    Abstract: This book offers a comprehensive examination of the theory, research, and practice of the use of digital games in second and foreign language teaching and learning (L2TL). It is also useful to explain what this book is not, even though it refers to a substantive body of rich and growing academic work on the subject, it is not intended to be an academic work that would contribute new knowledge. Most of this academic work does not appear in headlines or social media feeds of non-specialists, but quite a bit of the work is very interesting and relevant. This book has tried to translate some of this knowledge in understandable terms to policy makers and practitioners, without oversimplifying complex realities.     Abstract: Swedish school results declined for two decades following a series of reforms in the early 1990s decentralising the school system and introducing choice, competition and management by objectives. The general aims and direction of reform were not destined to lower results, but weaknesses of reform design and implementation, against the backdrop of a deep recession, likely contributed to falling outcomes. Residential segregation and the current model of competition and choice increase school segregation and likely reduce equality of opportunity. A coherent set of reforms should strengthen central government institutions, rebuild a regional governance structure and increasingly target funding to pupils’ needs. Better steering of competition and school choice implies ensuring that grades fairly represent pupils’ skills and knowledge, that municipalities increasingly take the socio-economic mix of pupils into account in entry and investment decisions, and that entry and expansion of private schools are better coordinated to counter school segregation. Teaching needs to become more attractive to raise the quality of recruitment to the profession and to address current and future teacher shortages by improving teacher education, strengthening continuous learning and instigating more cooperation, feedback and support between colleagues.     Abstract: This paper presents the econometric analysis of lower secondary school performance carried out for the chapter on education of the 2019 OECD Economic Survey of Sweden. The dataset covers most Swedish schools providing education for 9th graders. Student socio-economic background has a considerable impact on academic results. Policy inputs are also correlated with results, notably in schools with pupils from weaker socio-economic backgrounds, but teacher qualifications and spending per student are endogenous. For-profit private schools underperform compared to non-profit and public schools, albeit with strong heterogeneity between schools. The introduction of an indicator of competition, based on the density of schools, suggests that intensified school competition lowers results in schools with a high share of pupils from weaker socio-economic backgrounds. Schools, and especially those achieving weaker results, have scope to raise their performance by improving their adaptation to student needs.     Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

    Abstract: "This paper considers the social value of anonymity in online university student communities, through the presentation of research which tracked the final year of life of the social media application Yik Yak. Yik Yak was an anonymous, geosocial mobile application launched in 2013 which, at its peak in 2014, was used by around two million students in the US and UK. The research we report here is significant as a mixed method study tracing the final year of the life of this app in a large UK university between 2016 and 2017. The paper uses computational and ethnographic methods to understand what might be at stake in the loss of anonymity within university student communities in a datafied society. Countering the most common argument made against online anonymity – its association with hate speech and victimisation – the paper draws on recent conceptual work on the social value of anonymity to argue that anonymity online in this context had significant value for the communities that use it. This study of a now-lost social network constitutes a valuable portrait by which we might better understand our current predicament in relation to anonymity, its perceived value and its growing impossibility."

    Abstract: Advocates of inclusive education argue that the social inclusion of students with special educational needs (SEN) increases when they are educated with typically developing peers. However, research indicates that this is not apparent for all students with SEN. Students with social, emotional and behavioural diffi culties (SEBD) are often socially excluded. To understand the situation of these students, their voices should be heard. The aim of the current explorative study was to gain insight into: (1) the experiences of students with SEBD regarding victimisation and social exclusion, and (2) the approaches they applied and preferred resolving social problems. We conducted semi-structured interviews with 28 socially excluded students from grades 5 and 6, attending general ( N = 6) and segregated special ( N = 21) primary education. The participants were prompted to talk about their own experiences using hypothetical scenarios. The interviews were analysed using a multi-grounded theory approach. The results show that students preferred diff erent approaches to resolving these social problems than the applied approaches. They would have liked to have seen their peers and teachers to show more initiative. In line with these results, the need to listen to the students’ voices are emphasised

