    Abstract: Scale-ups, i.e. firms that grow fast over a short period of time, significantly contribute to job creation and economic growth. This study uses granular firm, establishment and employee data to understand how relocations, domestic expansions or foreign acquisitions impact the life cycle of scale-ups. Around 95% of scale-ups remain in their "home" region over the 2014-20 period, reflecting the importance of their personal local business networks in driving growth. Instead of relocating, many scale-ups create new plants or branches in different regions to serve new customers, tap into new markets, or to gain access to new resources and capabilities. Scale-ups that relocate or expand continue to grow. However, relocations and expansions can be a challenge for talent retention, as they may lead existing employees to find other opportunities in new places. Foreign capital appears to support the scale-ups' growth process. Across the five Nordic countries, between 6% and 20% of scale-ups became foreign owned between 2014 and 2020.

    Abstract: Norway’s foreign-born population has tripled since 2000, and the share of migrants among the population has seen one of the largest increases across the OECD, mostly driven by labour migration from EU countries. Most migrants from non-EU countries, in contrast, are refugees and their family members. High qualification levels and labour market participation of the native-born raise the question of an adequate benchmark for integration outcomes, especially for the low-educated refugees and their families. Against this backdrop, Norway puts significant investment into integration, and a number of recent reforms have been aimed at strengthening the system. This review, the third in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these reforms and the remaining challenges. It includes an overview of Norway’s integration services – and the many substantial changes in recent years – as well as challenges in access and uptake of integration offers, activation programmes and outcomes of native-born children of immigrants in Norway. Earlier reviews in this series looked at integration in Sweden (2016) and Finland (2018).

    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. Since the last IEA review in 2017, Norway has remained a global pillar of energy security, providing the world with stable supplies of oil and gas produced in an environmentally conscious manner. Norway has updated its already ambitious targets to reduce greenhouse gas emissions, with plans to achieve 90-95% reductions (excluding sinks) from 1990 levels by 2050. Norway has considerable work ahead to meet these ambitious targets. Since its electricity generation produces nearly zero emissions already and the country has substantially electrified its energy demand, many of the easy wins for reducing emissions have already been achieved. The remaining reductions will be more complex, challenging and costly, notably in transport and industry. Norway has many natural advantages to facilitate a successful energy and climate transition. In particular, it can be well-positioned to lead the world on new technologies for decarbonising hard-to-abate sectors, such as electric vehicles, carbon capture and storage, and hydrogen, if the right policies and incentives are put in place. In this report, the IEA provides energy policy recommendations to help Norway effectively manage the transformation of its energy sector in line with its goals.

    Abstract: "Imagining Far-right Terrorism explores far-right terrorism as an object of the narrative imagination in contemporary Western Europe. Western European societies are generally reluctant to think of far-right violence as terrorism, but the reasons for this remain little understood. This book focuses on the extraordinarily complex case of the National Socialist Underground (NSU) in Germany, and high-profile instances of racist violence in Sweden and Norway. The author analyses the narratives surrounding far-right violence, drawing on a broad range of empirical sources. Her account attributes the limits of imagining violence as far-right terrorism to elite practices of narrative control that maintain positive images of the liberal-democratic order in counterpoint to its two constitutive 'others' - the far-right and racialised minorities.     Abstract: Viking Age Swords from Telemark, Norway. An Integrated Technical and Archaeological Investigation provides a metallographic analysis of 21 Viking Age swords found in the county Telemark in southeastern Norway. The book is the result of a collaboration between archaeologist Irmelin Martens and chemist Eva Elisabeth Astrup. 220 swords have been found in Telemark, and they are a mix of domestic Norwegian and imported European types. The difficulties in determining which ones were made in Norway are complicated by and closely connected to the specific skills Norwegian blacksmiths had mastered with respect to both blade construction and inlay decoration. The metallographic investigations revealed five construction types for sword blades, of which four, requiring different technical levels of smithing, may well have been mastered by Norwegian blacksmiths at that time. Combined with x-ray radiographic studies, the metallographic investigations indicate that new techniques were indeed introduced and disseminated among weaponsmiths during the Viking Age. The findings are also probably representative for the combined total of more than 3000 swords found in all areas of the country. The majority are domestic types, and their great number obviously reflects the organization of sword production and influenced blacksmiths’ social standing

