    Abstract: Better managed firms perform better. Existing evidence has shown that family-managed firms have poorer management practices. Several reasons have been proposed. Limiting to family members reduces the talent pool of potential managers. Family management creates disincentives for other talented workers given that the environment is not meritocratic. Family managers themselves may be less motivated given that they may not have to compete for the position. This study scales up the evidence by exploring the relationship between family managers and management practices for about 9,000 medium and large firms across 41 developing and advanced economies. The study contributes to the literature by investigating several internal and external operating factors that attenuate or accentuate the relationship between family management and the quality of management practices. The engagement of governments in terms of corruption and political connections is found to be influential

    Abstract: The existing literature on development and economic diversification finds an inverted-U function between these two variables, whereby economies diversify as they grow up to a point, after which they start specializing. This paper contributes to this literature by investigating the stages of diversification over the course of development during the past 57 years. The paper emphasizes the trajectories of resource-rich and resource-poor countries, an issue that has not been covered by the extant literature. In addition, the paper studies the stages of diversification across three dimensions, namely employment, value-added, and exports. Additionally, it examines the relationship for services. Non-parametric estimations suggest a U-shaped curve between measures of economic concentration and per capita income levels, which is in line with existing evidence. However, these patterns are mainly driven by between-country rather than within-country variation, a finding that had been ignored in the existing literature. Diversification patterns also differ across resource-rich and resource-poor countries: Employment and value added in resource-rich countries are on average more concentrated at low levels of development while in resource poor countries, they are more concentrated at high levels of development. In contrast, at all levels of development, exports are more concentrated in resource-rich countries

    Abstract: This paper studies the impacts of the COVID-19 pandemic on Indonesia's labor market by exploiting the exogeneous timing of the pandemic in a seasonal difference-in-differences framework. The analysis uses multiple rounds of Indonesia's National Labor Force Survey from 2016 to 2020 to establish a pre-pandemic employment trend and then attribute any excess difference in employment outcomes from this trend as the estimated effect of the pandemic on individual employment outcomes. The results suggest that the pandemic has had mixed effects on the Indonesian labor market. While the pandemic has narrowed the gender gaps in employment participation through the "added worker effect" among women, it has also lowered the overall employment quality among both gender groups. The findings show that the increase in female employment is primarily driven by women in rural areas without high school education, entering informal work, agricultural employment, or unpaid family work. For men, the pandemic has had adverse impacts on their employment across the board in all sub-populations. Consistent with findings from other studies, steeper employment declines are observed in urban areas, particularly among males. Among those employed, both women and men work fewer hours and earn lower wages

When women do work, they are much more likely than men to engage in vulnerable employment with lower earnings and worse working conditions. In addition, the COVID-19 pandemic has triggered larger losses in employment for women than for men across the globe. Several factors constrain women's labor force participation and employment outcomes. On the supply side, time and mobility constraints and differences in endowments (skills, assets, and networks) limit women's labor force participation and wages. On the demand side, discrimination in hiring and retention, lack of jobs with convenient features (childcare, maternity leave, flexible schedules), and skills mismatch are key constraints. All these are combined with contextual factors, including social and cultural norms, that restrict women's labor force participation.     Abstract: Unpaid care work and the lack of access to affordable child care constitute key barriers to women's participation in labor markets. The International Labour Organization estimates that, in 2018, 647 million working-age adults were hindered from entering the workforce due to family responsibilities-94 percent of whom were women. In that year, women's unpaid care work amounted to three-quarters of total unpaid care work, with an estimated value of 9 precent of global GDP. A pilot study by the MNA GIL in Egypt finds that, on average, mothers spent 11 hours per day on childcare and seven hours per day doing household chores. The EAP GIL reviewed causal evidence on the effects of childcare interventions on maternal labor market engagement in low and middle-income countries and found positive impacts for 21 out of the 22 studies considered

