    Abstract: This volume sheds light on the technical and institutional handicaps that the gas industry had to face since the early 19th century to consolidate its position in the energy market. It traces the history of gas energy use in a European context to understand the reasons for its crucial nature in the region. Going back to the start of gas production in England and France at the turn of the 18th century, the book has a specific focus on Latin Europe: Portugal, Spain, France, and Italy. Topics discussed include, but are not limited to the evolution of gas technology and associations; capital, technical, and human transfer among countries; strategies carried out by gas companies to promote their activity; how gas companies adapted to changing markets, faced with the competition of electricity at the end of the 19th century, until late 20th century; and how war, especially the Second World War, affected gas supply in Latin Europe. Finally, the volume discusses the emerging use of natural gas by France and Italy after 1945, which meant a quantitative advantage compared to their neighbors in Latin Europe, Portugal and Spain, as well as a political advantage, in terms of energetic independence. The book will appeal to scholars, students, and researchers of economic history, business history, as well as technological history, interested in a better understanding of the evolution of gas into a major energy source, a role that it has kept until today.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

Policies for the Future of Farming and Food in Spain undertakes a thorough examination of the Spanish agro-food sector. It applies the OECD Productivity, Sustainability and Resilience (PSR) analytical framework along with the latest data from the OECD Agri-Environmental Indicators to benchmark the country’s sustainable productivity performance and to identify the main challenges facing the sector. This report proposes a new policy approach, which puts innovation at the centre of a strategy to reconcile environmental performance and productivity growth. Its policy recommendations focus on actions to improve the agricultural knowledge and innovation system and make it more responsive to the most urgent environmental pressures.     Abstract: In the face of what has increasingly been referred to as an ongoing “permacrisis”, governments must cope with and respond to emerging threats while already grappling with longstanding issues such as climate change, digital disruption and low levels of trust. In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.

    Abstract: This paper provides an assessment of the 2019 minimum-wage hike in Spain, which increased the minimum wage by 22% and directly concerned 7% of dependent employees. The assessment is based on an individual-level analysis that follows the outcomes of workers that were employed in the year before the reform over time. Among directly affected workers, the hike in the minimum wage increased full-time equivalent monthly earnings by on average 5.8% and reduced employment by -0.6%. The wage effects are stronger for workers on open-ended contracts, while the employment effects are stronger for workers on fixed-term contracts.

    Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

However, noteworthy regional disparities remain, and Spain’s average ESL rate remains one of the highest among OECD and EU member countries. Informed by national and international research evidence and good practices, and by the expert contribution of key education stakeholders, this report identifies existing strengths and challenges to address ESL across Spain. It proposes five areas for action that each include a range of evidence-based and actionable recommendations for a coordinated approach to reducing ESL in all autonomous communities and in the autonomous cities of Ceuta and Melilla.

    Abstract: Spain has a high share of the working age population at risk of poverty or social exclusion and a high incidence of child poverty. While Spain has introduced a minimum income at the national level, social inclusion policies are the responsibility of the regions. At present, the coverage of the minimum income remains low and there are many differences in the design and implementation of social inclusion policies across regions, especially as a number of regions do not develop social inclusion strategies. There is also a lack of a multidimensional approach to social inclusion. This report develops options for new inclusion models that address current challenges and help formulate a coherent inclusion strategy. It also sets out a blueprint for developing a monitoring and evaluation framework. The recommendations aim to increase the effectiveness of minimum income policies and strengthen the co-ordination between social services, employment, health and housing.

    Abstract: This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. The volume concludes with a block of chapters on the relevance of reviewing the methodological and epistemological frameworks from which knowledge about democracy and mechanisms of citizen participation is generated (Part IV). By delving deeper into the idea and practice of democratic governance, this volume will be of interest to researchers and students from all disciplines of politics, international relations, sociology and law.

