    Abstract: Belgium has a good record in delivering accessible care, but adaptation to population ageing will be complicated by the fragmentation of responsibilities in the healthcare system and a strong reliance on government regulations. The organisation of the system could be rationalised by giving sickness funds a more active role as promoters of cost-efficiency, better aligning the incentives of the different levels of government and focussing on medium-term budgeting. At the level of care providers, better information flows and incentive structures could facilitate addressing practice and efficiency variations and supplier-induced demand. This notably involves completing the shift to pathology-based budgets in hospitals, more capitation in the remuneration of doctors and measures to tackle the high spending on drugs. Once incentives for cost-efficiency are in place, a shift towards a more demand-driven system could be encouraged by phasing out over-prescriptive hospital regulations. In addition, relative remunerations of doctors should be revised regularly to ensure an adequate supply per specialty. In long-term care, home care, which is generally cost-efficient, could be further encouraged by giving more autonomy to patients to organise their care.     Abstract: The Top Technology Region/Eindhoven-Leuven-Aachen triangle (TTR-ELAt) is an initiative to support cross-border collaboration in a densely populated network of small and medium-sized cities located at the heart of western Europe with an annual economic output of USD 244 billion. The collaboration spans three countries, four science and technology policy regimes and six sub-regions. The collaboration centres on a shared recognition of technological strengths (chemicals and advanced materials, high-tech systems and health sciences). The area seeks to better capitalise on its skilled workforce, multinational enterprises and strong research facilities. While building on decades of cross-border activities, the TTR-ELAt seeks to overcome cumbersome governance issues to create the benefits of agglomeration with complementarity expertise so as to increase international attractiveness. This case study is part of the project Regions and Innovation: Collaborating Across Borders. A summary of this working paper appears in a report of the same name.

Le Forum mondial est chargé de la surveillance approfondie et de l’examen par les pairs de la mise en œuvre des standards en matière de transparence et d’échange de renseignements en matière fiscale. Ces standards sont essentiellement reflétés dans le Modèle d’accord d’échange de renseignements en matière fiscale et ses commentaires publiés en 2002 par l’OCDE et dans l’article 26 du Modèle de convention fiscale concernant le revenu et la fortune de l’OCDE et ses commentaires, tels que mis à jour en 2004. Ces standards ont aussi été repris dans le Modèle de convention fiscale des Nations Unies. Les standards prévoient l’échange de renseignements sur demande des informations vraisemblablement pertinentes pour l’administration et l’application de la législation fiscale interne de la partie requérante.     Abstract: This report contains the “Phase 2: Implementation of the Standard in Practice” review for Belgium, as well as revised version of the “Phase 1: Legal and Regulatory Framework review” already released for this jurisdiction. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: This paper discusses the results of a study of measuring green growth in the Benelux countries (Belgium, The Netherlands and Luxembourg). The study paid particular attention to the challenges of measuring the transition to a low-carbon economy in cross-border areas as they have additional levels of complexity when it comes to measuring and monitoring their low-carbon transition. In cross- regions data collection hardly ever coincide with any single data gathering ‘institution’. Moreover, Belgium (Flanders, Brussels, Wallonia), the Netherlands, and Luxembourg have different indicator systems at the national level, and even more so at the more decentralised level which creates problems of data availability, data (in)consistency, and hence comparability. Progress is already noticeable in the two crossborder areas analysed in the study. In Ghent-Terneuzen the bio-base economy is contributing to the value of turnover and growth in employment in the environmental goods and services (EGS) sectors. In Alzette-Belval the construction industry is engaging in resource-efficient building design and certification. In other aspects there is evidence of progress, but this evidence is anecdotal, or patchy in its collection, and not able to be included in the dashboard metrics developed during the study and discussed in the paper.