    Abstract: This paper examines the role of a country's data transparency in explaining gross domestic product growth forecast errors. It reports four sets of results that have not been previously reported in the existing literature. First, forecast errors-the difference between forecasted and realized gross domestic product growth-are large. Globally, between 2010 and 2020, the average same-year forecast error was 1.3 percentage points for the World Bank's forecasts published in January of each year, and 1.5 percentage points for the International Monetary Fund's January forecasts. Second, the Middle East and North Africa region has the largest forecast errors compared to other regions. Third, data capacity and transparency significantly explain forecast errors. On average, an improvement in a country's Statistical Capacity Index, a measure of data capacity and transparency, is associated with a decline in absolute forecast errors. A one standard deviation increase in the log of the Statistical Capacity Index is associated with a decline in absolute forecast errors by 0.44 percentage point for World Bank forecasts and 0.49 percentage point for International Monetary Fund forecasts. The results are robust to a battery of control variables and robustness checks. Fourth, the role of the overall data ecosystem, not just those elements related to gross domestic product growth forecasting, is important for the accuracy of gross domestic product growth forecasts. Finally, gross domestic product growth forecasts from the World Bank are more accurate and less optimistic than those from the International Monetary Fund and the private sector

    Abstract: This paper posits marriage market returns as a contributing factor to stagnant female labor force participation despite increasing female education. The paper examines the marriage market returns of female education by exploiting a very direct measure of returns: bride price, a significant amount of resources transferred by the groom at the time of marriage. The paper also looks at current and future husband's wages as additional sources of returns. It addresses endogeneity and identification issues by exploiting a school reform in Egypt that reduced the number of years required to complete primary education from six to five. The staggered rollout of the reform generates exogenous sources of variation in female schooling both across and within cohorts and administrative units. The analysis implements an instrumental variable estimator with fixed effects at the cohort and at the administrative unit level. The estimated return to a bride's compulsory education is about 100% for bride price, about 14% for husband's wage at the time of marriage, and about 16% for a measure of husband's permanent income. Importantly, these returns to education in the marriage market are much higher than the returns to education that Egyptian women experience in the labor market. Additional empirical evidence suggests that educational assortative mating could be an important mechanism through which the marriage market returns are taking place

The war in Ukraine in 2022 exacerbated inflationary pressures as the world recovered from the COVID 19 pandemic-induced recession. The response by central banks to raise rates to curb inflation is slowing economic activity, while rising food prices are making it difficult for families to put meals on the table. Inflation, when it stems from food prices, hits the poor harder than the rich. Moreover, food insecurity in MENA has been rising over decades. The immediate effects of food insecurity can be a devastating loss of life, but even temporary increases in food prices can cause long-term irreversible damages, especially to children. The rise in food prices due to the war in Ukraine may have altered the destinies of thousands of children in the region, setting them on paths to limited prosperity. Food insecurity imposes challenges to a region where the state of child nutrition and health were inadequate before the shocks from the COVID-19 pandemic. The report discusses policy options and highlights the need for data to guide effective decision making

And now, natural disasters. As a sequence of events, the consequences can be both tragic and long-lasting. After analyzing the macroeconomic prospects of the Middle East and North Africa (MENA) Region, this edition of the regional Economic Update assesses the human toll of macroeconomic shocks in terms of lost jobs and deteriorating livelihoods of the people of MENA. Growth is forecast to decelerate in 2023 after experiencing an oil-price induced growth spurt in 2022 among the high-income oil exporters of the region. Yet as the region continues to recover from the impact of the COVID-19 shock and navigates the heightened volatility in its terms of trade, the region's labor force is contending with the ramifications for their livelihoods of the inflationary pressures associated with currency fluctuations in some countries. The authors estimate that the macroeconomic shocks of 2020-22 led to an additional 5.1 million individuals becoming unemployed in MENA. Will these shocks permanently scar the hard-working people of MENA? The report answers this question by highlighting the trade-offs facing labor markets when facing macroeconomic shocks. A critical trade-off pertains to the loss of jobs versus decreases in real incomes, neither of which is desirable. The report advocates for maintaining the flexibility of real wages and discusses policy options to support the most vulnerable

