    Abstract: The initial hours and days after a humanitarian emergency are generally seen as the most important. Because they affect the rapid deployment of relief to people in need, international trade policies, and the way in which they are implemented, can make an enormous difference to the effectiveness of the humanitarian response, in many cases, the difference between life and death. The same issues that affect trade on a daily basis, such as costly, inefficient and onerous borders procedures, are magnified in times of humanitarian emergencies where speed and reliability of delivery are so critical. Trade also plays a key role in recovery and reconstruction well beyond the initial phase of an emergency. This report surveys three main areas at the intersection of trade-related policies and humanitarian emergencies: (i ) border procedures and trade facilitation; (ii) trade and disaster recovery and reconstruction; and (iii) other trade policies affecting humanitarian response

    Abstract: Swaziland's economic growth has moderated over the last two decades and has been among the lowest in Sub-Saharan Africa. The slow growth has exacerbated the serious challenges facing the country's development, for example, high unemployment, particularly among the youth. The demographic shift in the coming two decades will cause working age population growth to outpace population growth. At the recent Gross Domestic Product (GDP) growth rates, job creation will fail to keep pace with the number of new entrants, most of them are the youth and current job seekers in the labor market. Although skills development is a continuing process and most of it takes place on the job, for young people, foundation skills are developed in education and training institutions. In particular, their basic vocational and technical skills are developed through technical and vocational education and training (TVET). Thus, whether the current TVET system in the country can meet the above mentioned expectations needs to be examined. The rapid assessment provides an overview of a highly varied landscape of TVET providers. At present, Swaziland has 70 TVET institutions, 27 are public, 29 are private for-profit, and 14 are run by NGOs, churches and communities (private but non-profit). These institutions offer 415 training programs in 60 areas ranging from vocational programs such as sewing, farming, carpentry, et cetera to highly technical and professional programs such as business management, computer programming, education, et ceteraThe assessment also reveals the fragmentation and lack of coordination of the country's current TVET system. Some principal weaknesses include : 1) Low efficiency of the system, especially in the public sector; 2) Limited range of programs; 3) Lack of strong quality assurance mechanisms at both national and institutional levels; 4) Insufficient public investment in TVET. From the assessment, it is clear that urgent attention must be given to the weak alignment between current TVET provision and labor market requirements. This is particularly evident in priority industries of tourism, food processing, manufacturing, and mining. This report sheds light on potential areas for policy intervention to improve the TVET system and make it more effective in helping address youth unemployment in the country

    Abstract: Across the globe, the author see increasing interest in attracting, retaining, developing, and motivating great teachers. Student achievement has been found to correlate with economic and social progress. Recent studies have shown that teacher quality is the main school-based predictor of student achievement and that several consecutive years of outstanding teaching can offset the learning deficits of disadvantaged students. However, establishing the right teacher policies to ensure that every classroom has a motivated, supported, and competent teacher remains a challenge; evidence on the impacts of many teacher policies remains insufficient and scattered, the impact of many reforms depends on specific design features, and teacher policies can have very different impacts depending on the context and the education policies in place. The main focus of SABER-teachers is on policy design, rather than on policy implementation. SABER teachers analyzes the teacher policies formally adopted by education systems. However, policies 'on the ground,' that is, policies as they are actually implemented, may differ quite substantially from policies as originally designed. In fact, they often do differ, because of the political economy of the reform process, lack of capacity of the organizations in charge of implementing them, or the interaction between these policies and specific contextual factors. Since SABER-Teachers collects limited data on policy implementation, the assessment of teacher policies presented in this report needs to be complemented with detailed information that describes the actual configuration of teacher policies on the ground

    Abstract: Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results

    Abstract: Afghanistan has a multitude of complementary, competing, and at times conflicting spaces for rule-setting and dispute resolution; state laws, Shari'a, and customary practices and norms are applied and enforced in varying situations, by state as well as non-state justice institutions. State justice institutions are those which represent the central government and the formal legal system. Non-state justice institutions include a range of both traditional and new community organizations, such as shuras (local councils), among others. Even significant individual positions in communities can represent non-state justice institutions, as can be the case for mullahs. This study looks at the gender dynamics of access to justice services in Afghanistan. It examines the intersecting spaces of state and non-state institutions and their respective bodies of law and norms to gain a better understanding of how they affect the choices that women make in resolving disputes through those institutions. By investigating barriers hindering women's access to justice services, identifying the most common disputes or cases that women and men bring before justice institutions, examining justice-seeking behaviors of women and men, and documenting levels of satisfaction with the process and its outcomes, the study aims to provide Afghan and international policy makers and program designers with quantitative evidence to devise approaches that address gender-based inequities in women's access to justice and justice outcomes. Another contribution of this study is to inform the World Bank-financed Justice Service Delivery Project (JSDP), which is aimed at improving access to justice by supporting both state and non-state justice institutions

    Abstract: International migration offers individuals and their families the potential to experience immediate and large gains in their incomes, and offers a large number of other positive benefits to the sending communities and countries. However, there are also concerns about potential costs of migration, including concerns about trafficking and human rights, a desire for remittances to be used more effectively, and concerns about externalities from skilled workers being lost. As a result there is increasing interest in policies which can enhance the development benefits of international migration and mitigate these potential costs. This paper provides a critical review of recent research on the effectiveness of these policies at three stages of the migration process: pre-departure, during migration, and directed toward possible return. The existing evidence base suggests some areas of policy success: bilateral migration agreements for countries whose workers have few other migration options, developing new savings and remittance products that allow migrants more control over how their money is used, and some efforts to provide financial education to migrants and their families. Suggestive evidence together with theory offers support for a number of other policies, such as lowering the cost of remittances, reducing passport costs, offering dual citizenship, and removing exit barriers to migration. Research offers reasons to be cautious about some policies, such as enforcing strong rights for migrants like high minimum wages. Nevertheless, the paper finds the evidence base to be weak for many policies, with no reliable research on the impact of most return migration programs, nor for whether countries should be trying to induce communal remitting through matching funds

    Abstract: Firms in many developing countries cite macroeconomic instability and political uncertainty as major constraints to their growth. Economic theory suggests uncertainty can cause firms to delay investments until uncertainty is resolved. A randomized experiment was conducted in post-revolution Egypt to measure the impact of insuring microenterprises against macroeconomic and political uncertainty. Demand for macroeconomic shock insurance was high; 36.7 percent of microentrepreneurs in the treatment group purchased insurance. However, purchasing insurance does not change the likelihood that a business takes a new loan, the size of the loan, or how the loan is invested. This lack of effect is attributed to microenterprises largely investing in inventories and raw materials rather than irreversible investments like equipment. These results suggest that, contrary to what some firms profess, macroeconomic and political risk is not inhibiting the investment behavior of microenterprises. However, insurance may still be of value to help firms cope with shocks when they do occur, but the paper is unable to examine this dimension, because the insurance product did not pay out over the course of the pilot

