    Abstract: Malaysia is a prosperous, modern Islamic nation in which three main ethnic groups - Malay, Chinese and Indian - coexist peacefully, while maintaining their unique cultural identities. Yet this stable society is founded upon a form of affirmative action that has led to condemnation of Malaysia as an inherently racist society, and to criticisms of the architect of that policy, Dr. Mahathir Mohamad, who outlined his ideas in his book, The Malay Dilemma, in 1970. The winners from Mahathir's New Economic Policy have been the indigenous Malays who receive preferential treatment in education and business; the losers are the Chinese who feel they are the victims of inherently undemocratic restrictions. The author argues that whatever the cost, the benefits of the policy are indisputable. He not only queries many of Mahathir's ideas, he also challenges the simplistic views of the leader's Chinese and Western critics. Besides making a major contribution to Malaysian political and social thought, this book raises broader questions about Chinese cultural identity and the role and expectations of the overseas Chinese - a people who have left their mark in almost every corner of the world

    Abstract: Over the past two decades there has been a prevailing shift in economic policy in many countries. This reflects the continuing rise of neo-liberalism--the doctrine that economic policy should "leave it to the market" and that governments should retreat from market intervention. This book provides a balanced and comprehensive appraisal of these important policy developments. The authors examine the most notable trends in neo-liberal economic policy such as the withdrawal from the use of fiscal measures and the reliance on monetary policy.     Abstract: Basic income is a regularly debated topic in various scholarly disciplines (political philosophy, political theory, welfare economics, labour market economics and social policy) and in circles of policy makers, administrators and activists. Since the late 1970s, unemployment is the primary problem for social-economic policy in all welfare states. In Basic Income, Unemployment and Compensatory Justice it is argued that implementing a substantial basic income is the best policy response to deal with unemployment-induced problems such as job insecurity, social exclusion, poverty and lack of compensatory justice on the labour market and to improve labour market flexibility, boost low wage employment and part-time work. Basic Income, Unemployment and Compensatory Justice, with an introductory chapter by Philippe van Parijs, discusses the attractiveness of a substantial basic income to deal with the problem of unemployment, in combination with an ethical perspective of social justice.     Abstract: This is a book on economic policy that takes the role of democracy seriously. It challenges the conventional wisdom espoused by leaders of both major political parties in the US, and increasingly by leaders of other nations, that markets and not democratic policy formation should determine the legitimate role of private interests in the conduct of the economy. The authors of the essays in this book reject the mainstream neoclassical view that the market should rule "über alles." Examining the problems existing in a number of crucial areas of economic policy, they demonstrate the inadequacy of orthodox view that markets can generate economic welfare without the guidance of democratically formulated economic policies. Using the principles of the original institutional economics (OIE), they fashion long-term strategies for the formation of economic policies that can accommodate institutional changes necessary to meet the ever-changing circumstances faced by nations in a global economy. The editors, Tool and Bush, have assembled a group of scholars with special expertise in the problems they address. In each instance they offer original insights into issues that many in the mainstream had thought were settled. The analysis and policy proposals of the essays in this book do not defer to the dominant vested interests in industry, academe, or government. The views expressed are fresh, candid, and break out of the ideological boxes that have for so long encapsulated public debates on economic policies

    Abstract: This important book analyses evolutionary approaches to economic policy. Its main purpose is to explore the policy implications of evolutionary economics, in particular of approaches inspired on the one hand by Schumpeter and revived by Nelson and Winter which deal with industrial evolution under constant institutions and, on the other hand, of approaches inspired by Hayek and North, which analyse the ways in which institutions themselves evolve. Hitherto evolutionary economists have paid little attention to policy issues, and the relatively few policy implications that they have produced are divergent. Whereas the Neo-Schumpeterian approach has often been used to support political interventions, the Hayekian viewpoint holds that economic policy detracts from economic performance. More systematic evolutionary analysis of economic policy is required if these one-sided findings are to be transcended. Furthermore, such analysis can be expected to develop a coherent theory of economic policy which will plug the gaps and rectify the errors (such as approval of socialist planning and Japanese industrial policies) of both neoclassical and alternative approaches to policy. Evolutionary economists and policy analysts will find this book of great interest, as will economists and students of economics who are interested in enlarging their views with excursions outside the standard curriculum

    Abstract: The book develops a practical approach to public policy issues that have continued to be intractable because of a lack of emphasis on transcultural understanding. Sustained examples help to increase the readability and the accessibility of theory and methodology. The key themes address the issue that: -Management needs to be more systemic. Critical Systemic Praxis is the process whereby we find ways to work across discipline areas and sectoral areas, in order to address complex social, political, economic and environmental problems. -The way we define and address problems depends on an ability to work with, rather than within knowledge areas. -By introducing the notion of governance we can extend traditional management from an organisational context to an inter-organisational context and locate governance as the goal for sustainable social and environmental justice. The core aspects of praxis are: -Respectful listening and dialogue to set up appropriate contexts for participatory design. -Participatory designs based on participatory action research to map tacit and explicit knowledge of participants (professional and ordinary citizens). -Strategic decision making across discipline areas, cultural contexts and knowledge areas. -Action learning to transfer the policy and practice learnings. -Mainstreaming the approach to governance in the social, political, economic and environmental sectors. The book develops a systemic approach to public policy issues. Examples are used throughout to exemplify theory. The integrated approach to policy and practice is ideally suited to addressing the socio-economic and environmental issues

    Abstract: With the conclusion of the Prague summit, NATO faces a number of new challenges in its Eastern agenda. First, it must ensure that the democratic transitions in Central and Eastern Europe are consolidated and that there is no backsliding. These countries must modernize their military forces and make them interoperable with those of NATO. Second, NATO, must remain engaged in and ensure the security of the Baltic states. The problem of Kaliningrad should be addressed and the enclave stabilized. Third, NATO needs to develop a post-enlargement strategy for Ukraine to support the country's continued democratic evolution and integration into Euro-Atlantic structures. Fourth, Russia must be incorporated into a broader European and Euro-Atlantic security framework. Finally, NATO needs to develop a coherent strategy toward the Caucasus and Central Asia. The Partnership for Peace can provide the framework for developing relations with these countries. Other U.S. and NATO polices can encourage greater openness, reform, and democratic practices. These challenges, moreover, must be addressed in a new strategic context. In the post-Prague period, the key issue is NATO's transformation and its strategic purpose: What should its missions and strategic rationale be?

    Abstract: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?and then the terrorist attacks of September 11, 2001 -- transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats -- ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges -- from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector
    Abstract: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?and then the terrorist attacks of September 11, 2001 -- transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats -- ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges -- from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector

    Abstract: How is the U.S. Army changing to fulfill its role in light of the new national security strategy? How must it change further to better accomplish its manifold and varied missions?