    Abstract: Sápmi, the Sámi area, is transnational; it transcends four nation states, Norway, Sweden, Finland, and Russia. Art and art history has been considered natural parts of a nation state’s inventory at least since the 19th century and has contributed to the production and maintenance of national identities and narratives. What is the role of the nation state in art history, and how has the national paradigm affected the presentation of Sámi art, historically and today? Focusing on the discipline of art history in Norway, the volume exposes the prevailing representation of Sámi art, duodji, and dáidda as ethnographic material and relates it to the politics of nation building in the nineteenth and early twentieth century. The book examines the representation of Sámi art, artefacts, practices, materialites, actors, concepts, and themes in Norwegian Art History, to uncover some of the established disciplinary mechanisms and narratives. The central method is historiography in combination with fieldwork in archives and museums, aimed at doing art historiography in the expanded field – to move beyond the traditional textual focus and question naturalized institutional and disciplinary boundaries. This is one of very few historiographical studies of the art historical discipline in Norway, and the only one that does this by centring on Sámi traditions, items, actors, and conceptualizations

It further analyzes Harald Sæverud’s 5th symphony and Moses Pergament’s choir symphony Den judiska sången, illustrates the exile of musicians in Stockholm and discusses resistance music in historic media such as the Errol Flynn-movie Edge of Darkness (1943), recapitulated by a model for music as resistance

    Abstract: This comparative and multi-level study of state responses is confronted with huge complexity. Almost all existing theoretical and methodological approaches -such as secularism (including multiple secularisms or post-secularism)- do not take these complexities seriously into account, focusing on one concept only (wrong Leitdifferenz). They neglect different meanings of terms for agents in the field and they neglect the importance of different levels of governance, times, issues and minorities. This study, however, highlights minimally necessary complexity without drowning in this complexity. It draws clear conceptual, theoretical and methodological lessons, also in a broader sense for the study of governance of religious and cultural diversity and for the governance of migrations.     Abstract: Infrastructure investment has been at the forefront of the political debate for more than two decades. Despite decades of theoretical study and experimentation in practice, “how to” actually procure infrastructure still lacks a complete and evidence-based guide, relying heavily on subjective perception and judgement. Procurement strategy mistakes can substantially increase the cost of infrastructure, delay its delivery, or reduce its quality and value to the public. The OECD has trialled a new evidence- based tool to inform procurement decisions on major projects called Support Tool for Effective Procurement Strategy or STEPS. The tool was applied toon two major road projects in Norway. STEPS can improve the efficiency and effectiveness of public procurement of infrastructure and beyond. It should improve the Value for Money propositions of both traditional and privately financed infrastructure projects. It is also an effective tool against bid rigging, the effects of abnormally low bids, and corruption in public procurement. Because the procurement choices of the public sector impact the market structure of the infrastructure supplier market, it could be considered an instrument of implicit market regulation, working against market concentration. STEPS thus supports a range of OECD recommendations and G20 positions on infrastructure governance, private investment in infrastructure, and procurement in general.

    Abstract: Norway is performing unevenly across its four agricultural policy objectives. While Norway enjoys a high level of food security and is meeting its aim of maintaining agricultural production across the country, both environmental performance and the efficient creation of value added along the food chain are compromised by support policies linked to production levels. Support to producers relative to gross farm receipts is the highest among OECD countries, with 59% of farmers’ revenues coming from government support. Only 3% of total support to agriculture is dedicated to research and innovation. Moreover, while Norway has strong public research institutions and well-designed tax deductions, the private sector lacks the right policy incentives to innovate. This review proposes a new policy approach, centred around innovations that would enable Norway to achieve its objectives and improve the productivity, sustainability and resilience of its agro-food sector. Specific recommendations include increasing the responsiveness of the sector to markets, giving farmers greater flexibility in making production decisions, placing greater emphasis on agri-environmental outcomes, and increasing the role of the private sector in research and innovation.

Building on the OECD Skills Strategy 2019, which identified four main challenges of skills systems governance, the report presents examples of how six different countries (Estonia, Germany, Korea, Norway, Portugal and the United States) have responded to one or several of these challenges. It also outlines concrete policy recommendations together with a self-assessment tool which provides guidance to policy makers and stakeholders for designing better skills systems that deliver better skills outcomes.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Norway’s commitment to spend 1% of gross national income on official development assistance is supported across the political spectrum. It increasingly uses multilateral channels to promote global public goods and address global challenges. This review looks at the changes to systems, structures and capabilities that would help Norway deliver on its shifting approach to development co-operation. These include strategic oversight to align programming with Norway's overall vision and policies for sustainable development; strengthened approaches to results, knowledge and risk management; and taking a bolder approach to cross-cutting issues such as human rights, gender, climate and environment, and anti-corruption.

