    Abstract: "Most narratives depict Soviet Cold War cultural activities and youth groups as drab and dreary, militant and politicized. In this study Gleb Tsipursky challenges these stereotypes in a revealing portrayal of Soviet youth and state-sponsored popular culture. The primary local venues for Soviet culture were the tens of thousands of klubs where young people found entertainment, leisure, social life, and romance. Here sports, dance, film, theater, music, lectures, and political meetings became vehicles to disseminate a socialist version of modernity. The Soviet way of life was dutifully presented and perceived as the most progressive and advanced, in an attempt to stave off Western influences. In effect, socialist fun became very serious business. As Tsipursky shows, however, Western culture did infiltrate these activities, particularly at local levels, where participants and organizers deceptively cloaked their offerings to appeal to their own audiences. Thus, Soviet modernity evolved as a complex and multivalent ideological device. Tsipursky provides a fresh and original examination of the Kremlin's paramount effort to shape young lives, consumption, popular culture, and to build an emotional community--all against the backdrop of Cold War struggles to win hearts and minds both at home and abroad"--

    Abstract: "In 1815, in the Spanish settlement of San Antonio de Bexar, a dying widow named María Concepción de Estrada recorded her last will and testament. Estrada used her will to record her debts and credits, specify her property, leave her belongings to her children, make requests for her funeral arrangements, and secure her religious salvation. Wills like Estrada's reveal much about women's lives in the late Spanish and Mexican colonial communities of Santa Fe, El Paso, San Antonio, Saltillo, and San Esteban de Nueva Tlaxcala in present-day northern Mexico. Using last wills and testaments as main sources, Amy M. Porter explores the ways in which these documents reveal details about religion, family, economics, and material culture. In addition, the wills speak loudly to the difficulties of frontier life, in which widowhood and child mortality were commonplace. Most importantly, information in the wills helps to explain the workings of the patriarchal system of Spanish and Mexican borderland communities, showing that gender role divisions were fluid in some respects. Supplemented by censuses, inventories, court cases, and travelers' accounts, women's wills paint a more complete picture of life in the borderlands than the previously male-dominated historiography of the region"--...

    Abstract: In a time of national introspection regarding the country's involvement in the persecution of Jews, Poland has begun to reimagine spaces of and for Jewishness in the Polish landscape, not as a form of nostalgia but as a way to encourage the pluralization of contemporary society. The essays in this book explore issues of the restoration, restitution, memorializing, and tourism that have brought present inhabitants into contact with initiatives to revive Jewish sites. They reveal that an emergent Jewish presence in both urban and rural landscapes exists in conflict and collaboration with other remembered minorities, engaging in complex negotiations with local, regional, national, and international groups and interests. With its emphasis on spaces and built environments, this volume illuminates the role of the material world in the complex encounter with the Jewish past in contemporary Poland.