    Abstract: Seasonal worker programs are increasingly seen as offering the potential to be part of international development policy. New Zealand's Recognised Seasonal Employer program is one of the first and most prominent of programs designed with this perspective. This paper provides a detailed examination of this policy through the first six seasons. This includes the important role of policy facilitation measures taken by governments and aid agencies. The evolution of the program in terms of worker numbers is discussed, along with new data on the (high) degree of circularity in worker movements, and new data on (very low) worker overstay rates. There appears to have been little displacement of New Zealand workers, and new data show Recognised Seasonal Employer workers to be more productive than local labor and that workers appear to gain productivity as they return for subsequent seasons. The program has also benefitted the migrants participating in the program, with increases in per capita incomes, expenditure, savings, and subjective well-being. Taken together, this evidence suggests that the program is largely living up to its promise of a "triple win" for migrants, their sending countries in the Pacific, and New Zealand

A detailed follow-up survey of a large sample with low attrition enables precise estimation of treatment impacts and their heterogeneity. The average impact of training on employment is positive, but close to zero and statistically insignificant, which is much lower than either program officials or applicants expected. Over the first year after training, the paper finds that training had statistically significant effects on the quality of employment and that the positive impacts are stronger when training is offered by private providers. However, longer-term administrative data show that after three years these effects have also dissipated

    Abstract: Although measured remittances by migrant workers have soared in recent years, macroeconomic studies have difficulty detecting their effect on economic growth. This paper reviews existing explanations for this puzzle and proposes three new ones. First, it offers evidence that a large majority of the recent rise in measured remittances may be illusory-arising from changes in measurement, not changes in real financial flows. Second, it shows that even if these increases were correctly measured, cross-country regressions would have too little power to detect their effects on growth. Third, it points out that the greatest driver of rising remittances is rising migration, which has an opportunity cost to economic product at the origin. Net of that cost, there is little reason to expect large growth effects of remittances in the origin economy. Migration and remittances clearly have first-order effects on poverty at the origin, on the welfare of migrants and their families, and on global gross domestic product; but detecting their effects on growth of the origin economy is likely to remain elusive

    Abstract: This paper tests how migrants' willingness to remit changes when given the ability to direct remittances to educational purposes using different forms of commitment. Variants of a dictator game in a lab-in-the-field experiment with Filipino migrants in Rome are used to examine remitting behavior under varying degrees of commitment. These range from the soft commitment of simply labeling remittances as being for education, to the hard commitment of having funds directly paid to a school and the student's educational performance monitored. The analysis finds that the introduction of simple labeling for education raises remittances by more than 15 percent. Adding the ability to directly send this funding to the school adds only a further 2.2 percent. The information asymmetry between migrants and their most closely connected household is randomly varied, but no significant change is found in the remittance response to these forms of commitment as information varies. Behavior in these games is shown to be predictive of take-up of a new financial product called EduPay, designed to allow migrants to pay remittances directly to schools in the Philippines. This take-up seems largely driven by a response to the ability to label remittances for education, rather than to the hard commitment feature of directly paying schools

    Abstract: This note is a part of a series of policy notes prepared by the World Bank in anticipation of a post-conflict transition in Yemen. These notes aim to identify immediate priorities for stabilization, recovery and restoration of services and infrastructure in the aftermath of Yemen's current conflict. A subset within these notes specifically focused on ways to restore service delivery in an inclusive manner immediately after conflict. As such, these notes examined short-to-medium-term institutional challenges facing the restoration and improvement of service across sectors. They focused on the immediate post-conflict priorities and challenges facing Energy, Water, Telecommunication, Education, Health, and Transport sectors in restoring services while also contributing to higher-level objectives of addressing systemic inequities and reinforcing trust in the state. These notes make practical suggestions to the Government of Yemen and international development partners to provide immediate post-conflict support to ensure empowerment, accountability, and better governance in service delivery.     Abstract: Unemployment rates for tertiary-educated youth in Jordan are high, as is the duration of unemployment. Two randomized experiments in Jordan were used to test different theories that may explain this phenomenon. The first experiment tested the role of search and matching frictions by providing firms and job candidates with an intensive screening and matching service based on educational backgrounds and psychometric assessments. Although more than 1,000 matches were made, youth rejected the opportunity to even have an interview in 28 percent of cases, and when a job offer was received, they rejected this offer or quickly quit the job 83 percent of the time. A second experiment built on the first by examining the willingness of educated, unemployed youth to apply for jobs of varying levels of prestige. Youth applied to only a small proportion of the job openings they were told about, with application rates higher for higher prestige jobs than lower prestige jobs. Youth failed to show up for the majority of interviews scheduled for low prestige jobs. The results suggest that reservation prestige is an important factor underlying the unemployment of educated Jordanian youth

    Abstract: Accurate measurement of stock levels, turnover, and profitability in microenterprises in developing countries is difficult because the majority of these firms do not keep detailed records. This paper tests the use of radio frequency identification tags as a means of objectively measuring stock levels and stock flow in small retail firms in Sri Lanka. In principle, the tags offer the potential to track stock movements accurately. The paper compares the stock counts obtained from RFID reads to physical stock counts and to survey responses. There are three main findings. First, current RFID-technology is more difficult to use, and more time-consuming to employ, than had been envisaged. Second, the technology works reasonably well for paper products, but very poorly for most products sold by microenterprises: on average only about one-quarter of the products tagged could be read and there was considerable day-to-day variation in read-efficiency. Third, a comparison of survey responses and physical stock-takes shows much higher accuracy for survey measures. As a result, the study concludes that this technology is currently unsuitable for improving stock measurement in microenterprises, except perhaps for a few products

Jordan has focused on increasing student learning outcomes by improving the quality of education in the country. An effective student assessment system is an important component to improving education quality and learning outcomesas it provides the necessary information to meet stakeholders' decision-making needs. In order to gain a better understanding of the strengths and weaknesses of its existing assessment system, Jordan decided to benchmark this system using standardized tools developed under the World Bank's Systems Approach for Better Education Results(SABER) program. SABER is an evidence-based program to help countries systematically examine and strengthen the performance of different aspects of their education systems. The SABER-Student Assessment framework is built on the available evidence base for what an effective assessment system looks like. The framework provides guidance on how countries can build more effective student assessment systems. The framework is structured around two main dimensions of assessment systems: the types/purposes of assessment activitiesand the quality of those activities. The key policy areas for this student assessment status are as follows: (i) Classroom Assessment; (ii) Examinations; (iii) National Large-Scale Assessment (NLSA); and (iv) International Large-Scale Assessment (ILSA)

    Abstract: This report focuses specifically on policies in the area of student assessment. Papua New Guinea has focused on increasing student learning outcomes by improving the quality of education in the country. This was a collaborative effort between UNICEF and the World Bank Group; it combines the World Bank Group's Systems Approach for Better Education Results SABER-ECD framework, which includes analysis of early learningand child p, health, nutrition, and social rotection policies and interventions in Kiribati, along with regional and international comparisons, as well as the regionally developed UNICEF National Situational Analysis ECD, which takes a greater in-depth look at the following system components, which have been highlighted by the Pacific Region as priority components for quality Early Childhood Care and Education (ECCE) implementation: policy, legislation, and governance; human resources; curriculum, child assessment, and environment; performance monitoring and assessment; and community partnerships. In 2008, the Ministry of Education (MOE) drafted the Kiribati Early Childhood Care and Education (ECCE) Policy, which was formally endorsed by Cabinet in 2010. The ECCE policy, targeting ages three to five, calls ECCE a "national responsibility" with a mission "to culturally nurture young children in a loving and caring environment to enhance through interactive play the fullest potential of their physical, intellectual, social, emotional and spiritual growth in line with trends and development". This country report presents a framework to benchmark Kiribati's ECD system; each of the nine policy levers and five system components are examined in detail, and policy options to strengthen ECD are offered. This report is intended to serve as a first step for decision making within the government of Kiribati to improve the ECD system. Now that some areas in need of policy attention have been identified, the country can move forward in prioritizing policy options to promote healthy and robust development for all children during their early years

