Considering small-town America in the narrative about the Great Migration, Jennifer Sdunzik uncovers a plethora of mechanisms, practices, and attitudes of exclusion prevalent in the small-town Midwest that actively prevented a more dispersed African American population across the region. To expand the conversation of southern black migrants' exclusive destination desires beyond the urban North, she centralizes the midwestern state of Indiana as one important state along the Great Migration corridor for two reasons. This geographic focus allows for an emphasis of black experiences and contributions in small-town America while enabling an in-depth exploration of white acts and actions that curbed, prevented, and erased a black presence in their midst.     Abstract: As the twentieth century began, Black and white southerners alike dealt with low life expectancy and poor healthcare in a region synonymous with early death. But the modernization of death care by a diverse group of actors changed not only death rituals but fundamental ideas about health and wellness. Kristine McCusker charts the dramatic transformation that took place when southerners in particular and Americans in general changed their thinking about when one should die, how that death could occur, and what decent burial really means. As she shows, death care evolved from being a community act to a commercial one where purchasing a purple coffin and hearse ride to the cemetery became a political statement and the norm. That evolution also required interactions between perfect strangers, especially during the world wars as families searched for their missing soldiers.

    Abstract: "From the 1880s through the 1920s, American labor endured an ongoing assault on worker's rights by open shop campaigns organized by employers. Vilja Hulden delves into the decades-long effort to not only counter but discredit labor's attempts to exercise its own power. The employer-invented term closed shop was a potent rhetorical tool that shifted public opinion from concerns about inequality and dangerous working conditions to a belief that unions trampled an individual's right to work. As Hulden shows, employers used different methods to conduct closed-shop campaigns. Conciliators assumed a pose of benevolent cooperation while hardliners like the National Association of Manufacturers condemned the closed shop and used financial and social networks to lobby government, purchase newspaper space, and place sympathizers in politics. Employers did not always get what they wanted. But their superior ability to exercise power strengthened an anti-labor agenda that showed a remarkable consistency in its tactics and goals over a fifty-year period"--

    Abstract: "Acts of remembering offer a path to decolonization for Indigenous peoples forcibly dislocated from their culture, knowledge, and land. Susy J. Zepeda highlights the often overlooked yet intertwined legacies of Chicana feminisms and queer decolonial theory through the work of select queer Indígena cultural producers and thinkers. By tracing the ancestries and silences of gender-nonconforming people of color, she addresses colonial forms of epistemic violence and methods of transformation, in particular spirit research. Zepeda also uses archival materials, raised ceremonial altars, and analysis of decolonial artwork in conjunction with oral histories to explore the matriarchal roots of Chicana/x and Latina/x feminisms. Riding Jane Crow examines four instances of Black female railroad travel: the travel narratives of Black female intellectuals such as Anna Julia Cooper and Mary Church Terrell; Black middle-class women who sued to ride in first class 'ladies' cars'; Black women railroad food vendors; and Black maids on Pullman trains. Thaggert argues that the railroad represented a technological advancement that was entwined with African American attempts to secure social progress. Black women's experiences on or near the railroad illustrate how American technological progress has often meant their ejection or displacement; thus, it is the Black woman who most fully measures the success of American freedom and privilege, or 'progress,' through her travel experiences"--

Elena Tajima Creef employs an Asian American feminist vantage point to examine ways of looking at indigenous Japanese Ainu women taking part in the 1904 Louisiana Purchase Exposition; Japanese immigrant picture brides of the early twentieth century; interned Nisei women in World War II camps; and Japanese war brides who immigrated to the United States in the 1950s.     Abstract: "Labor's End traces the discourse around automation from its origins in the factory to its wide-ranging implications in political and social life. As Jason Resnikoff shows, the term automation expressed the conviction that industrial progress meant the inevitable abolition of manual labor from industry. But the real substance of the term reflected industry's desire to hide an intensification of human work--and labor's loss of power and protection--behind magnificent machinery and a starry-eyed faith in technological revolution. The rhetorical power of the automation ideology revealed and perpetuated a belief that the idea of freedom was incompatible with the activity of work. From there, political actors ruled out the workplace as a site of politics while some of labor's staunchest allies dismissed sped-up tasks, expanded workloads, and incipient deindustrialization in the name of technological progress. A forceful intellectual history, Labor's End challenges entrenched assumptions about automation's transformation of the American workplace"--