    Abstract: The global crisis led to a smaller increase in the unemployment rate than in most other OECD countries as employment has been sustained through intensive use of reduced working time schemes. These schemes have mostly benefited workers with permanent contracts while the higher unemployment mostly affected workers with weaker labour market attachment. A main challenge for policy makers is therefore to avoid that the increase in labour market segmentation between insiders and outsiders that would hurt the most vulnerable. Over the medium term, labour market policies need to respond to the ageing of the labour force, which implies that an increasing number of workers with permanent contracts will retire. Thus, policies must focus on enabling the current labour market outsiders to get a stronger foothold on the labour market as well as to mobilize under-utilised labour resources. The wage determination system has allowed wages to increase faster than the main competitors and faster than productivity, leading to a gradual loss of cost competitiveness. Minimum wages are high by international standards, hampering entry to the labour market for many low-skilled workers. Unemployment benefits are relatively generous, and particularly for long-term unemployed. A complicated tax-benefit system has created high effective marginal tax rates and numerous labour market traps.     Abstract: An important activity of the OECD Nuclear Energy Agency (NEA) in the field of radioactive waste management is the organisation of independent, international peer reviews of national studies and projects. This report provides an international peer review of the long-term safety strategy and assessment being developed by the Belgian Agency for Radioactive Waste and Enriched Fissile Materials, ONDRAF/NIRAS, as part of the licence application for the construction and operation of a surface disposal facility for short-lived, low- and intermediate-level radioactive waste in the municipality of Dessel, Belgium. The review was carried out by an International Review Team comprised of seven international specialists, all of whom were free of conflict of interest and chosen to bring complementary expertise to the review. To be accessible to both specialist and non-specialist readers, the review findings are provided at several levels of detail.

    Abstract: Economic growth is projected to be strengthening from mid-2011 onwards, but will be insufficient to restore the sustainability of public finances. The Belgian strategy to prefund ageing costs by generating fiscal surpluses to bring down public debt was derailed by the global crisis. Restoring the strategy is a priority, especially as spreads on Belgian debt have increased. This will require cuts in public spending, improving efficiency of policies, containing the growth of ageing-related costs and making the tax system more conducive to growth. While past experiences, such as in the 1990s, have shown that successful large consolidations are feasible, the task seems even more difficult this time as potential growth will be muted and interest rates are likely to increase. In this context, a credible fiscal consolidation plan requires the participation of all governments. Its effectiveness can be strengthened by improving the fiscal framework, in particular by introducing multi-year budgets, annual expenditure rules consistent with long-term targets and an enhanced role of an independent fiscal policy watchdog.

    Abstract: Since 1990, Belgium has managed to bring down greenhouse gas emissions in most domains of economic activity. Road transport, as in many other countries, is a notable exception to this pattern: emissions have steadily increased, driven by an ever higher consumption of petrol and diesel. Even though the current overall performance will probably be sufficient to reach the reduction objectives of the Kyoto protocol, transport emissions thus need to be targeted in the future. One possible measure aimed at reducing them, an increase in fuel taxes, is examined in detail in this paper. The success of such a policy depends on the price elasticity of fuel demand, and therefore, the latter is estimated for Belgium and other European countries. The elasticities obtained are relatively small: in Belgium, for instance, a 10% increase in prices would cause consumption to fall by around 1.8% in the short-run and 2.3% in the medium run. Tax increases alone will thus certainly be insufficient for cutting emissions at this time horizon. Nevertheless, as a supporting measure in a more general reduction strategy, they could still yield substantial advantages.     Abstract: This book explores images of the house in Dutch-language poetry from the postwar period. On the one hand the archetypical notion of the house has always had an established place in poetry. It is connected to the meaning of house as a building, but even more so as an imaginative house or a home. On the other hand the house is a rich metaphorical concept that is often used for expressing poetical ideas. In a historical survey of modern Dutch-language poetry different images of the house are presented. The overview shows that the choice of certain metaphorical concepts is connected to literary and extra literary contexts, and to the poetical ideas of poets. Conceptual integration – blending theory – is used throughout this book as a theoretical frame. From this perspective poems are regarded as a complex blend, a network of connections which are constructed during the reading and interpreting processes. Finally, the book shows how metaphorical blends are integrated in concrete poems and which kind of house images result from this process

While sex work has long been controversial, it has become even more contested over the past decade as laws, policies, and enforcement practices have become more repressive in many nations, partly as a result of the ascendancy of interest groups committed to the total abolition of the sex industry.     Abstract: Trends in bank profitability and factors affecting it are major indicators of changes in the state of health of national banking systems. This publication complements Banking Statistics: Financial Statements of Banks 2010 which provides a unique tool for analysing developments in bank profitability in OECD countries. In addition to information on financial statements of banks in OECD countries, it includes data on the number of reporting banks, their branches and staff, structural information on the whole financial sector and ratios aiming at facilitating the analysis of bank profitability of OECD countries. The methodological country notes included in this volume were prepared to facilitate the comprehension and the interpretation of the statistics and to provide a brief description of the activities of banks in each country.

