    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

    Abstract: Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

    Abstract: Growing flows of knowledge, people and financing cross national borders and feed both worldwide collaboration and competition. These effects of globalisation increasingly impact higher education. How then might the future higher education scene look at the global level? Birthplace of the most famous Italian automotive company - Fiat – and home to many heavy engineering and manufacturing firms, the region has long been a central part of the national industrial core. Yet since the early 1970s, the fragility of Piedmont's production system has slowly became evident. This report reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved.

    Abstract: Pharmacogenetics helps us understand the relationship between an individual’s genetic make-up and the way medicines work for each person. This book reviews the use of pharmacogenetics across all stages of the health innovation cycle from research through to uptake by doctors and patients. It focuses on how to optimise the use of pharmacogenetics to deliver effective innovations for public health, and design policies that enhance their economic and social benefits. The book argues for large-scale studies to validate the biomarkers that underpin pharmacogenetics and policies to share the cost and risk of using pharmacogenetics to improve the use of existing medicines. Governments and others need to align regulatory, reimbursement and other incentives and work with industry to measure better the impacts of pharmacogenetics. Health systems need to take positive steps to adapt to the use of pharmacogenetics and ensure that health professionals receive adequate training.

    Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: High Net Worth Individuals (HNWIs) pose significant challenges to tax administrations due to the complexity of their affairs, their revenue contribution, the opportunity for aggressive tax planning, and the impact of their compliance behaviour on the integrity of the tax system. This publication examines in detail this taxpayer segment, describes their usage of aggressive tax planning schemes and proposes prevention, detection and response strategies that tax administrations can use to respond to these challenges. It also addresses aspects of voluntary disclosure initiatives for past non-compliance that may be particularly pertinent in the current environment. The publication outlines a number of innovative approaches to enable governments to better manage the risks involved with marketed tax schemes and tailor-made arrangements. To improve compliance, tax administrations could consider changing the structure of their operations to focus resources effectively, for example, through the creation of a dedicated HNWI unit. Other recommendations include creating the appropriate legal framework, exploring forms of co-operative compliance and engaging more in international co-operation, at both the strategic and operational level.

    Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: This book studies digital piracy - the infringement of copyrighted content (such as music, films, software, broadcasting, books, etc.) - where the end product does not involve the use of hard media, such as CDs and DVDs. It presents the unique economic properties of markets for pirated digital products, where the existence of a large number of suppliers willing to provide pirated content at virtually no cost poses new and difficult challenges to copyright owners and policy makers in combating that piracy. These economic features, together with rapid technological developments, create special and unique problems to policy makers and the large number of actors involved in different jurisdictions. This book also provides an illustrative, in-depth case study of the sports rights owners sector, highlighting how it is affected by digital piracy.

    Abstract: This report covers a broad range of SME taxation issues, including possible effects of taxation on the creation and growth of SMEs, and considerations arising from a relatively high compliance burden. Differing income tax and social security contribution burdens of unincorporated and incorporated SMEs are considered in detail, with analysis of average statutory tax rates carried out to investigate possible tax distortions to business creation and business structure decisions of a single worker/owner of an SME. Various arguments are presented for and against the targeting of tax incentives at SMEs. Country examples of SME tax incentives and compliance cost reduction measures are provided in the report.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context.     Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

    Abstract: The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report.     Abstract: With 14.5 million inhabitants and an economy worth over EUR 290 billion, the North of England is larger than many European countries. At the heart of the industrial revolution, the region has been a historic centre for world-changing innovation in transport, computing and in vitro fertilisation. Yet, in the wake of massive losses in manufacturing employment over the past few decades, the region is having to adapt in order to catch up to more prosperous regions in the UK and remain competitive globally. Like many regions around the OECD, the North of England is seeking to support economic development through innovation, with strategies that build on the region's heritage while also looking to develop new strengths. This report reviews how both national policy and regional strategies support innovation in the North and how these efforts could be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.