    Abstract: "Long before the English became involved in the African slave trade, they imagined Africans as monstrous and deformed beings. The English drew on pre-existing European ideas about monstrosity and deformity to argue that Africans were a monstrous race, suspended between human and animal, and as such only fit for servitude. Joining blackness to disability transformed English ideas about defective bodies and minds. It also influenced understandings of race and ability even as it shaped the embodied reality of people enslaved in the British Caribbean. Stefanie Hunt-Kennedy provides a three-pronged analysis of disability in the context of Atlantic slavery. First, she examines the connections of enslavement and representations of disability and the parallel development of English anti-black racism. Considering how the "transnational Filipina body" refers to gendered figures of Filipina/o transnationalism that includes maids, nannies, nurses, and sex workers, Gina Velasco examines how these bodies circulate within both Filipina diasporic cultural production as well as global popular culture. In order to present a queer analysis of Filipina/o American cultural production, the author analyzes several figures of Filipina/o transnationalism: the mail order bride, the sex worker and trafficked woman, the Filipina/o American expatriate, and the cyborg as a utopian figure of transnational belonging. Identifying these bodies in Filipina/o American performance, video/film, websites, and heritage language programs, Velasco considers whether Filipina/o American tropes of the Philippine nation, which both reproduce and challenge the heteronormativity and masculinism of nationalism, can encompass a queer and feminist imagining of the Filipino labor diaspora"--

The English drew on pre-existing European ideas about monstrosity and deformity to argue that Africans were a monstrous race, suspended between human and animal, and as such only fit for servitude. Joining blackness to disability transformed English ideas about defective bodies and minds. It also influenced understandings of race and ability even as it shaped the embodied reality of people enslaved in the British Caribbean. Stefanie Hunt-Kennedy provides a three-pronged analysis of disability in the context of Atlantic slavery.     Abstract: "To Turn the Whole World Over: Black Women's Internationalism in Historical Perspective represents the first scholarly attempt to assemble the most recent works on black women's internationalism during the late nineteenth and twentieth centuries. It highlights the range and complexity of black women's global engagements and centers their experiences as key historical actors in shaping internationalist movements and discourses from the 1870s to the 1970s. By analyzing the gendered contours of black internationalism, this collection of essays engages these two key questions: (a) how was black women's engagement in internationalism similar to and/or different from their male counterparts? (b) To what extent did black women merge internationalism with issues of women's rights and/or feminist concerns? Furthermore, the anthology calls for a re-conceptualization of black internationalism by asking how black women's lives and experiences alter the ways narratives of the global black freedom struggle are articulated. This anthology, then, does more than expand the paucity of scholarship on black women and internationalism. It is both an assessment of the field as well as an attempt to expand the contours of black internationalism theoretically, spatially, and temporally"--

    Abstract: This report presents a quantitative assessment of how the presentation of news has changed over the past 30 years and how it varies across platforms. Using RAND-Lex, a suite of tools that combine machine learning and text analysis, the researchers considered such linguistic characteristics as social attitude, sentiment, affect, subjectivity, and relation with authority for four comparisons: newspapers before and after 2000 (through 2017), broadcast television news before and after 2000 (through 2000), broadcast news and prime-time cable programming for the period from 2000 to 2017, and newspapers and online journalism during the 2012-2017 period. Over time, and as society moved from "old" to "new" media, news content has generally shifted from more-objective event- and context-based reporting to reporting that is more subjective, relies more heavily on argumentation and advocacy, and includes more emotional appeals. These changes were observed across platforms, appearing least significant in the evolution of print journalism and most stark in comparisons of broadcast news with prime-time cable programming and of print journalism with online journalism. The report quantifies the sizes of observed changes and provides examples of what these changes look like in context. It also includes a discussion of the implications of these trends for the changing media ecosystem and for Truth Decay-the term RAND uses to refer to the diminishing role of facts and analysis in political discourse

