To this end, space is already being employed in diverse fields of human endeavor to serve Africa’s goals for its future, but there is much room for further incorporation of space systems and data. Providing a comprehensive overview of the role space is playing in helping Africa achieve its developmental aspirations, the book will appeal to both students and professionals in fields such as space studies, international relations, governance, social, rural and technical development.

    Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

    Abstract: This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

    Abstract: The book analyses a broad range of relevant aspects as the outer space and cyber space domain do not only present analogies but are also strongly interrelated. This may occur on various levels by technologies but also in regard to juridical approaches, each nevertheless keeping its particularities. Since modern societies rely increasingly on space applications that depend on cyber space, it is important to investigate how cyberspace and outer space are connected by their common challenges. Furthermore, this book discusses not only questions around their jurisdictions, but also whether the private space industry can escape jurisdiction by dematerializing the space resource commercial processes and assets thanks to cyber technology. In addition, space and cyberspace policies are analysed especially in view of cyber threats to space communications.     Abstract: This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book. In closing, the use of satellite data for legal purposes is not without its fair share of problems and concerns, which are also considered to guide the evolution of this emerging field.

It presents applications and extensions of the model of Construction Morphology to a wide range of languages. Construction Morphology is one of the theoretical paradigms in present-day morphology. It makes use of concepts of Construction Grammar for the analysis of word formation and inflection. Complex words are seen as constructions, that is, pairs of form and meaning. Morphological patterns are accounted for by construction schemas. These are the recipes for coining new words and word forms, and they motivate the properties of existing complex words. Both schemas and individual words are stored, and hence there is no strict separation of lexicon and grammar. In addition to abstract schemas there are subschemas for subclasses of complex words with specific properties. This architecture of the grammar is in harmony with findings from other empirical domains of linguistics such as language acquisition, word processing, and language change

    Abstract: This work celebrates the investigative power of phenomenology to explore the phenomenological sense of space and time in conjunction with the phenomenology of intentionality, the invisible, the sacred, and the mystical. It examines the course of life through its ontopoietic genesis, opening the cosmic sphere to logos. The work also explores, on the one hand, the intellectual drive to locate our cosmic position in the universe and, on the other, the pull toward the infinite. It intertwines science and its grounding principles with imagination in order to make sense of the infinite. This book is the second of a two-part work that contains papers presented at the 62nd International Congress of Phenomenology, The Forces of the Cosmos and the Ontopoietic Genesis of Life, held in Paris, France, August 2012. It features the work of scholars in such diverse disciplines as biology, anthropology, pedagogy, and psychology who philosophically investigate the cosmic origins of beingness.     Abstract: The classic conception of human transcendental consciousness assumes its self-supporting existential status within the horizon of life-world, nature and earth. Yet this assumed absoluteness does not entail the nature of its powers, neither their constitutive force. This latter call for an existential source reaching beyond the generative life-world network. Transcendental consciousness, having lost its absolute status (its point of reference) it is the role of the logos to lay down the harmonious positioning in the cosmic sphere of the all, establishing an original foundation of phenomenology in the primogenital ontopoiesis of life

    Abstract: Flashes of lightning, resounding thunder, gloomy fog, brilliant sunshinethese are the life manifestations of the skies. The concrete visceral experiences that living under those skies stir within us are the ground for individual impulses, emotions, sentiments that in their interaction generate their own ever-changing clouds. While our intellect concentrates on the discovery of our cosmic position, on the architecture of the universe, our imagination is informed by the gloomy vapors, the glimmers of fleeting light, and the glory of the skies. Reconnoitering from the soil of human life and striving towards the infinite, the elan of imagination gets caught up in the clouds of the skies. There in that dimness, sensory receptivity, dispositions, emotions, passionate strivings, yearnings, elevations gather and propagate. From the 'Passions of the Skies' spring innermost intuitions that nourish literature and the arts.?

