    Abstract: "This paper provides empirical estimates of the impacts of natural disasters on different forms of capital (with a focus on human and intangible capital and natural capital), and on real gross domestic product per capita. The types of disaster considered are droughts, earthquakes, floods, and storms and their impacts are measured in terms of the number of people affected or people affected per capita. The authors find statistically significant reductions on the values of human and intangible capital and land capital as a consequence of the disasters, and these reductions are greater when the impacts last for longer periods. Based on the assumption that natural disasters indirectly affect the level of income via losses in capital, the authors estimate a Cobb-Douglas production function using the different forms of capital as inputs. The losses in income are found to vary across different countries and the type of natural disaster studied. However, a common finding is that the losses in income depend generally on two factors: the relative magnitude of impacts of a natural disaster and the values of different forms of capital. The estimates in this paper are national level figures and cannot be useful in predicting the cost of damages at the local level, where much larger amounts can be experienced per capita. Nevertheless, the estimates provide some indication of magnitudes for different disasters and for different groups of countries. More work and more data are needed to get a dynamic profile for the losses of capital and income. But given the study's results, the time profile is estimated to range typically between two and five years. "--World Bank web site

    Abstract: "The event of a natural disaster, and being directly affected by it, brings a large shock to life-cycle outcomes. In addition to the replacement effects of higher fertility following a disaster that caused high mortality, a positive fertility response may be induced as children can be used to supplement household income. This paper analyzes three high mortality earthquakes: Gujarat, India, in 2001; North-West Frontier, Pakistan, in 2005; and Izmit, Turkey, in 1999. There is evidence of a positive fertility response to exposure to these large-scale natural disasters in addition to the response to child mortality.     Abstract: "An AIDS epidemic threatens Ethiopia with a long wave of premature adult mortality, and thus with an enduring setback to capital formation and economic growth. The authors develop a two-sector model with three overlapping generations and intersectorally mobile labor, in which young adults allocate resources under rational expectations. They calibrate the model to the demographic and economic data, and perform simulations for the period ending in 2100 under alternative assumptions about mortality with and without the epidemic. Although the epidemic does not bring about a catastrophic economic collapse, which is hardly possible in view of Ethiopia's poverty and high background adult mortality, it does cause a permanent, downward displacement of the path of output per head, amounting to 10 percent in 2100.     Abstract: "Prevailing measures of relative poverty put an implausibly high weight on relative deprivation, such that measured poverty does not fall when all incomes grow at the same rate. This stems from the (implicit) assumption in past measures that very poor people incur a negligible cost of social inclusion. That assumption is inconsistent with evidence on the social roles of certain private expenditures in poor settings and with data on national poverty lines. The authors propose a new schedule of "weakly relative" lines that relax this assumption and estimate the implied poverty measures for 116 developing countries. The authors find that there is more relative poverty than past estimates have suggested. In 2005, one half of the population of the developing world lived in relative poverty, half of whom were absolutely poor. The total number of relatively poor rose over 1981-2005, despite falling numbers of absolutely poor. With sustained economic growth, the incidence of relative poverty becomes less responsive to further growth. Slower progress against relative poverty can thus be seen as the "other side of the coin" to success against absolute poverty. "--World Bank web site

Relying on well timed surveys of agricultural prices and a joint study by the Government of Bulgaria and the World Bank on agricultural market institutions, this paper presents evidence that performance in food markets improved following significant policy reforms in Bulgaria, although public institutions remained weak. This suggests that even though strong institutions are preferred to weak ones, it can be costly and impractical to delay policy reforms until work on strengthening institutions is finished. Still, measured performance varied by place and by commodity, suggesting that markets developed at different tempos and that the distribution of benefits from improved markets was uneven. This points to the need to address the costs of adjustment as policies change. The paper introduces a new approach to measure market performance based on composite-error techniques.     Abstract: "Household surveys have long been used to estimate poverty and inequality trends, as well as trends in education and health indicators, but they have not been used to the same extent to assess trends in the access to or coverage of modern infrastructure services. In this paper, we use Demographic and Health Surveys from a larger sample of sub-Saharan African countries in order to collect comparable information across countries on coverage of piped water, flush toilets, electricity, and landline telephones over time. The results suggest that coverage rates for electricity, flush toilets have improved slightly over the last decade. Coverage of piped water has declined, at the same time as coverage of landline (as well as cellular) telephone has increased rapidly. The decline has been primarily in the urban areas while the infrastructure coverage has either increased or remained stable in rural Africa. For all four services, among the poorest households coverage remains virtually inexistent. If business as usual continues, it would take a very long time to reach universal or widely shared coverage even in countries where coverage has improved. These results point to the need to increase efforts by governments and international community to progressively increase access to modern infrastructure services in Africa. "--World Bank web site