    Abstract: "At what age does girlhood end and adulthood begin? This question vexes the modern practice of setting legal age standards for sexual consent. Societies across region and time have varied in defining when girls reach sexual maturity, and indeed they differentiate across contexts: laws on prostitution, rape, and marriage frequently contradict each other when demarcating an age of consent. Despite the variations, it is clear that a striking upward shift in the legal age of sexual consent has occurred around the globe over the course of the twentieth century. In this book, Ashwini Tamba explores the shifting legal age boundary between the "girl" and the "woman" in India across the twentieth century and into the present. Tambe investigates how age boundaries such as 18 years emerged as meaningful distinctions, and explores the transnational circulation of ideas about appropriate age standards for sexual activity. The stakes in defining age boundaries in India are particularly high because India has long been the most prominent site of child marriage in the world. It is also the site of some of the most dramatic shifts in the legal age of marriage, from 12 years in 1892 to 18 years in 1978. The book focuses on key conceptual shifts that shaped these changes-the rise of the idea of adolescence as a sheltered phase, which was critical for justifying the deferral of marriage and adulthood; the rise of population science; and understandings of moral hierarchies between nations in a changing geopolitical landscape. Ultimately, Tambe argues that legal changes were not always an organic reflection of shifting cultural norms about girlhood; they were frequently motivated by legislators' anxieties about appearing culturally backward, or protecting parents' interests, or achieving population control targets"--

    Abstract: "Today middle class consumers in the Americas drive the transatlantic trade in Italian foods associated with refined consumption--award-winning regional wines, herb infused olive oils, heirloom San Marzano canned tomatoes, syrupy balsamic vinegars, and pungent slabs of aged parmigiano cheese. At the same time, pizza and pasta are considered typical fare in the U.S. and Argentina. Both developments reflect major changes since the late 19th century when Italy was associated with less luxurious items, mainly mass proletariat migrants, food staple exports, and an unpalatable, garlic-saturated cuisine. During this time of mass labor migration, it was migrant demand for homeland tastes that opened up and sustained transnational trade routes in Italian food items, routes that linked Italians in migrant marketplaces in New York, Buenos Aires, and other cities of the Americas to Italy and to each other. This historical journey from labor migrants to middle-class consumers is a story about international migrants, about the foods and consumption habits that traveled with them, and about how the presence of both mobile people and products ultimately transformed the identities and consumer practices of migrants and non-migrants alike. This book examines how connections between Italian people and products in all three countries influenced migrants' consumer experiences during the age of mass migration"

    Abstract: "In the late 1890s, San Francisco -- a town reputed to be "wide and open"--Appeared to be a place where men and women could configure their intimate lives in ways not permissible in other parts of America. Conversations on high rates of divorce, an open rejection of marriage, mannish women, and extramarital sex proliferated throughout the local newspapers, magazines, and theaters without condemnation. Yet as white people in the city explored and enacted new norms of romance and womanhood, increasing freedoms would be less accessible for Asians in America. White writers, lyricists, illustrators, and other producers of leisure culture projected anxieties of their own middle class gender and sexuality upon specifically Chinese and Japanese in news reports, short stories, and musicals. These characterizations would then conflate Chinese and Japanese, previously perceived as two separate races, into a single group. Amy Sueyoshi details how middle class white expansion of their own gender and sexual norms marked the formation of the pan-Asian "Oriental," a deeply sexual racialized stereotype, more than a hundred years ago"--

    Abstract: Often defined as a mostly southern phenomenon, racist violence existed everywhere. Brent M.S. Campney explodes the notion of the Midwest as a so-called land of freedom with an in-depth study of assaults both active and threatened faced by African Americans in post Civil War Kansas. Campney's capacious definition of white-on-black violence encompasses not only sensational demonstrations of white power like lynchings and race riots, but acts of threatened violence and the varied forms of pervasive routine violence - property damage, rape, forcible ejection from towns - used to intimidate African Americans. As he shows, such methods were a cornerstone of efforts to impose and maintain white supremacy. Yet Campney's broad consideration of racist violence also lends new insights into the ways people resisted threats.

