While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

    Abstract: The transition to climate neutrality requires cost reductions in existing clean technologies to enable rapid deployment on a large scale, as well as the development of emerging technologies such as green hydrogen. This policy paper argues that science, technology, innovation, and industrial (STI&I) policies focusing on developing and deploying low-carbon technologies are crucial to achieving carbon neutrality. It notes however that the current level of innovation is insufficient to meet the net-zero challenge due to a policy emphasis on deployment rather than research and development (R&D) support. The paper explores the rationale for more ambitious STI&I policies targeted at R&D for climate neutrality and provides policy recommendations for an effective innovation policy for net-zero, including its interaction with the broader climate policy package.

    Abstract: This report analyses the demand for positions that require skills needed to develop or work with AI systems across 14 OECD countries between 2019 and 2022. It finds that, despite rapid growth in the demand for AI skills, AI-related online vacancies comprised less than 1% of all job postings and were predominantly found in sectors such as ICT and Professional Services. Skills related to Machine Learning were the most sought after. The US-focused part of the study reveals a consistent demand for socio-emotional, foundational, and technical skills across all AI employers. However, leading firms – those who posted the most AI jobs – exhibited a higher demand for AI professionals combining technical expertise with leadership, innovation, and problem-solving skills, underscoring the importance of these competencies in the AI field.

    Abstract: Industrial policy has resurfaced prominently in academic and policy discussions in the wake of major shocks and long-term trends. However, quantifying industrial strategies across countries remains difficult. The ‘Quantifying Industrial Strategies’ (QuIS) project measures industrial policy expenditures by gathering and harmonising publicly available data, based on a new methodology. This report summarises the composition of industrial strategies in the first nine participating countries in terms of expenditures, priorities, and policy instruments for the period 2019-21. The report finds that industrial policies are sizeable, with 1.5% of GDP in grants and tax expenditures, and with an important heterogeneity across countries in terms of strategic priorities; industrial strategies mainly rely on sectoral instruments, representing on average 29% of grants and tax expenditures; and green instruments are important and rose significantly in six out of nine countries between 2019 and 2021.

    Abstract: This paper analyses employment dynamics across firms during the COVID-19 pandemic and the role of job retention schemes (JRS) in shaping these dynamics. It relies on a novel collection of high-frequency harmonised micro-aggregated statistics, computed using administrative data on employment and wages from electronic payroll records across 12 countries linked to monthly information on policy support during COVID-19, as well as on a new indicator of JRS de-jure generosity. The analysis highlights four key findings: i) the employment adjustment margins varied over time, adjusting mainly through the intensive margin in 2020, while both the intensive and the extensive margins contributed to employment changes in 2021; ii) the reallocation process remained productivity enhancing, although to a lower extent on average compared to 2019; iii) JRS were successful in their purpose of cushioning the effect of the crisis on employment growth and firm survival; iv) JRS support did not distort the productivity-enhancing nature of reallocation.

    Abstract: This report outlines a new methodology and provides a first exploratory analysis of technologies and applications that are at the core of recent advances in AI. Using AI-related keywords and technology classes, the study identifies AI-related patents protected in the United States in 2000-18. Among those, “core” AI patents are selected based on their counts of AI-related forward citations. The analysis finds that, compared to other (AI and non-AI) patents, they are more original and general, and tend to be broader in technological scope. Technologies related to general AI, robotics, computer/image vision and recognition/detection are consistently listed among core AI patents, with autonomous driving and deep learning having recently become more prominent. Finally, core AI patents tend to spur innovation across AI-related domains, although some technologies – likely AI applications, such as autonomous driving or robotics – appear to increasingly contribute to developments in their own field.

    Abstract: This paper investigates the link between gender diversity in senior management and firm-level productivity. For this purpose, it constructs a novel cross-country dataset with information on firms’ senior management group and other firm characteristics, covering both publicly listed and unlisted firms in manufacturing and non-financial market services across nine OECD countries. The main result from the analysis is that productivity gains from increasing gender diversity in senior management are highest among firms with low initial diversity. Increasing the female share to the sample average of 20% in firms with initially lower shares would increase aggregate productivity by around 0.6%. This suggests that improving women’s access to senior management positions matters not only for equity but could yield significant productivity gains.

