Les régulateurs des industries d’équipements collectifs publics se heurtent à un problème crucial : la réglementation des termes et conditions dans lesquels des entreprises en concurrence ont accès à des intrants clés fournis par des concurrents. Le développement de la concurrence et le succès de la libéralisation dépendent souvent des termes de l’accès et des conditions choisies, aussi les pouvoirs publics sont-ils soucieux de faire le bon choix. Préparé par le comité de la concurrence de l’OCDE, ce rapport traite du secteur des télécommunications et cherche à approfondir la compréhension de la réglementation de l’accès. Les problèmes d’accès ne sont pas des plus faciles pour les autorités de tutelle et les responsables de la politique de la concurrence : ils peuvent en effet être techniquement délicats et donner lieu à des polémiques retentissantes sur le plan pratique. En abordant la question sous ces deux angles, ce rapport cherche à aider les autorités de tutelle et les pouvoirs publics à tirer les leçons de l’expérience de l’OCDE pour obtenir des résultats efficients et compétitifs.

El aumento en el ritmo de creación de empresas es hoy una inquietud casi universal para las autoridades locales, al igual que para los gobiernos centrales que desean combatir la marginación económica local. Sin embargo, a pesar del amplio interés de política, pocos estudios han analizado sistemáticamente la relación entre la creación de nuevas empresas y el desarrollo económico local. Esta publicación analiza las principales rutas a través de las cuales la creación de empresas y su desarrollo puede tener un impacto sobre las economías locales. Así, se analiza la evidencia empírica acerca de la relación entre la iniciativa empresarial y las economías locales. Asimismo, se demuestra que aunque la creación de empresas puede resultar un componente crucial para el desarrollo económico local, el fomento de la iniciativa empresarial no constituye una panacea para el desarrollo. Por ello, se discuten a profundidad una serie de limitaciones potenciales de las estrategias orientadas hacia la iniciativa empresarial y cómo estas limitaciones pueden contrarrestarse. Este libro presenta detalladas recomendaciones de política tanto en el ámbito gubernamental local como nacional. Las recomendaciones se relacionan con tres ámbitos temáticos: estrategia, financiamiento y diseño de programas. Se espera que estos lineamientos sean de utilidad para los gobiernos centrales y locales en el diseño y la puesta en marcha de programas y estrategias eficaces en términos de costos.     Abstract: The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.

The regulation of the terms and conditions under which competing firms have access to essential inputs provided by rivals has become the single biggest issue facing regulators of public utility industries. Development of competition and the success of liberalisation often depend on the access terms and conditions chosen, and public policy interest in getting these terms and conditions right is important. Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

They further show that corporate governance matters can contribute greatly to achieving sustained productivity growth in developing countries’ real economies. The value of improved corporate governance for development cannot, however, be considered in isolation. In the financial sector, attention must also be given to measures to strengthen the banking sector and a country’s financial institutions as a whole. To gain most from improved corporate governance in the real economy, close attention must also be given to competition policy and to reforms of sector-specific regulatory practices. The book is for civil society, NGOs and research institutes.

    Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: Indian coal reserves are the third largest in the world, after the United States and China. India is the third largest coal producer in the world and the eighth largest importer. With annual production of 310 million tonnes and imports of almost 25 million tonnes, coal provides one-third of energy supply in India. The Indian government forecasts huge increases in electricity capacity based on coal. Massive increases in coal supply would be required if these plans are realised, although it is not clear if they are feasible. The principal objective of Indian coal policy should be to improve the financial performance of the industry by creating a freely competitive coal industry. A financially viable electricity industry will be necessary to support reforms in the coal industry. This report describes the Indian coal sector, and comments on government policies and the performance of India’s largely state-owned coal companies. There is a substantial need for reforms in India’s coal sector to improve efficiency and competitiveness.

In this book, the OECD identifies an increasingly successful "carrot-and-stick" approach – applying stiffer punishment for cartel operators and enhancing programmes aimed at rewarding cartel members who decide to defect and co-operate with the authorities. This book contributes to the existing knowledge about the extent of cartels' overcharges and other harm to businesses and consumers worldwide, and sheds light on new and effective "leniency programmes", as well as on optimal sanctions in cartel cases.