This decentralised approach would respond to local context and the diversity of needs between Norwegian schools. This report aims to support Norway in this effort, analysing the features of the new model, the engagement of the different stakeholders and the policy context for its introduction. Building on the OECD implementation framework, the report proposes concrete actions to adapt the implementation strategy for impact. The report will be valuable not only for Norway, but also to the many countries that are looking to promote school-based professional development and bridge the gap between policy design and effective implementation.

    Abstract: It is often taken for granted that women who sell sex are vulnerable, that welfare services can and should alleviate this vulnerability, and as such, being defined as ‘vulnerable’ can be beneficial and associated with special rights that would otherwise be inaccessible. At the same time, ongoing debates have demonstrated that establishing individuals and groups as vulnerable tends to mask structural factors in inequality and has negative consequences, among them an idea that the path to ‘non-vulnerability’ lies in changing the ‘afflicted’ individuals or groups, not in structures or in addressing unequal access to resources.     Abstract: Die Untersuchung und Beschreibung musikbezogener Lehr- und Lernprozesse zählen zu den Kernthemen musikpädagogischer Forschung. Fragen nach dem, wie und was gelernt wird bzw. welche Aspekte in diesem Zusammenhang Bedeutung erlangen u.v.m., spielen in der musikpädagogischen Kompetenzforschung ebenso eine Rolle wie in bildungsphilosophischen Überlegungen, in komparativen Zugängen oder in historisch orientierten Untersuchungen. Entsprechend vielfältig fallen die Antworten aus. Der 39. Tagungsband des Arbeitskreises musikpädagogische Forschung (AMPF) leuchtet mit seinen Beiträgen der Jahreskonferenz in Bad Wildbad 2017 forschungsmethodologisch vielfältig zum einen konkrete fachspezifische Fragestellungen nach dem Sozialen in musikalischen Lernprozessen aus. Zum anderen gehen die Beiträge unter dieser Themensetzung auch gesellschaftlichen sowie (bildungs-)politischen Überlegungen nach. In der Gesamtschau wird erkennbar, welche Aufgaben sich aus der Fokussierung sozialer Aspekte des Musiklernens für die Musikpädagogik in Forschung und Praxis ergeben.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Norway.

    Abstract: Norway makes substantial public investment in transport and this has intensified in recent years. There is potentially large economic benefit from such investment, particularly as good transport infrastructure can help Norway’s transition away from oil-related activities. However, realising these gains requires sound processes for selecting and delivering projects. This paper assesses the investment process from initial proposals through evaluation, discussion, selection, approval, implementation, and ex post evaluation. It finds that, although the policy process at each stage is clear, and the planning framework has central oversight, final choices of project are often sub-optimal. The paper identifies a need for stronger top-down influence in the planning process and more influence of economic-efficiency considerations in project selection. It also calls for efforts to broaden ex post assessment of transport investment projects and reduction in project delays.

    Abstract: The higher education system in Norway generally produces graduates with good skills and labour market outcomes. This success can be largely attributed to Norway’s robust and inclusive labour market and recent higher education reforms to improve quality. However, some Norwegian students have poor labour market outcomes and past success is no guarantee of future success, especially as the Norwegian economy upskills and diversifies. This report provides advice and recommendations to improve the labour market relevance and the outcomes of higher education in Norway. The analysis finds that there is an opportunity to expand work-based learning opportunities, improve career guidance, and do a better job of using innovative learning and teaching practices to improve labour market relevance across the system. The report concludes that Norwegian policy makers have a larger role to play in steering the system. Policy makers can set the conditions for greater labour market relevance by strengthening the mechanism for collaboration between higher education institutions and employers, ensuring better coordination and use of labour market information, and redoubling efforts to support quality learning and teaching. This report was developed as part of the OECD Enhancing Higher Education System Performance project.

    Abstract: Norway’s success in maintaining high living standards, low inequality and good progress in gender balance owes much to its business sector. High-productivity business-sector jobs support high wages and profits, providing capacity to fund comprehensive public services and inclusive employment practices. Ensuring that the business sector thrives as globalisation and technologies evolve further and as the oil and gas sector enters long-term decline requires maintaining business-friendly conditions. This paper examines framework conditions, notably competition legislation and policy affecting firm entry and exit (“firm dynamics”). It evaluates how best to encourage new business models, as well the growing issue of labour supply among older cohorts. Education policy’s role in providing skills conducive to good lifetime earnings is also discussed.

