    Abstract: Education is vital for economic success, both at the national and the individual level. But education also has significant social effects. This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so? This publication draws on findings from 13 OECD countries (Austria, Flemish Belgium, Canada, Japan, Luxembourg, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, the United Kingdom [England and Scotland] and the United States) to provide new models and insights into these important contemporary issues.

    Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: This joint publication of the OECD and the European Commission gives policy makers practical tools to tackle weaknesses in many countries' career guidance systems including limited access, particularly for adults; failure to develop career management skills; inappropriate training; and poor service coordination.     Abstract: OECD's 2001 review of Slovenia's agricultural policies. It finds that successful macroeconomic recovery and major progress towards international integration marked Slovenia’s first decade of independence. This should have a positive impact on the domestic agro-food sector, prompting the shift of human and financial resources into more competitive areas and driving down production costs. With EU membership fast approaching and commitments to WTO and CEFTA to be upheld, Slovenia needs to limit price-distorting policies in the agro-food sector and to focus on structural adjustment, especially to reduce farm fragmentation, enlarge the commercially viable farm sector, and restructure and modernise the food industry. Given the high importance of rural areas in Slovenia, an effective rural diversification strategy targeted to generate off-farm incomes for rural people is vital to support the progress towards a more market-oriented agriculture. The Review analyses developments since Slovenia gained independence in 1991. It evaluates key structural issues, examines emerging policy developments and provides detailed estimates of support to agriculture, using the OECD’s Producer and Consumer Support Estimates (PSEs/CSEs). For those involved in central and eastern European agriculture and agro-food policies, markets and trade, the Review offers unique information and analysis. Policy makers, businesses and researchers will find it an indispensable reference for years to come.

    Abstract: There is broad political support for lifelong learning because it is so vital to sustained economic progress and social cohesion in the "new economy". But its implementation is potentially costly and depends on making the learning process more cost-effective and on securing financial and in-kind resources from the private sector. What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.
