    Abstract: The life stage of adolescence now occurs in most corners of the world, but it takes different forms in different regions. Peers, with such a central role in Western adolescence, play a comparatively minor role in the lives of Arabic and South Asian adolescents. Emotional turmoil and individuation from family occur in some societies but not others. Adolescent sexual revolutions are sweeping through Japan and Latin America. In this 2002 book, scholars from eight regions of the world describe the distinct nature of adolescence in their regions. They draw on research to address standard topics regarding this age - family and peer relationships, schooling, preparation for work, physical and mental health - and show how these have a different cast across societies. As a whole, the book depicts how rapid global change is dramatically altering the experience of the adolescent transition, creating opportunities and challenges for adolescents, parents, teachers, and concerned others

    Abstract: This 2002 book presents the true and dramatic accounts of two nineteenth-century Brazilian women - one young and born a slave, the other old and from an illustrious planter family - and how each sought to retain control of their lives: the slave woman struggling to avoid an unwanted husband; the woman of privilege assuming a patriarch's role to endow a family of her former slaves with the means for a free life. But these women's stories cannot be told without also recalling how their decisions drew them ever more firmly into the orbits of the worldly and influential men who exercised power in their lives. These are stories with a twist: in this society of radically skewed power, Lauderdale Graham reveals that more choices existed for all sides than we first imagine.     Abstract: The Politics of Race, Ethnicity and Language in National Censuses examines the ways that states have attempted to pigeon-hole the people within their boundaries into racial, ethnic, and language categories. These attempts, whether through American efforts to divide the US population into mutually exclusive racial categories, or through the Soviet system of inscribing nationality categories on internal passports, have important implications not only for people's own identities and life chances, but for national political and social processes as well.     Abstract: The Moral Foundations of Trust seeks to explain why people place their faith in strangers, and why doing so matters. Trust is a moral value that does not depend upon personal experience or on interacting with people in civic groups or informal socializing. Instead, we learn to trust from our parents, and trust is stable over long periods of time. Trust depends on an optimistic world view: the world is a good place and we can make it better. Trusting people are more likely to give through charity and volunteering. Trusting societies are more likely to redistribute resources from the rich to the poor. Trust has been in decline in the United States for over 30 years. The roots of this decline are traceable to declining optimism and increasing economic inequality, which Uslaner supports by aggregate time series in the United States and cross-sectional data across market economies

    Abstract: "In this study, Nancy Henry introduces a new set of facts that place George Eliot's life and work within the contexts of mid nineteenth-century British colonialism and imperialism. Henry examines Eliot's roles as an investor in colonial stocks, a parent to emigrant sons, and a reader of colonial literature. She highlights the importance of these contexts to our understanding of both Eliot's fiction and her situation within Victorian culture. Henry argues that Eliot's decision to represent the empire only as it infiltrated the imaginations and domestic lives of her characters illuminates the nature of her realism.     Abstract: Britain's role in the First World War has been portrayed mainly through literature, films and plays, in most cases with a marked un-historical, anti-war spirit.     Abstract: The International Energy Agency's 2002 review of the UK's energy policies and programmes. It finds that the UK energy sector has performed remarkably well during the 1990s. The gas and electricity markets opened up to competition. Real gas and electricity prices fell. Domestic natural gas replaced coal in the power industry, and carbon dioxide emissions and air pollution declined as a result. Increased oil and gas production on the UK continental shelf has contributed significantly to these developments. Central to the success of the energy sector however, was a readiness to adjust policies and regulatory measures when shortcomings became apparent. The last major adjustment was the introduction of the New Electricity Trading Rules in March 2001. These rules provided the decisive step towards a fully competitive power market. Thanks to energy market reform and the resulting "dash for gas" in power generation, the UK is likely to meet its 12.5% greenhouse gas reduction target under the Kyoto Protocol. But the country has a national target to reduce carbon dioxide emissions by 20% below 1990 levels by 2010. Meeting this target will require extra efforts. In the gas market, capacity auctions at the St. Fergus entry point into the UK’s onshore pipeline system have fetched very high bid prices in recent years. This has revealed bottlenecks at the St. Fergus terminal and farther afield. But so far the high prices have not resulted in capacity expansion. The regulatory regime may have to be adjusted to give stronger incentives for new pipeline construction.