The report encourages local authorities to identify a common vision for their shared future development and to take concrete action towards implementing it. It also calls for national governments to tackle the challenges of cross-border transport planning to facilitate greener mobility and more inclusive labour markets.

    Abstract: "To a faithful friend, straight are the roads and short."—Odin, from the Havamal (c. 1000)Friendship was the most important social bond in Iceland and Norway during the Viking Age and the early Middle Ages. Far more significantly than kinship ties, it defined relations between chieftains, and between chieftains and householders. In Viking Friendship, Jon Vidar Sigurdsson explores the various ways in which friendship tied Icelandic and Norwegian societies together, its role in power struggles and ending conflicts, and how it shaped religious beliefs and practices both before and after the introduction of Christianity.Drawing on a wide range of Icelandic sagas and other sources, Sigurdsson details how loyalties between friends were established and maintained. The key elements of Viking friendship, he shows, were protection and generosity, which was most often expressed through gift giving and feasting. In a society without institutions that could guarantee support and security, these were crucial means of structuring mutual assistance. As a political force, friendship was essential in the decentralized Free State period in Iceland's history (from its settlement about 800 until it came under Norwegian control in the years 1262–1264) as local chieftains vied for power and peace. In Norway, where authority was more centralized, kings attempted to use friendship to secure the loyalty of their subjects.The strong reciprocal demands of Viking friendship also informed the relationship that individuals had both with the Old Norse gods and, after 1000, with Christianity's God and saints. Addressing such other aspects as the possibility of friendship between women and the relationship between friendship and kinship, Sigurdsson concludes by tracing the decline of friendship as the fundamental social bond in Iceland as a consequence of Norwegian rule.

    Abstract: This article offers an analysis of the child's right to be heard under Article 12 of the Convention on the Rights of the Child and its application in Norway, through a case study of bullying. The methodology combines a "top-down" legal interpretation of Article 12 in addition to an analysis of Section 9a of the Education Act, juxtaposed with bottom-up approaches. First, a legal analysis of Article 12 and the General Comments of the Convention on the Rights of the Child Committee is provided, with a view to demonstrating the strength of the connection between agency and voice. Looking from the bottom up, therefore, the article then pursues the voices of the bullied children themselves. It places its ear to the ground, so to speak, through an examination of complaints submitted by children to the Ombudsman for Children, in order to "hear" the voices of children subjected to bullying at school, before they are formulated in legal terms before judicial bodies.

    Abstract: The northern sparsely populated areas (NSPA) of Finland, Norway and Sweden are becoming increasingly important to the geopolitical and economic interests of these countries and the European Union. These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

    Abstract: Norway is one of the top spenders on health care among OECD countries in per capita terms but much closer to the average when seen as a share of GDP. The question is to what extent these two key measures are compatible, and how Norway really measures up to other relevant high-income countries in health spending. In considering the latter, Norway allocates more to long-term care services than any other country. So how comparable are countries in the measurement of sectors such as long-term care and does this play a key role in determining overall spending estimates? Delving further, how does spending on the key sector of somatic specialist health care compared to other countries? If too much is spent, there is a risk that there is an over-emphasis on hospitals compared to primary care. On the other hand if there are too little resources in hospitals, there may be an over-expectation from the sector. However, estimates of spending based on inpatient care still mask a number of organisational and accounting differences, requiring adjustments to be made to the underlying figures. The resulting figures provide a new insight into cross-country comparisons and trends of somatic hospital spending. Finally, to determine what is explaining the different levels of spending, the appropriate use of international spatial deflators is discussed. Recent advances in the methodology to compile comparative price information for the health and hospital sectors are used to reveal to what extent spending across the comparator countries is the result of price or volume effects.