Middle-class whites crossed the literal and metaphorical Mexican border on Breaking Bad or coped with a lack of freedom among the marginalized on Orange Is the New Black. Camilla Fojas uses representations of people of color, the incarcerated, and trans/queers--vulnerable populations all--to work through the contradictions created by the economic crisis and its freefalling aftermath. Television, film, advertising, and media coverage of the crisis created a distinct kind of story about capitalism and the violence that supports it. Fojas shows how these pop culture moments reshaped social dynamics and people's economic sensibilities and connects the ways pop culture reflected economic devastation. The varied demonstrations--whether about gender, sexuality, war, or other issues--share significant characteristics as space-claiming performances in and of themselves beyond their place in any broader movement. Elizabeth Currans blends feminist, queer, and critical race theory with performance studies, political theory, and geography to explore the outcomes and cultural relevance of public protest. Drawing on observation, interviews, and archival and published sources, Currans shows why and how women utilize public protest as a method of participating in contemporary political and cultural dialogues. She also examines how groups treat public space as an important resource and explains the tactics different women protesters use to claim, transform, and hold it. The result is a passionate and pertinent argument that women-organized demonstrations can offer scholars a path to study the relationship of gender and public space in today's political culture"--
    Abstract: "This project examines the ways in which women's public protests in the 21st century create spaces for involvement in cultural and political publics focused on a range of timely issues including gender identity, sexuality, war, corporate greed, and reproductive rights. Based on participant observation, interviews, and analysis of archival and published sources, this interdisciplinary study blends feminist, queer, critical race and performance studies with explorations of public space in order to explore what public protests do, and why they are culturally important. The public demonstrations examined include Take Back the Night marches, Dyke marches, CODEPINK direct actions, Women in Black vigils, the 2004 March for Women's Lives, and the 2004 Million Mom March. Key to this project is the argument that these demonstrations share significant characteristics as performances in their own right, and are not simply one feature of the broader social movements they're a part of. The author suggests that an analysis of these women-organized demonstrations offers a distinct opportunity to explore the relationship of gender to public space in contemporary U.S. political culture"--

Drawing on thousands of personal testimonies, Deborah Gray White explores how Americans sought better ways of living in, and dealing with, a rapidly changing world. From the Million Man, Million Woman, and Million Mom Marches to the Promise Keepers and LGBT protests, White reveals a people lost in their own country. Mass gatherings offered a chance to bond with like-minded others against a relentless tide of loneliness and isolation. By participating, individuals opened a door to self-discovery that energized their quests for order, autonomy, personal meaning, and fellowship in a society that seemed hostile to such deeper human needs. Moving forward in time, White also shows what marchers found out about themselves and those gathered around them.     Abstract: "Long portrayed as a masculine endeavor, the African American struggle for progress often found expression through an unlikely literary figure: the black girl. Nazera Sadiq Wright uses heavy archival research on a wide range of texts about African American girls to explore this understudied phenomenon. As Wright shows, the figure of the black girl in African American literature provided a powerful avenue for exploring issues like domesticity, femininity, and proper conduct. The characters' actions, however fictional, became a rubric for African American citizenship and racial progress. At the same time, their seeming dependence and insignificance allegorized the unjust treatment of African Americans.     Abstract: "Indians Illustrated is a social and cultural history of Indian illustrations in Frank Leslie's Illustrated Newspaper, Harper's Weekly, and other illustrated journals during the last half of the nineteenth century, the heyday of the American pictorial press. The pictorial press era, spurred in the mid-1850s by the transportation revolution, innovations in printing technology, and an expanded literary and pictorial market, was marked by a proliferation of detailed, realistic woodblock engravings, pictures of newsworthy people and interesting events from across the nation and the world. The pictorial press frequently depicted Indians and Indian life in popular but narrowly conceived ways. In pictures, Indians were simplified and presented in familiar and easily understood categories, usually as variations on the 'good' Indian/'bad' Indian stereotypes long established in Euro-American culture. Indian men were depicted as 'tall and copper-colored, with braided hair, clothed in buckskin, and moccasins, and adorned in headdresses, beadwork and/or turquoise' while Indian women were depicted as either Indian princesses or squaws. John Coward argues that these pictures helped create and sustain a host of popular ideas and attitudes about Indians, especially ideas about the way Indians were supposed to look and act. By describing and analyzing the various themes and visual tropes across the years of the illustrated press, this book provides a deeper understanding of the racial codes and visual signs that white Americans used to represent Native Americans in an era of western expansion and Manifest Destiny"--Provided by publisher