    Abstract: "It's a Small World explores the fascinating and, at times, controversial concept of DEAF-SAME ("I am deaf, you are deaf, and so we are the same") and its influence on deaf spaces locally and globally. The editors and contributors focus on national and international encounters (e.g., conferences, sporting events, arts festivals, camps) and the role of political/economic power structures on deaf lives and the creation of deaf worlds. They also consider important questions about how deaf people negotiate DEAF-SAME and deaf difference, with particular attention to relations between deaf people in the global South (countries in Africa, Asia, and Latin America, with access to fewer resources than other countries) and the global North (countries in Europe, along with Canada, the US, Australia, and several other nations with access to and often control of resources). Editors Michele Friedner and Annelies Kusters and their contributors represent a variety of academic and professional fields, from anthropology and linguistics to cultural and religious studies.     Abstract: "Although they came from distinct polities and peoples who spoke different languages, slaves from the African Gold Coast were collectively identified by Europeans as 'Coromantee' or 'Mina.' Why these ethnic labels were embraced and how they were utilized by enslaved Africans to develop new group identities is the subject of Walter C. Rucker's absorbing study. Rucker examines the social and political factors that contributed to the creation of New World ethnic identities and assesses the ways displaced Gold Coast Africans used familiar ideas about power as a means of understanding, defining, and resisting oppression. He explains how performing Coromantee and Mina identity involved a common set of concerns and the creation of the ideological weapons necessary to resist the slavocracy.     Abstract: "Envisioning Socialism examines television and the power it exercised to define the East Germans' view of socialism during the first decades of the German Democratic Republic. In the first book in English to examine this topic, Heather L. Gumbert traces how television became a medium prized for its communicative and entertainment value. She explores the difficulties GDR authorities had defining and executing a clear vision of the society they hoped to establish, and she explains how television helped to stabilize GDR society in a way that ultimately worked against the utopian vision the authorities thought they were cultivating. Gumbert challenges those who would dismiss East German television as a tool of repression that couldn't compete with the West or capture the imagination of East Germans. Instead, she shows how, by the early 1960s, television was a model of the kind of socialist realist art that could appeal to authorities and audiences. Ultimately, this socialist vision was overcome by the challenges that the international market in media products and technologies posed to nation-building in the postwar period. Based on extensive oral history and archival research, Ali Igmen follows the rise of culture clubs beginning in the 1920s, when they were established to inculcate Soviet ideology and create a sedentary lifestyle among the historically nomadic Kyrgyz people. These "Red clubs" are fondly remembered by locals as one of the few places where lively activities and socialization with other members of their ail (village or tribal unit) could be found. Through lectures, readings, books, plays, concerts, operas, visual arts, and cultural Olympiads, locals were exposed to Soviet notions of modernization. But these programs also encouraged the creation of a newfound "Kyrgyzness" that preserved aspects of local traditions and celebrated the achievements of Kyrgyz citizens in the building of a new state. These ideals proved appealing to many Kyrgyz, who, for centuries, had seen riches and power in the hands of a few tribal chieftains and Russian imperialists. This book offers new insights into the formation of modern cultural identity in Central Asia. Here, like their imperial predecessors, the Soviets sought to extend their physical borders and political influence.     Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

    Abstract: This publication provides all the information required to understand the PISA 2003 educational performance database and perform analyses in accordance with the complex methodologies used to collect and process the data. It enables researchers to both reproduce the initial results and to undertake further analyses. The publication includes introductory chapters explaining the statistical theories and concepts required to analyse the PISA data, including full chapters on how to apply replicate weights and undertake analyses using plausible values; worked examples providing full syntax in SPSS®; and a comprehensive description of the OECD PISA 2003 international database. The PISA 2003 database includes micro-level data on student educational performance for 41 countries collected in 2003, together with students’ responses to the PISA 2003 questionnaires and the test questions. A similar manual is available for SAS users.

    Abstract: Based on the survey results of OECD's PISA 2000 programme, this report looks at: the extent to which the schools that students attend make a difference in performance; the relative impact of school climate, school policies and school resources on quality and equity; the relationship between the structure of education systems and educational quality and equity; and the effect of decentralisation and privatisation to school performance. It concludes with a summary of how school factors relate to quality and equity, and the implications for policy. The analysis and data cover almost all OECD countries and 14 additional non-OECD countries.

    Abstract: The results of PISA 2000, OECD's groundbreaking comparison of the educational outcomes of 15-year-olds, shook the belief of Danes that theirs was the best education system in the world. In this report, a team of examiners determines why Denmark did worse than expected and recommends a series of steps to better evaluate performance, to overcome the effects of family backgrounds on student outcomes, to better equip school leaders and teachers, and to enhance the flexibility of the agreement governing tasks and hours of school staff.

    Abstract: Teaching about the media and popular culture has been a major concern for radical educators. Yet in recent years, the hyperbolic rhetoric of "critical pedagogy" has come under attack, not only from theoretical perspectives such as feminism, anti-racism and postmodernism, but also in The Light Of Actual Classroom Experience. The Notion That Teachers Might "liberate" students through rationalistic forms of ideological critique has been increasingly questioned, not only on the grounds of its political arrogance, but also because of its ineffectiveness in practice. This book seeks to move beyond the limitations of these debates, and to explore positive alternatives. It contains a broad international range of contributions, covering practice from primary schools right through to higher education. The authors draw on diverse perspectives, including poststructuralism, postmodernism, cultural studies, anti-racism and feminism; yet they share a willingness to challenge radical orthodoxies, and to offer positive practical alternatives.

    Abstract: There is broad political support for lifelong learning because it is so vital to sustained economic progress and social cohesion in the "new economy". But its implementation is potentially costly and depends on making the learning process more cost-effective and on securing financial and in-kind resources from the private sector. What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.