    Abstract: This publication examines the role of border regions in shaping patterns of violence since the end of the 1990s in North and West Africa. Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel. Violence in border regions is both more intense in terms of the number of victims and more diffuse geographically than ever before. This report combines quantitative data on the location of violent events and victims, their mapping over time and space, and an analysis of the actors in conflict to answer three crucial questions i) Are borderlands more violent than other spaces? ii) Has the intensity of violence in border regions increased over time? iii) Are some borderlands more violent than others? The growing importance and complexity of transnational conflicts and transnational violent groups in North and West Africa calls for a more place-based analysis in order to create better tailored and more flexible policy options.

    Abstract: This report explores how ASEAN member states can mitigate the negative impacts of the rapidly growing number of cars on the region’s roads. More, increasingly larger vehicles consume more energy, emit more CO2 and cause more local air pollution. Among the policies to counter these trends and make mobility in the region more sustainable is the ASEAN Fuel Economy Roadmap. This study provides support for implementing the roadmap. It looks specifically at policies for making light-duty vehicles more efficient and less emitting but also provides insights for other motorised road vehicles. The report explores opportunities for aligning policies across ASEAN, considers the role of trade agreements and recommends measures for a transition towards electrification.

It is the first deliverable of the “Quantifying Industrial Strategies” project, which aims at measuring industrial policy expenditures across OECD countries and will gather harmonised data on industrial policy expenditures, their composition, and their mode of delivery.

    Abstract: While the case for industrial policy is gaining traction across OECD countries, little consensus exists on the effectiveness of such interventions. Building on a new analytical framework for industrial policy developed in a companion paper, this paper reviews the empirical literature on the effectiveness of industrial policy instruments, laying out the knowns and unknowns. Overall, it strongly supports the premise that well-designed economic incentives for firms and good framework conditions shaping the business environment are effective. At the same time, it emphasises the limited and inconclusive nature of the evidence regarding the increasingly frequent targeted and demand-side instruments. Finally, it underlines the complementarities between economic incentives and other interventions such as skill policies or framework conditions, notably competition and trade policies. Framework conditions are indeed key in enabling the most productive firms to grow and an important channel for structural change.

    Abstract: The debate on industrial policy has made a comeback in both academic and policy circles. Yet, no consensus exists on an industrial policy paradigm and the absence of a common reference framework unduly obfuscates the debate – even which interventions are to be considered “industrial policy” is not clear-cut. Against this background, this paper proposes a coherent framework for analysing the formulation of industrial policy, relying on a purposefully broad definition of the latter. Leveraging the proposed framework and a companion paper which synthetises the available empirical evidence, this paper stresses the complementarities between policy instruments, thereby justifying the use of industrial strategies, acknowledges the role of targeted industrial strategies, which can direct technological change and growth, and of demand-side instruments, which can contribute to transformative industrial change, but calls for a stronger emphasis on evaluation and the regular re-assessment of targeted industrial strategies.

    Abstract: In the face of slowing productivity growth, a number of OECD countries have set up pro-productivity institutions to produce objective evidence and data on productivity trends and growth drivers and help inform pro-productivity policies and interventions. The paper presents a new analytical framework to analyse the key characteristics of these pro-productivity institutions. The framework draws on a comprehensive stocktaking of pro-productivity institutions and applied policy advice work aimed at supporting capabilities and mutual learning across these institutions. The paper finds that pro-productivity institutions rely on a variety of set-ups and approaches to contribute to pro-productivity policies. Despite this variety, the paper does point to some lessons that can help pro-productivity institutions to continuously strengthen their capabilities. In particular, the paper highlights the importance of guaranteeing the analytical independence of pro-productivity institutions and access to micro-level data on firms and workers to inform policies and interventions with objective data and evidence. The paper opens a new line of research on the political economy of productivity policies that can support countries ensure the effective implementation of policies aimed at enhancing incomes and living standards.