    Abstract: Located in South Asia, Pakistan is the sixth most populous country in the world. Pakistan is divided into four provinces, a state and federally and provincially administrated territories. The country is exposed to several types of natural disasters, prominent among which are earthquakes, floods, droughts, cyclones and landslides. Recurring floods formed the bulk of the natural disasters to have struck Pakistan since the country's formation, with the collective toll of the floods prior to the earthquake of 2005 leaving 6,700 people dead. Windstorms, though less frequent, have also been devastating for Pakistan. As of the earthquake of 2005, the windstorm of 1965 remained the most fatal natural disaster in the country's history, claiming about 10,000 lives. The devastation caused by the earthquake of 2005, however, eclipsed all previous disasters. Reacting decisively to the earthquake, the government established a new reconstruction agency, the Earthquake Reconstruction and Rehabilitation Authority (ERRA) to lead, coordinate and oversee reconstruction. This case study, based on comprehensive literature review and interviews with key stakeholders, presents the highlights of the post-earthquake reconstruction process. It outlines the decision-making processes in recovery planning and extracts best practices and key lessons learned from the experience

    Abstract: Public-private dialogue (PPD) is highly necessary in fragile and conflict-affected situations (FCS) to fill the gap resulting from the lack of legitimate institutions, to help create transparency and trust among stakeholders, and to identify the need for reforms and interventions that can improve the business environment and attract investment. Moreover, creating a platform for PPD can provide a useful starting point for private sector development in FCS for projects in key sectors, such as agribusiness and extractives, where PPD can help build links between large-scale investments and the local economy. To support PPD projects in FCS, the World Bank Group has conducted a survey of 27 task team leaders and other program staff members with experiences from 30 FCS countries. The survey was followed by in-depth interviews with 13 key staff members who have experience from selected countries. By conducting in-depth interviews, the Bank Group aimed to capture important experiences and lessons learned, including a description of challenges, useful tools and methods, and do s and don ts. The results of PPD are produced by the reforms it initiates and also the process it implements. In FCS, the peacebuilding and conflict-mitigating results are difficult to capture. However, the stakeholders that benefit from the results highly value them. This study will inform the design of guidelines intended for PPD project managers operating in FCS environments

    Abstract: The report is organized as follows. Section two reviews the identity ecosystem in Morocco. The section discusses in detail five identification programs that seem to have complementary strengths and that can be considered as assets. Section three, provides a global analysis of the data collected and highlights the findings within a holistic view. The methodology of the research is briefly presented in annex two along with the raw data collected through the SPA ID Questionnaire tool, and in annex three some population data from HCP that is used in this report is provided for convenience. It is important to emphasize that in developing options for consideration we worked within the constraint of leveraging existing assets and avoided strategies that would result in activities that overlap with what has been done in the past. This study also informed the design of the World Bank's support program for Indonesia under the financial inclusion support framework (FISF) initiative.     Abstract: For the economy to attain its full potential, the Philippines requires an efficient water transport system. However, this is presently not the case. The domestic shipping industry is characterized by high costs, low quality of service, and a poor safety record. Logistics cost accounts for 24-53 percent of wholesale price, while shipping and port handling cost around 8 percent of wholesale price and 5 percent of retail price. Philippine domestic shipping is generally more expensive than in Malaysia or Indonesia, 2 other archipelagos. Moreover, it is more expensive to transport goods between 2 Philippine ports than between 2 Philippine ports via an international portrait In the East Asia region, the Philippines trails behind its neighbors in various logistics performance and connectivity indices. For instance, in liner shipping connectivity, the Philippines ranked 66th out of 157 countries in 2013, and performs the worst among a group of East Asian comparators. Delays in shipment, slow cargo handling, and frequent accidents are the top complaints of businesses. In the East Asia Region, the Philippines has the highest absolute casualty rate and this is 40 percent higher than the second ranked country, Indonesia. On average, there are 228 ships involved in accidents and 303 casualties per year in the Philippines. In seeking to enhance competition in the delivery of domestic shipping services, this assessment has therefore focused particularly on measures that would increase the opportunities and incentives for new players to enter the market, and for existing operators to expand or vary the services they offer

    Abstract: In 2011, only 17.3 percemt of adults in Tanzania had an account at a formal financial institution and 56 percemt did not have any access to financial services. Most of the population lives in rural areas with very low incomes and poor infrastructure, and women are especially disadvantaged. Such limited access to formal financial services also inhibits financial literacy - awareness of benefits and risks, and how to take advantage of opportunities. Despite significant challenges, all institutional elements of the formal financial sector in Tanzania are in place, helping its gradual expansion, and in some segments technology is driving rapid growth - particularly in mobile and electronic payments. Still, gaps and weaknesses in financial consumer protection and financial education remain some of the main obstacles to sustainability and greater trust in the financial sector. This Diagnostic Review was requested by the Ministry of Finance of Tanzania in November 2012. It provides a detailed assessment of Tanzania's institutional, legal and regulatory framework against the World Bank's Good Practices for Financial Consumer Protection. Three segments of the financial sector have been analyzed: banking, microfinance, and pensions. Insurance and securities segments will be considered at a later stage. Volume I of the Review summarizes the key findings and recommendations and Volume II presents a detailed assessment of each financial segment compared to the Good Practices

    Abstract: Most migration surveys do not ask about the legal status of migrants due to concerns about the sensitivity of this question. List randomization is a technique that has been used in a number of other social science applications to elicit sensitive information. This paper trials this technique by adding it to surveys conducted in Ethiopia, Mexico, Morocco, and the Philippines. It shows how, in principal, this can be used both to give an estimate of the overall rate of illegal migration in the population being surveyed, as well as to determine illegal migration rates for subgroups such as more or less educated households. The results suggest that there is some useful information in this method: higher rates of illegal migration in countries where illegal migration is thought to be more prevalent and households who say they have a migrant are more likely to report having an illegal migrant. Nevertheless, some of the other findings also suggest some possible inconsistencies or noise in the conclusions obtained using this method. The authors suggest directions for future attempts to implement this approach in migration surveys

    Abstract: Many governments have spent much of the past decade trying to extend a helping hand to informal businesses by making it easier and cheaper for them to formalize. Much less effort has been devoted to raising the costs of remaining informal, through increasing enforcement of existing regulations. This paper reports on a field experiment conducted in Belo Horizonte, Brazil, in order to test which government actions work in getting informal firms to register. Firms were randomized to a control group or one of four treatment groups: the first received information about how to formalize; the second received this information and free registration costs along with the use of an accountant for a year; the third group was assigned to receive an enforcement visit from a municipal inspector; while the fourth group was assigned to have a neighboring firm receive an enforcement visit to see if enforcement has spillovers. The analysis finds zero or negative impacts of information and free cost treatments, and a significant but small increase in formalization from inspections. Estimates of the impact of actually receiving an inspection give a 21 to 27 percentage point increase in the likelihood of formalizing. The results show most informal firms will not formalize unless forced to do so, suggesting formality offers little private benefit to them. But the tax revenue benefits to the government of bringing firms of this size into the formal system more than offset the costs of inspections

