S’inspirant d’études de cas réalisées par les pays de l’OCDE et les pays tiers, il soumet aux gouvernants et aux gestionnaires des pêcheries une analyse détaillée des considérations économiques associés à ces plans.

    Abstract: L’agriculture africaine est un géant endormi. Dans la plupart des pays d’Afrique subsaharienne, l’agro-industrie en est encore à ses balbutiements. Nombre d’entre eux paient désormais le prix fort pour leurs importations de denrées alimentaires et tentent de juguler les pressions inflationnistes. En raison de la vigueur attendue des prix alimentaires mondiaux à long terme, l’augmentation de la productivité des cultures vivrières devient une priorité absolue pour l’Afrique. Cela suppose d’investir massivement dans les infrastructures d’irrigation, d’entreposage et de transports, mais aussi de faciliter l’accès aux marchés des facteurs de production (engrais, semences, matériel agricole et crédit). Si un cadre contractuel donne de bons résultats dans le cas des cultures d’exportation, ce genre de dispositif est encore rare pour les cultures vivrières. Une implication accrue du secteur privé dans la conception et la mise en oeuvre de ce type de programmes de commercialisation pour les cultures vivrières devrait permettre d’assurer un développement durable des industries alimentaires locales. Les facilités actuelles de financement internationales – à l’instar de l’EPSA (Initiative pour le soutien renforcé au secteur privé en Afrique) – devraient être pleinement exploitées. L’aptitude de l’Afrique à libérer le potentiel de son agriculture commerciale dans les décennies à venir dépend aussi largement d’un soutien efficace et durable de la part de la communauté internationale du développement. Les conclusions résumées ici posent les jalons de futures discussions à l’échelle internationale sur le développement du secteur privé agricole en Afrique et la manière de sortir les petits paysans de la pauvreté.

L’accroissement du débit portuaire se heurte à une résistance de plus en plus forte des collectivités locales en raison de la pollution et de la congestion qu’il entraîne. La réglementation locale est justifiée, mais sa mise en œuvre est compliquée par la répartition du pouvoir de négociation entre les parties prenantes. Des autorités d’un niveau plus élevé seraient en mesure de formuler des politiques plus efficaces.

    Abstract: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: Too many fishing vessels chasing too few fish is a persistent problem in many countries. To address this, governments often turn to vessel decommissioning schemes as a means of adjusting fishing capacity to match available fish resources. This report presents a set of best practice guidelines on the design and implementation of decommissioning schemes. By drawing on case studies of decommissioning schemes from OECD and non-OECD countries, it provides policy makers and fisheries managers with detailed analysis of the economic issues surrounding decommissioning schemes.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: With the development and entry into force of the United Nations Fish Stocks Agreement in 1995, the international community made a commitment to strengthen Regional Fisheries Management Organizations (RFMOs), established to deal with the management of shared high seas resources. This study takes stock of the changes made in RFMOs, highlighting a gradual process of improvement that has translated into significant success stories. While there is no single recipe for this process, ensuring that the fundamental building blocks are in place to help create and maintain the economic and political momentum for change is important. Altering the underlying economic incentives may help to better align the interests of member countries, allowing coalitions for change to develop within the membership. The study and its analysis is built on evidence from a range of case studies of RFMOs, most notably the Conservation of Southern Bluefin Tuna (CSBT), the International Commission for the Conservation of Atlantic Tunas (ICCAT), the Northwest Atlantic Fisheries Organisation (NAFO) and the North East Atlantic Fisheries Commission (NEAFC).

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

    Abstract: Globalisation is quickly reshaping the international economic landscape, resulting in an increasing global supply of science and technology (S&T) resources and capabilities. This book analyses trends in the offshoring of R&D, examines its drivers and motivations, and identifies implications for innovation policy. It examines the internationalisation of R&D through foreign direct investment (FDI) by multinational enterprises (MNEs), which account for the bulk of business R&D in the OECD area. It also discusses complementary aspects of the global innovation landscape, such as the internationalisation of science, the growing importance of international technology co-operation and the growing international mobility of researchers.