    Abstract: This open access book presents a systematic investigation into internationally comparable data gathered in ICILS 2013. It identifies differences in female and male students’ use of, perceptions about, and proficiency in using computer technologies. Teachers’ use of computers, and their perceptions regarding the benefits of computer use in education, are also analyzed by gender. When computer technology was first introduced in schools, there was a prevailing belief that information and communication technologies were ‘boys’ toys’; boys were assumed to have more positive attitudes toward using computer technologies. As computer technologies have become more established throughout societies, gender gaps in students’ computer and information literacy appear to be closing, although studies into gender differences remain sparse. The IEA’s International Computer and Information Literacy Study (ICILS) is designed to discover how well students are prepared for study, work, and life in the digital age. Despite popular beliefs, a critical finding of ICILS 2013 was that internationally girls tended to score more highly than boys, so why are girls still not entering technology-based careers to the same extent as boys?     Abstract: This open access book presents a person-centered exploration of student profiles, using variables related to motivation to do school mathematics derived from the IEA’s Trends in International Mathematics and Science Study (TIMSS) data. Statistical cluster analysis is used to identify groups of students with similar motivational profiles, across grades and over time, for multiple participating countries. While motivational variables systematically relate to school outcomes, linear relationships can obscure the diverse makeup of student subgroups, each with varying combinations of motivation, emotions, and attitudes. In this book, a person-centered analysis of distinct and meaningful motivational profiles and their differences on sociodemographic variables and mathematics performance broadens understanding about the role that motivation characteristics play in learning and achievement in mathematics. Exploiting the richness of IEA’s TIMSS data from many countries, extracted clusters reveal consistent, as well as certain nuanced patterns that are systematically linked to sociodemographic and achievement measures. Student clusters with inconsistent motivational profiles were found in all countries; mathematics self-confidence then emerged as the variable more closely associated with average achievement. The findings demonstrate that teachers, researchers, and policymakers need to take into account differential student profiles, prioritizing techniques that target skill and competence in mathematics, in educational efforts to develop student motivation

    Abstract: This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing. The book concludes with discussion of the need for more politically attuned approaches that focus on building coalitions for change and supporting ‘best-fit’ types of problem-solving fixes, rather than calling for systemic change

    Abstract: This book is the result of a longitudinal research project (2016–2018) funded by the National Research Foundation and the Fuchs Foundation, and it disseminates original research. The project researched the affordances of indigenous knowledge in the school science, technology and mathematics curricula. Short learning programmes (SLPs) were offered to STEM teachers, during which they engaged in creative and inquiry-based teaching and learning strategies. Research shows that strategies such as problem-based and cooperative learning have the potential to enhance self-directed learning. This design-based research was conducted in several provinces in South Africa (North-West Province, the Northern Cape, Limpopo Province, and in Gauteng). Based on the data obtained after each intervention, design principles were formulated for redesigning of SLPs. The qualitative research focussed on teachers’ lived experiences of the epistemological border-crossing between natural science and indigenous knowledge, their views on the nature of science and indigenous knowledge, and the reformed teaching and learning that took place after the intervention, in teachers’ classrooms