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Abstract: Foreign direct investment (FDI) is a major driver of globalisation. The OECD Benchmark Definition of Foreign Direct Investment sets the world standard for FDI statistics. It provides a single point of reference for statisticians and users on all aspect of FDI statistics, while remaining compatible with other internationally accepted statistical standards. This edition introduces new analytical data breakdowns and statistical treatments that better reflect the realities of today’s world economy. The revised Benchmark Definition provides methods for classifying different types of FDI (e.g., mergers and acquisitions, greenfield investments) and for identifying the ultimate investor. The new edition now addresses the uses of FDI statistics, including globalisation indicators, and provides a chapter relating to the statistics on the activities of multinational enterprises.

    Abstract: This report reviews the achievements of the Korean 3-Year Market Reform Road Map. This assessment is carried out in light of the OECD’s previous recommendations to shift KFTC priorities and resources toward core competition problems related to efficiency goals and away from its historic focus on conglomerate financial structure and governance; the need for further improvements in investigative powers and a clearer rule against hard-core cartels; implementation of recommendations to repeal exemptions for “small” business and exclusions of professional services and co-ordination with sectoral regulators about competition problems; and recent institutional changes to join the KFTC with the system for applying consumer protection law. This report was the basis for a monitoring review in the October 2006 session of the Competition Committee.

    Abstract: More action is needed, by both Africa and the wider international community. Building peace and security is essential, both for economic development and for poverty reduction. Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones. More action is needed both to strengthen and support Africa’s own efforts to bring peace to the continent, and to tackle the wider global drivers of conflict, including the illicit trade in small arms and light weapons, and the trade in conflict resources.

Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

    Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: Circumstantial evidence is employed in cartel cases in all countries. The better practice is to use circumstantial evidence holistically, giving it cumulative effect, rather than on an item-by-item basis. Complicating the use of circumstantial evidence are provisions in national competition laws that variously define the nature of agreements that are subject to the law. There are two general types of circumstantial evidence: communication evidence and economic evidence. Of the two, communication evidence is considered to be the more important. Economic evidence is almost always ambiguous. It could be consistent with either agreement or independent action. Therefore it requires careful analysis. National treatment of cartels, such as whether they are prosecuted as crimes or as administrative violations, can affect the burden of proof that applies to the cases, and hence the use of circumstantial evidence. It can be difficult to convince courts to accept circumstantial evidence in cartel cases, especially where the potential liability for having violated the anti-cartel provisions of the competition law is high. There are circumstances in countries that are relatively new to anti-cartel enforcement that could affect the extent to which they rely on circumstantial evidence in their cases.

    Abstract: Abstract: This paper presents the experiences and the lessons learned by 22 partner countries in Africa, Latin America and Asia related to the application of the Methodology for the Assessment of National Procurement Systems of the OECD/DAC Joint Venture on Procurement. The Methodology was developed and approved for field testing in 2006 as an input for implementing the Paris Declaration agenda and to assist in strengthening country procurement systems. It is the result of the joint efforts of multilateral and bilateral development partners and of partner countries from around the world. These experiences and lessons represent some early results achieved by a group of volunteer partner governments working in collaboration with national stakeholders from civil society, the private sector, the media, elected members of parliament and with their international development partners. The present document is limited to sharing experiences in using the Methodology. Country examples from the pilot exercises and from other applications are used as case studies. A mapping of various country experiences in using the Methodology is provided in Annex A. The present document seeks to provide useful background information drawn from various available sources.

    Abstract: Corporate sanctions rarely are sufficiently high to be an optimal deterrent against cartels. Sanctions against natural persons can thus complement them. There is no systematic evidence proving the deterrent effects of sanctions on individuals, and/or assessing whether such sanctions can be justified. There is a trend among countries to accept as self-evident that individual sanctions, including imprisonment, can be a useful part of effective anti-cartel enforcement. If a country provides for individual sanctions, a strong argument can be made that relatively short prison sentences are the most cost effective deterrent. However, there are also reasons why countries may provide for longer prison sentences, most importantly that only longer statutory sentences adequately express a society’s condemnation of hard-core cartels. In addition to increasing levels of deterrence, sanctions against individuals can be a powerful incentive for individuals to reveal information about existing cartels and to cooperate in investigations. International law does not recognise the principle of double jeopardy that would prevent authorities in different countries from prosecuting the same person for participation in the same cartel. Nevertheless, where cartels are investigated in a multi-jurisdictional context, jurisdictions may consider arrangements to ensure that only one of them prosecutes an individual.