    Abstract: Under the pressure of work's devaluation and the state's retrenchment, men and women in Spain manage their extended family resources in a struggle to provide for their dependents. These resources have become the main axis of inequality in Spain's financialized economy. Drawing on fieldwork in Madrid, I show that men and women understand themselves in terms of this responsibility, internalizing capitalist pressures on social reproduction as a family matter. This self-identification cuts through the solidarities that exploited waged work and gendered domestic work might generate, and it makes family one's ultimate reference point. Instead of the refusal of a responsibility that used to be socialized being a principled and political stance, then, it is dismissed as selfish.

    Abstract: Sex, Gender, and Illegitimacy in the Castilian Noble Family, 1400-1600 looks at illegitimacy across the fifteenth and sixteenth centuries and analyzes its implications for gender and family structure in the Spanish nobility, a class whose actions, structure, and power had immense implications for the future of the country and empire. Grace E. Coolidge demonstrates that women and men were able to challenge traditional honor codes, repair damaged reputations, and manipulate ideals of marriage and sexuality to encompass extramarital sexuality and the nearly constant presence of illegitimate children. This flexibility and creativity in their sexual lives enabled members of the nobility to repair, strengthen, and maintain their otherwise fragile concept of dynasty and lineage, using illegitimate children and their mothers to successfully project the noble dynasty into the future-even in an age of rampant infant mortality that contributed to the frequent absence of male heirs. While benefiting the nobility as a whole, the presence of illegitimate children could also be disruptive to the inheritance process, and the entire system privileged noblemen and their aims and goals over the lives of women and children. This book enriches our understanding of the complex households and families of the Spanish nobility, challenging traditional images of a strict patriarchal system by uncovering the hidden lives that made that system function

    Abstract: A first step to implement effective migrant integration policies is to know who does what in policy sectors key to integration. Responding to this need, this paper offers policy makers a tool to understand the organisation of public action in key sectors for integration - Employment, Education, Housing, and Health/Welfare – in a sample of 10 OECD countries: Austria, Canada, France, Germany, Ireland, Italy, New Zealand, Spain, Sweden and the Netherlands. The complexity of the division of powers among levels of government calls for coordination mechanisms between actors, whatever the level of decentralisation. Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

    Abstract: Spanish society values families and family life highly, but the way that families look and live has been changing drastically over the past decades. From being one of the countries with the highest fertility rates in Europe, Spain now has the lowest rate in the region and the legalisation of divorce and social acceptance of co-habitation has led to a decline in the traditional nuclear family model. At the same time, the share of mothers who are employed increased by more than 50% over the past two decades, though it remains below the OECD average. While family law has evolved quite strongly alongside these societal changes, family policy – i.e. the combination of benefits, services, tax breaks and leave arrangements that support family members in raising and providing care to minor children and other dependent persons – has undergone some changes but few major reforms. This report suggests ways to adapt Spain’s family policy to incorporate family diversity into the national policy framework, improve family well-being, reduce child poverty and make family life easier for all.

    Abstract: Around one-third of the European Union’s budget is dedicated to cohesion policy, which promotes and supports the overall harmonious development of its Member States and regions. The success of this investment relies on effective partnerships among governments, stakeholders, and citizens. Citizens have a key role to play in shaping decisions on public investment, as well as in making public authorities more transparent and accountable. From July 2020-December 2021, the European Commission and the OECD partnered to explore how five authorities across Europe could place citizens at the centre of their investment decisions. This report summarises lessons learned throughout this project and, particularly, the results of applying innovative citizen participation methods to cohesion policy more broadly.

    Abstract: Before the pandemic hit, the city of Bilbao had the highest economic growth in Spain from 2000 to 2018, driven by a shift from heavy industry to a service-based economy. It also benefitted from a burgeoning tourism and culture sector, thanks to developments such as the Guggenheim Museum in 1998. Plagued with high unemployment in the late 90s, unemployment started to drop until 2008. However, such promising trends were unable to shield the city from the 2008 global financial and later COVID-19 crisis. This study assesses inequality in Bilbao and how the COVID-19 pandemic and the city’s response and recovery measures have affected its inclusive growth agenda. It also examines how Bilbao’s approach to deploying a smart city strategy and localising the SDGs contributes to the city’s overall resilience and inclusive growth objectives.