It outlines the institutional and legal aspects of ensuring such integration. It also discusses mechanisms for steering new development to locations served by sustainable modes of transport and promoting compact, transit-oriented development. The report draws on discussions among experts at an ITF Roundtable held on 17 and 18 November 2021.

    Abstract: Conflicts in North and West Africa have become more violent and widespread than in the past. They have also become more difficult to resolve due to the complex relationships between a growing number of belligerents with diverging agendas. Building on a dataset of more than 36 000 violent events over a 23‑year period and three case studies (Lake Chad, Central Sahel and Libya), this report maps conflict networks and the evolution of rivalries and alliances in 21 North and West African countries. It applies an innovative approach, Dynamic Social Network Analysis, to explain the types and evolution of relationships across actors in conflict. Finally, the report analyses the impact of military interventions on the re‑composition of violent groups and the shifting nature of insecurity. This new analysis, based on temporal and spatial approaches contributes to the creation of strategies that will ensure long‑term political stability and serves as a reminder that there is a need for co‑ordinated regional approaches and place‑based policies.

    Abstract: The number of people living in African cities is expected to double over the next two decades. While the need to provide adequate infrastructure, create high quality jobs and manage pollution in fast growing cities has been well studied, these studies say little about subjective quality of city life. This paper presents findings from the first large-scale quality of life perception survey covering 27 cities in 17 countries in West Africa and the Sahel. Responses from nearly 9000 urban West Africans provide an insight into perceptions of city life, local government quality, and policy priorities with the intention of giving residents a voice in the policy dialogue on the future of African cities. In addition to comparing perceptions across cities, the paper demonstrates the feasibility of an online approach to run large-scale online surveys in West African cities of different sizes and cultural contexts.

The results suggest that around 15% of cross-firm differences in productivity are passed on to differences in firm wage premia. The degree of pass-through is systematically larger in countries and industries with more limited job mobility, where low-productivity firms can afford to pay lower wage premia relative to high-productivity ones without a substantial fraction of workers quitting their jobs. Stronger product market competition raises pass-through while more centralised bargaining and higher minimum wages constrain firm-level wage setting at any given level of productivity dispersion. From a policy perspective, the results suggest that the key priority should be to promote job mobility, which would reduce wage differences between firms while easing the efficient reallocation of workers across them.

    Abstract: Motivated by the sudden adoption of telework in the wake of the COVID 19 pandemic, the Global Forum on Productivity (GFP) undertook an online survey among managers and workers in 25 countries about their experience and expectations, with a particular focus on productivity and well-being. This paper presents analysis and results from this endeavour. It finds that managers and workers had an overall positive assessment from teleworking both for firm performance and for individual well-being, and wish to increase substantially the share of regular teleworkers from pre-crisis levels. Respondents, on average, find that the ideal amount of telework is around 2-3 days per week, in line with other recent evidence and with the idea that the benefits (e.g., less commuting, fewer distractions) and costs (e.g., impaired communication and knowledge flows) need to be balanced at an intermediate level of telework intensity. To meet the challenges of this “hybrid” working mode, as the survey finds, further changes from management are needed, such as the co-ordination of schedules to encourage a sufficient degree of in-person interaction, and further investment in ICT tools and skills as well as more soft skills to master online communication.

    Abstract: Relying on linked employer-employee datasets from 10 countries, this paper documents that the skills and the diversity of the workforce and of managers – the human side of businesses – account on average for about one third of the labour productivity gap between firms at the productivity “frontier” (the top 10% within each detailed industry) and medium performers at the 40-60 percentile of the productivity distribution. The composition of skills, especially the share of high skills, varies the most along the productivity distribution, but low and medium skilled employees make up a substantial share of the workforce even at the frontier. High skills show positive but decreasing productivity returns. Moreover, the skill mix of top firms varies markedly across countries, pointing to the role of different strategies pursued by firms in different policy environments. We also find that managerial skills play a particularly important role, also through complementarities with worker skills. Gender and cultural diversity among managers – and to a lesser extent, among workers – is positively related to firm productivity as well. We discuss public policies that can facilitate the catch-up of firms below the frontier through skills and diversity. These cover a wide range of areas, exerting their influence through three main channels: the supply, upgrading and the matching across firms (the SUM) of skills and other human factors.