    Abstract: This book explores how stereotypes of "oppressed Muslim women" feed into the self-representations of women with a Muslim background. The focus is on women active in, and speaking on behalf of, a wide variety of minority self-organisations in the Netherlands and Norway between 1975 and 2010. The author reveals how these women have internalised and appropriated particular stereotypes, and also developed counter-stereotypes about majority Dutch or Norwegian women. She demonstrates, above all, how they have tried time and again to change popular perceptions by providing alternative images of themselves and of Islam, paying particular attention to their attempts to gain access to media debates. Her central argument is that their efforts to undermine stereotypes can be understood as an assertion of belonging in Dutch and Norwegian society and, in the case of women committed to Islam, as a demand for their religion to be accepted. This innovative work provides a "history from below" that makes a valuable contribution to scholarly debates about citizenship as a practice of inclusion and exclusion.     Abstract: This book explores new grounds that public diplomacy is entering today, as domestic publics come to the forefront of the policy - acting both as foreign policy constituencies and public diplomacy actors cooperating with their foreign counterparts. The author discusses the phenomena of public diplomacy’s domestic dimension described as government’s ability to engage its own society in foreign policy practices through information, cooperation and identity-defining. By analyzing data from over 80 recorded interviews with Australian, Norwegian and American public diplomacy practitioners the book illustrates both successful and unsuccessful models of such cooperation.     Abstract: Norwegian policy gives high priority to supporting rural communities, with support for agriculture receiving particular attention. It is broadly successful in terms of maintaining rural communities, and urban-rural gaps in a range of well-being indicators are comparatively narrow. However, the cost-efficiency and sustainability of the policy mechanisms are questionable. Agriculture and rural policy in Norway needs to focus more strongly on economic sustainability alongside social sustainability. Agricultural support remains overly concentrated on maintaining the status quo and has seen little reform compared with policies elsewhere in the OECD. In contrast, the fishing industry has reformed much further towards economic sustainability, aquaculture has seen considerable success and there is potential for more rural tourism. Supporting rural communities also requires attention to the quality of public services in rural areas, and this report draws particular attention to inefficiencies arising from small-scale municipalities, and supports efforts to encourage mergers towards larger units, paving the way for greater operational leeway for municipal government.This working paper relates to the 2016 OECD Economic Survey of Norway (www.oecd.org/eco/surveys/economic-survey-norway.htm).

    Abstract: Norway’s predominately public and tuition-fee free tertiary education system encourages participation and has high attainment rates. However, challenges in spending efficiency, study times, skills demand, inclusiveness and quality remain. Also, learning outcomes could improve further. Moreover, few Norwegian universities rank high in international comparisons on the basis of research-related and other indicators, and spending per student or GDP is relatively high. Many small institutions, aiming to meet regional needs, do not reach critical mass in staff and student numbers. Many students take considerable time to finish their studies despite financial incentives, and students from lower income groups have low tertiary participation and completion rates despite a strong focus on inclusiveness. Enrolments remain low in fields such as science and engineering, although they have increased in recent years, and supply shortages in some professional areas indicate room for improvement. Better incentives for both students and institutions to ensure timely completions, with a special emphasis on disadvantaged students and labour market needs, a structure that paves the way for adequately sized institutions, and effective governance are essential for higher quality education and research. Effective monitoring of the outcomes is also vital. The government’s comprehensive quality-enhancing agenda, with a focus on these fronts, is welcome.     Abstract: "In Expectations Unfulfilled : Norwegian Migrants in Latin America, 1820-1940 scholars from Europe and Latin America study the experiences of workers, sailors, whalers, landowners, intellectuals and investors who migrated from Norway to Latin America during the age of mass migration. One recurrent theme is the absence of a large migratory stream from Norway to Latin America. In relative terms, Norwegian emigration was among the highest in Europe. Latin America was one of the principal receivers of migrants in the 19th and early 20th centuries. Why, then, did so few Norwegians end up in Latin America? Combining different levels of analysis, the authors explain how Norwegians experienced Latin America, and how their experiences were communicated to potential migrants at home.     Abstract: The work investigates the impact of religiosity of women and men on their completed fertility in an international comparison considering a long time period. Sandra Hubert aims at uncovering all mechanisms through which religiosity and religious institutions can affect fertility. Hence, both the micro- and the macro-level of each country are explicitly integrated, and theoretically as well as empirically dealt with. The selection of differing countries rests upon the expectation that religiosity influences fertility decisions independently of the institutional context, social norms, state-church-relations, and the national degree of religious vitality. These factors are intensively compared with each other at the country level. At the micro-level the impact of religiosity on fertility is tested by means of regressions and based on the Generations and Gender Survey. Results depend on gender, country, the diverse religious affiliations, and more.     Abstract: The creative and cultural industries (CCIs) have recently been debated widely, and access to finance has been at the forefront. This KreaNord report, created in 2012, maps the Nordic CCIs’ financial environment, and shows that the environment is facilitating the same access to corporate finance for CCIs as for other sectors. However, the supply of project finance requested by CCIs, is rare/non-existing, and mostly provided as debt. This report concludes the findings as market failure in supply of debt instruments for CCIs, and recommends a development process be initiated. Republished in 2015 following the end of KreaNord, the Nordic Council of Ministers’ initiative on cultural and creative industries (2008–2015)