    Abstract: This method provides information on health hazard likely to arise from short-term exposure to a test article (gas, vapour or aerosol/particulate test article) by inhalation. The revised Test Guideline describes two studies: a traditional LC50 protocol and a Concentration x Time (C x t) protocol. It can be used to estimate a median lethal concentration (LC50), non-lethal threshold concentration (LC01) and slope, and to identify possible sex susceptibility. This Test Guideline enables a test article quantitative risk assessment and classification according to the Globally Harmonized System for the Classification and Labelling of Chemicals. In the traditional LC50 protocol, animals are exposed to one limit concentration or to three concentrations, at least, for a predetermined duration, generally of 4 hours. Usually 10 animals should be used for each concentration. In the C x T protocol, animals are exposed to one limit concentration or a series of concentrations over multiple time durations. Usually 2 animals per C x t interval are used. Animals (the preferred species is the rat) should be observed for at least 14 days. The study includes measurements (including weighing), daily and detailed observations, as well as gross necropsy.

    Abstract: The method described by this Test Guideline provides information that allows hazard assessment for short-term exposure to a test article by inhalation, and allows the substance to be classified according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The test method is based on a stepwise procedure, each step using 3 animals of each sex (the preferred species is rat). Animals are exposed in inhalation chambers to a pre-defined concentration for 4 hours. Absence or presence of compound-related mortality of the animals at one step will determine the next step. Animals in severe pain or distress should be humanely killed. The starting concentration is selected from one of four fixed levels corresponding to GHS categories 1-4 for gases, vapours or aerosols.     Abstract: This revised Test Guideline 412 (TG 412) has been designed to fully characterize test article toxicity by the inhalation route following repeated exposure for a limited period of time (28 days), and to provide data for quantitative inhalation risk assessments. It was updated in 2017 to enable the testing and characterisation of effects of nanomaterials tested. Groups of at least 5 male and 5 female rodents are exposed 6 hours per day for 28 days to a) the test chemical at three or more concentration levels, b) filtered air (negative control), and/or c) the vehicle (vehicle control). Animals are generally exposed 5 days per week but exposure for 7 days per week is also allowed. Males and females are always tested, but they may be exposed at different concentration levels if it is known that one sex is more susceptible to a given test article. This guideline allows the study director the flexibility to include satellite (reversibility) groups, bronchoalveolar lavage (BAL), lung burden (LB) for particles, neurologic tests, and additional clinical pathology and histopathological evaluations in order to better characterize the toxicity of a test chemical.

    Abstract: The Bovine Corneal Opacity and Permeability test method (BCOP) is an in vitro test method that can be used to classify substances as 'ocular corrosives and severe irritants'. The BCOP uses isolated corneas from the eyes of cattle slaughtered for commercial purposes, thus avoiding the use of laboratory animals. Each treatment group (test substance, negative/positive controls) consists of a minimum of three eyes where the cornea has been excised and mounted to a holder. Depending on the physical nature and chemical characteristics of the test substance, different methods can be used for its application since the critical factor is ensuring that the test substance adequately covers the epithelial surface. Toxic effects to the cornea are measured as opacity and permeability, which when combined gives an In Vitro Irritancy Score (IVIS) for each treatment group. A substance that induces an IVIS superior or equal to 55.1 is defined as a corrosive or severe irritant.

    Abstract: This Test Guideline is designed for assessing the effects of chemicals on the reproduction of collembolans in soil. The parthenogenetic Folsomia candida is the recommended species for use, but an alternative species such as sexually reproducing Folsomia fimetaria could also be used if they meet the validity criteria. This Guideline can be used for testing both water soluble and insoluble substances but it is not applicable to volatile ones. The Guideline aims to determine toxic effects of the test substance on adult mortality and reproductive output expressed as LCx and ECx respectively, or NOEC/LOEC value. The number of treatment concentrations varies depending on endpoints to be determined. For a combined approach to examine both the NOEC/LOEC and ECx, eight concentrations in a geometric series with four replicates for each concentration as well as eight control replicates should be used. In each test vessel, 10 juveniles F. candida (or 10 males and 10 females adults F. fimetaria) should be placed on 30 g of modified OECD artificial soil using a 5 % organic matter content. The duration of a definitive reproduction test is 4 weeks for F. candida or 3 weeks for F. fimetaria.