    Abstract: This paper presents new evidence on the impact of intangible capital on productivity dispersion within industries. It first shows that rise in productivity dispersion after 2000 is more pronounced in intangible-intensive industries; then analyses the link between intangible capital intensity and productivity dispersion both at the top and at the bottom of the productivity distribution, and in different industries. The findings suggest that industries that have experienced a stronger increase in intangible investment have also seen a steeper rise in productivity dispersion both at the top and at the bottom of the productivity distribution.     Abstract: African governments are increasingly confronted with new forms of political violence. The situation is particularly worrying in the Sahara-Sahel where violence is on the rise. This degrading security situation has prompted African countries and their partners to intervene militarily to stabilise the region and to prevent the spread of extremism and violence against civilians. However, these initiatives face many obstacles due to the transnational nature and geography of violence. Tensions regionalise across state borders when armed groups, defeated by counter-insurgency efforts, relocate to other countries. This study maps the evolution of violence across North and West Africa, with a particular focus on Mali, Lake Chad and Libya. In the regions experiencing the highest levels of political insecurity, it identifies whether and how conflicts tend to cluster or spread, potentially across national borders. The work is based on a new spatial indicator of political violence designed to assess the long-term evolution of conflicts and provide policy options.

An innovative model shows that the population base of border towns could be 14% greater if there were no delays at border crossings. The existence of roadside checks decreases the size of this population base from 12 to 50%.     Abstract: This report presents new evidence on industry concentration trends in Europe and in North America. It uses two novel data sources: representative firm-level concentration measures from the OECD MultiProd project, and business-group-level concentration measures using matched Orbis-Worldscope-Zephyr data. Based on the MultiProd data, it finds that between 2001 and 2012 the average industry across 10 European economies saw a 2-3-percentage-point increase in the share of the 10% largest companies in industry sales. Using the Orbis-Worldscope-Zephyr data, it documents a clear increase in industry concentration in Europe as well as in North America between 2000 and 2014 of the order of 4-8 percentage points for the average industry. Over the period, about 3 out of 4 (2-digit) industries in each region saw their concentration increase. The increase is observed for both manufacturing and non-financial services and is not driven by digital-intensive sectors.

    Abstract: This report, part of the “Cities” collection, provides an analysis of the demographic and morphological changes in West African border cities since the mid-20th century. Using the Africapolis harmonised database makes it possible to show that since 1950 border cities have experienced higher rates of growth than other cities in the region. While the average size of cities increases with distance from a border, the opposite is true for urban density; it decreases as distance from a border increases. This suggests that border cities form urban centres that differ from other such centres due to the fact that they specialise in the commercial activities that stimulate growth and foster higher densities. The report identifies the 27 main cross-border agglomerations in the region and discusses their specific characteristics. It presents the results for different scenarios for the future development of the French vehicle fleet and projections for related CO2 emissions to 2050. The model distinguishes conventional, plug-in hybrid, battery-electric and fuel cell cars. It looks at the privately-owned as well as company car fleets and considers non-monetary factors for vehicle choice. Among these are personal preferences, the availability of recharging infrastructure for electric vehicles, and policy incentives such as subsidies or preferential vehicle use rights. The methodology and the data used for this new passenger car fleet model are described in detail.

    Abstract: This paper uses “centrality” metrics to reflect position with Global Value Chains (GVCs). Central sectors reflect those that are highly connected (both directly and indirectly) and influential within globalproduction networks, whereas peripheral sectors exhibit weak linkages and are less influential. Applying these metrics to OECD ICIO data, reveals there have been profound changes in the structure of GVCs over the period 1995-2011. Whilst some activities remain clustered around the same key hubs as was the case at the start of the period (e.g. motor vehicles), for others there have been dramatic changes in the geography of economic activity (e.g. IT manufacturing), whereas other activities have become more influential for value chains almost universally (e.g. IT services). Several emerging economies and their industries have become more central to global production networks. We find this is particularly true of most peripheral industries of Eastern European countries, with their growing importance coinciding with the timing of their EU accession. Asian value chains have also undergone substantial reorganisation. In particular, the centrality of Japanese industries has fallen from an initial position of being the key hub within Asian value chains and the bulk of this fall does not appear to be due to the decline in size of the Japanese economy over this period. This is in contrast with trends in foreign value added content of exports of these Japanese industries, which increased over the same time period, illustrating that the centrality measure does not seem to simply reflect features captured by existing GVC metrics.

