    Abstract: Despite progress in recent years, there is growing evidence that OECD countries are not on track to reach some of their key environmental goals. This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia. The report provides policy makers, environmental regulators, and other stakeholders with a comprehensive analysis of the design, management aspects, and the main elements of government compliance and enforcement programmes. Focusing on compliance promotion, compliance monitoring, and non-compliance response, it identifies and compares good practices, sets them in context of different countries’ regulatory cultures and highlights the key international trends.

This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: Individual elements in Belgian tax system affect the growth process through different channels and to a varying degree. Consumption taxes are among the least distortive for growth, and there is considerable scope to increase the reliance on this tax source in Belgium. The Belgian differential taxation of saving vehicles distorts investment decisions, hampering the reallocation of capital towards its most productive use. However, the most distortive Belgian taxes are on labour through their effects on workers’ labour market decisions. Recognising the latter, the authorities have aimed at reducing taxation on labour. However, its level remains internationally high, reflecting numerous exemptions, which reduce tax bases and thus require higher tax rates than otherwise. To promote labour market prospects for individual groups on the labour market, wage subsidies and social security contribution reductions have been used extensively, leading to a complex system, often poorly targeted and at times subject to conflicting objectives. The end result is that the interaction between the personal income tax, the social security contributions, and the generous benefit systems has created a multitude of labour market traps which hold back employment. New tax reforms are constrained by the large and growing fiscal sustainability problem, implying that, unless substantial expenditure cuts are implemented, new tax reforms must be self-financed. This can be achieved by shifting the reliance of the tax system towards the least distortive sources and by broadening tax bases to allow lower tax rates.     Abstract: Investment in network infrastructure – the energy, water, transport and telecommunication networks – which performs a vital role for the functioning of the economy, can contribute to raising growth and social welfare. But more is not always better. While the paper shows that investment in the network industries has had a positive effect over and above the addition to the capital stock, there is evidence that investment in the past has sometimes been misallocated. This paper identifies the policy framework that promotes investment that is conducive to growth and ensures the appropriate use of infrastructure. Central aspects of this framework are identified as a robust decision making process, improving the selection of investment projects, the introduction of competitive pressures through the reduction of barriers to entry and vertical separation when this is appropriate. In addition, efficient investment can be promoted by the combination of regulator independence and the application of incentive regulation.

    Abstract: In the decade following the 1998 financial crisis Russia’s banking system grew much larger and stronger – indeed, growth rates were dangerously high – but even before the onset of the current global crisis it continued to play a limited role in intermediating savings and investment, especially for small and medium-sized enterprises. Moreover, despite important improvements, some weaknesses in prudential supervision remained, and the Russian banking sector continued to have too many very small banks doing little if any banking business. This paper discusses the policy imperatives in the short term, in the face of the ongoing economic crisis, and reforms that could be implemented over the longer term to improve the efficiency and resilience of the financial system and raise Russia’s potential growth rate. While the current crisis is painful for the banking sector as well as the broader economy, it may facilitate a restructuring of the system that will be positive in the long run, as well as new approaches to regulation that will make banking less crisis-prone.

    Abstract: Measures to make the regulation of product markets more conducive to competition play a prominent role in the governments “growth package” of measures to stimulate economic growth which are in the process of being implemented. This paper discusses these measures and suggests further improvements. Notwithstanding significant reforms in recent years, competition law and its enforcement are still weaker than in other OECD countries. Scope for making regulation of product markets more competition-friendly is large in the network industries. While sector-specific regulators have been introduced, their independence needs to be strengthened. The reform of the electricity supply law provides the main building block opening the industry to competition, but vertical separation requirements of the electricity grid from electricity generation and trading activities need to be strengthened. In telecommunications, restrictions in access of competitors to the local loop limit the scope for lowering prices and improving quality of service in broadband connections. Measures still need to be taken to prevent discrimination against market entrants in the railway passenger services market and much scope exists to widen competition in postal services. Progress in lowering the degree of protection in the proposed legislation on agricultural policy 2007-11 is modest. Trade barriers can also be lowered for manufactured goods through the adoption of the Cassis de Dijon principle.

    Abstract: Euro area entry calls for more fiscal flexibility to absorb cyclical shocks that cannot be dealt with by the common monetary policy. At the same time fiscal consolidation must not be put at risk, especially given rising ageing related costs. The current fiscal framework could be improved by introducing multi-year expenditure ceilings and by removing pro-cyclical elements in fiscal rules. An adjustment account that serves to register breaches of fiscal rules and eliminates them over time could help in coping with projection errors. To ensure long-term sustainability of public finances it is essential not to dilute the substantial improvements in the long-term balance of the definedbenefit pillar associated with past pension reforms. The government should consider making participation in the defined contribution pillar mandatory for new labour market entrants or, at the very least, make it the default option. For current workers the pillars should remain closed. Moreover, further parametric changes such as increasing the retirement age in line with life expectancy gains and reducing unsustainable elements in the pension formula would improve the balance of the defined benefit pillar.