    Abstract: The International Energy Agency's 2001 review of the energy policies and programmes of Norway. It finds that oil and gas contribute about 40% of Norway’s exports, and up to 16% of GDP, depending on world oil prices. The government used production controls as a means of influencing prices in 1986, in 1998 and again in 2002. Important changes are occurring in the oil and gas sector. Statoil has been partially privatised, the State Direct Financial Interest in oil and gas developments has been restructured, and the Gas Negotiations Committee is to be abolished. Private marketing of gas should be a guiding principle in future marketing policy, and depletion policy generally should balance the goals of optimising recovery with ensuring competition. Growth in energy consumption has been limited by government policies, but consumption is rising with strong economic growth. A new agency has been established to promote energy efficiency and new renewables. Norway has the highest per capita electricity consumption in the world. New large-scale hydro is unlikely, and the future of gas-fired power is uncertain. New generating and transmission capacity may be necessary to avoid price instability or even failure of supply in a dry year. There are limited opportunities for reducing greenhouse gases in the energy sector in Norway because of the extensive use of hydro in electricity generation. The Kyoto flexible mechanisms are therefore particularly important. Decisions on developing new generating capacity will also be influenced by environmental policies.

    Abstract: OECD's review of regulatory reform in Canada. It finds that Canada has a mature, effective and innovative system of regulatory governance closely linked to the government’s public policy goals. Canadians attach growing priority to health, safety and the environment, and seek a balance among economic, competitiveness and social goals. This is a demanding agenda: in international trade – a major driver of the economy – Canada needs to maintain a careful balance between bilateral and multilateral liberalisation efforts. Further work is needed to improve the effectiveness of the single internal market. Competition policy needs to make a much stronger contribution to regulatory reform and market openness. Despite a positive policy shift, some important sectors are protected through import and foreign ownership restrictions. The recently launched government’s Innovation Strategy is expected to make a major contribution to address these challenges.

    Abstract: Strictly speaking, tolls are not a modern invention. Tolling is, in fact, an ancient tradition, with its origins rooted in history. Tolling has served numerous and wide-ranging purposes across the ages. While initially providing right of way, tolls were later used to finance the building and maintenance of infrastructure, before becoming a means of internalising external costs and managing demand. Nowadays, two main arguments are put forward for the introduction of tolls: to meet funding requirements and to respond to society’s desire for efficient use of infrastructure. However, as this Round Table shows, tolls are not a universal panacea and the introduction of road tolls is a politically delicate issue. The Round Table provides a broad view of both the theoretical aspects of tolling and the practical problems posed by its introduction. It takes a scientific look at what is a burning issue, at a time when a number of countries are envisaging the widespread adoption of electronic tolls.

    Abstract: Facing the collapse of their business and stiff competition from road transport, Eastern European railways are in a critical financial situation. Railway restructuring is a must, but where circumstances in each country are so different there can be no “one size fits all” solution. Nevertheless, some guidelines for restructuring are emerging. The strategies to be implemented will involve both governments and the railway companies themselves. Separating infrastructure from operations, for instance, could be a good model provided infrastructure usage is priced efficiently. Concessions should be granted for local and regional passenger services. Freight transport issues have to be addressed at a European level - and open access should be the fundamental rule along with encouraging new market entrants. Privatising the railways is probably not a prerequisite; their independence, however, is essential. Their management should be exactly the same as that of any other commercial company on the market and they should have appropriate management tools. Railways should focus their investment on new technologies and automation, difficult problems with reducing overstaffing can be resolved only with government co-operation. Based on a review of the strengths and weaknesses of the railways in the Countries of Central and Eastern Europe and in the Commonwealth of Independent States, this Round Table comes to a series of inescapable conclusions for anyone wishing to address these issues.

    Abstract: The tragic conflict in Rwanda and the Great Lakes in 1994–1996 attracted the horrified attention of the world's media. Journalists, diplomats and aid workers struggled to find a way to make sense of the bloodshed. Johan Pottier's troubling study shows that the post-genocide regime in Rwanda was able to impose a simple yet persuasive account of Central Africa's crises upon international commentators new to the region, and he explains the ideological underpinnings of this official narrative. He also provides a sobering analysis of the way in which this simple, persuasive, but fatally misleading analysis of the situation on the ground led to policy errors that exacerbated the original crisis.     Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Abstract: The efforts of fascism to form a 'culture of consent,' or shape depoliticized activities, in Italy between the world wars, make a unique portrait of fascist political tactics. Professor de Grazia focuses on the dopolavoro or fascist leisure-time organization, the largest of the regime's mass institutions. She traces its gradual rise in importance for the consolidation of fascist rule; its spread in the form of thousands of local clubs into every domain of urban and rural life; and its overwhelming impact on the distribution, consumption, and character of all kinds of recreational pursuits - from sports and adult education to movies, traveling theaters, radio, and tourism. The author shows how fascism was able, between 1926 and 1939, to build a new definition of the public sphere. Recasting the public sphere entailed dispensing with traditional class and politically defined modes of organizing those social roles and desires existing outside the workplace

