    Abstract: Existing buildings are responsible for over 40% of the world’s total primary energy consumption. An impressive amount of energy could be saved simply by applying energy-efficient technologies. Yet, various market barriers inhibit energy efficiency improvements in existing buildings and result in energy savings that are significantly lower than potentials.     Abstract: Cette Ligne directrice décrit une méthode pour évaluer la bioaccumulation des substances chimiques associées à des sédiments dans les vers de terre oligochaetes endobenthiques. Elle s’applique à des substances organiques stables dont les valeurs de log Kow se situent entre 3.0 et 6.0, et aux substances superlipophiles dont le log Kow est supérieur à 6.0 ou à des substances connues pour leur potentiel de bioaccumulation dans les organismes vivants. Le test comprend deux phases. Pendant la phase d’absorption, les vers de terres sont exposés à des sédiments contenant la substance testée et recouverts avec de l’eau reconstituée et équilibrée selon les conditions appropriées. Des groupes de vers de terre sont maintenus dans des conditions identiques pour des contrôles. La durée par défaut de la phase d’absorption est de 28 jours, à moins qu’un état d’équilibre n’ait été atteint avant. Pour la phase d’élimination, les vers de terre sont transférés dans un système composé de sédiments et d’eau sans substance testée. Cette seconde phase est terminée soit lorsque 10% de la concentration à l’état d’équilibre (ou la concentration mesurée au 28e jour) est atteint, soit après un maximum de 10 jours. Les changements de concentration de la substance d’essai à la surface et dans les vers de terre sont contrôlés au cours des deux phases. La constante de taux d’absorption (ks), la constante de taux d’élimination (ke) et le facteur cinétique de bioaccumulation (BAFK = ks/ ke) en sont déduits. Les substances testées peuvent être marquées radioactivement afin de déterminer si l’identification et la quantification des métabolites sont nécessaires. Pour les mesures cinétiques, il faut au minimum trois réplicats traités par échantillonnage pendant les phases d’absorption et d’élimination. Afin d’assurer la validité du test (mortalité cumulée des vers de terre 〈 20% du nombre initial), des tests de toxicité doivent être conduits à intervalles réguliers. De plus, le taux lipidique des vers de terre, la teneur en carbone organique total des sédiments et le niveau résiduel de substance d’essai dans les vers de terre à la fin de la phase d’élimination sont utiles pour l’interprétation des résultats.

    Abstract: Regulatory Impact Analysis (RIA) is a fundamental tool to help governments to assess the impacts of regulation. RIA is used to examine and measure the likely benefits, costs and effects of new or existing regulation. The implementation of RIA supports the process of policy-making by contributing valuable empirical data to policy decisions, and through the construction of a rational decision framework to examine the implications of potential regulatory policy options.     Abstract: This Test Guideline describes a method to assess bioaccumulation of sediment-associated chemicals in endobenthic oligochaetes worms. It applies to stable, neutral organic chemicals having log Kow values between 3.0 and 6.0, superlipophilic substances that show a log Kow of more than 6.0, or stable metallo-organic compounds which tend to associate with sediments. The test consists of two phases. During the uptake phase, worms are exposed to sediment spiked with the test substance, topped with reconstituted water and equilibrated as appropriate. Groups of control worms are held under identical conditions. The duration of the uptake phase is by default 28 days, unless a steady-state has been reached before. For the elimination phase, the worms are transferred to a sediment-water-system free of test substance. This second phase is terminated when either the 10% level of steady state concentration, or of the concentration measured in the worms on day 28 of the uptake phase, is reached, or after a maximum of 10 days. Change of the concentration of the test substance in/on the worms is monitored throughout both phases of the test. The uptake rate constant (ks), the elimination rate constant (ke) and the kinetic bioaccumulation factor (BAFK = ks/ ke) are calculated. Radiolabelled test substances may be used to determine whether metabolites identification and quantification should be made. The minimum number of treated replicates for kinetic measurements should be three per sampling point throughout uptake and elimination phase. To ensure the test validity (cumulative mortality of the worms 〈 20% of the initial number), toxicity tests should also be conducted at regular intervals. Besides, the worm lipid content, the sediment total organic carbon content and the residue level in worms at the end of the elimination phase are useful for the interpretation of the results.

