    Abstract: Across the OECD, nearly 19 million people are living with dementia. Millions of family members and friends provide care and support to loved ones with dementia throughout their lives. Globally, dementia costs over USD 1 trillion per year and represents one of the leading causes of disability for elderly adults. These numbers will continue to rise as populations age. Until a cure or disease-modifying treatment for dementia is developed, the progress of the disease cannot be stopped. This report presents the most up-to-date and comprehensive cross-country assessment of the state of dementia care in OECD countries. In recent years, OECD countries have enhanced their efforts to provide high-quality dementia care during diagnosis, early and advanced dementia, but improving measurement is necessary for enhancements in care quality and outcomes for people with dementia. The report advises a set of policies that can help countries to improve diagnosis, strengthen access to care services, improve the quality of care, and support the families and carers of people living with dementia. Measuring and comparing the services that are delivered to people with dementia and the outcomes they achieve is a crucial part of improving dementia care. Most health systems have very poor data on dementia care and countries should work to strengthen the measurement of quality and outcomes of dementia care.

    Abstract: The field of emergency management is broad, complex and dynamic. In the post-Fukushima context, emergency preparedness and response (EPR) in the nuclear sector is more than ever being seen as part of a broader framework. The OECD has recommended that its members “establish and promote a comprehensive, allhazards and transboundary approach to country risk governance to serve as the foundation for enhancing national resilience and responsiveness”. In order to achieve such an all-hazards approach to emergency management, a major step in the process will be to consider experiences from the emergency management of hazards emanating from a variety of sectors. The NEA Working Party on Nuclear Emergency Matters (WPNEM) joined forces with the OECD Working Group on Chemical Accidents (WGCA), the OECD Public Governance and Territorial Development Directorate’s High-Level Risk Forum (HLRF) and the European Commission’s Joint Research Centre (JRC) to collaborate on this report, which demonstrates similarities between emergency planning and preparedness across sectors, and identifies lessons learnt and good practices in diverse areas for the benefit of the international community. A set of expert contributions, enriched with a broad range of national experiences, are presented in the report to take into account expertise gathered from the emergency management of hazards other than those emanating from the nuclear sector in an effort to support and foster an all-hazards approach to EPR.

While the accident was followed by thorough technical assessments of the safety of all operating nuclear power plants, and a general increase in safety requirements has been observed worldwide, national policy responses have been more varied. These responses have ranged from countries phasing out or accelerating decisions to phase out nuclear energy to countries reducing their reliance on nuclear power or on the contrary continuing to pursue or expand their nuclear power programmes. This study examines changes to policies, and plans and attempts to distinguish the impact of the Fukushima Daiichi accident from other factors that have affected policymaking in relation to nuclear energy, in particular electricity market economics, financing challenges and competition from other sources (gas, coal and renewables). It also examines changes over time to long-term, quantitative country projections, which reveal interesting trends on the possible role of nuclear energy in future energy systems.

The 2012 report on the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations, a joint recommendation by the Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission, proposes a standardised structure of cost items for decommissioning projects that can be used either directly for the production of cost estimates or for mapping of cost items for benchmarking purposes. The ISDC, however, provides only limited guidance on the treatment of uncertainty when preparing cost estimates. Addressing Uncertainties in Cost Estimates for Decommissioning Nuclear Facilities, prepared jointly by the NEA and IAEA, is intended to complement the ISDC, assisting cost estimators and reviewers in systematically addressing uncertainties in decommissioning cost estimates. Based on experiences gained in participating countries and projects, the report describes how uncertainty and risks can be analysed and incorporated in decommissioning cost estimates, while presenting the outcomes in a transparent manner.

    Abstract: The Nuclear Energy Agency carried out an independent peer review of Japan’s siting process and criteria for the geological disposal of high-level radioactive waste in May 2016. The review concluded that Japan’s site screening process is generally in accordance with international practices. As the goal of the siting process is to locate a site – that is both appropriate and accepted by the community – to host a geological disposal facility for high-level radioactive waste, the international review team emphasises in this report the importance of maintaining an open dialogue and interaction between the regulator, the implementer and the public. Dialogue should begin in the early phases and continue throughout the siting process. The international review team also underlines the importance of taking into account feasibility aspects when selecting a site for preliminary investigations, but suggests that it would be inappropriate to set detailed scientific criteria for nationwide screening at this stage. The team has provided extensive advisory remarks in the report as opportunities for improvement, including the recommendation to use clear and consistent terminology in defining the site screening criteria as it is a critical factor in a successful siting process.

