    Abstract: In the late nineteenth and early twentieth centuries, indigenous communities in the United States and Australia suffered a common experience at the hands of state authorities: the removal of their children to institutions in the name of assimilating American Indians and protecting Aboriginal people. How does the increasing visibility of queer subjects within mainstream culture affect possibilities for radical and transformative queer activism?" "Provocative and challenging, W.C. Harris argues that rather than simply being a cause for celebration, this "mainstreaming" of queer lives may have as many negative effects as positive ones for contemporary gay, lesbian, bisexual, and transgender people. Harris builds on the work of queer and political theorists such as Eve Sedgwick, David Halperin, Michael Warner, and Wendy Brown to examine the side effects that can be generated when queers assimilate, and argues for a reinvigorated queer essentialism in order to claim a separate and visible political and activist space within U.S. culture."--Jacket

    Abstract: "Richard Alba argues that the social cleavages that separate Americans into distinct, unequal ethno-racial groups could narrow dramatically in the coming decades. During the mid-twentieth century, the dominant position of the United States in the postwar world economy led to a rapid expansion of education and labor opportunities. As a result of their newfound access to training and jobs, many ethnic and religious outsiders, among them Jews and Italians, finally gained full acceptance as members of the mainstream. Alba proposes that this large-scale assimilation of white ethnics was a result of "non-zero-sum mobility," which he defines as the social ascent of members of disadvantaged groups that can take place without affecting the life chances of those who are already members of the established majority." "Alba shows that non-zero-sum mobility could play out positively in the future as the baby-boom generation retires, opening up the higher rungs of the labor market. Because of the changing demography of the country, many fewer whites will be coming of age than will be retiring. Hence the opportunity exists for members of other groups to move up. However, Alba cautions, this demographic shift will only benefit disadvantaged American minorities if they are provided with access to education and training. In Blurring the Color Line, Alba explores a future in which socially mobile minorities could blur stark boundaries and gain much more control over the social expression of racial differences."--Jacket

    Abstract: "Scholars have labeled Madison Grant everything from 'the nation's most influential racist' to 'the greatest conservationist that ever lived.' His life illuminates early twentieth-century America as it was heading toward the American Century, and his legacy is still very much with us today, from the speeches of immigrant-bashing politicians to the international efforts to arrest climate change. This insightful biography shows how Grant worked side-by-side with figures such as Theodore Roosevelt. Andrew Carnegie, and John D. Rockefeller, Jr., to found the Bronx Zoo, preserve the California redwoods, and save the American bison from extinction. In commemoration of his conservation efforts, the world's tallest tree, located in northern California, was dedicated to Grant in 1931. But Madison Grant was also the leader of the eugenics movement in the United States. He popularized the infamous notions that the blond-haired blue-eyed Nordics were the 'master race' and that the state should eliminate members of inferior races who were of no value to the community. Throughout the 1920s and 1930s, Grant's ideas appeared in the sermons of ministers, the pages of America's leading magazines, and the speeches of presidents, Grant's behind-the-scenes machinations land manipulation of scientific data convinced Congress to enact the immigration restriction legislation of the 1920s that eliminated the immigration of non-Nordic races. Grant also influenced many states to pass coercive sterilization statutes under which tens of thousands of Americans deemed to be unworthy were sterilized from the 1930s through the 1970s, and he collaborated with Southern white racists to pass laws banning interracial marriage. Although most of the relevant archival materials on Madison Grant have mysteriously disappeared over the decades since Grant's death in 1937, Jonathan Peter Spiro has devoted many years to reconstructing the hitherto concealed events of Grant's life. His astonishing feat of detective work reveals how a founder of the Bronx Zoo wound up writing.     Abstract: The political representation of immigrant association is central for immigrants to become political actors in Germany. This book offers a comparative analysis of five Turkish immigrant associations to point out to the diverse approaches in terms of immigrant integration and citizenship rights. By exploring these associations' views on integration/ assimilation, nationalism/ethnicity, secularism/Islam and their relations with the mainstream German political parties, this book attempts to show that immigrants are not victims of the political decisions of the German state. On the contrary, Turkish immigrant elites become important actors to negotiate rights and memberships in the name of this ethno-national group. This book suggests an approach that recognizes the agency of immigrants in the socio-political discourse and also in the governing process

    Abstract: This book presents a collection of comparative studies of civil society around two main issues: the comparison and analysis of civil society regimes in relation to different constructions of citizenship and welfare states and the role of civil society in governance and active participation of citizens. The first part of the book is concerned with comparisons of civil society institutional frameworks and regimes. In this section the contributions address the ways institutional cross-countries comparisons may be undertaken and discuss the extent to which common trends or divergent tendencies characterize national civil societies. The second part focuses on the role of civil society as a vector of citizens' participation and as an avenue for democracy. Democratic citizenship is often considered as requiring, in addition to a set of formal rights and obligations, a public sphere within which citizens can actively participate within and beyond the state. Building on international comparisons the articles in this section discuss the extent to and the modalities by which civil society is crucial to the functioning of democracy and the plain exercise of citizenship

    Abstract: The first U.S. charter school opened in 1992, and the scale of the charter movement has since grown to 4,000 schools and more than a million students in 40 states plus the District of Columbia. With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies? Or do they reflect differences in research approaches --some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? (4) What effect does the introduction of charter schools have on test scores of students in nearby TPSs?