    Abstract: El estado mexicano de Yucatán, con su ubicación de importancia estratégica cerca de Estados Unidos de América, América Central y el Caribe, es una de las regiones más dinámicas de la OCDE. Yucatán es también una tierra de contrastes. Es una región rezagada pero en crecimiento, que ofrece una alta calidad de vida y vastos recursos naturales, pero que a la vez padece problemas de sustentabilidad. Sus atracciones turísticas se localizan en zonas rurales que no se benefician de ellas. Cuenta con servicios médicos estatales y peninsulares, pero su cobertura de servicios de salud es desequilibrada. Yucatán es un centro de educación superior en la península y, sin embargo, sus graduados no consiguen empleo. Tienen varias comunidades marginadas en organismos administrativos fragmentados y, si bien los estados que pertenecen a la península comparten un legado y un atractivo culturales comunes, sus instituciones no cooperan entre sí.Resulta claro que Yucatán no aprovecha por completo sus múltiples recursos y, de hecho, los desafíos que prevalecen en la región amenazan con debilitar los bienes locales. Entre estos desafíos se encuentra la necesidad de convertir determinadas actividades en procesos de innovación y diseño de un valor agregado más alto, así como fomentar el que las actividades primarias lleguen a los mercados internacionales. Pese a que el gobierno estatal ha propuesto programas para estimular la formalización de la economía informal, medidas como una mejor reglamentación, la reducción de la burocracia y la oferta de oportunidades de empleo y el acceso al crédito formal podrían causar un mayor impacto. La falta de una visión a largo plazo compartida y coherente es un reto fundamental para mejorar la competitividad regional y la cohesión social en Yucatán. Las recomendaciones de la OCDE sólo pueden ser parte de una estrategia de mayor envergadura para desarrollar una visión colectiva del futuro del estado.

    Abstract: Cette méthode permet l’estimation de la CL50 avec un intervalle de confiance, et les résultats permettent de classer une substance pour la toxicité aiguë selon le Système Général Harmonisé de Classification et d'Étiquetage des Produits Chimiques. Il est le plus facile de l'appliquer aux substances produisant la mort dans les deux jours. Cette Ligne directrice utilise des rongeurs (de préférence femelle rat). Il y a un essai limite et un essai principal. L'essai limite peut être employé efficacement pour identifier les produits chimiques qui sont susceptibles d'avoir une basse toxicité. La substance d'essai est généralement administrée par une dose unique, par gavage, aux animaux à jeun avant le traitement. Des animaux uniques sont dosés un par un, habituellement toutes les 48h. Le premier animal est dosé un niveau au-dessous des meilleures évaluations préliminaires de la CL50. Le deuxième animal reçoit une dose inférieure (si le premier animal meurt) ou une dose supérieure (si le premier animal survit). On observe les animaux avec une attention particulière pendant les 4 premières heures et quotidienne ensuite, pendant un total de 14 jours généralement. Le poids des animaux devrait être déterminé au moins une fois par semaine. Tous les animaux devraient être soumis à une autopsie générale. La CL50 est calculée suivant la méthode de maximum de vraisemblance. Il est possible de calculer des évaluations d'intervalle pour la CL50.     Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report. This report includes StatLinks, URLs linking tables and graphs in the book to Excel® spreadsheets containing the data.