Sound financial provisions need to be accumulated early on to reduce the potential risk for residual, unfunded liabilities and the burden on future generations, while ensuring environmental protection. Decommissioning planning can be subject to considerable uncertainties, particularly in relation to potential changes in financial markets, in energy policies or in the conditions and requirements for decommissioning individual nuclear installations, and such uncertainties need to be reflected in regularly updated cost estimates. This booklet offers a useful overview of the relevant aspects of financing the decommissioning of nuclear facilities. It provides information on cost estimation for decommissioning, as well as details about funding mechanisms and the management of funds based on current practice in NEA member countries.

Inventory data are generally presented as an amount of radioactive waste under various waste classes, according to the waste classification scheme developed and adopted by the country or national programme in question. Various waste classification schemes have thus evolved in most countries, and these schemes classify radioactive waste according to its origin, to criteria related to the protection of workers or to the physical, chemical and radiological properties of the waste and the planned disposal method(s). The diversity in classification schemes across countries has restricted the possibility of comparing waste inventories and led to difficulties in interpreting waste management practices, both nationally and internationally. To help improve this situation, the Nuclear Energy Agency proposed to develop a methodology that would ensure consistency of national radioactive waste inventory data when presenting them in a common scheme. This report provides such a methodology and presenting scheme for spent nuclear fuel and for waste arising from reprocessing. The extension of the methodology and presenting scheme to other types of radioactive waste and corresponding management strategies is envisaged in a second phase.

    Abstract: Recent interest in small modular reactors (SMRs) is being driven by a desire to reduce the total capital costs associated with nuclear power plants and to provide power to small grid systems. According to estimates available today, if all the competitive advantages of SMRs were realised, including serial production, optimised supply chains and smaller financing costs, SMRs could be expected to have lower absolute and specific (per-kWe) construction costs than large reactors. Although the economic parameters of SMRs are not yet fully determined, a potential market exists for this technology, particularly in energy mixes with large shares of renewables. This report assesses the size of the market for SMRs that are currently being developed and that have the potential to broaden the ways of deploying nuclear power in different parts of the world. The study focuses on light water SMRs that are expected to be constructed in the coming decades and that strongly rely on serial, factory-based production of reactor modules. In a high-case scenario, up to 21 GWe of SMRs could be added globally by 2035, representing approximately 3% of total installed nuclear capacity.

This long-run increase in income inequality not only raises social and political concerns, but also economic ones. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

    Abstract: The book presents a major meta-analysis of 'value of a statistical life' (VSL) estimates derived from surveys where people around the world have been asked about their willingness to pay for small reduction in mortality risks. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

    Abstract: The costs of mental ill-health for the individuals concerned, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. In particular, mental illness causes too many young people to leave the labour market, or never really enter it, through early moves onto disability benefit. Today, between one-third and one-half of all new disability benefit claims are for reasons of mental ill-health, and among young adults that proportion goes up to over 70%. Indeed, mental ill-health is becoming a key issue for the well-functioning of OECD’s labour markets and social policies and requires a stronger focus on policies addressing mental health and work issues. Despite the very high costs to the individuals and the economy, there is only little awareness about the connection between mental health and work, and the drivers behind the labour market outcomes and the level of inactivity of people with mental ill-health. Understanding these drivers is critical for the development of more effective policies. This report aims to identify the knowledge gaps and begin to narrow them by reviewing evidence on the main challenges and barriers to better integrating people with mental illness in the world of work.