It uses the 2008 update and revision of the OECD indicators of product market regulation (PMR) that integrate to a larger extent than in the past information on sector-specific regulation and adapt a simpler and more transparent aggregation technique. The results show that OECD countries have extensively liberalised product markets over the past ten years and – as a consequence - convergence of regulation across OECD countries can be observed. However, reforms appear to have slowed in the most recent period (2003-2008) as compared with the earlier period (1998- 2003). Easing of product market regulation appears to have been driven to a considerable extent by reforms in sector-specific regulation, notably as regards the gas, electricity and telecommunications markets. Countries appear also to have followed consistent reform approaches. However, scope for further reform remains, especially as regards controls of governments over businesses, and as regards certain sectors such as professional services and retail trade.

    Abstract: This paper reviews proposals for the design of sectoral and related market mechanisms that are being debated both in the UNFCCC negotiations and in different domestic legislative contexts. Decisions on the design and scope of the mechanisms in the UNFCCC negotiations would affect the future supply of credits, while developed countries’ legislations could influence demand. National actions to establish carbon markets may also constrain or enable international developments and options, as domestic policies may establish conditions or restrictions on the import of “international” offset credits or linkages with other national or regional carbon markets. The paper also addresses the possible principles and technical requirements that Parties may wish to consider, as the foundations for further elaboration of the mechanisms. Beyond principles, a number of elements of a more technical nature need to be sorted out to set up new market mechanisms, such as: eligibility for participation by developed countries, as buyers; technical definition of baselines, including guidance on a process to agree to baseline levels, and possible revisions; length of the crediting period and frequency of issuance of credits; new trading units and registries; and national authorities for the new mechanisms. In the case of trading, a compliance reserve and liability rules may be topics for discussion as well. The third issue explored by this paper is domestic implementation of sectoral market mechanisms by host countries, and how the transition between current and future mechanisms could be managed. Transition issues including the situation of existing CDM projects vis-à-vis broader crediting mechanisms and also sectoral trading must be clarified. Domestic policy implementation in developing countries is of paramount importance to ensure the effectiveness of possible new international market mechanisms. Several illustrations are offered to show how a mix of policies could be used to outperform a baseline to generate credits, and how credit revenues could be used to further support domestic policy implementation. Among the options discussed are subsidies to low-carbon technologies (e.g. feed-in tariffs), mandated performance standards, and an entity level baseline-and-crediting system.

    Abstract: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Abstract: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

    Abstract: L’élaboration et l’entrée en vigueur de l’Accord des Nations Unies sur les stocks chevauchants en 1995 marquait la volonté de la communauté internationale de renforcer les organisations régionales de gestion des pêches, établies pour assurer la gestion des ressources hauturières partagées. Cette étude dresse le bilan des changements introduits dans ces organisations et met en évidence le processus progressif d’amélioration qui a débouché sur de véritables succès. Quoiqu’il n’existe pas de recette unique pour mener à bien ce processus, l’étude souligne qu’il est essentiel de veiller à la présence de certains éléments fondamentaux permettant de créer et de maintenir la dynamique économique et politique indispensable au changement. La modification des incitations économiques sous-jacentes pourrait contribuer au rapprochement des intérêts des pays membres, propice à la formation de coalitions en faveur de la réforme. Cette étude s’appuie sur les informations contenues dans les études de plusieurs ORGP et plus particulièrement de la Commission pour la conservation du thon rouge du sud, de la Commission internationale pour la conservation des thonidés de l'Atlantique, de l’Organisation des pêches de l’Atlantique nord-ouest et de la Commission des pêches de l'Atlantique nord-est.

However, billions of people lack access to water and sanitation services, mainly due to poor governance and inadequate investment and maintenance. The results of recent work are summarised in Managing Water for All: An OECD Perspective on Pricing and Financing, which emphasises the economic and financial aspects of water resources management and water service provision, the need for an integrated approach (including governance considerations) to address these complex policy challenges, and the importance of establishing a firm evidence base to support policy development and implementation. The report examines: strategic financial planning for water supply and sanitation that balances the key sources of revenues for the water sector – the“3Ts” of taxes, tariffs and transfers; the design and implementation of water pricing strategies that balance financial sustainability with other policy objectives; recent developments in private sector participation in the water sector; and trends and the future outlook of water use in agriculture. It considers both developing and OECD countries and offers concrete recommendations and checklists for action. The report is an invaluable resource for policy makers, academics, NGOs and all others interested in the challenges facing the water sector today. The key messages for policy makers are summarised in this volume.