    Abstract: This paper examines the evolution of firm mark-ups across 26 countries for the period 2001-14. It also discusses and investigates empirically how this can be related to the degree of digital transformation in sectors. Four main facts emerge: i) mark-ups are increasing over the period, on average across country; ii) this result is driven by firms at the top of the mark-up distribution, while the bottom half of the distribution exhibits a flat trend over time; (iii) mark-ups are higher in digital-intensive sectors than in less-digitally intensive sectors; (iv) mark-up differentials between digitally-intensive and less-digitally-intensive sectors have increased significantly over time.

    Abstract: The literature has established two robust stylised facts: (i) the existence of a firm size-wage premium; and (ii) a positive relationship between firm size and productivity. However, the existing evidence is mainly based on manufacturing data only. With manufacturing nowadays accounting for a small share of the economy, whether productivity, size, and wages are closely linked, and how tight this link is across sectors, is still an open question. Using a unique micro-aggregated dataset covering the whole economy in 17 countries over 1994-2012, this paper compares these relationships across sectors. While the size-wage and size-productivity premia are significantly weaker in market services compared to manufacturing, the link between wages and productivity is stronger. The combination of these results suggests that, in a service economy the “size-wage premium” becomes more a “productivity-wage premium”. These results have first-order policy implications for both workers and firms.

    Abstract: This study proposes a taxonomy of sectors according to the extent to which they have gone digital. The taxonomy accounts for some of the key facets of the digital transformation, and recognises that sectors differ in their development and adoption of the most advanced “digital” technologies, in the human capital needed to embed them in production and in the extent to which digital tools are used to deal with clients and suppliers. The indicators used to classify 36 ISIC revision 4 sectors over the period 2001-15 are: share of ICT tangible and intangible (i.e. software) investment; share of purchases of intermediate ICT goods and services; stock of robots per hundreds of employees; share of ICT specialists in total employment; and the share of turnover from online sales. The study further proposes an overall summary indicator of the digital transformation in sectors which encompasses all the considered dimensions.

    Abstract: This paper uses “centrality” metrics to reflect the changing structure of Global Value Chains (GVCs), contrasting central hubs and peripheral countries and sectors, and examine how these changes impact firm productivity. Using cross-country firm-level data from ORBIS, the paper finds that changing position within GVCs can play a role in the catch up of firms, but the results are heterogeneous across firms and countries. Firstly, becoming more central is associated with faster productivity growth of smaller firms, nonfrontier businesses, and of firms in smaller economies and in post-2004 EU member countries. And these correlations weaken with firm size and with proximity to the frontier, such that when one ignores firm heterogeneity and only considers average effects, there is no correlation for the average firms in the data. Secondly, the (centrality weighted) average productivity of buyers matters for the productivity of firms in our data overall, however this is particularly true for firms in large economies, for non-frontier and for smaller firms. The policy environment, such as flexible labour markets, better access to finance, stronger contract enforcement and simplified export procedures, appears to be important in translating the changing structure of GVCs into faster productivity growth of these non-frontier firms.

    Abstract: The objective of this paper is to identify the manifold security threats confronting the Republic of Niger. It examines if and how various domestic and external actors may exploit Niger’s adverse structural conditions to their benefit and derives possible future scenarios and recommendations for policymakers. Foreign-based jihadist groups such as Al Qaeda in the Islamic Maghreb (AQIM) and Boko Haram will continue to threaten Niger’s domestic stability. However, these groups are unlikely to make further inroads into Nigerien territory. The Tuareg community and conservative Sunni groups are unlikely to rise up against the state as both are well integrated into the political and societal landscape. The most viable threat to Niger’s stability is the continued inability of the current administration to translate macroeconomic gains and donor support into pro-poor growth and social inclusion. The increasing use of authoritarian measures against citizens and journalists has the potential to escalate further and to undermine the legitimacy of the government in the long-term.