    Abstract: Refurbishment and long-term operation (LTO) of existing nuclear power plants (NPPs) today are crucial to the competitiveness of the nuclear industry in OECD countries as existing nuclear power plants produce baseload power at a reliable cost. A number of nuclear power plants, most notably 73 units in the United States (up to 2012), have been granted lifetime extensions of up to 60 years, a development that is being keenly watched in other OECD countries. In many of these (e.g. France, Switzerland), there is no legal end to the operating licence, but continued operation is based on the outcomes of periodic safety reviews. This study analyses technical and economic data on the upgrade and lifetime extension experience in OECD countries. A multi-criteria assessment methodology is used considering various factors and parameters reflecting current and future financial conditions of operation, political and regulatory risks, the state of the plants’ equipment and the general role of nuclear power in the country’s energy policy. The report shows that long-term operation of nuclear power plants has significant economic advantages for most utilities envisaging LTO programmes. In most cases, the continued operation of NPPs for at least ten more years is profitable even taking into account the additional costs of post-Fukushima modifications, and remains cost-effective compared to alternative replacement sources.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies in its education system. The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development. Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in any other country in Europe. To address the challenges, the Greek government has established a bold agenda and sought advice from a task force on the development and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in other countries. As a contribution to the on-going policy discussions in Greece, it recommends specific short-, medium- and long-term actions that can improve efficiency in the country’s education system.

    Abstract: A System of Health Accounts 2011 provides a systematic description of the financial flows related to the consumption of health care goods and services. As demands for information increase and more countries implement and institutionalise health accounts according to the system, the data produced are expected to be more comparable, more detailed and more policy relevant. This new edition builds on the original OECD Manual, published in 2000, and the Guide to Producing National Health Accounts to create a single global framework for producing health expenditure accounts that can help track resource flows from sources to uses. The Manual is the result of a four-year collaborative effort between the OECD, WHO and the European Commission, and sets out in more detail the boundaries, the definitions and the concepts – responding to health care systems around the globe – from the simplest to the more complicated.

    Abstract: This report presents the OECD review of Portugal’s environmental policy performance for 2011. It finds that environmental policies have been consolidated and strengthened since the last review in 2001, but that meeting the post-Kyoto targets for reducing greenhouse gas emissions will be challenging. With energy and climate policies being closely related, the report points out that with less than 50% of hydro capacity currently being exploited, there is potential for further development in that area. It also describes the challenges regarding coastal zone and marine management. Topics covered in the report include greening growth, implementation of environmental policies , international co-operation , climate change, waste management and the 3Rs (reduce, reuse, recycle), and nature and biodiversity.     Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Chacun comprend un énoncé du principe et un ensemble de lignes directrices d’application. Les lignes directrices correspondant au principe fondamental consacré au contrôle, intègrent les Principes de l’Organisation Internationale des Autorités de Contrôle des Pensions relatifs au contrôle des pensions privées.     Abstract: Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs. Germany has a very well developed and widely respected VET system with a strong dual component integrating learning in schools and workplace training. VET policy, design and delivery are strongly supported by social partner engagement and institutionalised VET research capacity. At the same time the German system confronts several challenges: the transition system is costly and suffers from undue fragmentation; more attention could be placed on adequate career guidance and basic skills provision; assessment is dominated by the Chamber exam; and only very few VET graduates take up university studies despite reforms to open access considerably. The OECD review assesses the main challenges faced by the VET system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

    Abstract: Literacy for Life is the second report from the Adult Literacy and Life Skills Survey. It presents additional results on the nature and magnitude of the literacy gaps faced by OECD countries and how these gaps have evolved over the medium term. It offers new insights into the factors that influence the formation of adult skills in various settings – at home and at work – for the eleven countries participating in the first and last round of data collection between 2003 and 2008. The study offers comparative evidence on the impact of various factors on the supply of skill. The study offers a special focus on numeracy skills and problem solving skills. It explores the relationships between numeracy and key socio-demographic factors as well as labour market outcomes and earnings. It highlights the importance of problem solving skills by defining this foundational skill and by exploring its determinants as well as its relative role in influencing important labour market outcomes. The report offers also an analysis of performance across multiple skill domains. It investigates the skill profiles of various population groups defined in terms of the demographic and socioeconomic characteristics of those who score at levels deemed to be low in one or more skill domains and explores the resulting consequences. The report concludes by investigating the issue of skill mismatch in the labour market and its relationship to adult learning. The extent and distribution of mismatch between the day-to-day literacy related requirements of workers and the literacy skills they have obtained is an important issue that is being explored in this study.

