    Abstract: This Open Access Pivot represents the first extensive exploration of social accountability within the Arab world following the 2011 Arab uprisings. Drawing on insights from development studies, comparative politics, and Middle East studies, the authors explore the evolution of accountability as a governance concept, review theories on social accountability’s role in improving public service delivery, and categorize types of social accountability initiatives, highlighting respective strengths and weaknesses. Detailed country chapters provide a solid basis for the comparative approach which reveals major variations in meanings of accountability, mobilization strategies, and official responses, rooted in the specific sociopolitical contexts of each country. Moreover, the book analyzes the influence of political and economic elites as well as the nature of popular mobilisation on accountability dynamics in the region. The authors conclude by discerning differences and commonalities across cases and offer recommendations for policymakers, donors, and practitioners seeking to enhance the effectiveness of social accountability initiatives. They address challenges such as the lack of enforcement mechanisms, the difficulty of scaling up initiatives, and the ambiguous effects of international interventions. Over the past decade, the global geopolitical context has changed significantly, with a geopolitical power shift and a more assertive Russia and China. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. But the need for greater European strategic autonomy appears increasingly evident. But how can this be achieved in the short run? A common answer to this question is that it is impossible or that this can only be achieved in the long run, if at all. The aim of this book is to present a different perspective. It aims at showing that it should be possible to make the most out of the current European system if we adjust our understanding of how it works. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration (DI) is seen as an asset rather than a challenge. While the EU remains the core in such a system (together with NATO in the military domain), there is a multitude of other (bilateral and minilateral) regional and sub-regional integration processes that need to be considered to get the full idea of how a more differentiated European strategic autonomy can be achieved.     Abstract: Klappentext: Eisenbahn und Telegrafie stehen im 19. Jahrhundert für die Beschleunigung und Ausweitung gesellschaftlicher Beziehungen. Wie Wolf-Rüdiger Wagner zeigt, entsprach die im deutschsprachigen Raum übliche Kurrentschrift nicht mehr den Anforderungen an schriftliche Kommunikation. Als »Beschleunigungsmittel des Gedankenverkehrs« bot sich die Stenografie an. Ihre Nutzung als Verkehrsschrift setzte jedoch eine Einheitskurzschrift voraus. Zu deren Einführung kam es aber erst 1924 nach langwierigen Verhandlungen auf Druck der Reichsregierung. Anhand von Presseberichten und Archivtexten bietet der Band einen Einblick in die vielschichtigen Beziehungen zwischen gesellschaftlichen, technischen und kulturellen Entwicklungen sowie den Veränderungen im Bereich der Kommunikation.

    Abstract: In this book, the author attempts to debunk some myths about Western exceptionalism and to evaluate critically the characteristics that make the West superior to the Rest. The author suggests that the West does not represent a homogenous group of countries and that the most common characteristic of the core Western countries is imperialism. The author goes on to provide a detailed critique of the proclaimed characteristics of Western countries, including democracy, human rights, judicial independence, transparency, the rule of law, and exclusive contribution to science and technology. A critique is presented of the views expressed by Samuel Huntington, Francis Fukuyama, and Niall Ferguson, arguing that they do not recognize the historical fact that civilizations rise and fall. It is argued that the Western economic system, which is based on neoliberalism, has adverse consequences for democracy, morality, and peace, as well as inequality, poverty, and homelessness. Written in a simple but powerful language, this book is a must read for those interested in international relations and anyone interested in current affairs. Imad Moosa is Professor of Economics at Kuwait University. He has also held academic positions at RMIT, Monash University, La Trobe University, and the University of Sheffield.     Abstract: This book discusses the radical transformation of Rwanda, focusing on the dynamics of its society before and after the genocide against the Tutsis in 1994. The author analyses Rwanda's challenges of nationhood after the genocide; the vision and will of the country’s leadership; its social programs and strategies for cohesion and national development; the population’s resilience; and its growing regional influence in the twenty-first century.     Abstract: This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. Gathering contributions by practitioners and researchers from various disciplines, it presents case studies and highlights recent activities of proactive engagement in democratic institution-building and responding to security threats from the Balkans to Central Asia. The volume is divided into three parts, the first of which focuses on security-related matters, armed conflicts, minorities, and women’s safety, as well as the roles that civil society, foreign governments, social media, and external donors play in this area. These contributions illustrate how the OSCE’s informal approach to peace, security, and securitization as norm entrepreneur is closely linked to the level of democracy among its member states. The second part presents a special section on the political implications of China’s Belt and Road Initiative (BRI), assessing the impact of this infrastructural program on the levels of democracy and/or autocracy in Eurasia. The third part consists of short chapters outlining future research and debates. The book will appeal to students and scholars of international relations, security studies, and the human rights-politics nexus. This is the 2022 instalment in a series of books released by the OSCE Academy in Bishkek. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights, guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization.