    Abstract: This publication examines how policy actors involved in cross-border co-operation contribute to the regional integration process in West Africa. It uses a pioneering methodology, known as social network analysis, to visualise the formal and informal relationships between actors involved in cross-border policy networks, showing that borders have notable and diverse impacts on exchanges of information and the relative power of networks. The report then analyses a range of regional indicators of co-operation potential, visually demonstrating that borders can also affect the ability of sub-regions within West Africa to develop cross-border initiatives in a number of ways. Combining these two analyses with the perceptions of regional policy makers as to which border areas they consider as priorities for regional integration, the publication concludes with the analytical foundations for more effective place-based policies that can enhance cross-border co-operation in West Africa.

    Abstract: This review summarises existing studies evaluating the impact of apprenticeships on individuals and firms and provides a brief overview of relevant evaluations in three related policy areas: education; active labour market programmes; and private on-the-job training. Based on the reviewed literature, it draws a number of lessons that are relevant for evaluating apprenticeship programmes in OECD member countries, such as the Modern Apprenticeships in Scotland. First, rigorous evaluation depends on the existence of suitable, high-quality data. Second, the measured effects of apprenticeships depend on the time elapsed since the end of the training period. Third, the outcomes most commonly examined in the existing literature are wages and the probability of employment. Fourth, it is important to employ methods that take into account not only observed but also unobserved individual characteristics. Finally, comparing apprentices to different “control groups” might provide different and complementary evidence on the impact of apprenticeships.

    Abstract: In this paper, we aim to bring the debate on the global productivity slowdown – which has largely been conducted from a macroeconomic perspective – to a more micro-level. We show that a particularly striking feature of the productivity slowdown is not so much a lower productivity growth at the global frontier, but rather rising labour productivity at the global frontier coupled with an increasing labour productivity divergence between the global frontier and laggard (non-frontier) firms. This productivity divergence remains after controlling for differences in capital deepening and mark-up behaviour, suggesting that divergence in measured multi-factor productivity (MFP) may in fact reflect technological divergence in a broad sense. This divergence could plausibly reflect the potential for structural changes in the global economy – namely digitalisation, globalisation and the rising importance of tacit knowledge – to fuel rapid productivity gains at the global frontier. Yet, aggregate MFP performance was significantly weaker in industries where MFP divergence was more pronounced, suggesting that the divergence observed is not solely driven by frontier firms pushing the boundary outward. We contend that increasing MFP divergence – and the global productivity slowdown more generally – could reflect a slowdown in the diffusion process. This could be a reflection of increasing costs for laggard firms of moving from an economy based on production to one based on ideas. But it could also be symptomatic of rising entry barriers and a decline in the contestability of markets. We find the rise in MFP divergence to be much more extreme in sectors where pro-competitive product market reforms were least extensive, suggesting that policy weaknesses may be stifling diffusion in OECD economies.

    Abstract: This paper provides new cross-country evidence on the links between national policies and the growth patterns of start-ups. In particular, it compares for the first time the heterogeneous effects of national policies on entrants and incumbents, within the same country, industry, and time period. A number of key facts emerge. First, start-ups in volatile sectors and in sectors that exhibit higher growth dispersion are significantly more exposed to national policies than start-ups in other sectors. Second, start-ups are systematically more exposed than incumbents to the policy environment and national framework conditions. Third, the results suggest that timely bankruptcy procedures and strong contract enforcement are key to establishing a dynamic start-up environment.