    Abstract: Take-up of voluntary financial education programs is typically extremely low. This paper reports on randomized experiments around a large financial literacy course offered in Mexico City to understand the reasons for low take-up, and to measure the impact of financial education. It documents that the general public displays little interest in such courses and that participation is low even among individuals who express interest in financial education. The paper experimentally investigates barriers to take-up, and finds no impact of relaxing reputational or logistical constraints and no evidence that time inconsistency is the reason for limited participation. Even relatively sizeable monetary incentives get less than 40 percent of interested individuals invited to training to attend. Using a randomized encouragement design, the authors measure the impact of the course on financial knowledge and behavior. Attending training results in a 9 percentage point increase in financial knowledge and a 9 percentage point increase in saving outcomes, but no impact on borrowing behavior. Administrative data indicate that the savings impact is relatively short-lived. The results suggest people are making optimal choices not to attend financial education courses, and point to the limits of using general purpose courses to improve financial behavior for the general population

The most intensive treatment doubled the rate of job offers but had no identifiable effect on international labor migration. Even the highest overseas job-search rate that was induced (22 percent) falls far short of the share initially expressing interest in migrating (34 percent).     Abstract: Recent assessments by the Intergovernmental Panel on Climate Change (IPCC) indicate that many regions of the world will experience biome-level changes, suggesting that areas that presently feature deserts, rainforest, or tundra may no longer have the same type of vegetation by the end of this century. As biomes shift, so will the spatial distribution of natural-ecosystems and agro-ecological zones. Likewise, the distribution patterns of plants, diseases and pests, fish populations and ocean circulation will change, causing potentially significant impacts on food production and livelihoods. This study focuses on MENA, due to current high levels of water stress and a long history of autonomous adaptation knowledge and practices linked to changing patterns of temperature and rainfall. The study sites selected in cooperation with national counterparts reflect important rainfed areas in the main agro-ecological zones defined by the United Nations Food and Agriculture Organization (FAO).     Abstract: Efforts to make it easier for firms to register formally are the most common form of business regulatory reform over the past decade. While there is evidence that large reforms have resulted in some increases in registration rates, recent experimental evidence suggests very few informal firms choose to register when given information about how to do so. This raises the question of whether it is productive for governments to continue to extend simplification efforts to all firms, especially those in more remote areas where many of the benefits of registering may be reduced. This study uses administrative data to evaluate the impact of Minas Fácil Expresso, a program in the state of Minas Gerais, Brazil, which attempted to expand a business start-up simplification program to more remote municipalities. Using difference-in-differences with 56 months of registration data for 822 municipalities, the analysis finds introducing these units actually led to a reduction in registration rates, and no change in tax revenues. The paper uses this evaluation to illustrate the design choices and issues involved in using administrative data to evaluate reforms, with the goal of also providing a template that can be used for evaluating similar reforms elsewhere

    Abstract: The majority of microenterprises in most developing countries remain informal despite more than a decade of reforms aimed at making it easier and cheaper for them to formalize. This paper summarizes the evidence on the effects of entry reforms and related policy actions to promote firm formalization. Most of these policies result only in a modest increase in the number of formal firms, if at all. Less is known about the impact of other forms of business regulations on the performance of low-scale enterprises. Most informal firms appear not to benefit on net from formalizing, so ease of formalization alone will not lead to most of them formalizing. Increased enforcement of rules can increase formality. Although there is a fiscal benefit of doing this with larger informal firms, it is unclear whether there is a public rationale for trying to formalize subsistence enterprises

    Abstract: In 2011, the World Bank Group commenced a multi- year program designed to support countries in systematically examining and strengthening the performance of their education systems. Part of the Bank's new Education Sector Strategy, this evidence based initiative, called SABER (Systems Approach for Better Education Results), is building a toolkit of diagnostics for examining education systems and their component policy domains against global standards, best practices, and in comparison with the policies and practices of countries around the world. By leveraging this global knowledge, the SABER tools fill a gap in the availability of data and evidence on what matters most to improve the quality of education and achievement of better results. SABER School Autonomy and Accountability is the first of three SABER domains to be implemented as part of phase two of the Pacific Benchmarking for Education Results (PaBER) initiative. Funded by AusAID, the PaBER initiative aims to link policy with implementation to identify areas to strengthen policy, improve knowledge dissemination, and improve the quality of education and student performance across the pacific. Specifically, the PaBER project focuses at the primary level of an education system. The project concept and determination of three pilot countries Samoa, the Solomon Islands, and Papua New Guinea was agreed upon at the Pacific Forum Education Ministers Meeting and is being coordinated through the Secretariat of the Pacific Board for Educational Assessment (SPBEA). The SABER School Autonomy and Accountability tool assists in analyzing how well developed the set of policies are in a given country to foster managerial autonomy, assess results, and use information from assessments to promote accountability. The five main policy goals that can help benchmark an education system's policies that enable school autonomy and accountability were as follows: 1) school autonomy in the planning and management of the school budget; 2) school autonomy in personnel management; 3) role of the School Council in school governance; 4) school and student assessments; and 5) accountability

    Abstract: After a prolonged economic downturn in the early 1990s Georgia has succeeded in improving economic performance. The Government of Georgia undertook large-scale reforms that encouraged increased output growth. Over the period 2003-2012 the Georgian economy grew at an average annual rate of 6.6 percent. Privatization, new simplified tax codes introduced in 2005 and 2010 which reduced the complexity and number of taxes, the cancellation of import duties on approximately 90 percent of goods, and an 88 percent reduction in the number of licenses for doing business resulted in increasing foreign investment inflows into the country. Large external public borrowing to finance energy imports during the first years of independence resulted in a quick accumulation of external debt stock, which exceeded 80 percent of Gross Domestic Product (GDP) by the end of 1994. As a result of strong performance in 1996-1998 when the country's economy grew at 10 percent annually on average, the external debt declined sharply to below 58 percent of GDP. However, depreciation of the Lari against the US dollar during the Russian crisis diminished these achievements. The declining of the debt-to-GDP ratio resumed in 2000. SABER collects information about different education systems' policy domains, analyzes it to identify common challenges and promising solutions, and makes it widely available to inform countries' decisions on where and how to invest in order to improve education quality. SABER-Teachers collects data on ten core teacher policy areas to offer a comprehensive descriptive overview of the teacher policies that are in place in each participating education system. Data are collected in each participating education system by a specialized consultant using a questionnaire that ensures comparability of information across different education systems. Data collection focuses on the rules and regulations governing teacher management systems.     Abstract: From September 21 to September 28, 2012, a joint World Bank and Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) team visited Maseru, Lesotho to undertake a comprehensive assessment of debt management functions. The team used the Debt Management Performance Assessment (DeMPA) tool. In the governance and strategy area, there is a clear delegation to the minister of finance for borrowing and issuance of guarantees, but the mechanisms for coordination are not well developed. The coordination with macroeconomic policies generally meets the minimum requirements even though there is no clear separation with monetary operations. Cash management is not actively conducted despite very large cash balances in the Central Bank of Lesotho (CBL).     Abstract: The majority of firms in most developing countries are informal. The authors of this paper conducted a field experiment in Sri Lanka that provided incentives for informal firms to formalize. Offering only information about the registration process and reimbursement for direct registration costs had no impact on formalization. Adding payments equivalent to one-half to one month's profits for the median firm led to registration of around one-fifth of firms. A larger payment equivalent to two months' median profits induced half the firms to register. The main reasons for not formalizing when offered incentives included issues related to ownership of land and concerns about facing labor taxes in the future. The degree of bureaucracy in the registration process also seems to matter for those with the incentive to register, with response to the incentives higher in Colombo, where the registration process was easier, than in Kandy. Three follow-up surveys, at 15 to 31 months after the intervention, measure the impact of formalizing on these firms. Although mean profits increased, this appears largely due to the experiences of a few firms that grew rapidly, with most firms experiencing no increase in income as a result of formalizing. The authors also find little evidence for most of the channels through which formalization is hypothesized to benefit firms, although formalized firms do advertise more and are more likely to use receipt books. In qualitative interviews owners of formalized firms also feel their businesses have more legitimacy. Finally, formalizing is found to result in a large increase in trust in the state. Their focus is largely on the private costs and benefits of existing firms formalizing. Within their sample they cannot measure broader impacts of formalization on other firms (who may prosper from not having to compete against informal firms not paying taxes), nor impacts of easier formalization on entry of new firms. Nevertheless, our results suggest that although most informal firms do not want to formalize, given the current private costs and benefits of formalizing, policy efforts that lead to relatively modest increases in the net benefits of formalizing would induce a sizeable share of informal firms to formalize