    Abstract: Particle accelerators have evolved over the last decades from simple devices to powerful machines, and are having an increasingly important impact on research, technology and daily life. Today they cover a wide range of applications including material science and medical applications. In recent years, requirements from new technological and research applications have emerged while the number of accelerator facilities in operation, being commissioned, designed or planned has significantly grown. Their parameters (such as the beam energy, beam currents and intensities, and target composition) vary widely, giving rise to new radiation shielding aspects and problems. Particle accelerators must be operated in safe ways to protect operators, the public and the environment. As the design and use of these facilities evolve, so must the analytical methods used in the safety analyses. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiation targets. They also evaluate progress on the development of modelling methods used to assess the effectiveness of such shielding as part of safety analyses.

Avec cette étude, l'AEN entend mettre en perspective la gestion des déchets radioactifs, d'abord par une comparaison des caractéristiques entre déchets radioactifs et dangereux et les politiques et stratégies de gestion qui leur sont appliquées, puis à travers l'analyse du cas particulier des déchets provenant du captage et du stockage du carbone issu de combustibles fossiles. Il s'agit ainsi de fournir aux décideurs une vue d'ensemble des similitudes et différences entre les déchets radioactifs et dangereux et leurs stratégies de gestion.

La nécessité de répondre à ce type de questions et l’intérêt d’évaluer la qualité des soins de santé figurent au nombre des aspects abordés dans la présente publication. Dans bien des cas, les politiques de santé dépendent de notre capacité d’évaluer précisément la qualité des soins. Les pouvoirs publics veulent appliquer une approche davantage « axée sur le patient », améliorer la coordination des soins et assurer une rémunération plus élevée aux prestataires qui offrent une meilleure qualité de soins. Cela étant, mesurer la qualité des soins de santé n’est pas sans poser de difficultés. Certains problèmes ont pu être surmontés grâce au projet de l’OCDE sur les indicateurs de qualité des soins de santé mais un grand nombre subsistent. Si les décideurs veulent véritablement disposer de meilleures données sur la qualité des soins, ils doivent améliorer leurs systèmes d’information sur la santé. La présente publication décrit les indicateurs de qualité comparables au plan international qui sont actuellement disponibles et la façon d’établir un lien entre ces indicateurs et l’application de mesures en faveur de la qualité telles que l’agrément, la formulation de recommandations de bonnes pratiques médicales, la rémunération selon la performance, et la mise en œuvre de programmes nationaux de sécurité et de systèmes d’information sur la qualité.

Este estudio piloto mide y compara internacionalmente las cargas administrativas en el sector de transporte por carretera en once países miembros de la OCDE: Alemania, Bélgica, Canadá, Dinamarca, Francia, Holanda, Italia, Noruega, Nueva Zelanda, Suecia y Turquía. El objetivo del ejercicio es doble: identificar las buenas prácticas y proporcionar aportaciones para la simplificación de las estrategias nacionales, y desarrollar y probar un modelo para la comparación internacional.La medición, la cuantificación y la elaboración de políticas basada en evidencia son características que están predominando la estrategia en muchos países. Al estandarizar la metodología para la medición nacional, se puede realizar comparaciones internacionales. Así se facilita la identificación de buenas prácticas, las cuales pueden ser usadas para desarrollar estrategias de simplificación.

    Abstract: Today’s global policy climate underlines the importance of better addressing non-economic dimensions of well-being and social progress such as health, social engagement, political interest and crime. Education plays an important role in shaping indicators of progress. However, we understand little about the causal effects, the causal pathways, the role of contexts and the relative impacts that different educational interventions have on social outcomes. This report addresses challenges in assessing the social outcomes of learning by providing a synthesis of the existing evidence, original data analyses and policy discussions. The report finds that education has the potential to promote health as well as civic and social engagement. Education may reduce inequalities by fostering cognitive, social and emotional skills and promoting healthy lifestyles, participatory practices and norms. These efforts are most likely to be successful when family and community environments are aligned with the efforts made in educational institutions. This calls for ensuring policy coherence across sectors and stages of education.

