    Abstract: This book provides insights on the art of governing a state and managing its external relations from a wealth-power logic. It looks at "economic statecraft", which consists of wealth production, wealth mobilization, and wealth-power conversion by a state. This book reconceptualizes what economic statecraft is and proposes a new theory focused on wealth-power conversion. With a long historic perspective, this book goes through the modern history of Western powers practicing economic statecraft since 1500, and presents three case studies, the United States, the European Union, and China, the three biggest users of economic statecraft in the contemporary world.     Abstract: "Extreme polarization in American politics - and especially in the U.S. Congress - is perhaps the most confounding political phenomenon of our time. This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and maintained by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are each ideologically narrowly distributed but widely separated from one another. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the political center. America has indeed acquired parties with clear platforms - once thought to be a desirable goal, but these parties are now feuding camps. What resolution might there be? Just as the progressive movement slowly replaced the Gilded Age, might a new reform effort replace the current squabble? Or could an asymmetry develop in the partisan constraints that would lead to ascendancy of the center, or might a new and over-riding issue generate a cross-cutting dimension, opening the door to a new politics?     Abstract: Was migration to Germany a blessing or a curse? The main argument of this book is that the Greek state conceived labor migration as a traineeship into Europeanization with its shiny varnish of progress. Jumping on a fully packed train to West Germany meant leaving the past behind. However, the tensed Cold War realities left no space for illusions; specters of the Nazi past and the Greek Civil War still haunted them all. Adopting a transnational approach, this monograph retargets attention to the sending state by exploring how the Greek Gastarbeiter’s welfare was intrinsically connected with their homeland through its exercise of long-distance nationalism. Apart from its fresh take in postwar migration, the book also addresses methodological challenges in creative ways. The narrative alternates between the macro- and the micro-level, including subnational and transnational actors and integrating a diverse set of primary sources and voices. Avoiding the trap of exceptionalism, it contextualizes the Greek case in the Mediterranean and Southeast European experience

    Abstract: The presence of Africans in the German Democratic Republic is very rarely thought of in connection with the experience of exile. Instead, Africans in the GDR are predominantly viewed through the prism of educational and labor migration. While such research has undoubtedly produced valuable insights, it often fails to adequately account for the implicit Eurocentrism, methodological nationalism, and anti-communist bias inherent in Western knowledge production. This study offers a different approach. Through biographical portrayal, it unfolds the life stories of African freedom fighters who lived in exile in the GDR and, ultimately, remained in reunified Germany, with the main case study being a Malawian activist who was expelled from East to West Berlin. Recounting his experiences along with those of some South African exiles, chief among them a former medical worker for the ANC’s armed wing, the study ethnographically reconstructs the multiple entanglements between the “Second” and “Third” worlds from the vantage point of the politically displaced within the concrete historical contexts of African decolonization, the struggle against the Malawian Banda dictatorship, and the struggle against South African apartheid.

    Abstract: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship.     Abstract: What does it mean in Germany for colonial history to acquire the status of a new phase of coming to terms with the past alongside, and often in tension with, the memory of the National Socialist and East German pasts? This article explores this politics of memory through the changing role of material restitution at the governmental level. Governments play a central role in shaping and enabling (or disabling) what becomes part of a country’s public memory through state-sanctioned discourses and institutional structures, which we can call memory infrastructures. This article specifically inquires into how provenance research, once a relatively obscure art-historical method, has come to play a critical role within German memory culture. Through examining government discourses that shape the discursive field, I show how a memory infrastructure for colonial reckoning builds on the centrality of provenance research in reckoning with Nazi looted art and adapts it for confronting the colonial past. I suggest we might call this provenance-centered reckoning, and that it has begun to reshape the contours of reckoning with the past in Germany.
    Abstract: Was bedeutet es, dass in Deutschland der Kolonialgeschichte eine neue Phase der Vergangenheitsbewältigung neben der Erinnerung an die nationalsozialistische und ostdeutsche Vergangenheit – und oft in Spannung zu dieser – beigemessen wird? Dieser Artikel untersucht die Erinnerungspolitik anhand der sich wandelnden Rolle materieller Restitution auf staatlicher Ebene. Regierungen spielen eine zentrale Bedeutung bei der Gestaltung und Ermöglichung (oder Verhinderung) dessen, was durch staatlich sanktionierte Diskurse und institutionelle Strukturen, die als Erinnerungsinfrastrukturen bezeichnet werden können, Teil der öffentlichen Erinnerung eines Landes wird. In diesem Artikel wird insbesondere untersucht, wie die Provenienzforschung, einst eine relativ obskure kunsthistorische Methode, eine entscheidende Stellung in der deutschen Erinnerungskultur erlangt hat. Durch die Analyse staatlicher Diskurse, die das diskursive Feld prägen, demonstriere ich, wie eine Erinnerungsinfrastruktur für die koloniale Aufarbeitung auf der zentralen Bedeutung der Provenienzforschung für die Aufarbeitung der NS-Raubkunst aufbaut und sie für die Auseinandersetzung mit der kolonialen Vergangenheit adaptiert. Ich schlage vor, dies als provenienzzentrierte Aufarbeitung zu bezeichnen, und zeige, dass diese begonnen hat, die Konturen der Vergangenheitsaufarbeitung in Deutschland neu zu gestalten.

