    Abstract: "Most narratives depict Soviet Cold War cultural activities and youth groups as drab and dreary, militant and politicized. In this study Gleb Tsipursky challenges these stereotypes in a revealing portrayal of Soviet youth and state-sponsored popular culture. The primary local venues for Soviet culture were the tens of thousands of klubs where young people found entertainment, leisure, social life, and romance. Here sports, dance, film, theater, music, lectures, and political meetings became vehicles to disseminate a socialist version of modernity. The Soviet way of life was dutifully presented and perceived as the most progressive and advanced, in an attempt to stave off Western influences. In effect, socialist fun became very serious business. As Tsipursky shows, however, Western culture did infiltrate these activities, particularly at local levels, where participants and organizers deceptively cloaked their offerings to appeal to their own audiences. Thus, Soviet modernity evolved as a complex and multivalent ideological device. Tsipursky provides a fresh and original examination of the Kremlin's paramount effort to shape young lives, consumption, popular culture, and to build an emotional community--all against the backdrop of Cold War struggles to win hearts and minds both at home and abroad"--

    Abstract: "In 1815, in the Spanish settlement of San Antonio de Bexar, a dying widow named María Concepción de Estrada recorded her last will and testament. Estrada used her will to record her debts and credits, specify her property, leave her belongings to her children, make requests for her funeral arrangements, and secure her religious salvation. Wills like Estrada's reveal much about women's lives in the late Spanish and Mexican colonial communities of Santa Fe, El Paso, San Antonio, Saltillo, and San Esteban de Nueva Tlaxcala in present-day northern Mexico. Using last wills and testaments as main sources, Amy M. Porter explores the ways in which these documents reveal details about religion, family, economics, and material culture. In addition, the wills speak loudly to the difficulties of frontier life, in which widowhood and child mortality were commonplace. Most importantly, information in the wills helps to explain the workings of the patriarchal system of Spanish and Mexican borderland communities, showing that gender role divisions were fluid in some respects. Supplemented by censuses, inventories, court cases, and travelers' accounts, women's wills paint a more complete picture of life in the borderlands than the previously male-dominated historiography of the region"--...

    Abstract: In a time of national introspection regarding the country's involvement in the persecution of Jews, Poland has begun to reimagine spaces of and for Jewishness in the Polish landscape, not as a form of nostalgia but as a way to encourage the pluralization of contemporary society. The essays in this book explore issues of the restoration, restitution, memorializing, and tourism that have brought present inhabitants into contact with initiatives to revive Jewish sites.     Abstract: "It's a Small World explores the fascinating and, at times, controversial concept of DEAF-SAME ("I am deaf, you are deaf, and so we are the same") and its influence on deaf spaces locally and globally. The editors and contributors focus on national and international encounters (e.g., conferences, sporting events, arts festivals, camps) and the role of political/economic power structures on deaf lives and the creation of deaf worlds. They also consider important questions about how deaf people negotiate DEAF-SAME and deaf difference, with particular attention to relations between deaf people in the global South (countries in Africa, Asia, and Latin America, with access to fewer resources than other countries) and the global North (countries in Europe, along with Canada, the US, Australia, and several other nations with access to and often control of resources).     Abstract: "Although they came from distinct polities and peoples who spoke different languages, slaves from the African Gold Coast were collectively identified by Europeans as 'Coromantee' or 'Mina.' Why these ethnic labels were embraced and how they were utilized by enslaved Africans to develop new group identities is the subject of Walter C. Rucker's absorbing study. Rucker examines the social and political factors that contributed to the creation of New World ethnic identities and assesses the ways displaced Gold Coast Africans used familiar ideas about power as a means of understanding, defining, and resisting oppression. He explains how performing Coromantee and Mina identity involved a common set of concerns and the creation of the ideological weapons necessary to resist the slavocracy. In the first book in English to examine this topic, Heather L. Gumbert traces how television became a medium prized for its communicative and entertainment value. She explores the difficulties GDR authorities had defining and executing a clear vision of the society they hoped to establish, and she explains how television helped to stabilize GDR society in a way that ultimately worked against the utopian vision the authorities thought they were cultivating. Gumbert challenges those who would dismiss East German television as a tool of repression that couldn't compete with the West or capture the imagination of East Germans. These clubs profoundly influenced the future of Kyrgyz cultural identity and fostered the work of many artists, such as famed novelist Chingiz Aitmatov. Based on extensive oral history and archival research, Ali Igmen follows the rise of culture clubs beginning in the 1920s, when they were established to inculcate Soviet ideology and create a sedentary lifestyle among the historically nomadic Kyrgyz people. These "Red clubs" are fondly remembered by locals as one of the few places where lively activities and socialization with other members of their ail (village or tribal unit) could be found. Through lectures, readings, books, plays, concerts, operas, visual arts, and cultural Olympiads, locals were exposed to Soviet notions of modernization. But these programs also encouraged the creation of a newfound "Kyrgyzness" that preserved aspects of local traditions and celebrated the achievements of Kyrgyz citizens in the building of a new state. These ideals proved appealing to many Kyrgyz, who, for centuries, had seen riches and power in the hands of a few tribal chieftains and Russian imperialists. This book offers new insights into the formation of modern cultural identity in Central Asia. Here, like their imperial predecessors, the Soviets sought to extend their physical borders and political influence.     Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

    Abstract: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.
