    Abstract: This report explores the educational performance and attitudes of males and females during childhood and adolescence. It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. China is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of China's tertiary education system; an account of trends and developments in tertiary education in China; an analysis of the strengths and challenges in tertiary education in China; and recommendations for future policy development. This review of tertiary education in China forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: This report is based on four main sources: an extensive literature review, the analysis of theanswers to a questionnaire sent to FATF and FSRB members; the results of a typology workshop andsubsequent consultation with the football sector. Results to the questionnaire were obtained in October 2008 from 25 countries, mostly European,seven South-American countries, two from Asia and Australia. The responding countries differ widely insize, role and organisation of football in society (ranging from large countries with big football leagues tosmaller nations or nations with only non-professional football). Differences in information, position andinterest in the person or organisation that provided the answers (national football association, governmentrepresentatives, national FIUs, the police or judicial authorities) needed to be taken into consideration aswell.Following the analysis of questionnaires, a workshop on money laundering and the footballsector was held in Monaco in November 2008 as part of the 2008 FATF/MONEYVAL Typologiesmeeting. This workshop was very well supported by members of the FATF, MONEYVAL andrepresentatives of other countries. The following participants were involved in the 2-day breakout sessionwhich considered issues in depth: Belgium, Brazil, Cyprus, Egmont Group, France, International OlympicCommittee (IOC), Ireland, Italy, Monaco, Norway, Russia, Slovenia, South Africa, Switzerland, theNetherlands and the United Kingdom.The study has also relied on the experience and cooperation of the private sector. Arepresentative of the IOC attended the Monaco workshop in November 2008. Consultation withrepresentatives of the Fédération Internationale de Football Association (FIFA) and of the Union ofEuropean Football Associations (UEFA) also took place in January and April 2009. Those representativesreceived a copy of the report and were given the opportunity to comment. All the comments of the private sector were taken into account when considered relevant.

L’une des principales conclusions est que les investisseurs internationaux ont réagi rapidement aux initiatives gouvernementales de réforme des politiques, en multipliant par huit les entrées d’IDE en Égypte en trois ans à peine, en diversifiant leurs opérations au-delà du secteur pétrolier pour fournir des investissements particulièrement nécessaires à un large éventail d’activités manufacturières et de services. Toutefois, l’examen révèle aussi que les réformes du climat d’investissement prennent du temps et que de nombreux défis restent à relever. Il s’agit notamment des efforts actuellement déployés pour supprimer les restrictions sectorielles inutiles à l’encontre de l’investissement, maintenir l’impulsion pour l’élargissement du programme de privatisation et encourager l’entrepreneuriat en favorisant la transparence, l’obligation de rendre des comptes et la concurrence.

Cette étude évalue les controverses persistantes à ce sujet et dans quelle mesure les donneurs sont parvenus à contenir la tendance, constatée au cours des années 1980 et 1990, à durcir la conditionnalité de l’aide. Le rapport vérifie si l'aide se répartit effectivement selon les critères de gouvernance et de développement invoqués par la communauté des donneurs. Il montre à quel point la crise financière compromet de plus en plus le respect des procédures habituelles de la conditionnalité.     Abstract: This publication is the first report from the International Teaching and Learning Survey (TALIS). It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

    Abstract: Despite many examples of good practice, large weaknesses exist in many countries’ national career guidance services, according to extensive research conducted by the OECD, and by the Centre for the Development of Vocational Training and the European Training Foundation on behalf of the European Commission. Access is limited, particularly for adults. In addition, services often focus upon immediate decisions, and fail to develop career management skills. Training for those who provide services is frequently inappropriate, failing to reflect the full range of client needs or to take account of modern, more flexible delivery methods such as ICT. Services are poorly co-ordinated between different ministries, and between governments and other stakeholders. The evidence base is too weak to provide policy makers with useful data on outcomes, costs and benefits. These gaps stand in the way of governments’ attempts to implement lifelong learning, active employability and social equity policies. This joint publication by the OECD and the European Commission (staff working paper) gives policy makers practical tools to tackle these problems. In simple, non-technical language, the publication addresses a broad range of policy issues that are central to the effective delivery of career guidance services. These include: how to widen access to career guidance; ways of improving the quality of career information; ensuring that staff qualifications meet policy objectives; and improving strategic leadership. This publication is essential reading for all policy makers, especially those in education and labour, who are responsible for planning, managing and delivering career guidance services.