    Abstract: This essay introduces the 89th issue of Berliner Blätter entitled Germany’s Changing Memoryscape. Postsocialist, Postmigrant, and Postcolonial Dynamics. The introduction, as well as the issue as a whole, is dedicated to how German remembrance is being transformed by various posts, first and foremost those invoked in the title. It argues that while postmigrant, postsocialist, and postcolonial memories have still to make considerable inroads into changing the existing Holocaust-centered memory regime in Germany, they have already changed the country’s broader memoryscape and are continuing to do so. The issue’s focus is on ways in which this transformation is experienced in practice, and the following introductory remarks present the editors’ key arguments, contextualizing them within German memory as it developed after World War II (WWII) and substantiating them with the volume’s contributions.
    Abstract: Dieser Beitrag leitet die 89. Ausgabe der Berliner Blätter mit dem Titel Germany’s Changing Memoryscape. Postsocialist, Postmigrant, and Postcolonial Dynamics ein. Die Einleitung wie auch die gesamte Ausgabe sind der Frage gewidmet, wie sich die deutsche Erinnerungskultur durch verschiedene, insbesondere die im Titel genannten, Dynamiken wandelt. Es wird argumentiert, dass es postmigrantische, postsozialistische und postkoloniale Erinnerungen zwar noch schwer haben, das bestehende Holocaust-zentrierte Erinnerungsregime in Deutschland zu verändern, dass sie aber die breitere Erinnerungslandschaft des Landes bereits verändert haben und dies auch weiterhin tun. Der Schwerpunkt der Ausgabe liegt auf der Frage, wie sich dieser Wandel in der Praxis gestaltet.     Abstract: A commonly expressed concern about immigration is that it undermines social cohesion in the receiving country. In this paper, we study the impact of a large and sudden inflow of asylum seekers on several indicators of social cohesion. In 2015/16, over one million asylum seekers from Syria, Afghanistan, and elsewhere arrived in Germany. Anecdotal evidence suggests that this inflow changed the public opinion on hosting asylum seekers, from being highly welcoming to fairly negative within a few months. Using individualand county-level panel data, we test whether the evidence supports this apparent shift in attitudes. In a difference-in-differences design, we compare the attitudes of individuals in areas with large vs. small local inflows before and after the inflow. In individual survey data, we find mixed evidence of an impact on social cohesion. In a representative sample, we find no evidence that the inflow undermined social cohesion, except for a negative effect on donations to charity. In areas with high vote shares for the populist party AfD, we find that the inflow led to greater anti-immigrant sentiment and a greater concern about crime. We also show that areas with larger increases in the number of asylum seekers experienced a significant increase in anti-immigrant violence, which lasted for about two years before returning to its pre-inflow level. This effect was larger in areas with higher unemployment and greater support for AfD.

    Abstract: Denise Taliaferro Baszile’s work is primarily concerned with how racialized-gendered subjectivity is made possible/impossible in the production, evaluation, and validation of “legitimate” knowledge. In this essay, Baszile reflects on how being a part of the lived and living curriculum of Curriculum Theory Project was critical to her ability to work collaboratively toward a BlackFeminist aesthetic in curriculum theorizing. Like pieces of a collage, Baszile rearranges, remixes, and reimagines some of the core ideas of the reconceptualist movement in BlackFeminist ways, emphasizing the importance of relationality, emotionality, and style as critical, but often unattended to, aspects of what it means to feel/know/be in a complex and sometimes hostile world.

    Abstract: Nicholas Mitchell’s chapter is a brief chronicling of his experiences of being the only Black male on faculty at an all-girls predominantly White Catholic high school during the Obama years while also being a student of the curriculum theory project. He will explore his intellectual journey from being a data-driven historian to being a curriculum theorist, as he’s attempted to answer a single question put to him by Petra Hendry and Roland Mitchell over his five years in the CTP: How does creolization complicate race? He will describe how in an effort to answer this question, he encountered the concepts of “race as a form of curriculum” and creolization, which shaped how he came to see himself, his generation, Southern Culture, and how he teaches about the very concepts of race and racism. His chapter concludes with how his eventual answer to this question - that America is a creole culture and the dominant curriculum around race actively seeks to bury this fact - still guides his current scholarship and teaching on race.