However, girls still have lower expected years of schooling than boys in some regions, particularly in Sub-Saharan Africa, and boys have worse educational outcomes than girls in other countries, most notably in Latin America and the Caribbean. Barriers to the continuation of schooling for girls are linked to child marriage, early pregnancies, sexual harassment, and social norms around girls' education. The COVID-19 pandemic has also impacted schooling of both girls and boys.     Abstract: Entrepreneurship can be a pathway to employment and economic empowerment for women. Over half of the women in developing countries are or aspire to be entrepreneurs, but most of them run subsistence oriented micro-businesses that are not seen as key drivers of innovation and growth. Among formal firms, the share of women-led businesses decreases as the size of the firm increases. Multiple factors-including lack of skills, networks, and access to finance, technology, and markets-constrain women's decision to become entrepreneurs and affect their choices concerning which sector to enter, how much to put into their firms, and which business practices and technology to adopt. Contextual factors, such as social norms, access to childcare, and risk of gender-based violence, also contribute to the gender gap in firm performance documented by the Africa GIL and the EAP GIL.     Abstract: Work-related migration has many potential drivers. While current literature has outlined a theoretical framework of various "push-pull" factors affecting the likelihood of international migration, empirical papers are often constrained by the scarcity of detailed data on migration, especially in developing countries, and are forced to look at few of these factors in isolation. When detailed data is available, researchers may face arbitrary choices of which variables to include and how to sequence their inclusion. As male and female migrants tend to face occupational segregation, the determinants of migration likely differ by gender, which compounds these data challenges. To overcome these three issues, this paper uses a rich primary household survey among migrant communities in Indonesia and employs two supervised machine-learning methods to identify the top predictors of migration by gender: random forests and least absolute shrinkage and selection operator stability selection. The paper confirms some determinants established by earlier studies and reveals several additional ones, as well as identifies differences in predictors by gender

    Abstract: This paper studies the impact of the COVID-19 pandemic on men's labor market outcomes in the West Bank and Gaza, examining adjustments at the extensive (participation) and intensive (hours of work) margins of the labor supply. Quarterly panel data from national labor force surveys allow observing labor market transitions, job loss and job gain rates, and labor market stocks. The findings show that the COVID-19 pandemic was associated with a decline in employment and labor market participation among men in the immediate aftermath of the pandemic. Moreover, the analysis finds evidence of large adjustments at the intensive margin of employment, as working hours declined. The changes in aggregate labor market indicators seem to be driven by an increase in job loss and a decline in job gain in the West Bank and Gaza. Despite the apparent resilience of the labor market, as labor market indicators quickly bounced back to their pre-pandemic levels, the results show that the most vulnerable segments of the workforce, such as informal workers, workers in blue collar occupations, the least educated, and residents in refugee camps, bore a disproportionately heavier burden

    Abstract: Land is a key productive asset for rural households. Property rights play a critical role in determining who can own and access this fundamental resource. More than 70 percent of women across 53 developing countries do not own any land. Customary norms confer disproportionately weaker land rights to women, feeding into a cycle that limits their access to credit and other economic opportunities. Empowering women through stronger land rights can play a central role in the process of economic development. However, overturning existing cultural norms and power structures in the context of traditional (patriarchal) customary land tenure systems can be challenging.     Abstract: Gender productivity gaps in agriculture are large around the world, even though women comprise 40-50 percent of the agricultural labor force in developing countries. Gender differences in agricultural productivity can be as high as 66 percent and can cost countries up to USD 105 million annually. Women farmers tend to produce lower output per unit of land than men farmers because of gender-specific constraints, such as unequal access to farm labor, agricultural inputs, lower literacy, childcare responsibilities, limited involvement in cash crop production, and lower participation in farmers' groups. Women farmers are concentrated in the lower levels of agricultural value chains and are less likely to be active in commercial farming than men. Restrictive gender norms underlie occupational sex segregation in agriculture, leading women to concentrate in low-value crops. Research by the Africa GIL indicates that when women manage cash crop plots-and have access to the same inputs and resources as men-they are able to be as productive as their male counterparts. However, as the COVID-19 pandemic has shown, a shock can impact men and women differently due to social norms and pre-existing gender differences. This paper reviews the economic literature linking weather shocks (such as floods, droughts, and extreme temperatures, among others) and a large range of outcomes (from endowments to economic opportunities and agency). Men and women indeed have specific vulnerabilities and exposures. Specific physiological vulnerabilities are relatively minor: boys are more vulnerable to shocks in utero and girls and women to heat. The biggest gendered impacts are due to existing gaps and social responses to shocks. In places with strong boy preferences, families facing scarcity due to disasters are more likely to give food and other resources to boys, take their daughters out of school or marry them young, or withdraw women from agricultural work so they focus on household chores. During or after weather shocks, boys can also be taken out of schools to be put at work and men working in agriculture are often forced to migrate to find alternative sources of income. Unless climate policy acknowledges and accounts for these differences, climate change will remain an amplifier of existing gender inequalities