    Abstract: Temporality pervades all the dynamic joint of existence, and the human being as such. As human beings unfold through ontopoiesis, each move of which punctuates the temporality of life, they, whose life experience, deliberation, planning, reflection and dreaming are permeated by temporal motivations and concerns, feel that they are engaged in the spinning of a common thread. Attributing to that involvement universal laws, constant existential validity and power, they absolutise/hypostasise its rule as a cosmic/human factor: 'time'. Yet today technologies are transforming the temporality of our existence by accelerating, intensifying, expanding our partaking in the world of life. Human communal and social involvement is being challenged in its personal significance to the core of our being. What happens to 'time'? A basic reinvestigation of the nature of temporality is called for. Human creative endeavor - especially literature - may initiate it. Having the human subject - the creator - at its center, literature is essentially engaged in temporality whether that of the mind or of the world of life through the creative process of writing, stage directing, or the reader's and viewer's reception. Out of the cross-motivations that the creative mind filters in its temporal synthesis in touch with all the perspectives of existence, there surges the deepest significance of life in humanity and culture. While recent advances in the neurosciences, genetics and bio-engineering challenge the traditional abstract conception of ""human nature"", indicating its transformability, thus putting in question the main tenets of traditional philosophical anthropology, in the new perspective of the Human Creative Condition the human individual is seen in its emergence and unfolding within the dynamic networks of the logos of life, and within the evolution of living types. Just the same, the creative logos of the mind lifts the human person into a sphere of freedom. Within the networks of the logos we retrieve the classical principles - human subject, ego, self, body, soul, person - reinterpret them to counter the naturalistic critique (Tymieniecka).     Abstract: "By proposing the Microcosm and Macrocosm analogy for dialogue between Islamic Philosophy and Occidental Phenomenology, the authors of this volume are reviving the perennial positioning of the human condition in the play of forces within and without the human being. This theme has run from Plato through the Middle Ages, Renaissance and Modernity, and has been ignored by contemporaries. It now acquires a new pertinence and striking significance due to the scientific discoveries into the ""infinitely small"" in life, on the one hand, and the prodigious technological discoveries of the ""infinitely great"" on the other.     Abstract: During its century-long unfolding, spreading in numerous directions, Husserlian phenomenology while loosening inner articulations, has nevertheless maintained a somewhat consistent profile. As we see in this collection, the numerous conceptions and theories advanced in the various phases of reinterpretations have remained identifiable with phenomenology. What conveys this consistency in virtue of which innumerable types of inquiry-scientific, social, artistic, literary - may consider themselves phenomenological? Is it not the quintessence of the phenomenological quest, namely our seeking to reach the very foundations of reality at all its constitutive levels by pursuing its logos? Inquiring into the logos of the phenomenological quest we discover, indeed, all the main constitutive spheres of reality and of the human subject involved in it, and concurrently, the logos itself comes to light in the radiation of its force (Tymieniecka).

    Abstract: Striking toward peace and harmony the human being is ceasely torn apart in personal, social, national life by wars feuds, inequities and intimate personal conflicts for which there seems to be no respite. Does the human condition in interaction with others imply a constant adversity? Or, is this conflict owing to an interior or external factor of evil governing our attitudes and conduct toward the other person?     Abstract: A revival of interest in morphology has occurred during recent years. The Yearbook of Morphology series, published since 1988, has proven to be an eminent support for this upswing of morphological research, since it contains articles on topics which are central in the current theoretical debates which are frequently referred to. The Yearbook of Morphology 2000 focuses on the relation between morphology and syntax. First, a number of articles is devoted to the ways in which morphological features can be expressed in the grammar of natural languages, both by morphological and syntactic devices. This also raises the more general issue of how we have to conceive of the relation between form and (grammatical) meaning. Several formalisms for inflectional paradigms are proposed. In addition, this volume deals with the demarcation between morphology and syntax: to which extent can syntactic principles and generalizations be used for a proper account of the morphology of a language? The languages discussed are Potawatomi, Latin, Greek, Romanian, West-Greenlandic, and German. A special feature of this volume is a section devoted to the analysis of the morphosyntax of a number of Austronesian languages, which are also relevant for deepening our insights into the relation between our morphology and syntax.     Abstract: It would seem that modern humanity has unthroned the human spirit, undercutting the very foundation of the validity of truth, moral values and principles. There appears to be no attempt to discern what is beautiful and true: it is functional and pragmatic usefulness that seem to dominate human evaluations and transactions with other humans and, indeed, animals. Humanity is becoming detached from the `higher' aesthetic, moral and intellectual works of the human spirit and thus the life of the spirit is often situated on the other side of a gulf, opposed to science with its rationality. Culture is in danger of becoming reduced to science. In other words, the great metaphysical questions - those of telos, of sense - often are answered in terms of scientific conceptions. But these are at least incomplete, if not fragmentary, and in principle hypothetical, which still leaves the questions unanswered. But it is culture that is the manifestation of the human spirit, being the historical process of human self-interpretation-in-existence. All manifestations of the creative forge of the human being find a role in the fabric of culture, which involves progressively widening circles of the human community, demanding an integration and attunement with others in their changing conditions of life. This consideration of culture involves all areas of philosophical reflection: moral, aesthetic, metaphysical, epistemological, semiological, cognitive, and more