    Abstract: Business training programs are a popular policy option to try to improve the performance of enterprises around the world. The last few years have seen rapid growth in the number of evaluations of these programs in developing countries. This paper undertakes a critical review of these studies with the goal of synthesizing the emerging lessons and understanding the limitations of the existing research and the areas in which more work is needed. It finds that there is substantial heterogeneity in the length, content, and types of firms participating in the training programs evaluated. Many evaluations suffer from low statistical power, measure impacts only within a year of training, and experience problems with survey attrition and measurement of firm profits and revenues. Over these short time horizons, there are relatively modest impacts of training on survivorship of existing firms, but stronger evidence that training programs help prospective owners launch new businesses more quickly. Most studies find that existing firm owners implement some of the practices taught in training, but the magnitudes of these improvements in practices are often relatively modest. Few studies find significant impacts on profits or sales, although a couple of the studies with more statistical power have done so. Some studies have also found benefits to microfinance organizations of offering training. To date there is little evidence to help guide policymakers as to whether any impacts found come from trained firms competing away sales from other businesses versus through productivity improvements, and little evidence to guide the development of the provision of training at market prices. The paper concludes by summarizing some directions and key questions for future studies

    Abstract: Throughout the Middle East, unemployment rates of educated youth have been persistently high and female labor force participation, low. This paper studies the impact of a randomized experiment in Jordan designed to assist female community college graduates find employment. One randomly chosen group of graduates was given a voucher that would pay an employer a subsidy equivalent to the minimum wage for up to 6 months if they hired the graduate; a second group was invited to attend 45 hours of employability skills training designed to provide them with the soft skills employers say graduates often lack; a third group was offered both interventions; and the fourth group forms the control group. The analysis finds that the job voucher led to a 40 percentage point increase in employment in the short-run, but that most of this employment is not formal, and that the average effect is much smaller and no longer statistically significant 4 months after the voucher period has ended. The voucher does appear to have persistent impacts outside the capital, where it almost doubles the employment rate of graduates, but this appears likely to largely reflect displacement effects. Soft-skills training has no average impact on employment, although again there is a weakly significant impact outside the capital. The authors elicit the expectations of academics and development professionals to demonstrate that these findings are novel and unexpected. The results suggest that wage subsidies can help increase employment in the short term, but are not a panacea for the problems of high urban female youth unemployment

    Abstract: There has long been a concern among policymakers that too much of remittances are consumed and too little saved, limiting the development impact of migration. Financial literacy programs have become an increasingly popular way to try and address this issue, but to date there is no evidence that they are effective in inducing savings among remittance-receiving households, nor is it clear whether such programs are best targeted at the migrant, the remittance receiver, or both. The authors conducted a randomized experiment in Indonesia which allocated migrants and their families to a control group, a migrant-only training group, a family member-only training group, and a training group in which both the migrant and a family member were trained. Three rounds of follow-up surveys are then used to measure impacts on the financial knowledge, behaviors, and remittance and savings outcomes of the remaining household. They find that training both the migrant and the family member together has large and significant impacts on knowledge, behaviors, and savings. Training the family member alone has some positive, but smaller effects, whilst training only the migrant leads to no impacts on the remaining family members. The results show that financial education can have large effects when provided at a teachable moment, but that this impact varies greatly with who receives training

In contrast, the combination of training and a grant leads to large and significant improvements in business profitability in the first eight months, but this impact dissipates in the second year. For women interested in starting enterprises, business training speeds up entry but leads to no increase in net business ownership by the final survey round. Both profitability and business practices of the new entrants are increased by training, suggesting training may be more effective for new owners than for existing businesses.     Abstract: Matching grants are one of the most common policy instruments used by developing country governments to try to foster technological upgrading, innovation, exports, use of business development services and other activities leading to firm growth. However, since they involve subsidizing firms, the risk is that they could crowd out private investment, subsidizing activities that firms were planning to undertake anyway, or lead to pure private gains, rather than generating the public gains that justify government intervention. As a result, rigorous evaluation of the effects of such programs is important. The authors attempted to implement randomized experiments to evaluate the impact of seven matching grant programs offered in six African countries, but in each case were unable to complete an experimental evaluation. One critique of randomized experiments is publication bias, whereby only those experiments with "interesting" results get published. The hope is to mitigate this bias by learning from the experiments that never happened. This paper describes the three main proximate reasons for lack of implementation: continued project delays, politicians not willing to allow random assignment, and low program take-up; and then delves into the underlying causes of these occurring. Political economy, overly stringent eligibility criteria that do not take account of where value-added may be highest, a lack of attention to detail in "last mile" issues, incentives facing project implementation staff, and the way impact evaluations are funded, and all help explain the failure of randomization. Lessons are drawn from these experiences for both the implementation and the possible evaluation of future projects

    Abstract: The Philippine economy has emerged as one of the fastest growing economies in East Asia, with growth accelerating to 7.1 percent in the third quarter. The acceleration of domestic demand since the first quarter of 2012 reflects the country's strong macroeconomic fundamentals, stronger government finances, and high confidence in the Aquino government's commitment to reform. Sound macroeconomic fundamentals, as seen in low inflation, and large current account surpluses and foreign exchange reserves, have continued to shield the economy from external headwinds, while a more diversified export basket allowed total exports to grow, despite the decline in electronics exports. Overall, the economy is expected to expand by over six percent this year, up from 3.9 percent last year. However, more structural reforms are needed to create more and better jobs, as the overall labor market outcome has been less responsive to the higher economic growth. The economy needs to shift from consumption towards investment, both public and private. The special focus sections of this update demonstrate that the implementation of such reforms can have high payoffs in terms of jobs and inclusive growth. Finally, by scaling-up and broadening several open government/open data initiatives in the country, the strengthening of inclusive institutions would be greatly enhanced, in line with the core principles of this government