    Abstract: Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs. The Flemish VET system has a good range of vocational options at different levels. The system is underpinned by strong academic standards reflected in the performance of 15-year-olds and compulsory education up to age 18. Commendable attention is given to entrepreneurial training. Policy development is dynamic and evidence is used extensively in reforms. At the same time the system faces a number of challenges, including early tracking, weaknesses in literacy and numeracy skills among some students, and too many unqualified school leavers. The use of workplace training is very variable, and some training provision inadequately reflects labour market needs. The quality of career guidance in compulsory education could also usefully be improved. The OECD review assesses the main challenges faced by the VET system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

    Abstract: The International Energy Agency's comprehensive 2010 review of Belgium's energy policies and programmes. It finds that Belgium is making commendable progress towards a clean and sustainable energy future. Energy intensity has recently declined, as have greenhouse gas emissions. Measures have been implemented to promote energy efficiency. Public funding for energy R&D has risen substantially. Energy security measures have been reinforced for different fuels, and an integrated emergency response policy is under development. Market reforms are advancing in both the electricity and gas sectors. Belgian energy policies are playing an increasingly important role in ensuring energy security not only in the country but also in northwest Europe. The country’s strategic location makes it an important transit hub for natural gas, oil and electricity. Nevertheless, challenges remain. A comprehensive, national strategy is needed to stimulate investment and adequately address energy security and climate change concerns. The Belgian position on the phase out of nuclear power should be reconsidered. The government should also try, through increased market transparency and streamlined planning procedures, to ensure that investment in new generation capacity is an attractive option for new players as well as incumbents. The overlapping responsibilities of the federal and regional governments reduce the cost-effectiveness of policies. This review analyses the energy challenges facing Belgium and provides critiques and recommendations for further policy improvements. It is intended to serve as a guide as the country continues on its way towards a more sustainable energy future.

If local labour market offices are to be given more flexibility, how can this be reconciled with the need for accountability and the achievement of national policy goals?The Belgium case study for the Building Flexibility and Accountability into Local Employment Services project explores the level of local accountability and flexibility within labour market policy in Flanders, focusing in particular on the Flemish Public Employment Service (VDAB), municipalities and the regional tripartite consultation platforms SERRs and RESOCs. This report is one of four country reports, with the other participating countries being Canada, Denmark and the Netherlands. A synthesis report is also available (see Working Paper 2011/10).

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Belgium for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: What will be the future role of hermeneutics in literary theory? Can we shape the future of hermeneutics by going back to its tradition and by looking at the way hermeneutics is relevant in other disciplines? The new issue of Cahier voor Literatuurwetenschap has two objectives. First, we wish to study the role of hermeneutics in other disciplines, such as the philosophy of history, theology, and the cognitive sciences. It will be clear that literary theory benefits from this interdisciplinary exercise. Second, we will have a closer look at the hermeneutical tradition in literary theory. Important chapters from the history of hermeneutics (e.g., Schleiermacher, Heidegger, Iser) are revisited and its influence in recent theoretical developments is considered

    Abstract: Jan Walravens (1920-1965) played a central role in Flemish literature as he introduced and facilitated literary experiments after the second world war. He was a leading essayist and literary critic, who wrote thousands of reviews showing the younger generation the way to French existentialism and to the international avant-garde. In addition to novels and shorter fiction, he published in-depth philosophical essays on Kierkegaard, Sade and Sartre. His international network of artistic relations turned him into a central figure in the Flemish literary world, a position he held until his untimely death at the age of forty-five. Jan Walravens and the Experiment presents ten essays that chart the various aspects of Walravens’ immense activity: his philosophical thinking on Sade, his relation with the visual arts, his position as an avant-gardist, his defense of poetry old and new, his view on the French nouveau roman, his novels, and his propagation of a new kind of literary diary. The authors have used the Walravens archive and unearthed some material that has never before been brought to the public’s attention, most notably the facsimile of a ‘cadavre exquis’ Walravens created with Albert Bontridder and Florent Welles