    Abstract: Le péage n’est pas à proprement parler une invention contemporaine. La technique du péage est très ancienne et ses fondements théoriques remontent loin dans le passé. On peut cependant remarquer que les finalités du péage ont été diverses et variées au cours du temps. Droit de passage à l’origine, le péage a été utilisé ultérieurement pour le financement et les dépenses d’entretien des infrastructures, avant de devenir un élément d’internalisation des coûts externes et de gestion de la demande. A l’heure actuelle, deux motifs principaux sont avancés pour justifier l’instauration de péages : les traditionnels besoins de financement et la recherche d’une certaine efficacité dans l’usage des infrastructures. Cependant, comme le montre cette Table Ronde, les péages ne sont pas une panacée et leur introduction peut être politiquement délicate. Cette Table Ronde offre un large panorama, tant de la perspective théorique du péage que des problèmes concrets posés par son application. Elle permet de faire le point, d’une manière scientifique, sur une question d’actualité brûlante à un moment où plusieurs pays envisagent d’instaurer des péages électroniques généralisés.

    Abstract: Encouraging wage earners to use public transport has a vital role to play in meeting environmental objectives, particularly the challenge of reducing greenhouse gas emissions. Changing people's behaviour calls for action in the workplace and one option open to employers is to recruit mobility managers whose task is to help reduce employees' dependence on private car use. Governments can support such initiatives by running information campaigns, by publishing practical guides to incentive schemes and by harmonising regulatory and fiscal frameworks. Round Table 121 was devoted to this innovative topic and opened with a discussion of the provision of free parking facilities to company employees in the United States, a practice that has many knock-on effects and ramifications. One solution is for companies to replace free parking with cash-out schemes under which financial benefits are given to employees who choose not to make use of their free parking space. The Round Table then proceeded to consider several examples of employee mobility schemes in Europe, and ended by drawing conclusions of interest to local, regional and national authorities. This Round Table makes a key contribution to continuing efforts to chart a course of action directed towards achieving the goal of sustainable transport.

    Abstract: Among the OECD countries, Turkey figures as a comparative latecomer to regulatory reform. Yet, there is a crucial need for it. Over the last three decades, the Turkish economy has suffered from macro-economic instability and chronic inflation, with implications for both investment and growth. Governance and regulatory structures remained weak and contributed also to the 2001 economic crisis. Nonetheless, this review notes the highly encouraging efforts currently being undertaken to reform key economic sectors, the public administration and the regulatory framework. These developments appear to mark a fundamental break with the past. Important elements, such as a clear competition policy, are already in place. Fighting corruption, among other measures, is high on the policy agenda, and constitutional amendments are reshaping the relationship between citizens and the state. The "depoliticisation" of the public sector and its renewal on a merit basis is underway. Future success will depend crucially on the continuing implementation of the programme. In particular, sustained political commitment is required well beyond the recovery from the recent crisis.

    Abstract: Governments are significant purchasers of goods and services and these markets represent huge opportunities for international trade. This document presents a synthesis of the analytical studies on the quantification of the size of government procurement markets and proposes a series of estimates of procurement markets for over 130 individual countries. The world total government procurement is estimated to amount to $5550 billion in 1998, which is equivalent to 82.3% of the world merchandise and commercial services exports in 1998. The world value of government procurement that is potentially opened up to international trade is estimated at $2083 billion, which is equivalent to 7.1% of the world Gross Domestic Product (GDP) or 30.1% of the world merchandise and commercial services exports. Detailed estimates of government procurement markets are proposed for OECD countries, including estimates of procurement broken down by government levels, types of expenditure (consumption versus investment) and contestable shares. Informed knowledge about the size of government procurement markets and in particular the shares of national markets that are potentially opened up to intenational competition is relevant for the business community, government and trade negotiators.

