    Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: The residues in Livestock studies are conducted in order to quantify levels of residues in meat, milk, eggs and edible meat by-products following the use of a pesticide product. The situations to which such studies apply include application of a pesticide to raw agricultural commodities (RACs), and the feeding by livestock; pesticides that may be directly applied to livestock; and pesticides that are used in livestock premises. The primary purposes of the Residues in Livestock study are to provide: the basis for establishing maximum residue limits (MRLs) and for conducting dietary intake assessments for consumer safety. Separate feeding studies should be conducted for a ruminant (lactating dairy cows) and poultry (egg-laying hens). The test substance(s) should be applied daily (during at least 28 days) preferably by capsule. A Residues in Livestock study will normally comprise 3 different dose levels, 1X, 3X and 10X. Three animals per dose group (and one for the control) should be used for ruminants. For hens 9-10 animals per dose group (and 3 to 4 animal for control per study) should be used. The study report should include: daily feed consumption, bodyweights measurement, milk or egg production and analyse (after and before dosing), detailed observations (health problems…) and tissues analyse.

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: A developmental neurotoxicity study will provide information on the effects of repeated exposure to a substance during in utero and early postnatal development. The test substance is administered daily, generally orally, to mated females (rats are preferred) from the time of implantation (GD 6) throughout lactation (PND 21). At least three dose levels and a concurrent control should be used and a total of 20 litters are recommended at each dose level. Dams are tested to assess effects in pregnant and lactating females and may also provide comparative information. Offspring are randomly selected from within litters for neurotoxicity evaluation. All dams and all offspring should be carefully observed at least once daily with respect to their health condition, including morbidity and mortality. The evaluation consists of observations to detect gross neurologic and behavioural abnormalities, and the evaluation of brain weights and neuropathology during postnatal development and adulthood.     Abstract: This Test Guideline is designed to assess the effects of prolonged exposure to sediment-associated chemicals on the reproduction and the biomass of the endobenthic oligochaete Lumbriculus variegatus (Müller). The method is described for static test conditions. Worms of similar physiological state are exposed to a series of toxicant concentrations applied to the sediment phase of a sediment-water system (artificial sediment amended with a food source and reconstituted water). Test vessels without the test substance serve as controls. The test animals are exposed to the sediment-water systems for a period of 28 days. The endpoints of this type of study are the ECx for reproduction and biomass. In addition the No Observed Effect Concentration (NOEC), and the Lowest Observed Effect Concentration (LOEC) may be calculated. The purpose of the study, ECx or NOEC derivation, will determine the test design. At least five concentrations and a minimum of three replicates for ECx, or four replicates for NOEC/LOEC, for each concentration should be tested. The test is conducted with at least 10 worms for each replicate. The report should include the total number and the dry weight of the worms, the observations of abnormal behaviour, of mortalities, the water characteristics within the test vessels and the total organic content.

Post-apartheid South Africa has succeeded in swiftly opening its economy to international trade and capital flows, and in stabilising the economy while achieving reasonably good growth performance, mainly driven by productivity gains. However, important socio-economic problems persist, especially unemployment, poverty and the exclusion of a large fraction of the population from the formal economy. The country is now in the middle of two more specifically economic transitions: i) responding to globalisation and ii) transforming the structure of the economy away from its former heavy dependence on primary resource production and associated commodity-based industries. In this context, enhancing innovation capabilities is key to a sustained improvement of living standards based on productivity-driven growth. This review assesses the national innovation system of South Africa from this perspective, identifying areas and means for improvement with an emphasis on the role of public research organisations and policies.

    Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: Analysis carried out in this report indicates that international trade in counterfeit and pirated products could have been up to USD 200 billion in 2005. This total does not include domestically produced and consumed counterfeit and pirated products and the significant volume of pirated digital products being distributed via the Internet. If these items were added, the total magnitude of counterfeiting and piracy worldwide could well be several hundred billion dollars more. Counterfeiting and piracy are illicit businesses in which criminal networks thrive. The report shows that the items that they and other counterfeiters and pirates produce and distribute are often substandard and can even be dangerous, posing health and safety risks that range from mild to life-threatening. Economy-wide, counterfeiting and piracy undermine innovation, which is key to economic growth. The magnitude and effects of counterfeiting and piracy are of such significance that they compel strong and sustained action from governments, business and consumers. More effective enforcement is critical in this regard, as is the need to build public support to combat the counterfeiting and piracy. Increased co-operation between governments, and with industry, would be beneficial, as would better data collection.