    Abstract: A storm at sea, hanging cliffs, volcano eruptions at night, threatening thunderclouds over a desolate mountain landscape: all these phenomena incite both fear and pleasure, astonishment and fascination. We call them sublime, after the feeling of the sublime. In the eighteenth century the sublime became the exciting alternative to the beautiful. The concept has ancient roots, but branches out into French, British, German, and Dutch cultures. Stemming originally from rhetoric, in the course of the eighteenth century it became an aesthetic, philosophical and literary concept. In this study the history of the sublime is told for the first time in Dutch. This book focuses on Dutch contributions on the sublime, in the light of the international history of the concept of the sublime. From the earliest translations to the original ideas of Johannes Kinker and Willem Bilderdijk: the Dutch sublime reflects both the entwinement with the European Enlightenment and the specific nature of Dutch culture in the long eighteenth century
    Abstract: Een storm op zee, overhangende kliffen, nachtelijke vulkaanuitbarstingen, dreigende donderwolken boven een woest berglandschap: al deze verschijnselen boezemen tegelijk angst en genot, ontzetting en fascinatie in. We noemen ze subliem, naar het verheven gevoel dat ze oproepen. Het sublieme gold in de achttiende eeuw als het spannende alternatief voor het schone. Het begrip heeft antieke wortels, maar ook Franse, Engelse, Duitse, en Nederlandse vertakkingen. Oorspronkelijk een begrip uit de retorica groeide het in de achttiende eeuw uit tot een esthetisch, filosofisch en literair concept. In deze studie wordt voor het eerst de geschiedenis van het verhevene in het Nederlands verteld. Centraal in dit boek staan een aantal Nederlandse bijdragen over het verhevene, die hier worden gelezen in het kader van de internationale begripsgeschiedenis van het sublieme. Van de vroegste vertalingen tot de eigenzinnige ideeën van Johannes Kinker en Willem Bilderdijk: in het Nederlandse verhevene wordt zowel de verbondenheid met de Europese Verlichting als het bijzondere van de eigen cultuur in de lange achttiende eeuw weerspiegeld

Este estudio piloto mide y compara internacionalmente las cargas administrativas en el sector de transporte por carretera en once países miembros de la OCDE: Alemania, Bélgica, Canadá, Dinamarca, Francia, Holanda, Italia, Noruega, Nueva Zelanda, Suecia y Turquía. El objetivo del ejercicio es doble: identificar las buenas prácticas y proporcionar aportaciones para la simplificación de las estrategias nacionales, y desarrollar y probar un modelo para la comparación internacional.La medición, la cuantificación y la elaboración de políticas basada en evidencia son características que están predominando la estrategia en muchos países. Al estandarizar la metodología para la medición nacional, se puede realizar comparaciones internacionales. Así se facilita la identificación de buenas prácticas, las cuales pueden ser usadas para desarrollar estrategias de simplificación.

Issues examined include: strategy and policies for improving regulatory management; institutional capacities for effective regulation and the broader policy making context; transparency and processes for effective public consultation and communication; processes for the development of new regulations, including impact assessment and for the management of the regulatory stock, including administrative burdens; compliance rates, enforcement policy and appeal processes; and the multilevel dimension: interface between different levels of government and interface between national processes and those of the EU. This book is part of a project examining better regulation, being carried out in partnership with the European Commission.

For the non-OECD regions, foreign trade and current account series are available. It also comprises statistics on demand and gross domestic product (GDP), deflators and prices, general government accounts, households and business sectors, labour market, financial data, foreign exchange market, balance of payments, supply block, oil market and other raw materials. The No 88 version of the Economic Outlook covers data from 1960 with projections until 2012.
