    Abstract: OECD's territorial review of the Italian province of Siena. It finds that Siena, a predominantly rural province in central Italy, has enjoyed steady economic growth throughout the post-war period. This success has its roots in a diverse economy based on manufacturing, services, high-value-added agriculture and a dynamic tourism sector. Nonetheless, it is these last two sectors that give Siena its main competitive advantage: an outstanding concentration of high-quality environmental and cultural resources which are unique to the region. The promotion of different sustainable development initiatives has been motivated by the need to ensure the valorisation and conservation of this major asset. This is most apparent in the effort to ensure that the region's development is not spoilt by the impact of mass tourism and an uncoordinated offer. The agrarian landscape also faces an uncertain future as the bulk of the cultivated land area remains dependent on EU subsidies, notwithstanding the market success of many agricultural producers. To respond to the challenges of sustainable development, Siena needs to fully integrate its development objectives with the most effective means to bring them about, in a co-ordinated and long-term planning exercise.

    Abstract: The OECD has actively promoted progressive liberalisation of current and capital account operations among its members for over 40 years. Since 1961, OECD countries have engaged in the opening of capital accounts, guided by the provisions and implementation procedures embodied in a unique multilateral instrument: the Code of Liberalisation of Capital Movements. While full freedom of capital movements was achieved by most OECD members more than a decade ago, and in some even earlier, new members (Korea, Mexico, Poland, the Czech Republic, Hungary and the Slovak Republic) have only recently attained the same level of liberalisation. This account of the accumulated OECD experience with capital account liberalisation provides timely and valuable reading for policy makers, academics and financial practitioners alike. Timely, as the debate on the pros and cons of external financial liberalisation by emerging markets is very active at the present juncture. Valuable, because the OECD experience clearly demonstrates the benefits of open capital accounts, as vouched for by the reluctance of its members to resort to restrictions on capital flows -- even in times of financial turmoil.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: The Environment Ministers of OECD member countries endorsed the Guidelines for moving towards Environmentally Sustainable Transport (EST) at their meeting in May 2001. These Guidelines are based on the results and conclusions of the EST project involving many OECD and non-OECD countries and provide a solution to making transport policy more sustainable and enhancing quality of life. They have been developed to enable economic development and individual welfare without causing undue health and environmental impacts and depletion of finite resources. The EST Guidelines will assist governments at all levels in the development and implementation of strategies towards EST. Effective implementation of the EST Guidelines requires strategies that accommodate the particular geographic and socio-economic conditions of countries or regions.These guidelines guidelines represent a desirable and feasible approach for the transport sector that may also be of value in the sustainable development of other sectors.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: Tradeable or transferable permits (TPs) are increasingly perceived as a cost-effective and flexible policy instrument for pollution control and natural resources management. Initially they were considered a policy tool whose applications were limited to only certain sectors, such as air pollution management and fisheries. However, over the last few years, there have been significant developments in the use of domestic TPs, across a broader range of environmental issues. TPs now face a double challenge: could they become a key instrument for curbing greenhouse gas emissions in light of the Kyoto Protocol? And could they be used in other areas of environmental management? This book presents the proceedings of an OECD workshop on domestic TPs held in September 2001 in Paris. Governments need evaluation methods to ensure that their scarce resources are allocated in a way that maximises their net return to society. How can the efficiency of allocating funds for transport infrastructure be improved? Is the widely-used approach of cost-benefit analysis appropriate? Does transport infrastructure investment have wider impacts on regional development which need to be taken into account in determining infrastructure investment priorities? Do we find evidence of such impacts in evaluations of major transport infrastructure projects? Which impacts might be included in future appraisal methods? Which impacts matter? How do evaluation frameworks match government policy objectives? This report provides insights into these key issues by analysing illustrative studies of the impacts of transport infrastructure investments.