    Abstract: This paper uses WITCH, an integrated assessment model with a game-theoretic structure, to explore the prospects for, and the stability of broad coalitions to achieve ambitious climate change mitigation action. Only coalitions including all large emitting regions are found to be technically able to meet a concentration stabilisation target below 550 ppm CO2eq by 2100. Once the free-riding incentives of non-participants are taken into account, only a “grand coalition” including virtually all regions can be successful. This grand coalition is profitable as a whole, implying that all countries can gain from participation provided appropriate transfers are made across them. However, neither the grand coalition nor smaller but still environmentally significant coalitions appear to be stable. This is because the collective welfare surplus from cooperation is not found to be large enough for transfers to offset the free-riding incentives of all countries simultaneously. Some factors omitted from the analysis, which might improve coalition stability, include the co-benefits from mitigation action, the costless removal of fossil fuel subsidies, as well as alternative assumptions regarding countries’ bargaining behaviour.

    Abstract: High expectations surrounded the two waves of eastward EU enlargement in 2004 and 2007, with the extension of the EU Internal Market being expected to deliver a substantial boost to economic growth in new and old member States alike. Indeed, considerable progress has been made, with existing evidence pointing to increased trade and FDI flows, enhanced east-west migration and a more stable macroeconomic environment. However, completion of the internal market is progressing at an uneven pace, and comparatively less progress can be seen in services industries, which provide over two-thirds of jobs and value added in the economy. Empirical estimates suggest that competition and trade-enhancing reforms in services industries could generate substantial productivity improvements across EU member economies. Over a period of 10 years, the predicted increase in labour productivity resulting from a bold reform package is around 10% for the average EU country, and new member States stand to gain even more. In addition to service-sector reform, priorities towards a more integrated EU internal market should include removing remaining barriers to labour mobility, improving transport infrastructure, mutual recognition of qualifications, and enhanced market integration of network industries. Finally, a more explicit use of benchmarking may help to enhance the momentum of future internal market reforms.

    Abstract: Determining comparability of effort between mitigation actions and targets proposed by different countries is an ongoing issue for international climate negotiations. A number of indicators have been proposed to reflect comparability of effort and differences in national circumstances; key amongst these are greenhouse gas (GHG) emissions (per capita), GDP per capita, as well as GHG mitigation potential. This paper focuses on mitigation potential to provide a comparative assessment between six OECD member economies: Australia, Canada, the EU, Japan, Mexico and the US. GHG mitigation potential is defined to be the level of GHG emission reductions that could be realised, relative to the projected emission baseline in a given year, for a given carbon price. Data for the selected countries were obtained across the time horizon of 2005-2050 from a total of 19 models, including models that are used to inform climate policy-makers in each of these economies. The paper examines the implications of model structure, and assesses how baseline scenarios vary between the models, before analysing the GHG mitigation potential estimates. GHG mitigation potential is compared for carbon prices of USD 20, 50 and 100/tCO2e. For an assumed carbon price of USD 50/tCO2e, mitigation potential in Japan is estimated to be relatively lower than for the other five economies, ranging from 5-20% emission reduction from baseline in 2020. Although noticeably fewer models report data for Mexico at this price level, the models show deeper potential reductions in the range of 25-37% at the same carbon price. Mitigation potential estimates for Australia, Canada and the US show a wider range of 14-39% reduction relative to 2020 baselines. The EU shows a relatively tighter range of 16-29% emission reductions to 2020. The results of this study show greater emission reduction potentials in the year 2050 than in the year 2020 across the six economies examined, reflecting structural and technical changes that occur over time, including the availability of carbon capture and storage from 2030. In general, the paper finds closer agreement across the models for mitigation potential in 2020 than for later years, reflecting greater uncertainty as projections extend into the future.

    Abstract: Nuclear power plant modifications may be needed for a number of different reasons. These include physical ageing of plant systems, structures and components; obsolescence in hardware and software; feedback from operating experience; and opportunities for improved plant safety, reliability or capability. However, experience has also shown that weaknesses in the design and/or implementation of modifications can present significant challenges to plant safety. They can also have a considerable impact on the commercial performance of the plant. It is therefore important that the plant modification process reflect a recognition of the potential impact of human errors and that it incorporate suitable measures to minimise the potential for such errors. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Working Group on Human and Organisational Factors organised an international workshop in 2003 to discuss the role of human and organisational performance in the nuclear plant modification process. This technical opinion paper represents the consensus of specialists in human and organisational factors (HOF) in the NEA member countries on commendable practices and approaches to dealing with nuclear plant modifications. It considers factors that should be taken into account when developing a modification process and identifies some lessons learnt from application of the process. The paper should be of particular interest of nuclear safety regulators and nuclear power plant operators.