    Abstract: Film and video products take a huge variety of forms from modest training or promotion audio-visuals to blockbuster feature films that earn very large amounts of money from worldwide distribution. Production and distribution for any film or video product involve an extremely wide array of commercial interests often with quite different strategies. This study focuses on commercial entertainment products and production and distribution of films and television programs. It analyses the impact of digital content creation, distribution and use on value chains and business models of the film and video industry and explores the policy implications of these changes to identify how digital content may affect the function and position of participants in the industry along the value chain.

    Abstract: This study develops and applies a rigorous methodology to estimate the incidence of counterfeit and pirated items in world trade. This methodology can be used in the future to refine the assessment as the quality and quantity of data improve. The study also provides an analysis of the market for counterfeit and pirated goods and the effects on various affected parties, ranging from the owners of the intellectual property rights, to consumers and governments. The study also provides a number of in-depth snapshots of different industry sectors, highlighting how those sectors are affected by counterfeiting and piracy, and how they are responding.

    Abstract: Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

Para continuar su avance, Chile necesita fortalecer algunos de sus pilares institucionales de una economía orientada al mercado, como lo es notablemente el sistema de innovación. Existe una creciente conciencia por parte de los actores políticos acerca de la importancia de la innovación para el futuro del país. Esto se ha traducido en tres audaces decisiones: la creación del Consejo de Innovación para la Competitividad, encargado de proponer pautas para una estrategia nacional de innovación de largo plazo; la introducción de un impuesto específico a la actividad minera para aumentar los recursos públicos disponibles para implementar esta estrategia; y la creación de un incentivo tributario. Este informe evalúa la situación actual del sistema y políticas de innovación de Chile con el objetivo de identificar las áreas que requieren perfeccionamiento, para utilizar este aumento de la inversión pública de la manera más eficiente posible.

    Abstract: Demographic changes increasingly shape social policies as most OECD populations are ageing and include more migrants and “minorities”. Japan and Korea have already started to see their enrolments in tertiary education decline, but other countries like Turkey and Mexico can still expect a boom. Drawing on trend data and projections, this book takes an in-depth look at these important questions from both a qualitative and quantitative standpoint. Issues covered include the impact of demographic changes on student enrolment, educational attainment, academic staff and policy choices. Particular attention is given to how access policies determine the demographics of tertiary education, notably by examining access to higher education for disabled and migrant students. The book covers most OECD countries, illustrating the analysis with specific examples from France, Japan, Korea and the United States. This book is the first volume in the Higher Education to 2030 series, which takes a forward-looking approach to analysing the impact of various contemporary trends on tertiary education systems.     Abstract: Governments intervene in the agricultural sector through policies that both support and shape agricultural production. This leads to two important outcomes. First, agriculture specific programmes intended to increase the welfare of farmers can become capitalised into asset values. Second, many policies, in particular regulatory ones, reduce asset mobility, resulting in reduced economic efficiency due a sub-optimal allocation of resources. This study focuses on the capitalisation of government support into land rents and prices. It assesses the consequences of inflated asset values, and suggests lessons for future policy making.

The results suggest that although absolute numbers of S&T students have been rising as access to higher levels of education expands in OECD economies, the relative share of S&T students among the overall student population has been falling, The report shows that encouraging interest in S&T studies requires action to tackle a host of issues inside and outside the education system, ranging from teacher training and curriculum design to improving the image of S&T careers. Numerous examples of national initiatives are used to complement the analyses to derive a set of practical recommendations.

    Abstract: Globalisation is quickly reshaping the international economic landscape, resulting in an increasing global supply of science and technology (S&T) resources and capabilities. This book analyses trends in the offshoring of R&D, examines its drivers and motivations, and identifies implications for innovation policy. It examines the internationalisation of R&D through foreign direct investment (FDI) by multinational enterprises (MNEs), which account for the bulk of business R&D in the OECD area.     Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.