    Abstract: This report examines the prospects for stabilization in Mali following the political and military crisis that began in 2012. To this end, it examines Mali's peace settlements since the early 1990s to identify flaws and successes. The authors find that five recurrent issues have impeded the implementation of successive accords: the lack of representativeness of the peace-accord signatories; a flawed understanding of decentralization and democracy; the limited perceived legitimacy, in the north, of Bamako; persistent insecurity; and an absence of transitional justice and reconciliation. The report recommends building representativeness through a variety of measures to simultaneously address these issues and help craft a peaceful way forward for Mali. The report also explores whether Mali's neighbor Niger owes its current stability to a more favorable context, shrewd policies, or sheer luck and whether it might offer a model of resilience for Mali. The authors recommend emulating some of the policies that could account for Niger's sustained stability, such as better integration of Tuareg populations and a focus on development programs in addition to security, while recognizing that these do not make Niger impervious to a resurgence of the political turmoil it experienced in the past

    Abstract: Starting in 2001, much of the world media used the image of Osama bin Laden as a shorthand for terrorism. Bin Laden himself considered media manipulation on a par with military, political, and ideological tools, and intentionally used interviews, taped speeches, and distributed statements to further al-Qaida's ends. In Covering Bin Laden, editors Susan Jeffords and Fahed Yahya Al-Sumait collect perspectives from global scholars exploring a startling premise: that media depictions of Bin Laden not only diverge but often contradict each other, depending on the media provider and format, the place in which the depiction is presented, and the viewer's political and cultural background. Chung sets out the background of interest in logging in China and examines the Chinese and American labor contractors, the community organizations and networks that supported them, and some of the reasons Chinese were attracted to logging in the west. She explicates their work, lifestyle, and wages, the lumber companies that employed them, their relationship with other ethnic groups, and the reasons for their departure from this occupation, including tightening immigration restrictions. Among other findings, Chung shows that Chinese performed most of the tasks that Euro-American lumbermen did, that their salaries for the same type of work in some places were not necessarily lower than the prevailing wage for non-Asian workers and in some cases even higher, that although some were separated in their work from other ethnic groups, some developed close relationships with their fellow workers and employers, and that Chinese camp cooks were valued and paid equal or better wages than their Euro-American counterparts. When they were treated unfairly, Chinese often brought their cases before the American courts and through the legal system won the right to buy and sell timberland and to obtain equal wages in logging.     Abstract: "This project traces how architectures of confinement, policing, surveillance, migration, and mass incarceration orient and imbue Black male bodies and gender performance with the stigmata of carceral punishment. As the northern city with the largest 20th century influx of southern Blacks, Chicago provides a powerful case study to understand how urban planning, architecture, crowded living quarters, surveillance, and policing function to regulate Black men's bodies. Rashad Shabazz makes an important contribution to the growing work on Black (bodily) geographies and the complex entanglements between the emergence of the US prison regime (and prison industrial complex) and the densely historical complexities of Black subjectivity formation. By first illustrating how Black men's geographies have been delineated throughout the twentieth century in Black Chicago in spaces such as interracial sex districts, cramped kitchenettes, segregated house project, and prisons, Shabazz is then able to analyze and generalize the impact this mapping has had on the formation of Black masculinity, Black cultural production, and Black men's health in Black spaces beyond Chicago. Shabazz employs various methods (history, sociology, and literary criticism), theories (poststructuralism and critical theory), and disciplines (human geography, critical race studies, gender studies, cultural studies, and epidemiology) to highlight the importance of the racialization of space, the role of containment in subordinating Black people, the politics of mobility under conditions of 'freedom, ' and to ultimately discuss how Black men resist spacial containment"--
    Abstract: "Over 277,000 African Americans migrated to Chicago between 1900 and 1940, an influx unsurpassed in any other northern city. From the start, carceral powers literally and figuratively created a prison-like environment to contain these African Americans within the so-called Black Belt on the city's South Side. A geographic study of race and gender, Spatializing Blackness casts light upon the ubiquitous--and ordinary--ways carceral power functions in places where African Americans live. Moving from the kitchenette to the prison cell, and mining forgotten facts from sources as diverse as maps and memoirs, Rashad Shabazz explores the myriad architectures of confinement, policing, surveillance, urban planning, and incarceration. In particular, he investigates how the ongoing carceral effort oriented and imbued black male bodies and gender performance from the Progressive Era to the present. The result is an essential interdisciplinary study that highlights the racialization of space, the role of containment in subordinating African Americans, the politics of mobility under conditions of alleged freedom, and the ways black men cope with--and resist--spacial containment. A timely response to the massive upswing in carceral forms within society, Spatializing Blackness examines how these mechanisms came to exist, why society aimed them against African Americans, and the consequences for black communities and black masculinity both historically and today"--