    Abstract: Public policy has an important role to play in promoting research and development (R&D) the development, diffusion, and use of new knowledge and innovations. Fiscal incentives, including tax policies, should be directed at specific barriers, impediments or synergies to facilitate the desired level of investment in R&D and innovations. Without careful design, policies can have unintended consequences such as favouring incumbent firms, encouraging small firms to undertake less efficient activities, or creating arbitrage and rent-seeking activity. R&D tax policy needs to be considered in the context of the country’s general tax policies, its broader innovation policy mix and its other R&D support policies. More R&D activity in one country does not necessarily result in an overall increase in global innovation if it is simply shifted from another country. More research is needed to determine the extent to which R&D fiscal incentives in one country increase overall R&D, the quality of that R&D, and its positive spillovers to other sectors of the economy and other countries.

    Abstract: This paper analyses the characteristics of firms that operate at the global productivity frontier and their relationship with other firms in the economy, focusing on the diffusion of global productivity gains and the policies that faciliate it. Firms at the global productivity frontier – defined as the most productive firms in each two-digit industry across 23 countries – are typically larger, more profitable, younger and more likely to patent and be part of a multinational group than other firms. Despite the slowdown in aggregate productivity, productivity growth at the global frontier remained robust over the 2000s. At the same time, the rising productivity gap between the global frontier and other firms raises key questions about why seemingly non-rival technologies do not diffuse to all firms. The analysis reveals a highly uneven process of technological diffusion, which is consistent with a model whereby global frontier technologies only diffuse to laggards once they are adapted to country-specific circumstances by the most productive firms within each country (i.e. national frontier firms). This motivates an analysis of the sources of differences in the productivity and size of national frontier firms vis-à-vis the global frontier and the catch-up of laggard firms to the national productivity frontier. Econometric analysis suggests that well-designed framework policies can aid productivity diffusion by sharpening firms’ incentives for technological adoption and by promoting a market environment that reallocates resources to the most productive firms. There is also a role for R&D tax incentives, business-university R&D collaboration and patent protection but trade-offs emerge which can inform the design of innovation-specific policies.

    Abstract: Motivated by the ongoing interest of policy makers in the sources of job creation, this paper presents results from a new OECD project on the dynamics of employment (DynEmp) based on an innovative methodology using firm-level data (i.e. national business registers or similar sources). It demonstrates that among small and medium sized enterprises (SMEs), young firms play a central role in creating jobs, whereas old SMEs tend to destroy jobs. This pattern holds robustly across 17 OECD countries and Brazil, extending recent evidence found in the United States. The paper also shows that young firms are always net job creators throughout the business cycle, even during the financial crisis. During the crisis, entry and post-entry growth by young firms were affected most heavily, although downsizing by old firms was responsible for most job losses. The results also highlight large cross-country differences in the growth potential of young firms, pointing to the role played by national policies in enabling successful firms to create jobs.

In many situations, an increase in public transport convenience reduces the unit costs of travel (euros/dollars per hour or cents per minute) and so provides benefits equivalent to an increase in travel speed. This report focuses on convenience and its importance to the user experience. It reviews operational definitions of convenience, evidence for the willingness of users to pay for convenience and the use of indicators to assess and improve the convenience of public transport, with a view to making it more effective and more competitive.

The paper provides new evidence on the link of labour market regulation, bankruptcy legislation, financial market development and R&D support policies with growth dynamics. The study goes beyond looking at differences in average growth rates as it analyses changes in the whole distribution of firms.

One problem is that there is sometimes disagreement over what to include in CBA, both on the cost side and the benefits side of the analysis. As a result, value for money is not always fully transparent. More politically, value for money is only a partial criterion for decision-making, leading to disagreement about the relative importance of the results from CBA compared to other inputs to the decision-making process. This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs. The focus then turns to how best to present guidance on project selection to decision makers. The report includes papers on the way CBA is used in three countries – France, Mexico and the United Kingdom – and how it is evolving in response to changing policy priorities.

Une grande partie des débats menés au cours de la Table Ronde a porté sur la marche à suivre pour mettre en place une réglementation indépendante efficace et concilier cette indépendance avec le pouvoir de contrôle dont les organes exécutifs de l’État sont légitimement investis. Une réglementation indépendante n’est pas un mode de gouvernance universel par défaut. La Table Ronde a également abordé les circonstances dans lesquelles il convient de réglementer ou de laisser à la concurrence, si imparfaite soit-elle, le soin de pousser à l’amélioration de l’efficience. Les débats ont montré aussi qu’il était possible d’améliorer de beaucoup les performances des secteurs aérien, ferroviaire et routier en prenant exemple sur les améliorations que plusieurs pays ont réussi à apporter à leurs structures de gouvernance.

