    Abstract: This pioneering work explores a new wave of widely overlooked conflicts that have emerged across the Andean region, coinciding with the implementation of internationally acclaimed indigenous rights. Why are groups that have peacefully cohabited for decades suddenly engaging in hostile and, at times, violent behaviours? What is the link between these conflicts and changes in collective self-identification, claim-making, and rent-seeking dynamics? And how, in turn, are these changes driven by broader institutional, legal and policy reforms? By shifting the focus to the 'post-recognition,' this unique study sets the agenda for a new generation of research on the practical consequences of the employment of ethnic-based rights. To develop the core argument on the links between recognition reforms and 'recognition conflicts', Lorenza Fontana draws on extensive empirical material and case studies from three Andean countries - Bolivia, Colombia and Peru - which have been global forerunners in the implementation of recognition politics.

    Abstract: This book is the product of an endless individual and collective process of mourning. It departs from the author's mourning for her parents, their histories and struggles in Germany as Gastarbeiter, while it also engages with the political mourning of intersectional feminist movements against feminicide in Central and South America; the struggles against state and police misogynoir violence of #SayHerName in the United States; the resistance of refugees and migrantized people against the coloniality of migration in Germany; and the intense political grief work of families, relatives, and friends who lost their loved ones in racist attacks from the 1980s until today in Germany. Bearing witness to their stories and accounts, this book explores how mourning is shaped both by its historical context and the political labor of caring commons, while it also follows the building of a conviviality infrastructure of support against migration-coloniality necropolitics, dwelling toward transformative and reparative practices of common justice.

In this book, Elizabeth Arkush disentangles Andean warfare from Andean war-related spectacle and offers insights into how both evolved over time. Synthesizing the rich archaeological record of fortifications, skeletal injury, and material evidence, she presents fresh visions of war and politics among the Moche, Chimú, Inca, and pre-Inca societies of the conflict-ridden Andean highlands. The changing configurations of Andean power and violence serve as case studies to illustrate a sophisticated general model of the different forms of warfare in pre-modern societies. Arkush's book makes the complex pre-history of Andean warfare accessible by providing a birds-eye view of its major patterns and contrasts.

But is this actually true? Nowrasteh and Powell systematically analyze cross-country evidence of potential negative effects caused by immigration relating to economic freedom, corruption, culture, and terrorism. They analyze case studies of mass immigration to the United States, Israel, and Jordan. Their evidence does not support the idea that immigration destroys the institutions responsible for prosperity in the modern world.     Abstract: Segregation by Design draws on more than 100 years of quantitative and qualitative data from thousands of American cities to explore how local governments generate race and class segregation. Starting in the early twentieth century, cities have used their power of land use control to determine the location and availability of housing, amenities (such as parks), and negative land uses (such as garbage dumps). The result has been segregation - first within cities and more recently between them. Documenting changing patterns of segregation and their political mechanisms, Trounstine argues that city governments have pursued these policies to enhance the wealth and resources of white property owners at the expense of people of color and the poor. Contrary to leading theories of urban politics, local democracy has not functioned to represent all residents. The result is unequal access to fundamental local services - from schools, to safe neighborhoods, to clean water.

    Abstract: For better or for worse, in recent times the rapid growth of international economic exchange has changed our lives. But when did this process of globalization begin, and what effects did it have on economies and societies? Pim de Zwart and Jan Luiten van Zanden argue that the networks of trade established after the voyages of Columbus and Da Gama of the late fifteenth century had transformative effects inaugurating the first era of globalization. The global flows of ships, people, money and commodities between 1500 and 1800 were substantial, and the re-alignment of production and distribution resulting from these connections had important consequences for demography, well-being, state formation and the long-term economic growth prospects of the societies involved in the newly created global economy. Whether early globalization had benign or malignant effects differed by region, but the world economy as we now know it originated in these changes in the early modern period.

Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

    Abstract: Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

    Abstract: As a definitive study of the poorly understood Apaches de paz, this book explains how war-weary, mutually suspicious Apaches and Spaniards negotiated an ambivalent compromise after 1786 that produced over four decades of uneasy peace across the region. In response to drought and military pressure, thousands of Apaches settled near Spanish presidios in a system of reservation-like establecimientos, or settlements, stretching from Laredo to Tucson. Far more significant than previously assumed, the establecimientos constituted the earliest and most extensive set of military-run reservations in the Americas and served as an important precedent for Indian reservations in the United States. As a case study of indigenous adaptation to imperial power on colonial frontiers and borderlands, this book reveals the importance of Apache-Hispanic diplomacy in reducing cross-cultural violence and the limits of indigenous acculturation and assimilation into empires and states.

Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.

    Abstract: The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. Specifically, chiefs' longer time horizons encourage investment in local institutions that enable the provision of local public goods. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

Kiara M. Vigil traces how the narrative discourses created by these figures spurred wider discussions about citizenship, race, and modernity in the United States.     Abstract: This book explores the multi-dimensional asymmetries of scale, time, and directions in the large dam controversy with a regional focus on Asia, especially on India and China. Whereas the concept of large-scale transformation of fluvial environments into technological hydroscapes originated in the West, widespread construction of large dams started in the countries of the Global South in the period after decolonisation. Construction and operation of large dams are amongst the most prestigious but also most sensitive development issues, often accompanied by massive resistance of adversely affected people and civil society organisations. Based on the notion of a contested politicised environment, various case studies are analysed to identify the dominant narratives and imaginations that shape the large dams debate. This volume largely contains contributions related to several subprojects from within the Cluster of Excellence ‘Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows’, based at Heidelberg University, with several expert contributions from external researchers

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. This book outlines that regime, and how the symbolic function of international intellectual property continues today to assist states to enclose indigenous peoples' knowledge. Drawing on more than 200 interviews, Peter Drahos examines the response of indigenous people to the colonizer's non-developmental property rights.     Abstract: This book explores a mode of democracy that is culturally relevant and socially practicable in the contemporary pluralistic context of historically Confucian East Asian societies, by critically engaging with the two most dominant theories of Confucian democracy - Confucian communitarianism and meritocratic elitism. The book constructs a mode of public reason (and reasoning) that is morally palatable to East Asians who are still saturated in Confucian customs by reappropriating Confucian familialism and using this perspective to theorize on Confucian democratic welfarism and political meritocracy. It then applies the theory of Confucian democracy to South Korea, arguably the most Confucianized society in East Asia, and examines the theory's practicality in Korea's increasingly individualized, pluralized, and multicultural society by looking at cases of freedom of expression, freedom of association, insult law, and immigration policy.

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa.     Abstract: When Louis Antoine de Bougainville reached Tahiti in 1768, he was struck by the way in which 'All these people came crying out tayo, which means friend, and gave a thousand signs of friendship; they all asked nails and ear-rings of us.' Reading the archive of early contact in Oceania against European traditions of thinking about intimacy and exchange, Vanessa Smith illuminates the traditions and desires that led Bougainville and other European voyagers to believe that the first word they heard in the Pacific was the word for friend. Her book encompasses forty years of encounters from the arrival of the Dolphin in Tahiti in June 1767, through Cook's and Bligh's voyages, to early missionary and beachcomber settlement in the Marquesas. It unpacks both the political and emotional significances of ideas of friendship for late eighteenth-century European, and particularly British, explorations of Oceania.