In thinking about emerging threats, security planners are confronted by a panoply of possible future scenarios coming from sources ranging from the terrorists themselves to red-team brainstorming efforts to explore ways adversaries might attack in the future. This paper explores an approach to assessing emerging and/or novel threats and deciding whether, or how much, they should concern security planners by asking two questions: (1) Are some of the novel threats 'niche threats' that should be addressed within existing security efforts? (2) Which of the remaining threats are attackers most likely to execute successfully and should therefore be of greater concern for security planners? If threats can reasonably be considered niche threats, they can be prudently addressed in the context of existing security activities. If threats are unusual enough, suggest significant new vulnerabilities, or their probability or consequences means they cannot be considered lesser included cases within other threats, prioritizing them based on their ease of execution provides a guide for which threats merit the greatest concern and most security attention. This preserves the opportunity to learn from new threats yet prevents security planners from being pulled in many directions simultaneously by attempting to respond to every threat at once."--Page 4 of cover

    Abstract: The often tense relationship between Saudi Arabia and Iran has been at the center of many of the major political shifts that have occurred in the Middle East since the fall of Saddam Hussein in 2003. This volume documents a study of how relations between the two powers have unfolded in the Persian Gulf, Iraq, Lebanon, and Palestine from 2003 through January 2009. Wehrey et al. detail the complex and multidimensional relationship between Saudi Arabia and Iran and its implications for regional stability and U.S. interests. In doing so, the authors challenge conventional thinking about Saudi-Iranian relations, arguing, for example, that Sunni-Shi'a distinctions are not the key driver in dealings between the two nations, that the two states have a tendency to engage on areas of common interest, and that the notion of a watertight bloc of Gulf Arab states opposing Iran is increasingly unrealistic. The study concludes with U.S. policy recommendations for leveraging the Saudi-Iranian relationship, particularly in the context of a U.S. drawdown in Iraq, the Palestinian-Israeli conflict, and the Iranian nuclear issue

    Abstract: Clinics have dealt with a range of victims' rights issues in trial courts, including the rights to be present, to be consulted about plea offers, to make an impact statement, to be notified of changes in defendants' detention status, to restitution, and to privacy. However, the principal issue has been victims' standing before the court to enforce their rights. In some states, standing has been acknowledged, at least in limited ways. In other states, clinics have made or are making steps toward such recognition or have been successful in representing victims without the issue being directly confronted. In one state, attorneys' ability to represent victims in criminal court is currently in serious question. This book discusses how some clinics have won significant gains at the appellate and federal court levels concerning victim standing, the rights to be consulted and heard, and the right to privacy. The authors conclude that the state clinics are beginning to fulfill the intentions of their architects and funders. All of the clinics have pushed the envelope of victims' rights in their state courts. Some have won significant victories in gaining standing for victims and expanding the definition of particular rights. Others are enjoined in the battle. But all have raised awareness of victims' rights with prosecutors, judges, defense attorneys, and police officials

    Abstract: Exposure to community and interpersonal violence is a public health crisis that adversely affects many children in American communities. After witnessing or experiencing trauma, many children experience symptoms of Post-Traumatic Stress Disorder and depression, behavioral problems, substance abuse, and poor school performance. The Support for Students Exposed to Trauma (SSET) program is a series of ten lessons whose structured approach aims to reduce distress resulting from exposure to trauma. Designed to be implemented by teachers or school counselors in groups of 8-10 middle school students, the program includes a wide variety of skill-building techniques geared toward changing maladaptive thoughts and promoting positive behaviors. It is also intended to increase levels of peer and parent support for affected students. Designed for SSET group leaders, the Group Leader Training Manual introduces the SSET concept and provides detailed information on selecting student participants, scheduling lessons, assuring confidentiality, coordinating with clinical backup, managing difficult situations and issues, and conducting group meetings. The Lesson Plans section supplies group leader preparation information and in-depth plans for each lesson, including agendas, example scenarios, suggestions for troubleshooting specific problems, homework assignment instructions, and cross-references to other program documentation. Take-home worksheets, letters to parents, forms, and other program materials are supplied in the section entitled Lesson Worksheets and Materials

The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations

This book considers the social and economic damage wrought by neo-liberalism, in Britain and beyond. Paul Taylor analyses the effects of the increasing inequalities of income and wealth in recent years, concluding that a wide range of problems for the middle sections of society can be traced to the appearance of a class of the 'über-rich', the example they set and the demands they make. He takes the view that what has happened is the opposite of the much vaunted 'trickle-down effect'; there is actually a 'trickle-up effect' not only in the distribution of wealth but also in the ownership of property and access to education, medicine and the law. He goes on to look at the government's failure to deal effectively with these problems, putting them in the context of the need to deal with the threat of terrorism and the effects of globalization. The book is highly relevant to the current crisis in the global financial system, especially with regard to its effects in the UK and USA, but it places that crisis in the context of wider developments

Despite their very different histories, societies, political and legal systems, Russia and the UK stand out as favouring a punitive approach to young law breakers, imprisoning many more children than any other European countries. The book is based on the author's primary research in Russia in which she visited a dozen closed institutions from St Petersburg to Krasnoyarsk and on similar research in England and Northern Ireland. The result is a unique study of how attitudes to youth crime and criminal justice, the political environment and the relationship between state and society have interacted to influence the treatment of young offenders. McAuley's account of the twists and turns in policy towards youth illuminate the extraordinary history of Russia in the twentieth century and the making of social policy in Russia today. It is also the first study to compare the UK (excluding Scotland because of its separate juvenile justice system) with Russia, a comparison which highlights the factors responsible for the making of 'punitive' policy in the two societies. McAuley places the Russian and UK policies in a European context, aiming to reveal how other European countries manage to put so many fewer children behind bars

The book concludes that, overall, solidarity is rising rather than declining. The impact of globalization and individualization is much more ambiguous than is often contended.