    Abstract: This report examines the prospects for stabilization in Mali following the political and military crisis that began in 2012. To this end, it examines Mali's peace settlements since the early 1990s to identify flaws and successes. The authors find that five recurrent issues have impeded the implementation of successive accords: the lack of representativeness of the peace-accord signatories; a flawed understanding of decentralization and democracy; the limited perceived legitimacy, in the north, of Bamako; persistent insecurity; and an absence of transitional justice and reconciliation. The report recommends building representativeness through a variety of measures to simultaneously address these issues and help craft a peaceful way forward for Mali. The report also explores whether Mali's neighbor Niger owes its current stability to a more favorable context, shrewd policies, or sheer luck and whether it might offer a model of resilience for Mali. The authors recommend emulating some of the policies that could account for Niger's sustained stability, such as better integration of Tuareg populations and a focus on development programs in addition to security, while recognizing that these do not make Niger impervious to a resurgence of the political turmoil it experienced in the past

Powers and Jablonski outline the historical genesis of the internet freedom movement, tracing its origins to modern day. Moving beyond debates about the democratic value of new and emerging media technologies, they focus on political, economic, and geopolitical factors driving internet freedom policies, with particular focus on the U.S. policy and the State Department's emerging doctrine in support of a universal freedom to connect.     Abstract: The U.S. Department of Defense (DoD) has been struggling with increasing rates of suicide among military personnel for the past decade. As DoD continues to implement new programs and examine its policies in an effort to prevent military personnel from taking their own lives, it is important to assess its current responses to suicide and to identify opportunities to enhance these programs and policies. Unfortunately, there is little scientific evidence on how best to respond to suicides, how to ensure that surveillance activities are managed appropriately and that loss survivors are given sufficient support to grieve, how additional suicides can be prevented, and how to honor and respect the decedent and his or her loved ones. At the same time, there are many resource guides intended to provide recommendations for organizations (mostly schools) in responding to suicides. A review of the existing scientific evidence on postvention (responses to prevent additional suicides in the aftermath of a suicide) and guidance for other types of organizations provides potential insights for DoD, however. Complemented by the perspectives of those most intimately touched by military suicide - the family and friends of those who have died - these sources may help DoD formulate its guidance in a practical and sensitive way

    Abstract: Sleep disturbances are a common reaction to stress and are linked to a host of physical and mental health problems. Given the unprecedented demands placed on U.S. military forces since 2001, there has been growing concern about the prevalence and consequences of sleep problems for servicemembers. Sleep problems often follow a chronic course, persisting long after servicemembers return home from combat deployments, with consequences for their reintegration and the readiness and resiliency of the force. Therefore, it is critical to understand the role of sleep problems in servicemembers' health and functioning and the policies and programs available to promote healthy sleep. This report provides the first comprehensive review of sleep-related policies and programs across the U.S. Department of Defense (DoD), along with a set of actionable recommendations for DoD, commanders, researchers, and medical professionals who treat U.S. servicemembers. This multimethod study also examined the rates and correlates of sleep problems among post-deployed servicemembers, finding negative effects on mental health, daytime impairment, and perceived operational readiness. The research reviewed evidence-based interventions to treat sleep disturbances among servicemembers and veterans and exposed several individual- and system-level barriers to achieving healthy sleep. Implementing evidence-based treatments is just one step toward improving sleep across the force; as the research recommendations highlight, it is equally important that policies and programs also focus on preventing sleep problems and their consequences