    Abstract: This paper provides an overview of how social services are organised in European Union countries. With a special focus on Spain and countries with federal or semi-federal organisation, the paper starts by analysing social services from a legal perspective. It provides a comparative perspective on several concrete aspects of social services: sources of funding (national, regional, local, etc.), organization of service provision, expenditure, human resources, governance and coordination between institutions. The analysis finds that, despite differences across countries, there is no link between the existence of a comprehensive national social services laws and the comprehensiveness of the social service offer (the main differences concern family services and housing services in countries which consider housing as a right). There exist large differences in the contribution of central, regional, and local governments to social expenditure. Spending more on services does not necessarily imply spending less in cash transfers. Indeed, it appears that Nordic countries, that spend more on services as a share of their GDP, also spend more on cash transfers. Finally, the paper stresses the important role of the information technology and the horizontal and vertical coordination mechanisms to improve service quality and accessibility.

    Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

It shows that large disparities exist between and within regions in the use of IT tools. The lack of unified systems and the different ways to identify individuals and classify services makes the exchange of information extremely challenging. Improving the national data collection on social services highlights the importance of agreeing on a common terminology and deciding on a set of indicators as well as designing a flexible IT infrastructure to collect the information.

    Abstract: Social services in Spain are confronted with a series of challenges, including growing demand due to population ageing, changing family models, rising inequality and labour market changes. Services are fragmented and, with multiple providers, lack reliable and comprehensive data. There is also a discontinuity between primary and specialised care. The decentralised model of competences generates complexity in management and financing of services. With the current governance and financing system, there are disparities in the type and quality of social services provided across the 17 Spanish Autonomous Communities and two autonomous cities. In addition, there is a lack of portability of benefits throughout the country. This report suggests ways to improve the legal context, move towards more universal services, strengthen quality, and move towards more evidence-based policies.

Con especial atención a España y a los países con organización federal o semifederal, el documento comienza analizando los servicios sociales desde una perspectiva jurídica. Ofrece una perspectiva comparada de varios aspectos concretos de los servicios sociales: fuentes de financiación (nacionales, regionales, locales, etc.), organización de la prestación de servicios, gastos, recursos humanos, gobernanza y coordinación entre instituciones. El análisis concluye que, a pesar de las diferencias entre países, no existe ningún vínculo entre la existencia de una legislación nacional integral de servicios sociales y la amplitud de la oferta de servicios sociales. Las principales diferencias entre los países se refieren a los servicios familiares y los servicios de vivienda ya que ciertos países consideran la vivienda como un derecho. Existen grandes diferencias en la contribución de las administraciones centrales, regionales y locales al gasto social. Gastar más en servicios no implica necesariamente gastar menos en transferencias monetarias. De hecho, parece que los países nórdicos, que gastan más en servicios en proporción a su PIB, también gastan más en transferencias monetarias. Por último, el documento subraya el importante papel de la tecnología de la información y de los mecanismos de coordinación horizontal y vertical para mejorar la calidad y la accesibilidad de los servicios.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: Based on years of archival research in Madrid and Barcelona, this interdisciplinary study offers a fresh approach to understanding how men visualized themselves and their place in a nation that struggled to modernize after nearly a century of civil war, colonial entanglement, and imperial loss. Masculine Figures is the first study to provide a comprehensive overview of competing models of masculinity in nineteenth-century Spain, and is particularly novel in its treatment of Catalan texts and previously unstudied evidence (e.g., department store catalogs, commercial advertisements, fashion plates, and men's tailoring journals).Fictional masculinity performs a symbolic role in representing and negotiating the contradictions male novelists often encountered in their attempts to professionalize not only as writers, but also as businessmen, professors, lawyers, and politicians. Through specific and recurring figures like the student, the priest, the businessman, and the heir, male novelists represent an increasingly middle-class world at odds with the values and virtues it inherited from an imperial Spanish past, and those it imported from more industrialized nations like England and France. The visual culture of the time and place marks the material turn in middle-class masculinity and sets the stage for discussions of race and sexuality.Significant chapter sections on the used clothing trade (in the Rastro flea market in Madrid, also called "Las AmEricas" during the nineteenth century) and the "indiano businessman" (the colonial returnee) discuss the racial implications of fashion of the period-in the first example, through the racialized discourse of contagion that hygienists used to frame the market. In the second example, the book discusses the ways the Catalan indiano "accessorizes" himself with racialized commodities like pocket watches and tobacco and objectified/infantilized figures like Black house servants and footmen