    Abstract: This paper examines the Arab Republic of Egypt's labor market transition dynamics post-Arab Spring based on the two most recent rounds of the Egypt Labor Market Panel Survey conducted in 2012 and 2018. In addition to providing disaggregated-level analysis by examining labor market transitions by gender, education, and age groups, the paper provides a cross-country, cross-regional perspective by comparing Egypt's labor market transitions with Mexico's, relying on data from the Encuesta Nacional de Ocupacion y Empleo. To match the span of Mexico's transitions (which are measured over a one-year period) and Egypt's (which are measured over six years), the analysis uses Monte Carlo simulations of repeated discrete-time Markov chains. Based on these results, the Egyptian labor market appears to be highly rigid compared to the Mexican labor market, which instead shows a large degree of dynamism regardless of individual initial labor market states at baseline. Auxiliary regression analyses focusing on transitions to and from the dominant absorbing labor market states in Egypt-public sector employment for both genders, nonparticipation for women, and the informal sector for men-show that having a post-secondary education is associated with a lower probability of remaining out of the labor force for women who were already out of the labor force at baseline, while being married at baseline is found to be a significant predictor for women to stay out of the labor force if they were already so. Among men, the better educated are found to be more likely to secure formal employment, be it in the public or private sector, and are more likely to keep their public formal jobs once they secure them

Prices of food and energy are higher, hurting the most vulnerable, and rising interest rates from the global tightening of monetary policy are making debt service more burdensome. Part I explores some of the resulting vulnerabilities for MENA. MENA countries are facing diverging paths for future growth.     Abstract: The benefits of formal training are numerous, and yet in many regions few firms utilize them. This study builds on the literature by exploring how two forms of human capital-the quality of management practices and the proportion of university educated employees-influence the adoption of formal training. Using both cross-sectional and panel firm-level data for 29 economies in Eastern Europe and Central Asia and six economies in the Middle East and North Africa, the study finds that firm management practices are positively correlated with the implementation of formal training in Eastern Europe and Central Asia but not in the Middle East and North Africa. The proportion of university educated workers is positively correlated with formal training in both regions, but the finding is more robust for the Middle East and North Africa. These findings imply significant heterogeneity across regions in the determinants of formal training, suggesting that policies should be context specific

    Abstract: The Middle East and North Africa economies face an uncertain recovery. The war in Ukraine presents significant challenges to the global economy and the MENA region. Inflationary pressures brought about by the pandemic are likely to be further exacerbated by the conflict. The potential for rising food prices is even higher, which is likely to hurt the wallets of the poor and vulnerable in the region. The COVID-19 pandemic continues to cast a shadow. As the latest variant sweeps over the region, countries grapple with a host of problems depending on initial conditions and policy priorities. The region, like the rest of the world, is not out of the woods yet. Vaccinations remain the effective path out of the pandemic, leading to lower hospitalizations and death rates. Testing helps curb the spread. During times of uncertainty, it is important to not be overconfident about the region's growth prospects. Growth forecasts serve as a significant signpost for policymakers to chart a path forward. Over the last decade, growth forecasts in the MENA region have often been inaccurate and overly optimistic, which can lead to economic contractions down the road due to ebullient borrowing. There is considerable room for the region to improve its forecasts that are largely hindered by opaque data systems, growth volatility and conflict. The MENA region lags considerably in the timely production of credible statistics. A key finding of the report is that the best way to improve forecasters is to provide forecasters with as much good quality information as possible

