    Abstract: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan.     Abstract: Although it has been previously accepted that Hong Kong, Japan, Korea, Singapore, and Taiwan have achieved the 'economic miracle' of maintaining high economic growth for several decades prior to the Asian financial crisis, recent literature has now cast doubt upon this economic supposed success. Attempting to overcome methodological limitations and underlying assumptions of other studies, The Growth Process in East Asian Manufacturing Industries re-examines the role of total factor productivity (TFP) growth and aims to identify the sources of output growth in these East Asian economies. Chia-Hung Sun aims to explain how TFP growth differs from technological progress, and demonstrates why this study favours the use of the varying coefficients frontier model rather than the conventional scholastic frontier approach. He goes on to statistically test whether manufacturing industries in East Asia homogeneously applied the best practice production technology, and investigates the TFP growth slowdown in East Asian manufacturing sectors. Potential links between technological progress (or technological efficiency change) and structural transformation are considered, and the growth in high-tech and low-tech industries are compared. Using sensitivity tests to consolidate the findings of this study and a comparison with earlier TFP studies for each of the five economies analysed, this book will be a valuable point of reference for economists, researchers and policymakers specialising in Asian economies. Advanced undergraduate and post-graduate students in economic development and economic growth will also find the book of great interest

    Abstract: The distinguished authors in this volume address the fundamental causes for such heterogeneous international experiences, placing particular emphasis on the role of institutions. They demonstrate how the study of economic development is increasingly linked to the development of institutions, which allow for more complex exchanges to occur in markets and societies. Institutions can be understood as rules or constraints that channel individuals' actions in specific directions, and can be formal or informal depending on their genesis. The book highlights the connection between institutions and economic welfare by examining countries at different stages of development. Although the authors' study material effects, they also look at individual well-being which is more strongly influenced by the non-material products of institutions such as opportunity, freedom and relationships. They move on to highlight the role of institutions in global business, in terms of innovation, entrepreneurship and foreign direct investment. In the concluding chapters they focus on the actual process of transition from one institutional framework to another. Amongst other examples, they examine reforms to international financial institutions and constitutional adjustments in transition countries

    Abstract: During the past two centuries, major technological breakthroughs such as the steam engine and electricity have acted as the catalysts for growth and have resulted in a marked increase in material well-being. The dominant technology today - information and communication technology (ICT) - does not seem to drive growth as effectively and has coincided with an apparent increase in wage inequality. This book provides explanations of these two characteristics of modern economies and analyses them from both an individual and integrated perspective. Richard Nahuis explores and combines the seemingly separate phenomena of wage inequality between high-skilled and low-skilled workers, and the relatively low productivity growth experienced by most countries. The author provides a number of alternative theories for the increase in wage inequality as a result of new technologies, combined with an extensive review of the associated literature. He goes on to detail the technological revolution, describe why this does not necessarily result in high productivity growth and outline the best methods to measure productivity in the new economy. This exhaustive exploration of productivity growth and wage inequality between high-skilled and low-skilled workers in the knowledge economy will be welcomed by economists and policymakers interested in the complex relationships between labour markets, innovation and technical change

    Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified.     Abstract: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems.     Abstract: The book investigates various strategies to provide countries with an incentive to accede, agree and comply to an international environmental agreement (IEA). Finus shows that by integrating real world restrictions into a model, game theory is a powerful tool for explaining the divergence between "first-best" policy recommendations and "second-best" designs of actual IEAs.     Abstract: Growth Theory in Historical Perspective is a collection of thirteen carefully selected essays by Theo van de Klundert which demonstrate the development of growth theory over the past forty years.     Abstract: The theme of this extensive book is the relationship between consumption and growth in the context of the long run theory of effective demand. Taking Schumpeter's views on economic development as a starting point, the author proposes an original framework for the analysis of consumption patterns as an element of growth in advanced market economies. The book examines the role of demand with respect to the theory of structural change and the theory of consumption at both the micro and macro level. The theoretical framework is employed to analyze the consumption-growth relationship and its implications for the process of structural evolution. The actual dynamics of consumption are examined in terms of the cycle of expansion in the US economy during the 1980s. The author concludes that there is a distinct shift towards a pattern of 'consumption deepening' that explains the consumption fuelled recovery of the 1980s and mirrors a process of 'intensive growth' of the market. This interpretation sheds light on the underlying process sustaining US expansion during the 1990s and the questions facing advanced market economies which have begun to experience the emergence of an 'internet scenario' in terms of development. In focusing on the relationship between consumption changes and the growth process, this book distinguishes itself from much of the literature on the subject which deals with these two aspects individually.     Abstract: This volume explores Malaysian business in the era that began with the Asian financial crisis of 1997-1999. The contributions, by a broad range of international experts, are informed by a wish to identify what Malaysia needs to do to sustain economic growth, remain internationally competitive and further social stability in the post-crisis period. Malaysia's unconventional response to the crisis suggests that its business community has developed a new level of confidence in its ability to adopt and sustain innovative policies even when these strategies challenge the international financial community. This response is perceived as evidence that Malaysian business has indeed entered a new era characterised by a high level of confidence in the nation's capacity to weather the external periodic shocks that are a feature of the current wave of globalisation. The book argues that there are grounds for optimism in this regard while recognising that the true test will occur when Malaysia is compelled to confront a major decline in its international export markets brought on by a truly major crisis such as an OECD-wide recession.     Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe.     Abstract: Conventional economic analysis of property rights in natural resources is too narrow and restrictive to allow for effective comparisons between alternative institutional structures. In this book, a conceptual framework is developed for the analysis of these structures with illustrative application to the allocation of water resources. Ray Challen introduces and develops a model for the analysis of the problems involved in institutional choice that takes into account constraints in institutional change imposed by history and the value of maintaining options in an uncertain future. The emphasis of institutional analysis shifts from assessing the benefits of particular property rights regimes in isolation to considering the distribution of property rights between levels of governments, communities and individuals in an institutional hierarchy. Conceptual developments in institutional theory are illustrated by using a case study of institutional change in the regulation of water use in irrigated agriculture