    Abstract: In the long nineteenth century, dominant stereotypes presented people of the Mediterranean South as particularly passionate and unruly, therefore incapable of adapting to the moral and political duties imposed by European civilization and modernity. This book studies, for the first time in comparative perspective, the gender dimension of a process that legitimised internal hierarchies between North and South in the continent. It also analyses how this phenomenon was responded to from Spain and Italy, pointing to the similarities and differences between both countries.     Abstract: "In Spain, on May 15, 2011, a movement against austerity measures began. In a time when representative democracies were under threat, 15M came to life as a virtuous and democratic response to the slide into far-right populism and authoritarianism. More than a social movement, 15M became a mode of being with transformative, democratizing potential. In Democracy Here and Now, Pablo Ouziel offers a grounded analysis of 15M. At the time of the movement and during the ensuing encampments, Ouziel travelled extensively, speaking to participants, and keeping an ongoing record of his conversations. Presenting an original participatory mode of research, the book reveals six types of intersubjective, “joining hands” relationships that 15M has brought into being and works to carry on in creative ways. The book shows how the movement’s way of being and temporality persists in Spain following the square occupations, while 15M citizens continue to learn and move forward in less perceptible ways.     Abstract: The increased adoption of digital technologies has been transforming the Spanish economy. The COVID-19 crisis is expected to speed up this process. The new digital strategy, ‘Digital Spain 2025’, features a number of ambitious objectives in a timely manner. There is a need to promote digital diffusion across the country by developing communication infrastructure further, while addressing the digital divide across regions and ensuring digital security. Addressing key bottlenecks, such as people’s skills, through education policies at every level, would enable the use of digital technologies and boost productivity growth. This would help in particular laggard firms and low-skilled people, making the benefits of digitalisation shared by all. In parallel, R&D should be enhanced to lift the capacity of firms to adopt and use digital technologies effectively, resulting in improving their business models and products. Finally, business dynamism should be revitalised to encourage risk taking among firms, thus facilitating digital diffusion, while ensuring an efficient allocation of capital.

It covers 34 OECD countries and aims to cover all G20 countries. Pensions at a Glance reviews and analyses the pension measures enacted or legislated in OECD countries. It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

    Abstract: In the wake of the COVID-19 pandemic, governments face both old and new fraud risks, some at unprecedented levels, linked to spending on relief and recovery. Public grant programmes are a high-risk area, where any fraud ultimately diverts taxpayers’ money away from essential support for individuals and businesses. This report identifies how Spain’s General Comptroller of the State Administration (Intervención General de la Administración del Estado, IGAE) could better identify and control for grant fraud risks. It demonstrates how innovative machine learning techniques can support the IGAE in enhancing its assessment of fraud risks in grant data. It presents a working risk model, developed with datasets at the IGAE’s disposal, and maps datasets it could use in the future. The report also considers the preconditions for advanced analytics and risk assessments, including ways for the IGAE to improve its data governance and data management.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This report explores the spatial dimension of productivity in the co-operatives of Italy, a country where they make up a relatively large share of total national employment. Co-operatives play a countercyclical role in job creation during crises. In a post-pandemic world, they could make a major contribution to steering the economy towards inclusiveness and sustainability. Productivity growth ensures that co-operatives can achieve both economic and social goals in the future. This report applies a place-based approach to investigate the issue of productivity in co-operatives, given their many interdependencies with local communities. Novel evidence points to the local factors that are linked with the concentration and productivity of co-operatives across regions, sectors and firm size classes in Italy. A comparison with other Italian firms as well as with Spanish co-operatives and other Spanish firms serves to illustrate how productivity performance varies across space and firm types. This report constitutes an empirical test for the analytical approach developed by the OECD Spatial Productivity Lab.