    Abstract: A wealth of evidence has shown the positive effects of better management practices on firms. More recent evidence has highlighted that ownership matters for several developing and advanced economies. However, this relationship has not been studied extensively for economies in the Middle East and North Africa, a region where the presence of the government in the productive sphere looms large. This study contributes to this gap in the literature by exploring how partial government ownership can influence the management practices of medium and large formal firms in the Middle East and North Africa. Using two waves of Enterprise Surveys undertaken in 2013 and 2019/2020, the evidence points at a negative relationship between partial government ownership and management practices in the developing Middle East and North Africa region. A subsample of panel firms confirms these findings. Analysis conducted for firms surveyed in Europe and Central Asia in the same time frame does not show a similar negative relationship between partial government ownership and management practices, highlighting regional heterogeneity

    Abstract: Overconfident: How Economic and Health Fault Lines Left the Middle East and North Africa Ill-Prepared to Face COVID This report examines the region's economic prospects in 2021, forecasting that the recovery will be both tenuous and uneven as per capita GDP level stays below pre-pandemic levels. COVID-19 was a stress-test for the region's public health systems, which were already overwhelmed even before the pandemic. Indeed, a decade of lackluster economic reforms left a legacy of large public sectors and high public debt that effectively crowded out investments in social services such as public health. This edition points out that the region's health systems were not only ill-prepared for the pandemic, but suffered from over-confidence, as authorities painted an overly optimistic picture in self-assessments of health system preparedness. Going forward, governments must improve data transparency for public health and undertake reforms to remedy historical underinvestment in public health systems

    Abstract: Have teachers mastered the subject matter they are teaching? Can doctors accurately diagnose and treat critical health conditions? Are schools and health facilities sufficiently stocked with needed equipment and supplies? Are they sufficiently supported and staffed to optimize learning and health care outcomes? For the past decade, the World Bank's Service Delivery Indicators (SDI) surveys have collected nationally representative data in countries across Sub-Saharan Africa to answer these questions. The surveys aim to measure the quality of services where they meet citizens: in schools and health facilities. The Quality of Health and Education Systems Across Africa: Evidence from a Decade of Service Delivery Services Indicators identifies areas of achievement and constraint in service delivery, shedding light on how service delivery may foster or stunt human capital accumulation. SDI surveys show that schools and health clinics across Africa are still falling short in some critical areas.The delivery of primary care services is very heterogenous between and within countries. Many health facilities lack the basic necessities to provide proper care, such as essential medicines, basic diagnostic equipment, and adequate water and sanitation. Moreover, health care providers' ability to diagnose and treat common health conditions correctly is low and distributed unevenly. Health personnel's absence from health facilities remains a concern across the surveyed countries. Learning is low, and, not unlike health care, levels of student learning vary significantly across countries: less than half of grade 4 students can recite a simple sentence or perform basic mathematical operations. This deficient learning is correlated with teachers' low levels of content knowledge and sub-par pedagogy skills. Some schools are also missing crucial inputs, such as blackboards or private and gendered toilets, and struggle with high pupil-teacher ratios. Despite these challenges, success stories in both sectors illustrate the quality of service delivery that could be achieved and showcase the dedication of teachers and medical staff across Africa. By studying data from thousands of facilities, considering the local context, and drawing insights from the literature, this book offers important insights for how countries can strengthen health and education systems and build back better in the wake of the massive disruptions brought about by the COVID-19 pandemic

    Abstract: Improving women's labor force participation and the quality of their employment can boost economic growth and support poverty and inequality reduction; thus, it is highly pertinent for the development agenda. However, most systematic reviews on female labor market outcomes and childcare, which can arguably improve these outcomes, are focused on developed countries. This paper reviews 22 studies that plausibly identify the causal impact of institutional childcare on maternal labor market outcomes in lower- and-middle-income countries. All but one study finds positive impacts on the extensive or intensive margin of maternal labor market outcomes, which aligns with findings for developed countries. The paper further analyzes aspects of childcare design, including hours, ages of children, and coordination with other childcare services that may increase the impacts on maternal labor market outcomes. The paper concludes with a discussion of directions for future research

    Abstract: This paper studies the long-term and intergenerational effects of the 1970s Indonesian school construction program, which was one of the largest ever conducted. Exploiting variation across birth cohorts and districts in the number of schools built suggests that education benefits for men and women persist 43 years after the program. Exposed men are more likely to be formal workers, work outside agriculture, and migrate. Men and women who were exposed to the program have better marriage market outcomes with spouses that are more educated, and households with exposed women have improved living standards and pay more government taxes. Mother's program exposure, rather than father's, leads to education benefits that are transmitted to the next generation, with the largest effects in upper secondary and tertiary education. Cost-benefit analyses show that school construction leads to higher government tax revenues and improved living standards that offset construction costs within 30-50 years