    Abstract: Health spending continues to rise inexorably, growing faster than the economy in most OECD countries. Most of this spending comes from the public purse. Given the recent economic downturn, countries are looking for ways to improve the efficiency of health spending. This publication examines current efforts to improve health care efficiency, including tools that show promise in helping health systems provide the best care for their money, such as pay for performance, co-ordination of care, health technology assessment and clinical guidelines, pharmaceutical re-imbursement and risk-sharing agreements, and information and communication technology.

    Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Abstract: La movilidad internacional de trabajadores altamente cualificados va en aumento en escala y en complejidad en tanto más economías participan en actividades de innovación e I+D. El talento en movimiento difunde internacionalmente el conocimiento tanto de manera directa como indirecta. Esto puede impulsar el desempeño de la innovación en el mundo con beneficios mutuos tanto para los países emisores como para los países receptores. Es claro que la movilidad conduce a un aumento en el nivel de la internacionalización e integración del mercado de trabajo, y la competencia por el talento está ahora influenciando iniciativas de políticas de innovación en el mundo. La mayoría de los países ofrecen una gama de políticas centradas en apoyar y motivar la movilidad, aunque pocos cuentan con una estrategia de movilidad específica y coherente. Muchas naciones buscan atraer al mismo grupo de personas altamente cualificadas; por consiguiente depender de los flujos internacionales para cubrir vacíos actuales o futuros en el abasto de talento implica riesgos. Son retos clave para los países atender las limitaciones de las políticas nacionales que podrían limitar la disponibilidad local de trabajadores cualificados, y asegurar un entorno más propicio y sólido para la innovación y el esfuerzo científico.

    Abstract: Large volumes of hazardous wastes are produced each year, however only a small proportion of them are radioactive. While disposal options for hazardous wastes are generally well established, some types of hazardous waste face issues similar to those for radioactive waste and also require long-term disposal arrangements. The objective of this NEA study is to put the management of radioactive waste into perspective, firstly by contrasting features of radioactive and hazardous wastes, together with their management policies and strategies, and secondly by examining the specific case of the wastes resulting from carbon capture and storage of fossil fuels. The study seeks to give policy makers and interested stakeholders a broad overview of the similarities and differences between radioactive and hazardous wastes and their management strategies.

    Abstract: Sickness and disability is a key economic policy concern for many OECD countries. Medical conditions, or problems labelled as such by societies and policy systems, are proving an increasing obstacle to raising labour force participation and keeping public expenditure under control. More and more people of working age rely on sickness and disability benefits as their main source of income, and the employment rates of those reporting disabling conditions are low. This report is an assessment of the Swedish reforms, which aim to lower inactivity and increase participation, against the background of recent trends and policy responses in other OECD countries. It looks at what Sweden is currently doing and what more it could do to transform its sickness and disability schemes from passive benefits to active support systems that promote work.

    Abstract: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

    Abstract: Are breast cancer survival rates higher in the United States than in the United Kingdom and France? Are a patient's chances of dying within 30 days after admission to a hospital with a heart attack lower in Canada than in Korea? Are surgeons in some countries more likely to leave “foreign bodies” behind after operations or make accidental punctures or lacerations rates when performing surgery? The need for answers to these kinds of questions and the value of measuring the quality of health care are among the issues addressed in this publication. Many health policies depend on our ability to measure the quality of care accurately. Governments want to increase “patient-centeredness”, improve co-ordination of care, and pay providers of high-quality care more than those who underperform. However, measuring the quality of health care is challenging. The OECD’s Health Care Quality Indicator project has overcome some of the problems, though many remain. If policy makers are serious about improving the body of evidence on the quality of care, they need to improve their health information systems. This publication describes what international comparable quality measures are currently available and how to link these measures to quality policies such as accreditation, practice guidelines, pay-for-performance, national safety programmes and quality reporting.