    Abstract: Governments intervene in the agricultural sector through policies that both support and shape agricultural production. This leads to two important outcomes. First, agriculture specific programmes intended to increase the welfare of farmers can become capitalised into asset values. Second, many policies, in particular regulatory ones, reduce asset mobility, resulting in reduced economic efficiency due a sub-optimal allocation of resources. This study focuses on the capitalisation of government support into land rents and prices. It assesses the consequences of inflated asset values, and suggests lessons for future policy making.

El sector se beneficia de un clima macroeconómico estable y de un entorno comercial abierto, asimismo, las exportaciones han crecido rápidamente, en particular para productos de alto valor, tales como el vino y la fruta. La prioridad actual del Gobierno es ampliar la base de crecimiento de la agricultura integrando de manera exitosa a los pequeños agricultores del país en las estructuras comerciales. Este estudio mide el nivel y la magnitud del apoyo que se brinda a la agricultura chilena, y evalúa la eficacia de las medidas actuales en el logro de sus objetivos. El estudio revela que Chile ofrece mucho menos apoyo y protección a su sector agrícola en comparación con la mayoría de los países de la OCDE, a pesar de que los gastos del gobierno en el sector se han triplicado en términos reales durante los últimos diez años. Cerca de la mitad de ese gasto se debe a bienes públicos como infraestructura y riego, mientras que la otra mitad se compone principalmente de las medidas que buscan hacer más competitivos a los agricultores de Chile. Este reporte sugiere formas en las que se puede mejorar la eficacia de esas políticas, incluyendo la evaluación sistemática de la ejecución de las mismas, por medio de una coordinación más estrecha entre los organismos gubernamentales y con la elaboración de políticas para los pequeños agricultores y para los trabajadores agrícolas asalariados en un contexto amplio de la economía, para que las políticas agrícolas puedan centrarse en los agricultores potencialmente competitivos y se distingan de manera efectiva e otros desarrollos y políticas sociales.

Over recent years the environmental performance of agriculture has improved in many countries, largely due to consumer pressure and changing public opinion. Many OECD countries are now tracking the environmental performance of agriculture, which is informing policy makers and society on the trends in agri-environmental conditions, and can provide a valuable aid to policy analysis. The indicators in this report provide crucial information to monitor and analyse the wide range of policy measures used in agriculture today, and how they are affecting the environment. Did You Know?     Abstract: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Abstract: Le débat en cours sur les politiques à mener traite le plus souvent les redevances d’utilisation des infrastructures comme s’il s’agissait d’instruments fiscaux destinés à gérer la demande de transport. La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: This publication looks at the importance of the EU sugar industry in the global sugar market. It analyses how sugar reforms adopted by the EU council in 2006 have led to market changes. The first part of this report looks at what might happen if complete policy reform and full trade liberalisation took place. This gives the reader insight into the impact that sugar support policies have had in making this industry one of the most heavily subsidised, protected and distorted agricultural commodities markets. The effect that sugar support policies in the EU and worldwide have made to production and trade developments in other countries are also highlighted. The second part of this report looks forward, to examine how the sugar market may evolve up to 2015 in light of the sugar policy changes which were introduced in 2006. Finally, an initial evaluation of the EU sugar policy reform is made in light of the OECD Ministerial principles for agricultural policy reform.     Abstract: The challenges faced by Mexico’s rural areas are significant. Mexico's countryside is home to a large population (more than the overall population of many OECD countries) that is highly dispersed and largely living in poverty. The potential of these areas is however significant, as their vast (and young) human resources, their natural, cultural and physical assets could provide, in a more diversified economy, a greater contribution to national development. This review shows that the challenges and potential of rural areas are spatially differentiated and therefore require a place-based policy approach. The Mexican government has had significant success in framing a multi-sector rural policy. Some of these accomplishments can provide examples of best practice for other OECD countries. The continuity and institutionalization of these advances are a priority. In addition, efforts should be devoted to improving the efficiency and effectiveness of rural development programmes and to guaranteeing coherence with other major sectoral policies. This will contribute to addressing the country's major territorial and individual inequalities and will transform rural regions into sources of national development.

However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: Declining fish stocks and expanding fishing fleets have combined with growing competition from aquaculture to put increased pressure on the fishing sector to adjust the size and nature of its operations in many countries. In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.