The study measures international differences in students’ computer and information literacy (CIL): their ability to use computers to investigate, create, participate and communicate at home, at school, in the workplace and in the community. Participating countries also have an option for their students to complete an assessment of computational thinking (CT). The ICILS assessment framework articulates the basic structure of the study, providing a description of the field and the constructs to be measured. In Norway, the challenge of unifying a country with deeply-rooted and distinct local identities has been a cornerstone in nation-building. The political agenda pursued in developing and expanding higher education and research in Norway bears the unmistakable mark of such nation-building work. Education and research policy has been through various phases and subjected to shifting paradigms. Beginning the 1960s, higher educational institutions were established throughout the country to specifically meet regional demands for a well-educated workforce. A result of this process was that by the beginning of the 1990s, Norway had one of the world’s most decentralized higher education systems, gauged in relation to population. There followed a period with a series of reforms for concentration and unification in order to increase quality and strengthen research and national competitive advantage in an age when information had become our most important resource. There have been fluctuating views on administration of the system as a whole and within the system, influenced by international trends. This does not mean that regional ambitions slackened, but they assumed other forms. The need for highly educated labor was just as great, and in addition came an increased need for greater information and collaboration between regional business interests and public institutions. In this anthology, we attempt to sketch the historical development that has characterized our higher education sector. How should we understand and explain the direction this development has taken? Which interests, drivers and actors can we identify? What consequences can we trace? To a certain extent we are also trying to look ahead on the basis of where we are now. The contributions in this anthology are from key researchers in the field, and their theoretical and empirical approaches to the topic vary. I Norge har utfordringen med å sveise sammen et land med sterke og sprikende regionale og lokale identiteter vært styrende for nasjonsbyggingsprosjektet. Den politikken som er blitt ført for å bygge ut høyere utdanning og forskning, bærer umiskjennelig preg av å være en del av et slikt prosjekt. Utdannings- og forskningspolitikken har gjennomløpt ulike faser og vært underlagt skiftende paradigmer. Fra 1960-tallet og de første tiår fremover ble det bygd ut UH-institusjoner utover landet, spesielt for å dekke behov for høyt utdannet arbeidskraft i regionene. Resultatet av denne prosessen ble at Norge ved inngangen til 1990-tallet antakelig hadde et av verdens mest desentraliserte UH-systemer målt i forhold til folketallet.     Abstract: This open access book focuses on trends in educational inequality using twenty years of grade 8 student data collected from 13 education systems by the IEA’s Trends in Mathematics and Science Study (TIMSS) between 1995 and 2015. While the overall positive association between family socioeconomic status (SES) and student achievement is well documented in the literature, the magnitude of this relationship is contingent on social contexts and is expected to vary by education system. Research on how such associations differ across societies and how the strength of these relationships has changed over time is limited. This study, therefore, addresses an important research and policy question by examining changes in the inequality of educational outcomes due to SES over this 20-year period, and also examines the extent to which the performance of students from disadvantaged backgrounds has improved over time in each education system. Education systems generally aim to narrow the achievement gap between low- and high-SES students and to improve the performance of disadvantaged students. However, the lack of quantifiable and comprehensible measures makes it difficult to assess and monitor the effect of such efforts. In this study, a novel measure of SES that is consistent across all TIMSS cycles allows students to be categorized into different socioeconomic groups. This measure of SES may also contribute to future research using TIMSS trend data. Readers will gain new insight into how educational inequality has changed in the education systems studied and how such change may relate to the more complex picture of macroeconomic changes in those societies

    Abstract: Skills are the key to shaping a better future. Skills are central to the capacity of countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological advance and demographic change are reshaping work and society, generating a growing demand for higher levels of skills, as well as new sets of skills. OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities, and build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy framework, which allows for an exploration of what countries can do better to i) develop relevant skills over the life course, ii) use skills effectively in work and in society, and iii) strengthen the governance of the skills system. This report, OECD Skills Strategy Poland: Assessment and Recommendations, identifies opportunities and recommends actions to make the education system more reponsive to labour market needs, foster participation in adult learning, increase the use of skills in workplaces and strengthen the governance of the skills system in Poland.

    Abstract: The Sustainable Development Goals (SDGs) set a broad and ambitious programme for the world to achieve by 2030. With 17 Goals, underpinned by 169 Targets, the complex and integrated nature of the 2030 Agenda presents national governments with huge challenges for implementation. To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

    Abstract: A rise in non-standard work in many countries and an increased fragmentation of worker careers have created new challenges for training policies at a time when structural transformation is creating a need for both re- and up-skilling. Individual learning accounts have received renewed attention from policy makers, due to their ability to make training rights “portable” from one job or employment status to another. This report examines past and existing individual learning accounts and other individual schemes to finance training, based on a review of the existing literature as well as six new case studies commissioned by the OECD: The Upper Austrian Bildungskonto, the French Compte Personnel de Formation, the Scottish Individual Learning Accounts/Individual Training Accounts, the Singapore SkillsFuture Credit, the Tuscan Carta ILA, and the Individual Training Accounts in Michigan and Washington in the United States. The report takes stock of these experiences and identifies the advantages and disadvantages of such schemes, as well as the key trade-offs and questions to consider in designing a successful scheme, including targeting, funding, participation of under-represented groups and quality issues.

    Abstract: Recruiting and retaining skilled staff is a long-standing challenge for the early childhood education and care (ECEC) sector. OECD countries are increasingly demanding that ECEC staff be highly skilled and highly qualified, but a combination of low wages, a lack of status and public recognition, poor working conditions, and limited opportunities for professional development mean that recruitment and retention are frequently difficult. What can countries do to build a highly qualified and well-trained ECEC workforce? What is the best route to increasing staff skills without exacerbating staff shortages? How can countries boost pay and working conditions in the context of limited resources? Building on past OECD work on early childhood education and care, and drawing on the experience of OECD countries, this report outlines good practice policy measures for improving jobs in ECEC and for constructing a high-quality workforce.