    Abstract: This open access book explores the relevance of the concept of technology assessment (TA) on an international and global level. Technologies play a key role in addressing global challenges such as climate change, population aging, digitization, and health. At the same time, their use increases the need for coordinated action and governance at the global level in the field of science, technology and innovation (STI). Featuring case studies on STI fields such as energy, biotechnology, artificial intelligence, and health technology, as well as TA activities at the national and international levels, this book reflects on the challenges and opportunities of global technology governance.     Abstract: The purpose of this book is three-fold. The first purpose is to posit that the fundamental substance of the universe is energy, and that energy is required (consumed) for any material transformation, or information transmission. The labor theory of value, articulated by the physiocrats and elaborated by Adam Smith, David Ricardo, J.B. Say and Karl Marx was a rough first approximation of the value creation process, in the 17th and 18th centuries, but is now obsolete. Labor is now (mostly) performed by machines, not by humans (or animals). The second aim of the book is to argue that the economy is a living (open) system -- an “island of order” –that exists far from both thermodynamic and economic equilibrium. Order is achieved by dissipating a flux of exergy. Economists frequently emphasize the equilibrium assumption, introduced originally by Leon Walras in 1854. But in reality, biological systems and human social systems are dissipative cycles, far from both thermodynamic equilibrium, and economic equilibrium, yet stable and capable of evolution, driven by the solar exergy flux. The third aim of the book is to re-emphasize, that – being open – the economic system cannot be regarded as a collection of individual competitive utility-maximizing transactions. There are, increasingly, important possibilities for cooperation instead of competition. Moreover third party effects, both “bads” (externalities) and the “public good” (happiness) – need to be incorporated into the socio-economic decision making process.

This book is based on the findings of a nine-month ethnographic case study of Hydebank Wood College, a young men’s prison in Northern Ireland. It seeks to explore the complexity of gender construction and masculine performance during young adulthood, while also exposing and dissecting the turbulent social life of a young men’s prison. In examining these themes, the book takes account of the unique social, economic, and political factors that impact young men in communities in Northern Ireland, paying particular attention to their feelings of powerlessness, marginalisation, and vulnerability, and the construction of identity in cultures defined by territorialism, violence, masculine stoicism, and an anti-authority code of ‘honour’. The book follows the formation of masculinities through the prison gate and considers how the penal environment contributes to the continual shaping young men’s identities. The book also adopts Gambetta’s concept of ‘signalling’ to examine how young men use different practices, such as language and embodiment, to communicate masculinity to their wider social audience. At the same time, it also considers the reluctance of young men to communicate about their sources of vulnerability. Conor Murray is Lecturer in Criminology within the School of Applied Social and Policy Sciences at Ulster University, Northern Ireland. He is the Director of Postgraduate Research within the School, and Ulster University’s Institutional Director for the ESRC Northern Ireland and North-East England Doctoral Training Partnership.

    Abstract: This book discusses the impact of the process of accession to the European Union (EU) – i.e. Europeanisation – on the formulation of the ethnic identity of Bosnian Serbs and the political identity of Republika Srpska (RS) in Bosnia and Herzegovina (BiH). The centrepiece of the book is an examination of how it is possible that the expected effect of Europeanisation on ethnic identities in a post-conflict environment – a transformation of ethnic identities through desecuritisation – does not materialise in the case of BiH and the RS. The book starts from the assumption that the political elite in the RS uses Europeanisation as a context for the securitization of two sources of threats – the internal and external Other. This prevents the transformation of ethnic identities in BiH, and as a result also the desecuritisation of antagonisms among the ethnic groups of BiH. The results show that any attempt at a more active engagement by the EU and international community was interpreted by the RS political elite as Bosniak agenda aimed against the RS. In this respect, the book demonstrates that BiH’s EU accession process or a clearer EU perspective alone in scrutinized critical junctures did not outweigh the potential costs for the RS political elite if reforms aimed at creating a more functional BiH were to succeed. In all three analysed critical junctures, the political elite in RS presented motions for a more functional BiH as attempts to centralise the country and framed them as the beginning of the end for the RS as a political entity. Faris Kočan is Assistant Professor at University of Ljubljana, Faculty of Social Sciences. His research is focused on the Europeanisation of the Western Balkans and the role of the European integration in addressing the troubled past of post-Yugoslav space. He has published, among others, in the Nationalities Papers, Ethnopolitics, Southeast European and Black Sea Studies, and contributed chapters to monographs published in international publishing houses (Peter Lang, Ibidem). He has been working on many research projects, including those funded by Horizon 2020, JM/Erasmus+ and Slovenian Research Council.