    Abstract: A new view of 20th-century US social movements, 'Rough Draft of History' examines how national newspapers covered social movements and the organizations driving them. Edwin Amenta and Neal Caren identify hundreds of movement organizations, from the Women's Christian Temperance Union to Occupy Wall Street, and document their treatment in the news. In doing so, Amenta and Caren provide an alternative account of US history from below, as it was refracted through journalistic lenses. Iconic organizations in the women's rights, African American civil rights, and environmental movements gained substantial media attention. But so too did now-forgotten groups, such as the German-American Alliance, Committee to Defend America by Aiding the Allies, and Peace and Freedom Party. Amenta and Caren show why some organizations made big news while others did not.

    Abstract: Over the past twenty years, DNA ancestry testing has morphed from a niche market into a booming international industry that encourages members of the public to answer difficult questions about their identity by looking to the genome. At a time of intensified interest in issues of race and racism, the burgeoning influence of corporations like AncestryDNA and 23andMe has sparked debates about the commodification of identity, the antiracist potential of genetic science, and the promises and pitfalls of using DNA as a source of 'objective' knowledge about the past. This book engages these debates by looking at the ways genomic ancestry testing has been used in Brazil and the United States to address the histories and legacies of slavery, from personal genealogical projects to collective racial politics.

    Abstract: In the second edition of Zombie Politics and Culture in the Age of Casino Capitalism, Henry A. Giroux uses the metaphor of the zombie to highlight how America has embraced a machinery of social and civil death that chills any vestige of a robust democracy. He charts the various ways in which the political, corporate, and intellectual zombies that rule America embrace death-dealing institutions such as a bloated military, the punishing state, a form of predatory capitalism, and an authoritarian, death-driven set of policies that sanction torture, targeted assassinations, and a permanent war psychology. The author argues that government and corporate paranoia runs deep in America. While maintaining a massive security state, the ruling forces promote the internalization of their ideology, modes of governance, and policies by either seducing citizens with the decadent pleasures of a celebrity-loving consumer culture or by beating them into submission. Giroux calls for a systemic alternative to zombie capitalism through a political and pedagogical imperative to address and inform a new cultural vision, mode of individual subjectivity, and understanding of critical agency. As part of a larger effort to build a broad-based social movement, he argues for a new political language capable of placing education at the center of politics. Connecting the language of critique to the discourse of educated hope he calls for the reclaiming of public spaces and institutions where formative cultures can flourish that nourish the radical imagination, and the ongoing search for justice, equality, and the promise of a democracy to come.

    Abstract: Die vorliegende kumulative Arbeit untersucht, inwiefern lokale Aushandlungsprozesse im Umgang mit extrem rechten Mobilisierungen zu deren Normalisierung beitragen. Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Abstract: "This book explores crosslinguistic influence in third language acquisition, drawing insights form a study of young bilingual secondary school students in Germany to unpack the importance of different variables in the acquisition and use of English as an additional language. Lorenz draws on data from a learner corpus of written and spoken picture descriptions toward analyzing sources of crosslinguistic influence in L3 acquisition in bilingual heritage speakers with unbalanced proficiency in heritage versus majority languages as compared with their monolingual German peers. This unique approach allows for a clearer understanding of the extent of influence of access to heritage languages, the impact of being a "balanced" vs "unbalanced" bilingual speaker, and the importance of extra-linguistic variables, such as age, gender, socio-economic status, and type of school.     Abstract: Police are required to obey the law. While that seems obvious, courts have lost track of that requirement due to misinterpreting the two constitutional provisions governing police conduct: the Fourth and Fourteenth Amendments. The Fourth Amendment forbids "unreasonable searches and seizures" and is the source of most constitutional constraints on policing. Although that provision technically applies only to the federal government, the Fourteenth Amendment, ratified in the wake of the Civil War, has been deemed to apply the Fourth Amendment to the States. This book contends that the courts' misinterpretation of these provisions has led them to hold federal and state law enforcement mistakenly to the same constitutional standards. The Fourth Amendment was originally understood as a federalism, or "states' rights," provision that, in effect, required federal agents to adhere to state law when searching or seizing. Thus, applying the same constraint to the States is impossible. Instead, the Fourteenth Amendment was originally understood in part as requiring that state officials (1) adhere to state law, (2) not discriminate, and (3) not be granted excessive discretion by legislators. These principles should guide judicial review of modern policing. Instead, constitutional constraints on policing are too strict and too forgiving at the same time. In this book, Michael J.Z. Mannheimer calls for a reimagination of what modern policing could look like based on the original understandings of the Fourth and Fourteenth Amendments

    Abstract: This book brings together an exciting new archive of queer and trans voices from the history of sexual sciences in the German-speaking world. A new language to express possibilities of gender and sexuality emerged at the turn of the twentieth century, from Sigmund Freud's theories of homosexuality in Vienna to Magnus Hirschfeld's "third sex" in Berlin. Together, they provided a language of sex and sexuality that is still recognizable today. Queer Livability: German Sexual Sciences and Life Writing shows that individual voices of trans and queer writers had a significant impact on the production of knowledge about gender and sexuality during this time and introduces lesser known texts to a new readership.