    Abstract: Indonesia's real Gross Domestic Product (GDP) growth has proven robust to the weakness in external demand in 2012. Real GDP rose by 6.2 percent year-on-year in the third quarter. This was slightly lower than the 6.4 percent growth seen in the second quarter and was the eighth consecutive quarter of above 6 percent growth. On a seasonally-adjusted quarter-on quarter basis the economy grew by 1.3 per cent in the third quarter, down from 1.6 percent in the second quarter. While real GDP growth eased only slightly, nominal GDP growth slowed significantly in the third quarter, falling to 9.9 per cent year-on-year, from 12.5 percent year-on-year in the second quarter. The level of investment spending remained high, up 10 percent year-on-year in the third quarter. However, investment did contract in seasonally adjusted quarter on quarter terms by 0.4 percent. This sequential contraction was largely driven by falls in spending on foreign transportation, machinery and equipment, consistent with the weakness in capital goods imports seen in the quarter. In contrast to the sharp drop in government consumption and moderation in investment, private consumption growth picked up in the third quarter, increasing by 5.7 percent year on-year. Growth in the services sectors moderated somewhat but was still solid at 7.3 percent year-on-year, compared to 8.1 year-on-year in the second quarter. Communications and transport remained one of the strongest of the service sectors (up 10.5 per cent year-on year). There was some moderation in the trade, hotel and restaurant sector in the quarter

    Abstract: The Republic of Sudan is the third largest country in Africa, following the July 2011 secession of South Sudan, with an area of 1.8 million square kilometers and a population of 33.4 million, half of which live in urban areas. It is strategically located between Sub-Saharan Africa and the Middle East, with direct borders with Central African Republic, Chad, Egypt, Eritrea, Ethiopia, Libya, and South Sudan. Sudan is a federal republic, and the vertical structure of government consists of three tiers. The central government is embodied in the office of the President, the Council of Ministers, and the National Assembly and the two main tiers at the sub-national levels are the state tier (with 17 states) and the locality tier. The implications of the country's current political and economic transition on debt management are fundamental. The permanent fiscal shock from lower oil revenues has put heavy pressure on the budget, with fewer resources available for debt repayment and with increased needs for borrowing for deficit financing, including monetization. External resources are limited given the arrears Sudan has with many creditors and associated lack of access to concessional financing, plus traditional global markets are stressed from fiscal problems in many countries. The government has already been very active in domestic markets, and the availability of additional resources from the private sector is a concern. The DeMPA focuses on central government debt management activities and closely-related functions, such as the issuance of loan guarantees, on-lending, cash flow forecasting, and cash balance management. Thus, the DeMPA does not assess the ability to manage the wider public debt portfolio, including implicit contingent liabilities (such as liabilities of the pension system) or the debt of state-owned enterprises (SOEs), if these are not guaranteed by the central government

    Abstract: The report focuses on the social safety net, particularly cash and in-kind transfers. The safety net can play an important role in addressing poverty and vulnerability; however, the process by which the safety nets have been developed in Swaziland has produced a fragmented system that leaves many Swazis unprotected by the safety net. Improvements in efficiency and effectiveness are both necessary and possible. Poverty and extreme poverty in Swaziland are both overwhelmingly rural phenomena. The incidence of poverty is 73 percent in rural areas but only 31 percent in urban areas. Eighty-eight percent of the poor and 95 percent of the extreme poor live in rural areas, and the average consumption of the urban poor is 33 percent below the poverty line while it is 51 percent below the poverty line among the rural poor. Also, poverty is deeper in rural areas than it is in urban areas. The objective of this study is to identify viable ways to make the safety net more relevant and efficient through an in-depth analysis of poverty and vulnerability and of the efficacy of current safety net programs. The report focuses on publicly financed social transfers in Swaziland, including cash and in-kind transfers. This includes programs funded by either national or official international aid. Chapter two explores the risks faced by the Swazis, including but not limited to poverty. Chapter three reviews current social net programs and expenditures and analyzes the efficiency and effectiveness of social transfers. Chapter four analyzes ways to target safety net programs, and chapter five discusses options to increase the relevance and efficiency of the safety net, particularly in light of the recent financial crisis

Iraq's oil revenue boom will not be able to meet the expectations placed upon it without a range of supporting policies. Iraq should aim towards adapting its economy to strong weight of oil, as opposed to complete insulation of the non-oil economy from it or dependence on it. To address the myriad links between Iraq's economic challenges, the report takes a sequential approach to the analysis. Chapter one presents an overview of the fiscal aspects of prospective developments in the energy sector, and an outline of major obstacles to growth in the non-oil economy. Chapter two, a relatively high-level and abstract economic model is developed to study the impact of various options for spending the oil revenue windfall on the non-oil economy. Chapter three, the opportunities for the development of the non-oil economy are set out in more detail along with recommended next steps in the World Bank support to the government of Iraq

In this paper, the authors build on the methodology used to construct poverty maps to show how repeated cross-sections of household survey data can allow inferences to be made about movements in and out of poverty. They illustrate that the method permits the estimation of bounds on mobility, and provide non-parametric and parametric approaches to obtaining these bounds. They test how well the method works on data sets for Vietnam and Indonesia where we are able to compare our method to true panel estimates. The results are sufficiently encouraging to offer the prospect of some limited, basic, insights into mobility and poverty duration in settings where historically it was judged that the data necessary for such analysis were unavailable

    Abstract: Cities face significant impacts from climate change, both now and into the future. These impacts have potentially serious consequences for human health, livelihoods, and assets, especially for the urban poor, informal settlements, and other vulnerable groups. Climate change impacts range from an increase in extreme weather events and flooding to hotter temperatures and public health concerns. Cities in low elevation coastal zones, for instance, face the combined threat of sea-level rise and storm surges. The specific impacts on each city will depend on the actual changes in climate experienced (for example, higher temperatures or increased rainfall), which will vary from place to place. Climate change will increase the frequency at which some natural hazards occur, especially extreme weather events, and introduce new incremental impacts that are less immediate. However, few climate impacts will be truly unfamiliar to cities. Cities have always lived with natural hazards, such as earthquakes, tsunamis, hurricanes, and flooding. In some situations, cities will experience an increase in the frequency of existing climate-related hazards, such as flooding. Climate change considerations can be integrated with disaster risk reduction (DRR) in cities. DRR efforts already familiar to many may be used as a platform from which to develop climate change adaptation plans. In practical terms, disaster risk reduction and climate adaptation can be integrated in many instances, although cities should also consider incremental or gradual changes in climate that affect government operations or community life in less immediate and visible ways than conventional disasters. Approaches to collecting information on climate change impacts in a city can range from highly technical and resource-intensive, to simple and inexpensive. Technically complex assessments are likely to require collaboration with external experts, if a city is not large or well-resourced with sufficient in-house capacity