    Abstract: State borders are more than barriers. They structure social, economic and political spaces and as such provide opportunities as well as obstacles for the communities straddling both sides of the border. This book deals with the conduits and opportunities of state borders in the Horn of Africa, and investigates how the people living there exploit state borders through various strategies.     Abstract: The First Ethiopians explores the images of Africa and Africans that evolved in ancient Egypt, in classical Greece and imperial Rome, in the early Mediterranean world, and in the early domains of Christianity. Inspired by curiosity regarding the origins of racism in southern Africa, Malvern van Wyk Smith consulted a wide range of sources: from rock art to classical travel writing; from the pre-Dynastic African beginnings of Egyptian and Nubian civilisations to Greek and Roman perceptions of Africa; from Khoisan cultural expressions to early Christian conceptions of Africa and its people as 'demonic'; from Aristotelian climatology to medieval cartography; and from the geo-linguistic history of Africa to the most recent revelations regarding the genome profile of the continent's peoples. His research led to a startling proposition: Western racism has its roots in Africa itself, notably in late New Kingdom Egypt, as its ruling elites sought to distance Egyptian civilisation from its African origins. Kushite Nubians, founders of Napata and Meroë who, in the eighth century BCE, furnished the black rulers of the twenty-fifth Dynasty in Egypt, adopted and adapted such Dynastic discriminations in order to differentiate their own 'superior' Meroitic civilisation from the world of 'other Ethiopians'. In due course, archaic Greeks, who began to arrive in the Nile Delta in the seventh century BCE, internalised these distinctions in terms of Homer's identification of 'two Ethiopias', an eastern and a western, to create a racialised (and racist) discourse of 'worthy' and 'savage Ethiopians'. Such conceptions would inspire virtually all subsequent Roman and early medieval thinking about Africa and Africans, and become foundational in European thought. The book concludes with a survey of the special place that Aksumite Ethiopia - later Abyssinia - has held in both European and African conceptual worlds as the site of 'worthy Ethiopia', as well as in the wider context of discourses of ethnicity and race.

Entanglement aims to capture the contradictory mixture of innovation and inertia, of loss, violence and xenophobia as well as experimentation and desegregation, which characterises the present. The author explores the concept of entanglement in relation to readings of literature, new media forms and painting. In the process, she moves away from a persistent apartheid optic, drawing on ideas of sameness and difference, and their limits, in order to elicit ways of living and imagining that are just starting to take shape and for which we might not yet have a name.     Abstract: Why does the introduction of private property rights sometimes result in poverty, rather than development? Most analyses of institutional change emphasize the design of formal institutions, but this study of land privatization in the Russia-Ukraine borderlands shows how informal politics at the local level instead can drive outcomes. Local officials in both countries pursued strategies that produced a record of reform, even as they worked behind the scenes to maintain the status quo. The end result was a facade of private ownership: a Potemkin village for the post-Soviet era. Far from creating private property that would bring development to the post-Soviet rural heartland, privatization policy deprived former collective farm members of their few remaining rights and ushered in a new era of state control over land resources. This study draws upon the author's extensive primary research in the Black Earth region conducted over a period of nine years.

    Abstract: A comprehensive synthesis of Caribbean prehistory from the earliest settlement by humans more than 4000 years BC, to the time of European conquest of the islands. The Caribbean was the last large area in the Americas to be populated, and its relative isolation allowed unique cultures to develop. Samuel Wilson reviews the evidence for migration and cultural change throughout the archipelago, dealing in particular with periods of cultural interaction when groups with different cultures and histories were in contact. He also examines the evolving relationship of the Caribbean people with their environment, as they developed increasingly productive economic systems over time, as well as the emergence of increasingly complex social and political systems, particularly in the Greater Antilles in the centuries before the European conquest. Wilson also provides a review of the history of Caribbean archaeology and the individual scholars and ideas that have shaped the field.

    Abstract: Some rebel groups abuse noncombatant populations, while others exhibit restraint. Insurgent leaders in some countries transform local structures of government, while others simply extract resources for their own benefit. In some contexts, groups kill their victims selectively, while in other environments violence appears indiscriminate, even random. This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. The book thus demonstrates how characteristics of the environment in which rebellions emerge constrain rebel organization and shape the patterns of violence that civilians experience.