    Abstract: Tax sharing and intergovernmental grants are two sub-central funding arrangements that are often difficult to disentangle. The dividing line is not drawn uniformly across OECD countries or across time, and rules established in National Accounts, Revenue Statistics and others give incomplete guidance. Moreover, tax sharing arrangements may differ according to how tax revenue is distributed across individual jurisdictions. In order to ensure that fiscal arrangements are recorded properly and on a comparable basis, a set of clear criteria to delineate them is required. This section presents the results of a test that was applied in order to find the dividing line a) between tax sharing and intergovernmental grants and b) between different categories of tax sharing. The test was performed using questionnaire responses and builds on earlier documents on the same topic presented to Fiscal Network Delegates in 2006 and 2008.

    Abstract: The current monitoring, reporting and review framework under the UN Framework Convention on Climate Change (UNFCCC) has a number of strengths and weaknesses. Weaknesses include inconsistent and/or incomplete self reporting of financial support; infrequent reporting; limited and incomplete information on multilateral development banks and other non-UNFCCC funds; lack of primary data on financial flows under KP mechanisms (CDM); and lack of verification procedures. This paper aims to facilitate a discussion about a possible framework to measure, report and verify (MRV) mitigation support. It considers the main pathways through which mitigation support to developing countries may flow as well as the availability and suitability of information in this area to provide a basis to measure, report and verify mitigation support. A strengthened framework for reporting could be developed and layered into the existing system, e.g. via National Communications. Data gaps and reporting frequency could be corrected through improvements in National Communication guidelines and the development of a common reporting format. The UNFCCC could also collaborate with other institutions to develop and draw on more standardised data from other sources and to assure that information across sources is comparable and publicly available. A key aspect would be to provide a monitoring system that covers not just public but also private finance in mitigation specific as well as mitigation relevant areas. The absence of verification procedures in the current UNFCCC monitoring and review system for mitigation support should also be addressed. The Convention does not lay out specific guidelines for the review of mitigation support reported in National Communications and reported information is not formally cross checked with alternative information sources. Parties could agree to the elaboration of guidelines for review and verification to help determine whether Parties have employed agreed methods for self assessment and reporting on technology transfer, capacity building and financing, and whether reporting is conducted in a transparent manner. In addition, standardised reporting by recipient countries about funds received, use and usefulness of funds could also be an important addition to provide information for verification with information on contributions to mitigation support.

    Abstract: The Bali Action Plan (BAP) language on “measurable, reportable and verifiable” (MRV) greenhouse gas mitigation actions and commitments for a post-2012 climate framework was introduced to apply both to developed countries’ greenhouse gas (GHG) commitments and actions (paragraph 1(b)(i) of the BAP), as well as to “nationally appropriate mitigation actions by developing country Parties in the context of sustainable development, supported and enabled by technology, financing and capacity-building” (paragraph 1(b)(ii)). This paper provides an overview of current efforts to assess if GHG mitigation actions underway in different countries and regions are “measurable, reportable and verifiable”. The paper also assesses how such efforts could be improved, explores MRV options for different types of GHG mitigation actions, and highlights decision points needed to establish a post-2012 framework.Several different types of GHG mitigation actions and commitments have been proposed for the post-2012 period. Some of these - such as national-level GHG emission limits - are already being used, with countries therefore already gaining experience with implementing, monitoring, reporting (and potentially reviewing or verifying the effects of) such actions/commitments. The extent of this experience varies both by type of action/commitment, as well as by country and sector. In general, Annex I countries have significant experience with monitoring and reporting national emission levels (reflecting their reporting commitments under the UNFCCC and Kyoto Protocol). However, official reporting on other GHG-mitigation actions occurs every few years in Annex I countries and only irregularly in non-Annex I countries. Thus, significant new guidance would be needed if post-2012 MRV provisions were to focus on GHG mitigation actions rather than GHG emission levels. In deciding a MRV framework, it will be important to consider measurement, reporting and verification issues separately (as for example some non-supported actions may be reported but not verified). A transition process may also be needed for some countries, in terms of what is to be subject to MRV provisions, and how M, R and V are to be carried out.