    Abstract: In recent years, the number of U.S. service members treated for psychological health conditions has increased substantially. In particular, at least two psychological health conditions - posttraumatic stress disorder (PTSD) and major depressive disorder (MDD) - have become more common, with prevalence estimates up to 20 percent for PTSD and 37 percent for MDD. Delivering quality care to service members with these conditions is a high-priority goal for the military health system (MHS). Meeting this goal requires understanding the extent to which the care the MHS provides is consistent with evidence-based clinical practice guidelines and its own standards for quality. To better understand these issues, RAND Corporation researchers developed a framework to identify and classify a set of measures for monitoring the quality of care provided by the MHS for PTSD and MDD. The goal of this project was to identify, develop, and describe a set of candidate quality measures to assess care for PTSD and MDD. To accomplish this goal, the authors performed two tasks: (1) developed a conceptual framework for assessing the quality of care for psychological health conditions and (2) identified a candidate set of measures for monitoring, assessing, and improving the quality of care for PTSD and MDD. This document describes their research approach and the candidate measure sets for PTSD and MDD that they identified. The current task did not include implementation planning but provides the foundation for future RAND work to pilot a subset of these measures

    Abstract: "A day after N. first crossed the U.S. border from Mexico, he was caught and then released onto the streets of Tijuana. Undeterred, N. crawled back through a tunnel to San Diego, where he entered the United States forever. Illegal: Reflections of an Undocumented Immigrant is his timely and compelling memoir of building a new life in America. Authorial anonymity is required to protect this life. Arriving in the 1990s with a 9th grade education, N. traveled to Chicago where he found access to ESL classes and GED classes. He eventually attended college and graduate school and became a professional translator. Despite having a well-paying job, N. was isolated by a lack of official legal documentation. Travel concerns made big promotions out of reach. Vacation time was spent hiding at home, pretending that he was on a long-planned trip. The simple act of purchasing his girlfriend a beer at a Cubs baseball game caused embarrassment and shame when N. couldn't produce a valid ID. A frustrating contradiction, N. lived in a luxury high-rise condo but couldn't fully live the American dream. He did, however, find solace in the one gift America gave him--his education. Ultimately, N.'s is the story of the triumph of education over adversity. In Illegal he debunks the stereotype that undocumented immigrants are freeloaders without access to education or opportunity for advancement. With bravery and honesty, N. details the constraints, deceptions, and humiliations that characterize alien life "amid the shadows." "--

    Abstract: Since the terrorist attacks of September 11, 2001, the sharing of intelligence and law enforcement information has been a central part of U.S. domestic security efforts. Though much of the public debate about such sharing focuses on addressing the threat of terrorism, organizations at all levels of government routinely share varied types of information through multiagency information systems, collaborative groups, and other links. Given resource constraints, there are concerns about the effectiveness of information-sharing and fusion activities and, therefore, their value relative to the public funds invested in them. Solid methods for evaluating these efforts are lacking, however, limiting the ability to make informed policy decisions. Drawing on a substantial literature review and synthesis, this report lays out the challenges of evaluating information-sharing efforts that frequently seek to achieve multiple goals simultaneously; reviews past evaluations of information-sharing programs; and lays out a path to improving the evaluation of such efforts going forward