    Abstract: The test method described in this Test Guideline assesses the effect of chemicals on the reproductive output of Daphnia magna Straus. To this end, young female Daphnia are exposed to the test substance added to water at a range of concentrations (at least five). For semi-static tests, at least 10 animals at each test concentration and for flow-through tests, 40 animals divided into four groups of 10 animals at each test concentration, are used. The test duration is 21 days. Reproductive output of the parent animals and the total number of living offspring produced per parent alive at the end of the test should be reported. The study report should also include: the daily counting of the offspring, the daily recording of the parent mortality, the weekly measurement of oxygen concentration, temperature, hardness and pH values and the determination of the concentrations of test substance. Optionally, the sex ratio of the offspring may be recorded. The reproductive output of the animals exposed to the test substance is compared to that of the control in order to determine the lowest observed effect concentration (LOEC) and hence the no observed effect concentration (NOEC). In addition, and as far as possible, the data are analyzed using a regression model in order to estimate the concentration that would cause an x % reduction in reproductive output.

    Abstract: The Cape Town city-region, which is the second-largest area in South Africa (4 million inhabitants), reflects the national challenge of creating new economic opportunities while correcting past inequities. Since the end of the apartheid system, Cape Town has benefited from macroeconomic stabilisation and has outpaced the national average growth rate. It has both modernised its traditional strengths in port logistics and developed innovative sectors in tourism, agro-food processing, viticulture, financial and business services. However, 22% of the population is unemployed and 38% of residents live below the poverty line. This report identifies the key missing collective goods that could both create externalities for firms and foster a more equitable distribution. It provides a platform for the development of a forward-looking, cross-cutting regional development strategy and proposes new "second generation" governance reforms to consolidate previous achievements and respond to emerging obstacles.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: EU accession in 2004 has confirmed Hungary’s successful transformation from a centrally planned economy into a functioning market economy operating within the framework of a multi-party democracy.     Abstract: This Framework provides policy makers with a practical and accessible guide to best practice evaluation methods for SME and entrepreneurship policies and programmes. It uses case studies from a wide range of OECD countries to examine the benefits of evaluation and how best to address common issues that arise when commissioning and undertaking SME and entrepreneurship evaluations. Key evaluation principles are set out, including the ‘Six Steps to Heaven’ approach. These principles are illustrated with examples of evaluations of national, regional and local programmes that can be explored further by the reader. The publication focuses not only on the evaluation of individual policies and programmes, but also on peer review evaluations and assessment of the impact of SMEs and entrepreneurship of mainstream programmes that do not have business development as their principal aim. This book complements other existing guidelines, as it focusses particularly on problem situations and exceptions to the general rules.

    Abstract: Small and medium enterprises (SMEs) are the backbone of Western Balkan economies but until recently received relatively little attention from policy makers. Governments focused on consolidating macroeconomic stabilisation and the restructuring and privatisation of large companies. The adoption in 2003 of the European Charter for Small Enterprises contributed to a change in policy perspective. The SME Policy Index 2007 presents the first comprehensive and comparative assessment of progress made in implementing the Charter. The assessment is based on the SME Policy Index, an analytical tool designed by the OECD Investment Compact and the European Commission, and uses collaborative benchmarking to measure progress in the ten dimensions of the Charter: • Education and training for entrepreneurship • Cheaper and faster start-up • Better legislation and regulation • Availability of skills • Improving online access for tax filing and company registration • Getting more out of the single market • Taxation and financial matters • Strengthening the technological capacity of small enterprises • Successful e-business models and top class business support • Developing stronger, more effective representation of small enterprises Governments of the region have already started to take action based on the results of the report through the creation in April 2007 of a South East European Investment Committee which aims to develop detailed guidelines on how to implement reforms in priority areas including the SME environment. Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia and UNMIK/Kosovo are assessed in this report. A second SME Policy evaluation will be conducted and published in 2009.

This methodology can be used in the future to refine the assessment as the quality and quantity of data improve. The study also provides an analysis of the market for counterfeit and pirated goods and the effects on various affected parties, ranging from the owners of the intellectual property rights, to consumers and governments. The study also provides a number of in-depth snapshots of different industry sectors, highlighting how those sectors are affected by counterfeiting and piracy, and how they are responding.