The transparency created by a fully independent regulator is invaluable for ensuring sufficient investment is forthcoming, while maintaining reasonable conditions for user access. Discussion at the Roundtable focussed on how to achieve effective independent regulation and how to reconcile independence with the legitimate control of policy by the executive part of government. Independent regulation is not seen as a universal default governance arrangement. Much of the discussion focused on when to regulate and when to rely on competition, even if imperfect, to drive efficiency. The discussions underscored that there are opportunities to improve performance significantly in the aviation, rail and road sectors, by learning from successful experience in improving governance structures in a range of countries.

    Abstract: Some very large multinational transport and logistics firms have emerged to provide integrated transport services to shippers in the globalised economy. Do these firms escape regulatory oversight from national competition authorities because of their sheer scale? Do they pose additional threats to competition when they merge with or acquire other companies in the supply chain? The Round Table brought competition experts together with researchers on maritime shipping, rail freight and logistics to identify critical competition issues and appropriate regulatory responses. An examination of the strategies of transport and logistics companies reveals that vertical integration can yield efficiencies, but usually reflects a need to improve the use of expensive fixed assets rather than control all parts of the supply chain. This usually explains why shipping lines acquire terminal operators. Horizontal acquisitions, where similar companies serving the same market merge, are more likely to raise competition concerns. Problems are particularly prone to arise at bottleneck infrastructure facilities. The Round Table report provides an economic framework for examining competition in global transport and logistics businesses, discusses the adequacy of the remedies available to regulators when competition is threatened, and explores the role of competition authorities and Transport Ministries in ensuring markets are efficient.

    Abstract: Каждый год на автомобильных дорогах мира погибает около 1,2 миллиона человек и еще 50 миллионов получают тяжелые травмы. Но аварии в большинстве случаев предотвратимы и есть много методов, позволяющих избавить людей от горя, которое они приносят, и снизить их негативные экономические последствия. Многие страны поставили перед собой задачи по снижению числа жертв на дорогах. Выполняют ли эти страны поставленные задачи? Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран. Доклад должен быть полезен всем, кто работает в области управления дорожным хозяйством, и тем, в чью сферу интересов входит повышение уровня безопасности дорожного движения.

    Abstract: Recent advances in the scientific understanding of urban traffic congestion have only strengthened the already solid case for congestion charges as an element of a successful urban transport policy. But examples of real-world congestion charging systems remain few and far between. What can be done to improve the chances of their more widespread adoption in practice? This report draws lessons from attempts to introduce congestion charges. Technology is not an obstacle, and technologies should serve policy purposes instead of define them. Charging systems are not cheap and thus should only be used where congestion is severe. Public acceptance is seen to be the key to successful implementation. Although environmental benefits and careful deployment of toll revenues may improve acceptance, a charging system should never lose sight of its principal aim, which is to reduce congestion.

    Abstract: Governments around the world are increasingly intervening in automobile markets to improve fuel economy and reduce emissions of CO2 from new vehicles. This report reviews the rationale for such intervention and examines measures for maximum effectiveness and minimum cost. The Round Table brought together economists, policy makers and auto engineers with the aim of advancing understanding of why car markets currently fail to deliver sufficient fuel economy. It started by questioning whether any additional measures would be necessary once an appropriate price for carbon dioxide is established via fuel taxes. It confirmed that there are indeed market imperfections that merit additional government intervention. Fuel economy and CO2 regulations are an essential part of the package. The key to maximising the benefits of such regulations is long-term planning. The longer the timeframe, the less industry investment is handicapped by uncertainty. Subsidies to electric vehicles are more problematic because of the risks of prematurely picking winning technologies and creating subsidy dependence. And electricity production has yet to be decarbonised. However, intervention to steer innovation in this direction is merited so long as the risks of not attaining climate policy targets are seen as higher than the risks of intervention.