    Abstract: "Racial Blackness and the Discontinuity of Western Modernity is the unfinished manuscript of Lindon Barrett, who died tragically and unexpectedly in 2008. John Carlos Rowe has assembled the completed chapters, and provides an introduction that offers some background and context for the writings. The project offers a genealogy of how the development of racial blackness within the mercantile capitalist system of Euro-American colonial imperialism was constitutive of Western modernity. Barrett explores the complex transnational systems of economic transactions and political exchanges foundational to the formation of modern subjectivities. In particular, he traces the embodied and significatory violence involved in the development of modern nations, and characterizes that time of nation-building as one which created unprecedented individual and communal detachments, facilitating the exclusion of racialized subjects from modern understandings of what it means to be human, or a subject. Ranging from an analysis of the mass commodity markets that were created by colonial economic expansion and which relied on the decimation of populations of indigenous people unsuitable for exploitation as well as the transport and sale of enslaved African workers, to literacy and the autobiography The Interesting Life of Olaudah Equiano or Gustavus Vassa, The African, Written by Himself, to later legal and literary texts, the work masterfully connects historical systems of racial slavery to postenlightenment modernity, and will be pathbreaking in a number of fields"--

    Abstract: This report contributes to the ongoing debate about the lessons from the past 13 years of war and the requirements for addressing future conflicts. It addresses a particular disconnect in the current debate on the future of national security strategy and the role of landpower caused by an inadequate examination of the national level of strategy made by the U.S. government. The disconnect exists because there has been no systematic effort to collect and analyze insights from those who have been actively engaged in making policy and strategy from 2001 to 2014. A RAND Arroyo Center workshop provided a mechanism for eliciting insights from policymakers and academic experts involved in the formation of national-level strategy and its implementation over the past 13 years. This study analyzes and develops those insights in the context of the debate on future national security strategy. It applies those insights to the future operating environment, which will include irregular and hybrid threats, and identifies critical requirements for land forces and special operations forces to operate successfully in conjunction with other joint, interagency, and multinational partners

    Abstract: This study examines the counterinsurgency strategies and practices adopted by threatened regimes and the conditions under which U.S. "small-footprint" partnerships are likely to help these governments succeed. The report's findings are derived from a mixed-method research design incorporating both quantitative and qualitative analysis. Simple statistical analyses are applied to a dataset of counterinsurgencies that have terminated since the end of the Cold War (72 in all), and more in-depth analyses are provided of two recent cases of U.S. partnerships with counterinsurgent regimes, in the Philippines and Pakistan. The quantitative analysis finds that the cases of small-footprint U.S. operations that are commonly touted as "success stories" all occurred in countries approximating a best-case scenario. Such a verdict is not meant to deny the importance of U.S. assistance; rather, it is meant to highlight that similar U.S. policies with less promising partner nations should not be expected to produce anywhere near the same levels of success. The majority of insurgencies have taken place in worst-case conditions, and in these environments, counterinsurgent regimes are typically unsuccessful in their efforts to end rebellion, and they often employ violence indiscriminately. The case studies of the Philippines and Pakistan largely reinforce the findings of the quantitative analysis. They also highlight the challenges the United States faces in attempting to influence partner regimes to fight counterinsurgencies in the manner that the United States would prefer. The study concludes with policy recommendations for managing troubled partnerships

    Abstract: The five U.S. Department of Defense (DoD) Regional Centers for Security Studies have been helping partner nations build strategic capacity for almost 20 years. However, recent DoD budget constraints have put pressure on the regional centers (RCs) to increase efficiency. The Office of the Secretary of Defense (OSD) asked RAND to conduct a study on the overall impact of the RCs, their effectiveness in advancing DoD policy priorities, the ways in which they assess their programs, and ways in which they could improve their impact and efficiency and the resulting outcomes. The RAND study team found that centers have had great success at the missions they have undertaken. They are high-impact components of U.S. security cooperation and engagement efforts, despite their relatively small budgets. The team identified 24 ways in which the centers advance U.S. interests, including building partner capacity, building relationships, fostering pro-U.S. outlooks, offering unique opportunities for engagement, and promoting regional dialogue that reduces tensions. However, RCs should improve impact-oriented data collection and analysis for improved assessment, methodically collecting such data over time. OSD and the combatant commands should improve their oversight and management of the RCs to ensure alignment with department- and theater-level objectives. In addition, OSD should maintain the RCs' focus on regional security challenges rather than refashioning them to address specific threats. Options to consider for greater impact include evaluating the balance between core residential courses and in-region workshops and determining whether and to what extent the centers should develop customized programs for DoD components so as to secure funds beyond the core budget they receive from OSD