Five categories for crop metabolism studies can be considered: root vegetables, leafy crops, fruits, pulses and oilseeds, and cereals. The active ingredient should be administered such as foliar, soil/seed, or post-harvest treatments to reflect its intended use pattern. It should be labelled, to allow for quantification; the preferred radioisotope is 14C, although 32P, 35S can be used. The study should be performed using a sandy loam soil treated with the radiolabelled test substance. It may be performed either in a greenhouse or in an outdoor test plot or plant growth chambers. The maximum application rate (the proposed Good Agriculture Practice (GAP) application rate) should be utilized. Samples of all raw agricultural commodities are collected for characterization and/or identification of residues and determination of the total radioactive residue.

    Abstract: Metabolism in Livestock studies are used to determine the qualitative and quantitative metabolism and/or degradation of the active ingredient resulting from pesticide use in feedstuffs, direct application to livestock, or premise treatment. The studies provide an estimate of total residues in the edible livestock commodities, as well as the excreta; identify the major components of the terminal residue in the edible tissues; elucidate a metabolic pathway for the pesticide in ruminants and poultry; provide evidence whether or not a residue should be classified as fat soluble. The studies should be conducted using radiolabelled test compound. A stable position of labelling is chosen and the preferred radioisotope is 14C, although 32P, 35S can be used. A ruminant (lactating goats) study can be carried out on a single animal per experiments. For poultry (laying hens), the use of ten birds per experiments (or dose) is recommended. The minimum dosage used in livestock oral metabolism studies should approximate the level of exposure expected from the feeding of treated crops with the highest observed residues. Treatment should be administered orally (via a balling gun, capsule or gavage) or by dermal application. The study includes: the excreta, milk and eggs collect (twice daily), and tissues collect (muscle, liver…).

    Abstract: The aim of these studies is to demonstrate the time period for which stability has been shown in representative commodities from crops. Freezer storage stability studies should include sufficient starting material and should have a sufficiently high concentration of residue to allow for any observed decline during storage to be quantified. Samples could either be from crops (or animals) that have been treated with pesticides in the field, or from the spiking of control commodities with known amounts of each component of the residue definitions. Freshly spiked control samples of the stored commodities should be analysed at each of the time points when aged/stored commodities are removed from frozen storage for analysis. The control samples used for procedural recovery determinations will be the same commodity. At least two sampling intervals (time zero and other) should be used; the sampling interval depends on the stability of the residues. Duplicate samples of every commodity at each time point for all components of the residue definitions need to be analysed. The report should include the residue results and the statistical treatments.

    Abstract: The Uterotrophic Bioassay is an in vivo short-term screening test. It is based on the increase in uterine weight or uterotrophic response. The Uterotrophic Bioassay relies for its sensitivity on an animal test system in which the hypothalamic-pituitary-ovarian axis is not functional. Two oestrogen sensitive states in the female rodent meet this requirement: i) immature females after weaning and prior to puberty and ii) young adult females after ovariectomy with adequate time for uterine tissues to regress. The test substance is administered daily by oral gavage or subcutaneous injection. Each treated and control group should include at least 6 animals. Graduated test substance doses are administered to a minimum of two treatment groups of experimental animals using one dose level per group and an administration period of three consecutive days for immature method and a minimum administration period of three consecutive days for ovx-adult method. The animals are necropsied approximately 24 hours after the last dose. For oestrogen agonists, the mean uterine weight of the treated animal groups relative to the vehicle group is assessed for a statistically significant increase. A statistically significant increase in the mean uterine weight of a test group indicates a positive response in this bioassay. The report should include: the daily body weights, the daily record of status of animal, the wet and blotted uterine weight, the daily food consumption.

    Abstract: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Abstract: The Mexican state of Yucatán, with its strategically important location near the United States, Central America and the Caribbean, is one of the most dynamic regions in the OECD. Yucatán is also a land of contrasts. It is a lagging but growing region, offering a high quality of life and vast natural resources, yet suffering from problems of sustainability. Its tourism attractions are located in rural areas that do not benefit from them. It has both state and Peninsula medical services, but its health services coverage is uneven. Yucatan is a centre for higher education in the Peninsula, yet its graduates do not find jobs. It has a number of marginalised communities in fragmented administrative bodies, and although the Peninsular states share a common cultural heritage and attractiveness, their institutions do not co-operate.Clearly, Yucatán is not taking full advantage of its many resources, and in fact, challenges in the region threaten to undermine local assets. Among these is the need to upgrade activities to higher value-added innovation and design processes, and to foster primary activities to reach international markets. While the state government has proposed programmes to spur formalisation of the informal economy, measures such as better regulation, cutting red tape and providing employment opportunities and access to formal credit could have a greater impact. The lack of a shared, coherent long-term vision is a fundamental challenge to improving regional competitiveness and social cohesion in Yucatán. The OECD’s recommendations can only be part of a larger strategy to develop a collective vision of the state’s future.

Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: This review of education policies in Turkey takes place at a critical point in the nation’s history.     Abstract: Having adhered to the OECD Declaration on International Investment and Multinational Enterprises in July 2007, Egypt undertook a thorough review by OECD members of its international investment policies using the Policy Framework for Investment. This publication presents the results of this review. It finds that international investors responded quickly to the government’s policy reform efforts: foreign direct investment (FDI) into Egypt increased eightfold in just three years, diversifying away from the petroleum sector and bringing much-needed investment to a broad range of manufacturing and service industries. However, the review also shows that investment climate reforms take time and many challenges still lie ahead. These include ongoing efforts to phase out unnecessary sectoral restrictions on investment, maintaining the momentum for broadening the privatisation programme and encouraging entrepreneurship by promoting transparency, accountability and competition.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: The Indian Ocean tsunami that hit South and Southeast Asia in December 2004 was one of the worst natural calamities of recent times, the scale of the devastation to coastal communities across the region almost incomprehensible. As befits a disaster of such magnitude, the humanitarian response was massive. In the course of the relief operations, however, Asian governments and donors increasingly expressed the need for measures to prevent corruption amid widespread concern that significant amounts of tsunami aid may be being diverted to unscrupulous hands. In response to growing concerns about corruption, the ADB-OECD Anti- Corruption Initiative for Asia-Pacific and Transparency International organized an experts meeting on corruption prevention in tsunami relief operations hosted by the Government of Indonesia. The meeting, which brought together the six worst-affected countries—India, Indonesia, Malaysia, Maldives, Sri Lanka and Thailand—aimed to identify concrete priority measures to be taken by each stakeholder, including governments, donor agencies, civil society and private sector organizations involved in aid delivery and reconstruction work, to prevent and curb corruption in service delivery and procurement related to tsunami relief. This publication synthesizes the meeting’s most important deliberations and conclusions, providing a useful resource for the wide range of individuals and organizations working to ensure equitable tsunami assistance. It assembles the issue papers and the conclusions and framework for action developed as a result of discussions and presentations by experts.

    Abstract: This Test Guideline is intended for testing the emissions from wood and wooden commodities that are not covered and are in contact with fresh water or seawater. Preservative treated wood test specimens are immersed in water. The recommended wood species are Pinus sylvestris L. (Scots pine), Pinus resinosa Ait. (red pine), or Pinus spp (Southern pine). Wood test specimens are recommended to be sets of five according to EN 113 size blocks. Control with untreated wood specimens allows for the determination of background levels for emissates from wood other than the preservative used. The number of sets of wood test specimens used for analysing is at least five: three sets of specimens are treated with preservative, one set of specimens is untreated and one set of specimens for the estimation of the oven dry moisture content of the test specimens before treatment. The water (emissate) is collected and chemically analyzed multiple times over the exposure period sufficient to perform statistical calculations (6 hours, 1 day, 2 days, 4 days, 8 days, 15 days, 22 days, 29 days). Tests with untreated samples can be discontinued if there is no background detected in the first three data points.

    Abstract: The OECD Guidelines for the Testing of Chemicals are a collection of about 100 of the most relevant internationally agreed testing methods used by government, industry and independent laboratories to identify and characterise potential hazards of new and existing chemical substances, chemical preparations and chemical mixtures. They are a basic set of tools used primarily in regulatory safety testing and subsequent chemical and chemical product notification and chemical registration. In addition, they can also be used for the selection and ranking of candidate chemicals during the development of new chemicals and products and in toxicology research. They cover tests for physical-chemical properties of chemicals, human health effects, environmental effects, as well as degradation and accumulation in the environment. Adopted in 1981, the Guidelines have become the recognised reference tool for professionals working on the testing of chemicals and the assessment of their potential hazards.

    Abstract: The purpose of this study is to assess the role of foreign direct investment (FDI) in Croatia. The main characteristics of FDI in that country are described, along with its impacts on employment, fiscal revenues and trade. The study first looks at Croatia’s balance of payments statistics, compiled by the Croatian National Bank. Croatia has attracted a relatively significant amount of FDI, especially when FDI per capita statistics are compared with those of its neighbours. Reinvested earnings as a percentage of FDI have also increased in the past few years. However, most FDI has been concentrated in the services sector, especially financial services and retail andwholesale trade, reflecting foreign investor interest in the domestic market.
