    Abstract: The ITF has produced a series of reports and discussion papers addressing the interrelated issues of railway structure and performance; see for example Beck et al. (2013), Thompson (2013), ECMT (2007) and, Thompson (2007). The academic literature on this subject is also significant, with good examples in Mizutani et al (2014), Nash et al. (2013), Van de Velde et al. (2012) and Kirchner (2002, 2004, 2007 and 2011). All of these studies have confronted the question of how to measure the performance, or efficiency, of railways both in the sense of how one railway compares with others (cross-section) and how railways have changed as a result of policy interventions (time-series). The purpose of the roundtable discussions was to revisit the issue of how to define and measure efficiency at the proper level of detail and with reasonably available data so that policy makers can benchmark the performance of their railways, evaluate the impact of past changes in railway structure, ownership or regulation and assess the likely outcome of future initiatives. The challenge is inherent in the phrases “proper level of detail” and “reasonably available data”.

    Abstract: The use of public private partnerships (PPPs) for investment in transport infrastructure has a long history, spreading rapidly in Latin America in the 1980s and in the 1990s in the UK. There are many forms of PPP, ranging from the project finance type (e.g. Design, Build, Finance, Maintain, Operate (DBFMO) contracts) to concessions with economic regulation, with the line between partnership and outright privatisation somewhat blurred. PPPs sought to bring efficiency incentives from private sector management into network industries (power transmission, water supply, road and rail infrastructure provision) that bear the hallmarks of natural monopoly and were traditionally managed by the state in many places.

    Abstract: Ports around the globe are planning expansions to respond to the growth of containerised maritime trade and to the development needs of their hinterland economies. Following the dip in trade induced by the 2007-2008 financial crisis, global volumes are on the rise again (Figure 1), driven by growth in the emerging economies. Growth in trade will be supported by the WTO Trade Facilitation Agreement signed in Bali in December 2013 and expanding container port capacity is again a pressing issue in many locations. Inadequate container port infrastructure can be a severe logistics bottleneck and a constraint on growth. Efficiency and capacity need to increase in step with demand. At the same time port policy makers and container terminal operators have to match capacity to demand carefully to avoid costly overinvestment, a task complicated by rapid technological change in liner shipping markets with the introduction of larger vessels, rising fuel prices and restructuring through mergers and alliances.

    Abstract: This report is based on discussions at an International Transport Forum Roundtable1 convened in September 2012 to review experience with the regulation of public private partnerships (PPPs) in the transport sector. Conclusions from the debate are developed with reference to the literature, particularly in relation to managing the risks associated with forecasting traffic. The report focuses on actuarial, structural and behavioural approaches to improving the regulation of PPPs and containing liabilities created by PPPs for public finance. It also examines the potential for private financing of infrastructure by treating packages of transport projects as regulated utilities. The report aims to clarify the objectives of PPPs, their impact on public finance and the different types of risk that need to be managed.

    Abstract: Expanding airport capacity is difficult in large urban areas. Expansion of existing airports is usually constrained by community agreements on noise and local air pollution and by a shortage of land. Finding sufficient land, at feasible prices, to develop or relocate major airports on green-field sites within a reasonable distance of city centres is often very difficult. Creating land for airports in locations less sensitive to noise and land-use conflicts, for example through offshore or estuarine land reclamation, is expensive and most new sites will require extensive investments in surface transport links to city centres. Furthermore, moving an airport imposes costs on airlines and their users as well as on activities located close to and dependent on proximity to the existing one. In multi-airport regions, options for expansion at one airport will impact the others and airlines, operating in increasingly competitive markets, may respond differently to alternative ways in which the region’s airport capacity might be increased.

Ces entreprises échappent-elles en raison de leur taille même au contrôle des autorités nationales de la concurrence ? Portent-elles atteinte à la concurrence lorsqu’elles fusionnent ou acquièrent d’autres entreprises au sein de la chaîne logistique ? La Table Ronde a rassemblé des experts des questions de la concurrence avec des chercheurs des domaines du transport maritime, du fret ferroviaire et de la logistique pour cerner les questions saillantes qui relèvent de la concurrence et les réponses réglementaires appropriées. Un examen des stratégies des entreprises de transport et de logistique révèle qu’une intégration verticale peut certes engendrer des gains d’efficience, mais elle correspond le plus souvent au besoin d’intensifier l’usage des coûteux équipements fixes plus que d’un impératif de contrôler toutes les opérations de la chaîne logistique. Ceci explique que les firmes maritimes se portent acquéreurs d’opérateurs de terminaux. Les acquisitions horizontales, là où des entreprises similaires servant un même marché fusionnent, sont davantage susceptibles de poser des problèmes de concurrence. De tels problèmes peuvent particulièrement se poser au niveau d’équipements congestionnés. Cette Table Ronde dresse un cadre pour l’examen des questions de concurrence au sein des activités de transport et de logistiques globales, elle discute de la pertinence des mesures à la portée des régulateurs, lorsque la concurrence est menacée et elle explore le rôle des autorités de concurrence et des Ministères des Transports dans la poursuite de l’organisation de marchés efficients.

    Abstract: Some very large multinational transport and logistics firms have emerged to provide integrated transport services to shippers in the globalised economy. Do these firms escape regulatory oversight from national competition authorities because of their sheer scale? Do they pose additional threats to competition when they merge with or acquire other companies in the supply chain? The Round Table brought competition experts together with researchers on maritime shipping, rail freight and logistics to identify critical competition issues and appropriate regulatory responses. An examination of the strategies of transport and logistics companies reveals that vertical integration can yield efficiencies, but usually reflects a need to improve the use of expensive fixed assets rather than control all parts of the supply chain. This usually explains why shipping lines acquire terminal operators. Horizontal acquisitions, where similar companies serving the same market merge, are more likely to raise competition concerns. Problems are particularly prone to arise at bottleneck infrastructure facilities. The Round Table report provides an economic framework for examining competition in global transport and logistics businesses, discusses the adequacy of the remedies available to regulators when competition is threatened, and explores the role of competition authorities and Transport Ministries in ensuring markets are efficient.

    Abstract: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: Le débat en cours sur les politiques à mener traite le plus souvent les redevances d’utilisation des infrastructures comme s’il s’agissait d’instruments fiscaux destinés à gérer la demande de transport. La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.

    Abstract: Pour de nombreux urbanistes, il est important de contenir l’étalement urbain, qui est considéré comme à l’origine des coûts environnementaux et de la congestion. En revanche, beaucoup d’économistes attribuent des avantages à l’étalement urbain, qui permet par exemple aux ménages d’accéder à des logements plus grands et moins chers. Cette Table Ronde examine les coûts et les avantages de l’étalement urbain, en mettant en évidence les liens qui existent entre forme urbaine et croissance économique. Elle étudie les arbitrages à faire quand on tente de contenir l’extension des villes. Les débats prennent appui sur des communications de Mme Elizabeth Deakin (UC Berkeley) et de MM. Matthew Kahn (Tufts University), Gilles Duranton (University of Toronto) et David Banister (University College London).