It discusses our theoretical understanding of the underlying structure of nuclei and nucleons at appropriate levels of resolution and sophistication, and summarizes experimental electron scattering capabilities. Only a working knowledge of quantum mechanics and special relativity is assumed, making this a suitable textbook for graduate and advanced undergraduate courses. It will also provide a valuable summary and reference for researchers already working in electron scattering and other areas of nuclear and particle physics.     Abstract: Le péage n’est pas à proprement parler une invention contemporaine. La technique du péage est très ancienne et ses fondements théoriques remontent loin dans le passé. On peut cependant remarquer que les finalités du péage ont été diverses et variées au cours du temps. Droit de passage à l’origine, le péage a été utilisé ultérieurement pour le financement et les dépenses d’entretien des infrastructures, avant de devenir un élément d’internalisation des coûts externes et de gestion de la demande. A l’heure actuelle, deux motifs principaux sont avancés pour justifier l’instauration de péages : les traditionnels besoins de financement et la recherche d’une certaine efficacité dans l’usage des infrastructures. Cependant, comme le montre cette Table Ronde, les péages ne sont pas une panacée et leur introduction peut être politiquement délicate. Cette Table Ronde offre un large panorama, tant de la perspective théorique du péage que des problèmes concrets posés par son application. Elle permet de faire le point, d’une manière scientifique, sur une question d’actualité brûlante à un moment où plusieurs pays envisagent d’instaurer des péages électroniques généralisés.

    Abstract: The societal aspects of risk governance are increasingly becoming a part of public decision-making processes. This tendency is particularly evident in matters dealing with the protection of human health and the environment. The NEA Committee on Radiation Protection and Public Health organised a workshop to examine stakeholder involvement processes through which governments and regulators can arrive at accepted decisions regarding radiological protection. An example of an area in which stakeholder involvement is important is the clean-up of sites contaminated by accidents or by past industrial or research activities. These proceedings address the roles of various stakeholders in the decision-making process, and their expectations regarding how a modern system of radiological protection should be integrated within the broader context of risk governance.     Abstract: This paper examines economic challenges posed by the combination of an ageing and declining population in Hungary and develops policy-oriented recommendations for addressing them. The authors identify the scale and specific properties of the demographic problem in Hungary where the population started to decline earlier than in any other OECD country. Public support for the elderly is provided by the social-security pension system and the healthcare system. While the former was reformed with partial success in the late 1990s, the latter developed less successfully, threatening to generate massive deficits in the long run. Projections indicate that even the public pension system may become unsustainable, unless the authorities restore the parameters of the original reform and encourage successfully higher labour force participation.     Abstract: The OECD's review of regulatory reform in the UK. The review finds that the United Kingdom presents a stimulating contrast of tradition and modernity, which is reflected in a mature and innovative regulatory system. The broad sweep of its reforms is impressive. Continuous reforms of the regulatory management system, the competition policy and law as well as in the regulatory regimes of key economic sectors are a strong basis for ensuring high quality regulation contributing further to drive economic performance. The UK was early in liberalising its public utilities and in developing new regulatory approaches to the complex problems of managing the network industries. It was also among the first countries to introduce a system of regulatory impact assessment, which, along with competition policy and law, has been continuously updated since. It has a reputation for having a regulatory environment that is among the most supportive of market openness and global competition in the world. The UK now faces challenges typical of a mature regulatory regime at the cutting edge of developments. Complexity and diversity - of regulatory objectives, of the institutional architecture and of procedures - are major issues to be continuously monitored. Building on these efforts and continuing to address regulatory challenges and areas of weaknesses will permit the UK to maintain itself as a leader in regulatory governance.

    Abstract: This paper discusses the implications of tax policy for the growth of entrepreneurship and small and medium-sized enterprises (SMEs). Some existing features of OECD tax systems are biased against entrepreneurs and small firms. For instance, double taxation of distributed corporate profits can discourage incorporation of small firms while it can also favour debt over equity financing, the latter most required by SMEs. Conversely, a number of OECD countries have features in their tax systems that favour selfemployed individuals and SMEs to encourage growth. These include lower corporate income tax rates, exemptions from value-added taxes and investment tax credits. It is, however, not clear that the benefits of preferential tax treatment of self-employed individuals and SMEs outweigh the costs of moving away from tax neutrality.     Abstract: This paper reviews the Finnish tax system and the scope for further tax reform. Finland is among the most egalitarian countries in the OECD and a high tax burden is required to finance the associated public spending. Nevertheless, capital and corporate income taxation was substantially and effectively reformed in the early 1990s, through significant rate cuts cum base broadening measures. But, despite income tax cuts since the mid-1990s, high taxes, especially on labour income, still hamper growth potential and distort economic behaviour. In this respect, the poor performance of the Finnish labour market is revealing. Tax reforms have a major role to play in improving the long-term performance of the Finnish economy. Though the scope is limited, the tax burden should be shifted as much as possible from labour to property and consumption, while the earned-income tax allowance should play a smaller role, enabling cuts in statutory rates.     Abstract: Although the recycling of plutonium as thermal mixed-oxide (MOX) fuel in pressurised water reactors (PWRs) is now well-established on a commercial scale, many physics questions remain. The main question addressed in this report is the number of times plutonium can effectively be recycled in a PWR. This report describes in particular an exercise based on a realistic, multiple-recycle scenario, which followed plutonium through five generations of recycling in a PWR. It considered both a standard PWR design currently in use and a highly moderated design. The latter is a possible option for a dedicated, MOX-fuelled PWR in which it would be possible to optimise the moderation for plutonium. The study of these two designs in parallel has provided a better understanding of their relative merits, as well as insight into the limitations of multiple recycling and the long-term toxicity of fission products and actinides.

