    Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: OECD's review of investment policy in Slovenia for 2002. It finds that as the most advanced former Yugoslav Republic, Slovenia has managed since 1991 one of the most successful transitions to nationhood and to a market economy in Central and Eastern Europe. Slovenian GDP per capita has already reached 70 per cent of the EU average. In recent years, Slovenian annual real GDP growth rates have been in the 4-5 per cent range. Slovenia has a developed manufacturing sector, good infrastructure and a skilled labour force. Consensus-orientated economic reforms have fostered a favourable investment climate. However, FDI inflows have been relatively modest (USD 180 million in 2000) due principally to the specific modalities of mass privatisation, the postponement of privatisation of financial and public utilities sectors and restrictions on foreign capital movements. But this has already begun to change. The 1999 Foreign Exchange Law has freed most capital and foreign direct investment operations transactions and practically all remaining entry restrictions will be lifted upon Slovenia's accession to the EU. The envisaged privatisation is expected to at least triple FDI inflows within the next three years, boosting FDI to around 3 per cent of GDP. Administrative barriers are being tackled with determination, in consultation with the business community. In addition, FDI outflows have started to play an increasingly important role in Slovenia's internationalisation strategy, notably in regard to the development of South-East Europe. In December 2001, Slovenia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Slovenia's achievements thus far and contribute to its expanding economic relations with OECD Members, as well as other adherents to the Declaration. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

    Abstract: This report provides information on the average tariff levels and on the use of tariff-rate quotas, export subsidies and export credits by selected OECD countries for temperate-zone agricultural products. The implications of further liberalisation of the various instruments over the medium term are examined. The effects of further trade liberalisation of agricultural markets over the medium-term depend significantly on the modalities and prevailing market conditions against which the liberalisation scenarios are compared. On market access, although the largest impact on world prices is from tariff reductions, each of the current trade policy instruments (i.e. out-of-quota tariffs, in-quota tariffs, and tariff rate quotas) would have to be liberalised to obtain the greatest impact. On export subsidies, their current use is already at levels much lower than Uruguay Round commitments, and elimination would have modest effects for most commodities (except dairy products). This situation could change and further discipline on their use would prevent back-tracking. Export credits used by certain countries are also found to distort trade, although the effects on world markets and average prices remain relatively small, due to the small share of trade facilitated by these programmes and their small per-unit effect. Disciplines are necessary, however, to avoid even greater use of all forms of export competition policies. Countries have embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundations of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established and addressing weaknesses of the current agreement, such as those that have been identified in this report.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: The OECD has actively promoted progressive liberalisation of current and capital account operations among its members for over 40 years. Since 1961, OECD countries have engaged in the opening of capital accounts, guided by the provisions and implementation procedures embodied in a unique multilateral instrument: the Code of Liberalisation of Capital Movements. While full freedom of capital movements was achieved by most OECD members more than a decade ago, and in some even earlier, new members (Korea, Mexico, Poland, the Czech Republic, Hungary and the Slovak Republic) have only recently attained the same level of liberalisation. This account of the accumulated OECD experience with capital account liberalisation provides timely and valuable reading for policy makers, academics and financial practitioners alike. Timely, as the debate on the pros and cons of external financial liberalisation by emerging markets is very active at the present juncture. Valuable, because the OECD experience clearly demonstrates the benefits of open capital accounts, as vouched for by the reluctance of its members to resort to restrictions on capital flows -- even in times of financial turmoil.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. This report identifies and assesses "best practices" among road safety programmes in OECD countries. Emphasis is placed on those programmes that have been evaluated. In addition, the underlying criteria that influence the success or failure of these "best practices" are identified to facilitate the development of effective road safety policies in Member countries.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: Decisions to invest in transport infrastructure projects require careful deliberation. Governments need evaluation methods to ensure that their scarce resources are allocated in a way that maximises their net return to society. How can the efficiency of allocating funds for transport infrastructure be improved? Is the widely-used approach of cost-benefit analysis appropriate? Does transport infrastructure investment have wider impacts on regional development which need to be taken into account in determining infrastructure investment priorities? Do we find evidence of such impacts in evaluations of major transport infrastructure projects? Which impacts might be included in future appraisal methods? Which impacts matter? How do evaluation frameworks match government policy objectives? This report provides insights into these key issues by analysing illustrative studies of the impacts of transport infrastructure investments.