    Abstract: In the era of bourgeois modernity (1750-1900), the family is as valued as it is vulnerable. It constitutes a community of care, conflict, and emotion. Time and again, it is evoked as a bond of love as well as a moral institution. Yet both love and morality are fragile. A more detailed exploration reveals that domestic life during this period was much more colorful, open, and dynamic - and also more prone to crisis - than one might expect given the vaunted view of the family that characterized the heyday of the bourgeoisie. This book rewrites the history of the modern family. Self-narratives - primarily diaries - written by members of eight families from Germany, Switzerland, and Austria serve as sources for this research. The focus extends far beyond the bourgeoisie. With a micro-historical eye, the author reconstructs family histories from the peasant milieu to the patrician elite, from the parsonage to the educated bourgeoisie; he considers the domestic life of a journeyman craftsman, a couple's descent from the ranks of the petite bourgeoisie, the effects of an itinerant childhood among the proletariat, and the strain of being caught between a bourgeois family and artistic individuality. Many of these aspects point beyond bourgeois modernity to the family in our time

    Abstract: This book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. By introducing a new concept, “democratic backlash,” the book details how democratic recession inevitably provokes resistance that often forms the nucleus of new democratic movements, and in doing so, argues that it is important to identify these reverse trends that may eventually become dominant. The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach. Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups. Dr. James Ockey lectures in the Department of Political Science and International Relations, University of Canterbury, Christchurch, New Zealand.     Abstract: Dieser Sammelband beschäftigt sich mit Werte-, Normen- und Einstellungswandel in unserer durch zunehmende kulturelle Differenz geprägten Gesellschaft. Eingebettet in die aktuelle Diskussion um eine „postmigrantische Gesellschaft“ stellen die Beiträge Erkenntnisse vor, die im Rahmen verschiedener Forschungsprojekte der BMBF-Förderlinie „Migration und gesellschaftlicher Wandel“ entstanden sind. Behandelt werden Unterschiede und Gemeinsamkeiten in Bezug auf Werte- und Normenvorstellungen von Menschen mit und ohne Migrationshintergrund, Zusammenhänge zwischen Wertvorstellungen und Integrationsmechanismen, die Notwendigkeit von Werte-, Normen- und Verhaltenswandel in verschiedenen Bereichen unserer Gesellschaft u.v.m. Die Beiträge behandeln insbesondere Werte und Normen im Zusammenhang mit Familie, Geschlechterbeziehungen, Gleichberechtigung, Erziehung, Religion, Sprache und Gesundheit und greifen damit Themen auf, die oft Gegenstand aktueller gesellschaftlicher und medialer Diskurse sind. Die Herausgeberinnen PD Dr. Astrid Wonneberger ist Ethnologin und wissenschaftliche Mitarbeiterin am Department Soziale Arbeit (Studiengang Angewandte Familienwissenschaften) sowie im BMBF-Projekt „Postmigrantische Familienkulturen“ („POMIKU“).     Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: This edited book explores prison masculinities, drawing from a wide range of international researchers to highlight how masculinities may divert from the ""hypermasculine"" or macho typology typically found in the prison masculinities literature. The book includes a diverse selection of writing on masculinities ""in"" and ""of"" prison; masculinities experienced by those living within, working, and experiencing prison as well as historical and critical accounts of masculinities from around the world. The contributors highlight how masculinities are experienced in a multitude of ways as is evidenced in both qualitative and quantitative research with men before, during, and after imprisonment; with correctional officers and staff; in the analysis of public records, in the critical examination of Sykes' seminal work; and in historical and contemporary Australian society. Evidenced in writing drawn from Australia, the Dominican Republic, Ukraine, Hong Kong, the United States, Scotland, and the Netherlands, the contributors acknowledge that rather than being fixed, discourses around prison masculinities now include sexuality, gender identity, and diverse understandings around masculinities as strategic, hegemonic, and ever changing. To offer further answers, Richard Bösch follows a tripartite agenda: First, he develops a constructivist methodology for the study of conflict escalation embedded in a Luhmannian systems theoretical world society perspective. Bösch argues that conflicts can be observed as social systems and he looks at the process of conflict escalation by analysing communication. Second, this analysis offers two case studies: the Maidan protests in Ukraine 2013-2014 and Mali's crisis 2010-2012. Third, it gives insights on how systems theoretical research can be beneficial for Peace and Conflict Studies.

    Abstract: "Focusing on texts from the late 1970s to the 1990s which document both changing attitudes to terminations of pregnancy and dramatic environmental, medical, and socio-political developments during southern Africa’s liberation struggles, this book examines how four writers from Botswana, South Africa, and Zimbabwe address the ethics of abortion and reproductive choice. Viewing recent fiction through the lens of new materialist theory – which challenges conventional, individual-based notions of human rights by asserting that all matter holds agency – this book argues that southern African women writers anticipate and exceed current feminist revivals of materialist thought. Not only do the authors question contemporary discourse framing abortion as either a confirmation of a woman’s ‘right to choose’ or an unethical termination of human life, but they challenge conventional understandings of development, growth, and time. Through close readings of both literal gestation in the selected texts and the metaphorical reproduction of the post/colonial nation, this study advances the concept of reproductive agency, creating a range of queer ecocritical alternatives to tropes such as those of ‘the Mother Country’, ‘Mother Africa’, or ‘the birth of a nation’. This study situates abortion narratives by Wilma Stockenström (translated by J. M. Coetzee), Zoë Wicomb, Yvonne Vera, and Bessie Head alongside contemporary postcolonial feminist theories, melding traditional beliefs with materialist views to reconsider the future of reproductive health matters in southern Africa. Merging queer ecocritical perspectives from materialism and postcolonialism, this study will appeal to students and researchers in the medical humanities, new materialisms, and postcolonial studies."
