fisheries and aquaculture, and makes evident the strong need for further dialogue between the fisheries and development communities at global and regional scales.

    Abstract: With a total population of 92 million people, near universal literacy and abundant energy resources, Central Asia is an attractive destination for investment and trade. The region is strategically located at the crossroads of Europe and Asia, and surrounded by some of the world’s fastest-growing economies such as Russia, India and China, who are increasingly investing in the region. From 2000 to2009, foreign direct investment flows into Central Asia increased almost ninefold, while the region’s gross domestic product grew on average by 8.2% annually. While Central Asia is endowed with many natural and human resources that could drive its economies to even higher levels of competitiveness, the poor quality of the region’s business environment remains a major obstacle. Key areas for improvement include reinforcing legal and economic institutions; prioritizing the development of the small and medium-sized enterprise (SME) sector; and building the capacity of business intermediary organisations. This Central Asia Competitiveness Outlook examines the key policies that would increase competitiveness in Central Asia and reduce dependence on the natural resource sector, namely through developing human capital, improving access to finance, and capturing more and better investment opportunities. It was carried out in collaboration with the World Economic Forum under the aegis of the OECD Central Asia Initiative, a regional programme that contributes to economic growth and competitiveness in Afghanistan, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan. The Initiative is part of the wider OECD Eurasia Competitiveness Programme.

    Abstract: With a total population of over 75 million people and a strategic location between wealthy trading partners, with Russia to the east and a vast market of EU citizens to the west, the Eastern Europe and South Caucasus (EESC) region is attractive as a destination for investment and trade. It is endowed with significant human and resources ranging from the black soil in Ukraine that produces some of the best wheat in the world, to energy reserves in Azerbaijan and unexplored water resources in several countries. However, in spite of recent growth – an average of almost 8% of GDP during 1998-2008 – the region’s productivity levels remain 77% below the world average. The OECD Eastern Europe and South Caucasus Competitiveness Outlook examines the key policies that would increase competitiveness in the countries of the region through developing human capital, improving access to finance for SMEs and creating more and better investment opportunities.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: The biological sciences are adding value to a host of products and services, producing what some have labelled the “bioeconomy” and offering the potential to make major socio-economic contributions in OECD countries. Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030.     Abstract: The current economic situation has obliged the international donor community to reexamine its stance on the conditionality of development assistance. This study evaluates which controversies persist with respect to aid conditionality, how successful donors have been in stemming the rising tide of aid conditionality of the 1980s and 1990s, and whether the donor community practices what it preaches regarding the allocation of aid based on governance and development criteria. Above all, the report considers how the financial crisis has rendered it increasingly difficult to maintain traditional conditionality frameworks.     Abstract: How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible.     Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: Le débat en cours sur les politiques à mener traite le plus souvent les redevances d’utilisation des infrastructures comme s’il s’agissait d’instruments fiscaux destinés à gérer la demande de transport. La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.

In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.

There is a growing interest from central banks and ministries of finance in improving the understanding of how science, technology and innovation create value in the form of increased productivity and profits, and contribute to the valuation of enterprises, and ultimately stimulate the growth and competitiveness of economies. This conference proceedings of the OECD Blue Sky II Forum describes some of the policy needs, measurement issues, and challenges in describing cross-cutting and emerging topics in science, technology and innovation (STI). It also presents ideas to exploit existing data and develop new frameworks of measurement in order to guide future development of STI indicators at the OECD and beyond.

    Abstract: These workshop proceedings assess the third party liability and compensation mechanisms that would be implemented by participating countries in the event of a nuclear accident taking place within or near their borders. To do so, two fictitious accident scenarios were developed: one involving a fire in a nuclear installation located in the Slovak Republic and resulting in the release of significant amounts of radioactive materials off-site, and the other a fire on board a ship transporting enriched uranium hexafluoride along the Danube River. The first scenario was designed to involve the greatest possible number of countries, with the second being restricted to countries with a geographical proximity to the Danube. These proceedings contain the papers presented at the workshop, as well as reports on the discussion sessions held.

    Abstract: These proceedings of the OECD Global Forum on Agriculture brought together experts from both developing and developed countries and from both the agriculture and development communities. The papers presented explore why policy coherence is important, how it affects global agricultural trade, and whether it can help reduce poverty and hunger.

    Abstract: Some 500 million USD are spent annually on fisheries development projects. But fisheries access agreements and trade policies are sometimes applied in ways that dampen developing countries' ability to benefit fully from their rich marine resources. Also, many development projects do not pay sufficient regard to the sustainability issues that are a key for the future of the fishing sector. This publication, a compilation of papers from the Workshop on Policy Coherence for Development in Fisheries, addresses these issues.

    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy carrier in the 21st century. Since natural sources of pure hydrogen are extremely limited, it is necessary to develop technologies to produce large quantities of hydrogen economically. The currently dominant technology for producing hydrogen is based on reforming fossil fuels, a process which releases greenhouse gases. Hydrogen produced by water cracking, using heat and surplus electricity from nuclear power plants, requires no fossil fuels and results in lower greenhouse gas emissions. This conference proceedings presents the state of the art in the nuclear production of hydrogen and describes its associated scientific and technical challenges.

    Abstract: With a declining number of nuclear data evaluators in the world and an increasing demand for high-quality data, there is a risk that evaluators will concentrate on producing new nuclear data to the detriment of developing new models and methods for evaluating existing data. In this context, it is essential to identify the basic physics issues that are going to be important for future nuclear data evaluation processes. At the same time, demand for new types of data, which will be needed in emerging nuclear applications, could warrant new evaluation techniques that are presently only used in the context of fundamental research and not in nuclear data production. These proceedings present the main findings of the "Perspectives on Nuclear Data for the Next Decade" workshop, which explored innovative approaches to nuclear data evaluation with the aim of opening new perspectives, building new research programmes and investigating prospects for international collaboration.