    Abstract: The International Energy Agency's 2002 review of Turkey's energy policies and programmes. This edition finds that Turkey aspires to link the oil- and gas-rich Caspian area to Western markets. Several pipelines through Turkey are nearing completion. The projects could enhance diversity and security of supply in consuming countries. They could also relieve the environmental strain of heavy ship traffic through the Bosporus. Numerous attempts have been made to open Turkey’s energy markets to competition and to ensure that energy supply grows in step with population and demand. Turkey has made early and extensive use of build-own-operate and build-own-transfer schemes to promote investment in power-plant capacity. In the last two years, decisive progress has been made. The concept of privatisation was introduced into the Turkish constitution. Legislation was adopted in February 2001 to allow competition in the electricity market and to adapt Turkey’s legislation for European Union membership. A new Gas Market Law was adopted in May 2001, despite the macro-economic turmoil that Turkey has experienced since late 2000. These reforms must now be implemented. Turkey’s carbon emissions are growing rapidly. They will grow even faster if coal use quadrupled by 2020, as the government expects. Air pollution is also a significant problem. Turkey has not signed the United Nations’ Climate Convention. But the government aims to comply with the general provisions of the Convention and to exploit the country’s energy efficiency potential.     Abstract: Encouraging wage earners to use public transport has a vital role to play in meeting environmental objectives, particularly the challenge of reducing greenhouse gas emissions. Changing people's behaviour calls for action in the workplace and one option open to employers is to recruit mobility managers whose task is to help reduce employees' dependence on private car use. Governments can support such initiatives by running information campaigns, by publishing practical guides to incentive schemes and by harmonising regulatory and fiscal frameworks. Round Table 121 was devoted to this innovative topic and opened with a discussion of the provision of free parking facilities to company employees in the United States, a practice that has many knock-on effects and ramifications. One solution is for companies to replace free parking with cash-out schemes under which financial benefits are given to employees who choose not to make use of their free parking space. The Round Table then proceeded to consider several examples of employee mobility schemes in Europe, and ended by drawing conclusions of interest to local, regional and national authorities. This Round Table makes a key contribution to continuing efforts to chart a course of action directed towards achieving the goal of sustainable transport.

It finds that over the past four years, Danish energy policy has made good progress towards meeting its high standards of environmental protection while opening its gas and power industries to competition. The concurrent pursuit of economic efficiency, energy policy and environmental protection is an issue of prime importance in Denmark. The country has adopted both international and national greenhouse-gas emissions targets. A host of measures is in place to reach these targets, and to promote energy efficiency and renewable energy sources. The targets are within reach. But actually attaining them requires the continued application of a system of power plant carbon dioxide quotas. The Danish power market has been opened to competition beyond the requirements of the EU directive, but the scope for effective competition continues to be limited by priority dispatch for wind energy and combined heat and power plants. The gas market has been opened, but much less fully. The gas industry’s debt problem was addressed through industry restructuring, but this has led to a dominant position for the state-owned gas pipeline company DONG. The report recommends that foreign suppliers be encouraged to enter the market, in order to stimulate competition in electricity and gas markets. This report discusses the energy policies of Denmark based on a review visit in October 2001, before the recent general elections.

The report brings information on all energy sectors (oil, gas, coal, nuclear, electricity, renewables) showing what role different energy sources could play in the context of a heavily dependency on external sources of energy. The report analyses the effect of efficiency measures to reduce the energy intensity of the Korean economy, still one of the highest of the IEA countries. A special attention is paid to the assessment of the energy policy reforms currently unfolding in Korea, in particular in the electricity and in the gas sectors. The report analyses in details the electricity reforms, the gradual emergence of an electricity market in Korea and their implications. KEPCO has now been restructured and its partial privatisation is a matter of time. The report shows how the government’s ambitious plans still require a number of measures for the market to achieve a satisfactory outcome, the role of nuclear remaining a source of uncertainty for future competition in the generation industry. Though less advanced, the reforms in the gas sector are progressing well. The report shows the main challenges which the government will need to resolve for the market to deliver its promises.