    Abstract: Part I of this report discusses the short- and medium-term growth prospects for countries in the Middle East and North Africa (MENA). The region is expected to grow at a subdued rate of 0.6 percent in 2019, rising to 2.6 percent in 2020 and 2.9 percent in 2021. The growth forecast for 2019 is revised down by 0.8 percentage points from the April 2019 projection. MENA's economic outlook is subject to substantial downside risks-most notably, intensified global economic headwinds and rising geopolitical tensions. Part II argues that promoting fair competition is key for MENA countries to complete the transition from an administered to a market economy. Part II first examines current competition policies in MENA countries and to promote fair competition calls for strengthening competition law and enforcement agencies. It also calls for corporatizing state-owned enterprises, promoting the private sector and creating a level-playing field between them. Any moves to reform MENA economies would be aided by professional management of public assets, which could tap into a new source of national wealth

    Abstract: The COVID-19 pandemic has highlighted the centrality of primary care in protecting people's health and well-being during and beyond crises. It has also provided an opportunity to strengthen and redesign primary care so that it will better serve its purpose. However, to-date there is limited evidence on the quality of service delivery in primary care. Service Delivery Indicators surveys have attempted to fill this gap. Using Service Delivery Indicators surveys of 7,810 health facilities and 66,151 health care providers in nine Sub-Saharan African countries, this paper investigates the quality of care across five domains to understand a citizen's experience of primary care in his/her country. The results indicate substantial heterogeneity in the quality of primary care service delivery between and within countries. The availability of basic equipment, infrastructure, and essential medicines varies-public facilities, facilities in rural areas, and non-hospitals are more lacking compared with private facilities, urban facilities, and hospitals. In terms of patient care, health care providers' ability to correctly diagnose and treat common health conditions is low and variably distributed. COVID-19 has catalyzed a long overdue health system redesign effort, and the Service Delivery Indicators surveys offer an opportunity to examine carefully the quality of service delivery, with an eye toward health system reform

    Abstract: This paper reports on gender differences in responses to a randomized controlled trial that provided encouragement and information nudges to take subsequent economics courses and major in the subject for students enrolled in large introductory economics classes at a large elite public university. Two treatments combined encouragement to major in economics with information on either financial or prosocial returns to the major. Men receiving either treatment were more likely to take an additional economics course, but not to major in economics. In contrast, the treatments were not estimated to significantly affect women's course-taking and majoring. Two treatment mediators are also examined: expected versus actual grade and having a female teaching assistant. There were also differing effects of mediators on treatment responses for men and women. Women were more nudge-able to take another course when they received a better-than-expected introductory class grade, and men were more nudge-able to take another course when they had a female teaching assistant

    Abstract: Faced with COVID-19 (Coronavirus), countries are taking drastic action based on little information. Two tests can help governments shorten and soften economically costly suppression measures while still containing the novel coronavirus (COVID-19) pandemic. The first-a PCR assay-identifies people currently infected by testing for the presence of live virus in the subject. The second-an antibody test-identifies those rendered immune after being infected by searching for COVID-19-specific antibodies. The first test can help contain the disease because it facilitates the identification of infected persons, the tracing of their contacts, and isolation in the very early stages of an epidemic-or after a period of suppression, in case of a resurgent epidemic. The second can help us assess the extent of immunity in the general population or subgroups, to finetune social isolation and to manage health care resources. Wide application of the two tests could transform the battle against COVID-19 (Coronavirus), but implementing either on a large scale in developing countries presents challenges. The first test is generally available, but needs to be processed in adequately equipped laboratories with trained staff. The second test is easy to perform and can be processed quickly on the spot, but at this stage it is produced and available only on a limited basis in a few countries. This policy brief reviews the use of both tests, suggests strategies to target their use, and discusses the benefits and costs of such strategies. If PCR assay testing, together with tracing and isolation, helps reduce the duration of suppression measures by two weeks, and antibody testing allows one-fifth of the immune return to work early, the gain could be about 2 percent of national income, or about