    Abstract: The Kyrgyz Republic is a low-income country with a high percentage of secondary students; educational performance data are scarce. Most students in the Kyrgyz Republic are enrolled in public secondary schools in rural areas.The distribution of teachers is similar to that of the student population.The Kyrgyz Republic participated in the OECD's Programme for International Student Assessment (PISA) in 2006 and 2009.Local educational authorities are responsible for the majority of decision-making power.Public school teachers have the legal right to join a teacher organization and collective bargaining exists. There are eight policy goals as follows: (i) Setting clear expectations for teachers; (ii)Attracting the best into teaching; (iii) Preparing teachers with useful training and experience; (iv) Matching teachers' skills with students' needs; (v) Leading teachers with strong principals; (vi) Monitoring teaching and learning; (vii) Supporting teachers to improve instruction; (viii) Motivating teachers to perform

    Abstract: Firm productivity is low in African countries, prompting governments to try a number of active policies to improve it. Yet despite the millions of dollars spent on these policies, we are far from a situation where we know whether many of them are yielding the desired payoffs. This paper establishes some basic facts about the number and heterogeneity of firms in different sub-Saharan African countries and discusses their implications for experimental and structural approaches towards trying to estimate firm policy impacts. It shows that the typical firm program such as a matching grant scheme or business training program involves only 100 to 300 firms, which are often very heterogeneous in terms of employment and sales levels. As a result, standard experimental designs will lack any power to detect reasonable sized treatment impacts, while structural models which assume common production technologies and few missing markets will be ill-suited to capture the key constraints firms face. Nevertheless, the author suggests a way forward which involves focusing on a more homogeneous sub-sample of firms and collecting a lot more data on them than is typically collected

    Abstract: The vast majority of randomized experiments in economics rely on a single baseline and single follow-up survey. If multiple follow-ups are conducted, the reason is typically to examine the trajectory of impact effects, so that in effect only one follow-up round is being used to estimate each treatment effect of interest. While such a design is suitable for study of highly autocorrelated and relatively precisely measured outcomes in the health and education domains, this paper makes the case that it is unlikely to be optimal for measuring noisy and relatively less autocorrelated outcomes such as business profits, household incomes and expenditures, and episodic health outcomes. Taking multiple measurements of such outcomes at relatively short intervals allows the researcher to average out noise, increasing power. When the outcomes have low autocorrelation, it can make sense to do no baseline at all. Moreover, the author shows how for such outcomes, more power can be achieved with multiple follow-ups than allocating the same total sample size over a single follow-up and baseline. The analysis highlights the large gains in power from ANCOVA rather than difference-in-differences when autocorrelations are low and a baseline is taken. The paper discusses the issues involved in multiple measurements, and makes recommendations for the design of experiments and related non-experimental impact evaluations

    Abstract: Standard models of investment predict that credit-constrained firms should grow rapidly when given additional capital, and that how this capital is provided should not affect decisions to invest in the business or consume the capital. The authors randomly gave cash and in-kind grants to male- and female-owned microenterprises in urban Ghana. Their findings cast doubt on the ability of capital alone to stimulate the growth of female microenterprises. First, while the average treatment effects of the in-kind grants are large and positive for both males and females, the gain in profits is almost zero for women with initial profits below the median, suggesting that capital alone is not enough to grow subsistence enterprises owned by women. Second, for women they strongly reject equality of the cash and in-kind grants; only in-kind grants lead to growth in business profits. The results for men also suggest a lower impact of cash, but differences between cash and in-kind grants are less robust. The difference in the effects of cash and in-kind grants is associated more with a lack of self-control than with external pressure. As a result, the manner in which funding is provided affects microenterprise growth

    Abstract: After a strong rebound in 2010, Philippine economic growth slowed by more than half to 3.6 percent in the first three quarters of 2011. Slower third quarter (Q3) growth of 3.2 percent was the result of significant contractions in exports and public investment. The contraction in exports largely reflected weaker demand in advanced economies while public investments continued to shrink in part because of measures to improve accountability of public spending. On the production side, industrial and agricultural activities were sluggish, leaving the services sector to buoy growth. To improve growth outcome in the remainder of the year, the government announced a PHP 72 billion (about 0.7 percent of GDP) disbursement acceleration plan to ensure that budgeted items are spent by year end. After a strong rebound in 2010, Philippine economic growth slowed by more than half to 3.6 percent in the first three quarters of 2011, bringing year to date growth below the government's revised target of 4.5 to 5.5 percent for 2011. Q3 growth of 3.2 percent was driven by private consumption and inventory build-up, which grew by 7.1 and 147.7 percent respectively. The country's slower expansion places it behind its neighbors with Indonesia, Vietnam, and Singapore growing above 6 percent, Malaysia at 5.8 percent, and Thailand, which was devastated by massive flooding in recent months, at 3.5 percent

    Abstract: The report represents the main results of IFC's 2010 survey of private sector companies and individual entrepreneurs in Armenia. Its findings evaluate the cost of compliance with tax legislation and supervisory bodies to fulfill tax liabilities by legal entities (companies) and individual entrepreneurs in 2009. The survey report examines the cost of tax compliance in terms of time and money. The number of man hours spent working on tax compliance can also be expressed in terms of money, as the cost to businesses includes staff wages as well as any lost productivity. Thus, from the business' perspective, the time required to comply with tax regulation is an additional cost associated with paying taxes. The study shows that tax compliance in Armenia is a burden on private businesses, especially for small companies and individual entrepreneurs, which spend an additional 10 percent of income on tax administration. Despite the fact that most survey respondents reported that the quantity of taxes is the main concern for Armenian businesses (39), other characteristics of the tax system - such as tax inspections, corruption associated with paying taxes, tax accounting procedures, tax reports and frequency of filing - are also worrisome for a lot of taxpayers. Therefore, the survey focused on assessment costs of tax compliance and particularly on those that are the costliest and problematic for Armenian business, such as maintaining book of registration of revenues, tax inspections and book of shipment of inventory holdings

    Abstract: Rwanda is expected to grow at over 8 percent in 2011, led by strong growth in the agricultural, industrial, and services sectors in the second half of the year. Rwanda's growth prospects for 2011 compare favorably with others in the region. Rwanda has demonstrated economic resilience at a time when regional and global shocks have had serious consequences for many neighboring East African Community (EAC) countries. The main drivers of Rwanda's growth for the first half of 2011 were the industrial and services sectors. Increased agricultural production in the second half of 2011 follows the excellent rains in the second planting season(March-June). Rwanda has ambitious plans to transform from a largely agrarian economy, to one led by a vibrant modern non-agricultural private sector, providing goods and services to meet growing internal and regional demands. Household enterprises (HEs) are activities providing goods and services that are run out of the household, usually by one family member although they may incorporate other family members in their operation. This update concludes with a series of policy recommendations for developing HEs which can have a major impact on increasing the output and productivity of this important, but neglected, sector of the economy

    Abstract: This is a companion to the Global Economic Prospects 2010. Most commodity prices reached historical highs in mid-2008, giving rise to the longest and broadest commodity boom of the post-WWII period. Apart from strong and sustained economic growth, the boom was fueled by numerous factors including years of low prices and low investment; a weak dollar; and investment fund activity. Rapid economic growth caused global stocks of many commodities to fall to levels not seen since the early 1970s, in turn accelerating the price increases that peaked in 2008. Further exacerbating the demand and supply mismatch were the diversion of some food commodities to the production of biofuels, adverse weather conditions, and government policies such as export bans and prohibitive taxes. The financial crisis that erupted in September 2008 and the subsequent global economic downturn relieved most of the demand-side pressures and induced sharp price declines across most commodity sectors. The largest declines occurred in industrial commodities such as metals (which had also registered the greatest gains in the early 2000s). Between July 2008 and February 2009, prices of energy declined by two-thirds while those of metals dropped by more than half. Prices of agricultural goods retreated by more than 30 percent, with prices of edible oils dropping by 42 percent. The troughs in energy and non-energy indices broadly coincided with troughs in global economic activity (particularly in China and East Asia)