    Abstract: Crop field trials are conducted to determine the magnitude of the pesticide residue in or on raw agricultural commodities, including feed items, and should be designed to reflect pesticide use patterns that lead to the highest possible residues. Objectives of crop field trials are to: (1) quantify the expected range of residue(s) in crop commodities following treatment according to the proposed or established good agricultural practice; (2) determine, when appropriate, the rate of decline of the residue(s) of plant protection product(s) on commodities of interest; (3) determine residue values such as the “Supervised Trial Median Residue” and “Highest Residue” for conducting dietary risk assessment; and (4) derive maximum residue limits (MRLs). This Test Guideline requires one sample from treated plots at each sampling interval for crops that have eight or more crop field trials. The test substance(s) should be stored under appropriate conditions for the study duration and applied soon after preparation or mixing. Test substance applications should not be made in strong wind, during rain or when rainfall is expected shortly after application. For all applications, the application rate should be expressed in terms of amount of product and/or active ingredient per unit area. At the end of each crop field trial, the (stored) samples are analysed for residue level (expressed for example in mg/kg).

It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

    Abstract: This Test Guideline describes an in vitro assay, which provides mechanistical information, and can be used for screening and prioritization purposes. The test system utilises the hERalpha-HeLa-9903 cell line derived from a human cervical tumor and stably transfected. This cell line can measure the ability of a test chemical to induce hERalpha-mediated transactivation of luciferase gene expression. The cells are exposed to 7 non-cytotoxic concentrations of the test chemical for 20-24 hours to induce the reporter gene products. Four reference chemicals should be included in each experiment: a strong estrogen (17beta-estradiol), a weak estrogen (17alpha-estradiol), a very weak estrogen (17alpha-methyltestosterone) and a negative control (corticosterone). The activity of the luciferase enzyme is measured in a luminometer. A test chemical is considered to be positive if the maximum response induced is equal to or exceeds 10% of the response of the positive control (1 nM 17alpha-estradiol) in at least two of two or two of three runs. A korszer űsítés azonban nem vált széleskörűvé, s nem állítható az sem, hogy az életbeléptetett változások hatása átüt ő erejű lett volna. Az okokat keresve sok mindenre hivatkozhatnánk, most csak egyet említünk meg: a nemzetközi tapasztalatok, próbálkozások összefogott, értékelt ismeretének hiányát. Az OECD Párizsban székel ő központja sietett a kormányok segítségére, neves tudósok, egyetemi oktatók, elméleti és gyakorlati szakemberek közrem űködésével összeállítatta ezt a kötetet, amely, mint látni fogjuk az OECD tagországaiban folyó államszervezési, különösen a közigazgatás, kormányzás terén fellelhet ő gondokat, s ezek megoldására tett intézkedéseket dolgozza fel, elméleti igénnyel, és ugyanakkor a gyakorlati hasznosíthatóságra egyaránt tekintettel. Könyvünk felbecsülhetetlen segítséget nyújt az országunkban folyó modernizálódási törekvések megalapozásához is, egyben a közigazgatási szakemberképzés alapdokumentuma is lehet. A magyar kiadásnak sajátossága a már több országban lefordítva közreadott kötethez képest, hogy az alapm űvet kiegészíti öt olyan értékel ő bírálattal, amely az összehasonlító közigazgatás legrangosabb és legrégibb nemzetközi folyóiratában jelent meg, további tájékoztatást adva az általános tendenciák érvényesíthet őségének feltételeiről és korlátairól.

    Abstract: The objective of a long-term carcinogenicity study is to observe test animals for a major portion of their life span for the development of neoplastic lesions during or after exposure to various doses of a test substance by an appropriate route of administration. This Test Guideline is intended primarily for use with rats and mice, and for oral administration. Both sexes should be used. Each dose group and concurrent control group should contain at least 50 animals of each sex. At least three dose levels and a concurrent control should be used. Animals are dosed with the test substance daily (oral, dermal or inhalation administration) and the mode of exposure should be adjusted according to the toxicokinetic profile of the test substance. The duration of the study will normally be 24 months for rodents. For specific strains of mice, duration of 18 months may be more appropriate. Termination of the study should be considered when the number of survivors in the lower dose groups or the control group falls below 25 per cent. The results of these studies include: measurements (weighing, food consumption), and, at least, daily and detailed observations, as well as gross necropsy and histopathology.