    Abstract: Among the multiple, subliminal passions that inspire our life in innumerable ways, literature shows us one that seems to play a particularly penetrating role in human concerns. This passion, which Tymieniecka calls an `esoteric passion', finds its projection and crystallization in space: it is the esoteric passion for space. This subliminal passion, investigated through literature, allows the philosopher to reach beneath the fallacious separations of nature, humanness and the cultural world, restoring the wholeness of experience that has become lost in the artificial one-sidedness of contemporary approaches, confined to language as they are. The elemental passion for place is investigated here in the literary fruits of creative imagination. Unravelled from the very depths of the primogenital, onto-poietic unfolding of life, the passion for place is revealed as projecting into the flux of life: it is a `station' of life-significance. The Yearbook of Morphology 1996 focuses on the relationship between morphology and psycholinguistics. Basic questions such as the following are discussed. To what extent does the morphological structure of a word play a role in its perception and production?     Abstract: MARK ARONOFF The articles included in this section represent recent research on morpholog­ ical classes which has been independently performed by a number of investi­ gators. This work was presented at a symposium that was organized as part of the 1990-1991 annual meeting of the Linguistic Society of America in Chicago in January 1991. Our aim in presenting this work is twofold: on the one hand, we would like to encourage others interested in morphology to pursue the types of research that we present. This is especially important in the study of morphological classes, which, while they are widespread among the languages of the world, are also highly diverse and often quite complex. On the other hand, we hope to convince researchers in adjacent areas to provide a place for autonomous morphology in their general picture of the workings of language and to pay closer attention to the intricacies of the interactionbetweenmorphologyand theseareas.

Indeed, the immense, painstaking, indefatigable and ever-improving effort of Husserl to find ever-deeper and more reliable foundations for the philosophical enterprise (as well as his constant critical re-thinking and perfecting of the approach and so­ called "method" in order to perform this task and thus cover in this source-excavation an ever more far-reaching groundwork) stands out and maintains itself as an inepuisable reservoir for philosophical reflec­ tion in which all the above-mentioned work has either its core or its source. In fact, in his undertaking to re-think the entire philosophical enterprise as such and to recreate philosophy upon what he sought to be at least a satisfactorily legitimated basis, Husserl, through his already systematised and "authorized" work, and his courses, and later on in his spontaneous reflection (which did not find its way into a definitive corpus but was nevertheless sufficiently coherent with his previously established body of thought to be considered a continuation of it), uncovers perspectives upon the universe of man and projects their new philosophical thematisation that brings together all the attempts by philosophers (e. g. , Merleau-Ponty, who drew upon this material and found there his own inspiration) who succeeded him with foundational intentions; it also gives a core of philosophical ideas and insights for the youngergenerationofphilosophers today.

    Abstract: PART I THE CRITIQUE OF REASON CONTINUED: FROM LOGOS TO ANTI-LOGOS 1. THE NEW CRITIQUE OF REASON A new critique of reason is the crucial task imposed on the philosophy of our times as we emerge more and more from so-called "modernism" into a historical phase which will have to take its own paths and find its own determination. It may be considered that the main developmental line of modern times in its philosophy as well as in its culture at large was traced by the Cartesian cogito. The unfolding of Occidental philos­ ophy has culminated in reason or intellect's being awarded the central place. This is its specific trait. We can see a direct line of progression from the cogito to Kant's Critique. It is no wonder that this work is the landmark of modern philosophy. Kant's Critique was concerned with the foundation of the sciences. Edmund-Husserllaunched a second major, renewed, critique of reason, one which addresses not only the critical situation of the sciences but extends the critique even to the situation of Occidental culture as its malaise is diagnosed by this great thinker. Edmund Husserl voiced, in fact, the conviction that Occidental humanity has reached in our age the peak of its unfolding. His identify­ ing this peak with the formulation of phenomenological philosophy strikes at the point in which the significant and novel developments of Occidental culture and philosophy (phenomenology, that is) coincide.

    Abstract: It is rare that we feel ourselves to be participating in history. Yet, as Bertrand Russell observed, philosophy develops in response to the challenges of socio-cultural problems and situations. The present-day philosophical endeavor is prompted not by one or two, but by a conundrum of problems and controversies in which the forces carrying life are set against each other. The struggles in which contemporary mankind is fiercely engaged are not confined, as in the past, to economic, territorial, or religious rivalries, nor to the quest for power, but extend to the primary conditions of human existence. They under­ mine man's primogenital confidence in life and shatter the intimacy of his home on earth. Philosophical reflection today cannot fail to feel the pressure of the current situation within which it unfolds. Since this situation now involves the ultimate conditions of human existence, its demands have at last given to philosophy the impetus and direction needed for conceiving that the first and last of its concerns should be life itself.