    Abstract: Using data from surveys of enterprises in Sri Lanka after the December 2004 tsunami, the authors undertake the first microeconomic study of the recovery of the private firms in a developing country following a major natural disaster. Disaster recovery in low-income countries is characterized by the prevalence of relief aid rather than of insurance payments; the data show this distinction has important consequences. The data indicate that aid provided directly to households correlates reasonably well with reported losses of household assets, but is uncorrelated with reported losses of business assets. Business recovery is found to be slower than commonly assumed, with disaster-affected enterprises lagging behind unaffected comparable firms more than three years after the disaster. Using data from random cash grants provided by the project, the paper shows that direct aid is more important in the recovery of enterprises operating in the retail sector than for those operating in the manufacturing and service sectors

    Abstract: Brain drain has long been a common concern for migrant-sending countries, particularly for small countries where high-skilled emigration rates are highest. However, while economic theory suggests a number of possible benefits, in addition to costs, from skilled emigration, the evidence base on many of these is very limited. Moreover, the lessons from case studies of benefits to China and India from skilled emigration may not be relevant to much smaller countries. This paper presents the results of innovative surveys which tracked academic high-achievers from five countries to wherever they moved in the world in order to directly measure at the micro level the channels through which high-skilled emigration affects the sending country. The results show that there are very high levels of emigration and of return migration among the very highly skilled; the income gains to the best and brightest from migrating are very large, and an order of magnitude or more greater than any other effect; there are large benefits from migration in terms of postgraduate education; most high-skilled migrants from poorer countries send remittances; but that involvement in trade and foreign direct investment is a rare occurrence. There is considerable knowledge flow from both current and return migrants about job and study opportunities abroad, but little net knowledge sharing from current migrants to home country governments or businesses. Finally, the fiscal costs vary considerably across countries, and depend on the extent to which governments rely on progressive income taxation

    Abstract: The main objective of this toolkit is to provide technical advice and guidance to World Bank Group staff, donor institutions, government officials and other practitioners on the implementation of secured transactions law and institutional reforms in emerging market countries. However, the Toolkit has not been designed to eliminate the need for in-person expert advice for governments that undertake to introduce a secured transactions system. It is necessary to take into account the factors that are unique to each jurisdiction. The content of the Toolkit will guide the reader through the various stages of the project cycle (identification, diagnostic, solution design, implementation, and monitoring and evaluation) involved in the introduction of secured transactions reforms. The recommendations presented in the Toolkit are based on IFC s experience in the secured transactions area, the contributions of a number of experts in this field, existing literature, and reform experience in a number of emerging market countries and the existing best practices in jurisdictions with advanced secured transactions systems. While the Toolkit does not cover all aspects of secured transactions reform, it addresses the most important elements of such reform. The Toolkit does not address secured financing systems involving immovable property as collateral. Chapter one contains a brief discussion of the economic rationale for modern secured transactions systems. Chapter two describes the main elements that a proper diagnostic study of the state of secured transactions in a country should contain. Chapter three provides an overview of project management techniques required to support the full project cycle. One of the most important parts of the Toolkit, chapter four, which deals with the implementation of the reform, includes sections on building consensus for the reform, developing and enacting the necessary laws and regulations, designing and implementing a secured transactions registry, building local awareness and conducting secured transactions training. Chapter five of the Toolkit elaborates in detail the monitoring and evaluation strategy that should be employed following the implementation of the project to assess the effect and impact of reforms. Finally, the toolkit contains a number of annexes that include tools available to develop the different phases of the project as well as technical information

    Abstract: Seasonal migration programs are widely used around the world, and are increasingly seen as offering a potential “triple-win”- benefiting the migrant, sending country, and receiving country. Yet there is a dearth of rigorous evidence as to their development impact, and concerns about whether the time periods involved are too short to realize much in the way of benefits, and whether poorer, less skilled households actually get to participate in such programs. This paper studies the development impacts of a recently introduced seasonal worker program that has been deemed to be “best practice.” New Zealand's Recognized Seasonal Employer program was launched in 2007 with an explicit focus on development in the Pacific alongside the aim of benefiting employers at home. A multi-year prospective evaluation allows measurement of the impact of participation in this program on households and communities in Tonga and Vanuatu. Using a matched difference-in-differences analysis based on detailed surveys fielded before, during, and after participation, the authors find that the Recognized Seasonal Employer program has indeed had largely positive development impacts. It has increased income and consumption of households, allowed households to purchase more durable goods, increased the subjective standard of living, and had additional benefits at the community level. It also increased child schooling in Tonga. This should rank it among the most effective development policies evaluated to date. The policy was designed as a best practice example based on lessons elsewhere, and now should serve as a model for other countries to follow

    Abstract: Recorded remittances to Africa have grown dramatically over the past decade. Yet data limitations still mean relatively little is known about which migrants remit, how much they remit, and how their remitting behavior varies with gender, education, income levels, and duration abroad. This paper constructs the most comprehensive remittance database on immigrants in the OECD currently available, containing microdata on more than 12,000 African immigrants. Using this microdata the authors establish several basic facts about the remitting patterns of Africans, and then explore how key characteristics of policy interest relate to remittance behavior. Africans are found to remit twice as much on average as migrants from other developing countries, and those from poorer African countries are more likely to remit than those from richer African countries. Male migrants remit more than female migrants, particularly among those with a spouse remaining in the home country; more-educated migrants remit more than less educated migrants; and although the amount remitted increases with income earned, the gradient is quite flat over a large range of income. Finally, there is little evidence that the amount remitted decays with time spent abroad, with reductions in the likelihood of remitting offset by increases in the amount remitted conditional on remitting

    Abstract: The impacts of international emigration and remittances on incomes and poverty in sending areas are increasingly studied with household survey data. But comparing households with and without emigrants is complicated by a triple-selectivity problem: first, households self-select into emigration; second, in some emigrant households everyone moves while others leave members behind; and third, some emigrants choose to return to the origin country. Allowing for duration-dependent heterogeneity introduces a fourth form of selectivity - one must now worry not just about whether households migrate, but also when they do so. This paper clearly sets out these selectivity issues and their implications for existing migration studies, and then addresses them by using survey data designed specifically to take advantage of a randomized lottery that determines which applicants to the over-subscribed Samoan Quota may immigrate to New Zealand. The analysis compares incomes and poverty rates among left behind members in households in Samoa that sent Samoan Quota emigrants with those for members of similar households that were unsuccessful in the lottery. Policy rules control who can accompany the principal migrant, providing an instrument to address the second selectivity problem, while differences among migrants in which year their ballot was selected allow for estimation of duration effects. The authors find that migration reduced poverty among former household members, but they also find suggestive evidence that this effect may be short-lived as both remittances and agricultural income are negatively related to the duration that the migrant has been abroad