    Abstract: While the COVID-19 crisis has put many economic activities on hold, notably tourism, a pillar of Granada’s economy, it has also created a momentum towards more sustainable production and consumption patterns, in line with carbon neutrality goals. The pandemic also magnified the need for new urban paradigms while increasing awareness on the potential of the circular economy to transition to low carbon cities and regions, whilst also stimulating economic growth, creating jobs, and improving people’s lives and social well-being. This report summarises the findings of a two-year policy dialogue with the city of Granada in Spain, and provides recommendations and a vision to transition to a circular economy. It draws on Granada’s own experience with the transformation of a wastewater treatment plant into a bio factory in 2015, which contributed to increased water reuse and the production of new material from waste. The report argues that the city of Granada can play a role as a promoter, facilitator and enabler of the circular economy. This will require a collective and coordinated approach across all stakeholders and levels of government.

    Abstract: While indices tracing the evolutions of regional house prices are increasingly available, this is less the case for similar data on house price levels. And where data on house price levels exist, they are not necessarily consistent with the patterns observed from house price indices. Yet, consistent regional statistics on house price levels are fundamental to assess housing affordability, potential barriers to labour mobility across regions, and for the design of housing policies. This article puts forward a method to compile regional house price levels that are consistent with the evolutions given by quality-adjusted house price indices, representative of the underlying stock of dwellings, and based on the information on house price levels that is available at all dates rather than in a single reference year. This method could be scaled up to different countries. The results obtained with Spanish data show that the decline in house prices following the global financial crisis of 2008-09 initially reduced the dispersion in house prices across Spanish regions, but this dispersion has increased again afterwards, and since 2016, it exceeds the one recorded in 2008. A comparison of price-per-m² to regional-income ratios shows that the relative housing affordability in the region of Madrid deteriorated compared to all other Spanish regions in the last decade. Monitoring whether shifts in housing demand following the COVID-19 pandemic will reverse this trend will be key.

    Abstract: This report provides an ex ante assessment of the distributional effects of introducing portable severance pay accounts in Spain based on micro-simulations. In the current system, permanent workers who are dismissed from their job are entitled to 20 days of severance pay per year of service, which is relatively high by OECD standards. The report considers a reform that replaces the current severance payment system with individual saving accounts financed through periodic contributions by employers. The report focuses on two versions of the reform that keep constant respectively the total compensation in case of dismissal (“constant benefit”) or the expected costs for firms of employing a permanent worker (“constant-cost”). Importantly, the analysis in the report does do not take account of the behavioural responses of firms and workers to the reform.

    Abstract: First published in 2017, Fighting Tax Crime - The Ten Global Principles is the first comprehensive guide to fighting tax crimes. It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows.     Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Since the last IEA review in 2015, Spain has solved a long-standing issue of tariff deficits in its electricity and gas sectors and closed all of its coal mines, which has allowed it to place the energy transition at the forefront of its energy and climate change policies. The current Spanish framework for energy and climate is based on the 2050 objectives of national climate neutrality, 100% renewable energy in the electricity mix, and 97% renewable energy in the total energy mix. As such, it is centred on the massive development of renewable energy, energy efficiency, electrification and renewable hydrogen. Notwithstanding its considerable progress to date on decarbonising and increasing the share of renewables in the electricity sector, Spain’s total energy mix is still heavily dominated by fossil fuels. Notably, the transport, industry and buildings sectors all have considerable work ahead of them to meet the country’s targets for decarbonisation and higher shares of renewables. When all of Spain’s plans and strategies are implemented, a completely different energy sector will emerge in which fossil fuels are no longer dominant and end-user sectors are mostly electrified. Such a transformed energy landscape will come with new challenges and will provide new opportunities. In this report, the IEA provides energy policy recommendations to help Spain effectively manage this transformation of its energy sector.