    Abstract: Facing the collapse of their business and stiff competition from road transport, Eastern European railways are in a critical financial situation. Railway restructuring is a must, but where circumstances in each country are so different there can be no “one size fits all” solution. Nevertheless, some guidelines for restructuring are emerging. The strategies to be implemented will involve both governments and the railway companies themselves. Separating infrastructure from operations, for instance, could be a good model provided infrastructure usage is priced efficiently. Concessions should be granted for local and regional passenger services. Freight transport issues have to be addressed at a European level - and open access should be the fundamental rule along with encouraging new market entrants. Privatising the railways is probably not a prerequisite; their independence, however, is essential. Their management should be exactly the same as that of any other commercial company on the market and they should have appropriate management tools. Railways should focus their investment on new technologies and automation, difficult problems with reducing overstaffing can be resolved only with government co-operation. Based on a review of the strengths and weaknesses of the railways in the Countries of Central and Eastern Europe and in the Commonwealth of Independent States, this Round Table comes to a series of inescapable conclusions for anyone wishing to address these issues.

Les arguments en faveur de l’investissement pour la sécurité routière ne sont pas uniquement de nature émotionnelle. Les accidents de la route ont un coût économique important qui peut représenter, dans certains pays, jusqu’à 4% du PIB. Dans les pays de l’OCDE, le nombre de tués sur les routes pourrait être diminué de moitié si tous les gouvernements s'engageaient pleinement à améliorer la sécurité routière en mettant en œuvre les meilleures pratiques et en les faisant respecter.Le rapport identifie et évalue les meilleures pratiques parmi les programmes de sécurité routière des pays de l’OCDE. L’accent est mis sur les programmes pour lesquels une évaluation a été conduite. En outre, afin de faciliter le développement de politiques de sécurité routière efficaces dans les pays Membres, le rapport identifie les critères sous-jacents qui influencent la réussite ou l’échec de ces « meilleures pratiques ».

Il faut adopter une nouvelle approche ciblée qui fasse de l’environnement et de la santé des priorités d’action en ce qui concerne les transports et les secteurs connexes, aux plans international, national et local. Au terme de cinq ans de réflexion, le Groupe de travail de l’OCDE sur les transports a récemment présenté des lignes directrices pour des transports écologiquement viables (TEV), ainsi que les rapports d’analyse connexes, qui ont été approuvés par les ministres de l’Environnement des pays de l’OCDE réunis à Paris le 16 mai 2001.

This year's edition also includes data on the activity of affiliates of national firms abroad (outward investment). Volume I provides data for the manufacturing sector covering 18 variables including production, employment, investment, research and trade. Part I presents the main findings and highlights trends for each of the variables displayed by foreign multinationals and domestic firms in total manufacturing industry, leading sectors as well as a detailed geographical breakdown. Part II provides basic data and shows the share of each sector controlled by foreign multinationals for the available industrial variables. Data sources and definitions are also provided. Data are provided from the early to mid 90s onwards and are presented in national currencies.

On estime à $5550 milliards le montant mondial des marchés publics totaux, ce qui équivaut approximativement à 82,3% des exportations mondiales de marchandises et de services commerciaux de 1998. On estime la valeur mondiale des marchés publics qui peut potentiellement donner lieu à des échanges internationaux à $2083 milliards, ce qui équivaut à 7,1% du produit intérieur brute (PIB) mondial ou à 30,1% des exportations mondiales de marchandises et de services commerciaux. Des indicateurs détaillés de la taille des marchés publics sont proposés pour les pays de la zone OCDE , et notamment des ratios par niveau d'administration, par catégorie de dépenses (consommation ou investissement) et des indicateurs des parts des marchés publics qui peuvent donner lieu à des échanges internationaux. Une bonne connaissance de la taille des marchés publics et, en particulier, des parts des marchés nationaux qui sont potentiellement ouvertes à la concurrence internationale est en effet utile pour les milieux d'affaires, les pouvoirs publics et les négociateurs commerciaux.

    Abstract: Strictly speaking, tolls are not a modern invention. Tolling is, in fact, an ancient tradition, with its origins rooted in history. Tolling has served numerous and wide-ranging purposes across the ages. While initially providing right of way, tolls were later used to finance the building and maintenance of infrastructure, before becoming a means of internalising external costs and managing demand. Nowadays, two main arguments are put forward for the introduction of tolls: to meet funding requirements and to respond to society’s desire for efficient use of infrastructure. However, as this Round Table shows, tolls are not a universal panacea and the introduction of road tolls is a politically delicate issue. The Round Table provides a broad view of both the theoretical aspects of tolling and the practical problems posed by its introduction. It takes a scientific look at what is a burning issue, at a time when a number of countries are envisaging the widespread adoption of electronic tolls.