    Abstract: This Test Guideline describes the modified MITI test (II). This test permits the measurement of the Biochemical Oxygen Demand (BOD) and the analysis of residual chemicals in order to evaluate the inherent biodegradability of chemical substances which have been found by the Standard MITI Method (I) to be low degradable. An automated closed-system oxygen consumption measuring apparatus (BOD-meter) is used. Chemicals to be tested are inoculated in the testing vessels (six bottles with different quantities of test chemical) with micro-organisms. In order to check the activity of the inoculum, the use of control substances (aniline, sodium acetate or sodium benzoate) is desirable. During the test period, the BOD is measured continuously. Biodegradability is calculated on the basis of BOD and supplemental chemical analysis, such as measurement of the dissolved organic carbon concentration, concentration of residual chemicals, etc. The BOD curve is obtained continuously and automatically for 14 to 28 days. After the 14 to 28 days of testing, pH, residual chemicals and intermediates in the testing vessels are analysed.

    Abstract: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

The short term reproduction assay was validated in the fathead minnow (Pimephales promelas) and this is the recommended species. The assay is run with three test chemical concentrations and the necessary controls, including a carrier control if necessary. For the fathead minnow, four replicate test vessels are used for each treatment level and control(s). During the conduct of the assay, the egg production is measured quantitatively daily in each test vessel. At termination of the 21-day exposure period, two biomarker endpoints are measured in males and females separately, as indicators of endocrine activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Gonads of both sexes are also preserved and histopathology may be evaluated to assess the reproductive fitness of the test animals and to add to the weight of evidence of other endpoints.

    Abstract: This Test Guideline describes an in vivo screening assay for certain endocrine active substances where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). This assay covers the screening of oestrogenic and androgenic activity, and aromatase inhibition. The assay was validated on the fathead minnow (Pimephales promelas), the Japanese medaka (Oryzias latipes) and the zebrafish (Danio rerio); however zebrafish does not allow the detection of androgenic activity. At termination of the 21-day exposure period, depending on the species used, one or two biomarker endpoint(s) are measured in males and females as indicators of oestrogenic, aromatase inhibition or androgenic activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Vitellogenin is measured in fathead minnow, Japanese medaka and zebrafish, whereas secondary sex characteristics are measured in fathead minnow and Japanese medaka only.

    Abstract: La mayoría de los países de la OCDE han hecho una prioridad la elaboración de políticas para disminuir las cargas administrativas (reducir el papeleo). La burocracia es onerosa particularmente para las empresas pequeñas y puede inhibir el emprendimiento. Estos efectos son más costosos en los mercados mundiales, en donde la competitividad puede ser afectada por la eficiencia de la regulación local y el entorno administrativo. Pero también los ciudadanos y las grandes empresas se quejan de la elaboración de reportes solicitados que son innecesarios.¿Qué pueden hacer los gobiernos al respecto? Las estrategias incluyen establecer metas cuantitativas para reducir las cargas administrativas cuando se diseñan o modifican normativas existentes; codificación; mejorar la coordinación multi-nivel; y la introducción rápida de servicios de e-gobierno. Cada vez más los gobiernos asignan responsabilidad a una unidad administrativa central apoyados por grupos de trabajo y comités externos. Este acercamiento de “gobierno entero” representa un paso mayor en los años recientes incrustando la simplificación administrativa en todo el sistema de calidad normativo en el nivel nacional.

    Abstract: The Hershberger Bioassay is an in vivo short–term screening test. It evaluates the ability of a chemical to elicit biological activities consistent with androgen agonists, antagonists or 5 á-reductase inhibitors. The current bioassay is based on the changes in weight of five androgen-dependent tissues in the castrate-peripubertal male rat: the ventral prostate, seminal vesicle (plus fluids and coagulating glands), levator ani-bulbocavernosus muscle, paired Cowper’s glands and the glans penis. In order to establish whether a test substance can have androgenic or antiandrogenic action, two – respectively three - dose groups of the test substance, plus positive and vehicle (negative) controls are normally sufficient. The test substance is administered by gavage or subcutaneous injection daily for 10 consecutive days. To test for antiandrogens, the test substance is administered together with a reference androgen agonist. Each treated and control group should include a minimum of 6 animals. The animals are necropsied approximately 24 hours after the last administration of the test substance. The tissues are excised and their fresh weights determined. A statistically significant increase (androgenic) or decrease (antiandrogenic) in the weights of two of the five tissues indicates a positive response in this assay.