    Abstract: This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

Les politiques susceptibles d’être les plus efficaces et de générer un nouvel état d’esprit sont celles qui s’appuient sur l’identification et l’essaimage d’un petit nombre d’initiatives heureuses dont les résultats ont été visibles. La transformation des produits agricoles de base en produits à valeur ajoutée est une des stratégies à prendre en compte pour suivre la tendance actuelle de la demande. Il faudrait également exploiter les importantes ressources touristiques de la région afin d’attirer des touristes en quête d’authenticité. L’Examen territorial de Tzoumerka s’inscrit dans un programme plus vaste d’Examens territoriaux, aux niveaux national et régional, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des Examens territoriaux est de fournir des recommandations pratiques aux gouvernements. Les Examens territoriaux portent sur trois types de régions (urbain, intermédiaire, rural). Il souligne la nécessité d’accélérer la transition vers une économie davantage fondée sur les activités dépendantes du savoir. Ceci implique de stimuler plus activement la recherche et d’encourager les PME à s’intégrer dans des réseaux et à innover. La région doit aussi trouver un meilleur équilibre entre politique agricole et politique rurale. Enfin, il est important que le Conseil régional s’investisse plus dans la lutte contre le déclin des villes. En effet, la Champagne-Ardenne est une des régions dont la part de la population vivant dans les zones urbaines sensibles est une des plus importantes en France. Cet ouvrage suggère que la coopération entre les villes et la constitution de réseaux urbains ont un grand rôle à jouer dans le développement de la région.     Abstract: Today’s university students are drawn from a highly diverse set of backgrounds. Students appear in various guises as citizens, consumers, and clients. They are fitting university study around increasingly busy lives, often alongside paid employment. In many countries students are paying more for their university education, and expect high levels of standards and service. Universities are institutions with multiple roles, and must balance the needs and demands of their students with the expectations placed upon them by government, industry and the wider community. Such a balance must be struck in the face of increasing pressure on university budgets. Effective action to meet student expectations therefore poses major management challenges for universities. This volume arises from two seminars, held in Brisbane and Paris respectively, to examine some of the key issues facing universities as they confront these challenges. It offers perspectives and experience drawn from contributors from Australia, Europe and Canada, including the views of student leaders.

    Abstract: Among the OECD countries, Turkey figures as a comparative latecomer to regulatory reform. Yet, there is a crucial need for it. Over the last three decades, the Turkish economy has suffered from macro-economic instability and chronic inflation, with implications for both investment and growth. Governance and regulatory structures remained weak and contributed also to the 2001 economic crisis. Nonetheless, this review notes the highly encouraging efforts currently being undertaken to reform key economic sectors, the public administration and the regulatory framework. These developments appear to mark a fundamental break with the past. Important elements, such as a clear competition policy, are already in place. Fighting corruption, among other measures, is high on the policy agenda, and constitutional amendments are reshaping the relationship between citizens and the state. The "depoliticisation" of the public sector and its renewal on a merit basis is underway. Future success will depend crucially on the continuing implementation of the programme. In particular, sustained political commitment is required well beyond the recovery from the recent crisis.

    Abstract: Mitigating climate change will require profound changes in world energy production and use. While the full effects of climate change are not likely to be felt for decades, the need for action is more immediate, for changes in greenhouse gas concentrations are almost irreversible. Solutions exist in the form of energy efficiency improvements, fuel switching to non-carbon sources, and carbon recovery and storage. But the long-term costs of mitigation and the precise extent and pace of climate damage remain uncertain. So policy-makers face the task of conceiving and implementing measures in a context of uncertainty – and global inequity -, and run the risk of taking either excessive or insufficient action. This volume details the options available in the energy sector to reduce climate change. It explores the type of international agreement that could cope with the uncertainty inherent in implementing a climate program at the national and international level. It identifies mechanisms to deal with both international equity and economic uncertainty, and addresses the fundamental question: how can we proceed beyond Kyoto?

    Abstract: This report provides information on the average tariff levels and on the use of tariff-rate quotas, export subsidies and export credits by selected OECD countries for temperate-zone agricultural products. The implications of further liberalisation of the various instruments over the medium term are examined. The effects of further trade liberalisation of agricultural markets over the medium-term depend significantly on the modalities and prevailing market conditions against which the liberalisation scenarios are compared. On market access, although the largest impact on world prices is from tariff reductions, each of the current trade policy instruments (i.e. out-of-quota tariffs, in-quota tariffs, and tariff rate quotas) would have to be liberalised to obtain the greatest impact. On export subsidies, their current use is already at levels much lower than Uruguay Round commitments, and elimination would have modest effects for most commodities (except dairy products). This situation could change and further discipline on their use would prevent back-tracking. Export credits used by certain countries are also found to distort trade, although the effects on world markets and average prices remain relatively small, due to the small share of trade facilitated by these programmes and their small per-unit effect. Disciplines are necessary, however, to avoid even greater use of all forms of export competition policies. Countries have embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundations of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established and addressing weaknesses of the current agreement, such as those that have been identified in this report.