Die PISA-Erhebungen werden alle drei Jahre in den OECD-Mitgliedstaaten und einer Gruppe von Partnerländern und volkswirtschaften durchgeführt, die insgesamt nahezu 90% der Weltwirtschaft auf sich vereinen. PISA 2006: Naturwissenschaftliche Kompetenzen für die Welt von morgen stellt die Ergebnisse der jüngsten PISA-Erhebung vor, in deren Mittelpunkt die naturwissenschaftliche Grundbildung stand und die auch die Kenntnisse in Mathematik und Lesekompetenz evaluierte. Die Resultate werden in zwei Bänden dargestellt: Der erste bietet eine Analyse der Ergebnisse, der zweite Band (nur in Englisch und Französisch verfügbar) enthält die dieser Analyse zu Grunde liegenden Daten. Dieser Bericht liefert das umfassendste internationale Bild des heutigen Lernens im Bereich der Naturwissenschaften, wobei PISA 2006 nicht nur den Leistungsstand der Schülerinnen und Schüler erhob, sondern auch ihr Interesse an Naturwissenschaften und ihr Wissen um die Chancen, die der Besitz naturwissenschaftlicher Kompetenzen eröffnen kann, sowie das Lernumfeld untersuchte, das die Schulen im Bereich Naturwissenschaften zur Verfügung stellen. PISA ordnet die Leistungen der Schülerinnen und Schüler, der Schulen und der Länder in den Kontext ihres jeweiligen sozioökonomischen Hintergrunds ein und ermittelt wichtige bildungspolitische Maßnahmen und Praktiken, die mit Lernerfolg assoziiert sind. Indem gezeigt wird, dass einige Länder erfolgreich eine qualitativ hochwertige Bildung und eine ausgewogene Verteilung der Lernergebnisse miteinander verbinden können, gibt PISA ehrgeizige Ziele für andere Länder vor. Im Anschluss an die Erhebungen PISA 2000 und PISA 2003 vervollständigt PISA 2006 den ersten Erhebungszyklus in den drei Grundbildungsbereichen. PISA leitet gegenwärtig einen zweiten Zyklus von Erhebungen ein, der 2009 mit der Lesekompetenz als Schwerpunktbereich beginnen und 2012 (mathematische Grundbildung) sowie 2015 (naturwissenschaftliche Grundbildung) fortgesetzt wird. Die Internationale Schulleistungsstudie der OECD (PISA) PISA ist ein Kooperationsprojekt der 30 OECD-Mitgliedsländer sowie von etwa 30 Partnerländern und volkswirtschaften, in das wissenschaftliche Fachkenntnisse aus allen Teilnehmerländern und volkswirtschaften einfließen und bei dem übergreifende Entscheidungen auf der Basis gemeinsamer politischer Interessen von den Regierungen der Teilnehmerstaaten gemeinschaftlich getroffen werden.     Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: The debate about how to achieve value for money in the delivery of government services is ongoing. Increasingly, public services are being produced, procured and delivered to citizens by public-private partnerships. This book highlights ten good practices, summarising what countries should consider before entering into public-private partnerships (PPPs). These include affordability, value for money, budget scoring and accounting treatment, dealing with liabilities (contingent or explicit), and regulatory and institutional governance issues. The book also discusses the important questions of risk – both financial and political – and of how to measure the performance of a public-private partnership to ensure its continued value to society. Drawing upon country examples within and outside the OECD area, this book will help governments and the public to come to grips with this complex mechanism and its impact on public finances as well as on the definition of the boundaries between the state and the market.

    Abstract: OECD economies have experienced the transformation from their traditional industrial base to the knowledge era, in which learning and innovation are central. Yet, many of today’s schools have not caught up: they continue to operate as they did in the earlier decades of the 20 century. This book summarises and discusses key findings from the learning sciences, shedding light on the cognitive and social processes that can be used to redesign classrooms to make them highly effective learning environments. It explores concrete examples in OECD countries, from alternative schools to specific cases in Mexico, in which the actors are seeking to break the mould and realise the principles emerging from learning science research. The book also asks how these insights can inspire educational reform for the knowledge era, in which optimising learning is the driving aim and in which innovation is both the widespread catalyst of change and the defining result.

Les examinateurs préconisent aussi d’apporter de grands changements à la gouvernance et à la gestion des établissements d'enseignement supérieur pour les mettre en phase avec les objectifs nationaux, favoriser leur réceptivité et leur efficience et améliorer leur qualité. L’un des objectifs stratégiques essentiels du gouvernement portugais est d’améliorer la recherche et l’innovation, et les examinateurs de l’OCDE suggèrent d’apporter un certain nombre de changements d’ordre qualitatif au système d’enseignement supérieur du Portugal afin de renforcer les performances dans ces deux domaines.
