    Abstract: "The Task Force for Business and Stability Operations (TFBSO), a multi-year endeavor for the U.S. Department of Defense, sought to use private-sector strategies to create sustainable economies in Iraq and Afghanistan. In this report, RAND researchers use semistructured interviews and both public and internal documentation to identify lessons from the Task Force's activities in Afghanistan, offering insights for similar projects in the future. The analysis describes the multitude of the Task Force's stakeholders resulting from its complex institutional status, plus the challenges that resulted from these diverse stakeholders. It uses a stakeholder-focused approach to explore several prominent TFBSO projects, informed by disparate stakeholder views. Ultimately, lessons identified from the Task Force's activities in Afghanistan fell under six categories: programmatic flexibility, leadership, measures of success, staffing, freedom of movement, and contracting.     Abstract: "Every president needs a decisionmaking system that harnesses the full capabilities and accumulated wisdom of the U.S. government and the nation's many stakeholders. Yet national security professionals--the officials who must advise the president on the most-difficult decisions -- cite a range of structural problems that hinder effective policymaking. While a more focused and timely decisionmaking process will not necessarily improve outcomes for the United States, poor choices could be calamitous. This Perspective analyzes a range of management challenges in the national security system and presents eight recommendations for strengthening U.S. decisionmaking and oversight of policy implementation. Among the conclusions: The National Security Council staff size should be reduced to better focus on high-priority areas. Civil-military operations should be planned by a new joint office at the State Department with a military general officer as deputy. Red-team and lessons-learned efforts would help ensure that the system is adaptive and responsive. Better integration of intelligence insights and secondments of senior officials across agencies can improve the quality and coherence of decisionmaking.     Abstract: "Today's defense resource planners face unprecedented uncertainty. The planning processes currently used to determine what forces and capabilities will be needed to address future threats to our national security and interests may be vulnerable to predictive failure. To manage these risks, a new approach to planning is needed to identify strategies that perform well over a wide range of threat and funding futures and thus are better able to manage surprise. This report describes how robust decision making (RDM) may help address this need. RDM, a quantitative decision support methodology for informing decisions under conditions of deep uncertainty and complexity, has been applied to many policy areas in the last decade. This document provides a proof of concept application of RDM to defense planning, focusing on the air-launched munitions mix challenge. The study embeds a fast-running "weapons on targets" allocation model within a "scenario generator" that explores many thousands of plausible, future twenty-year series of military campaigns. The RDM analysis uses these simulation models to stress-test alternative munitions mix strategies against many plausible futures. The analysis then identifies a robust munitions mix strategy, which interestingly depends not only on the desired portfolio of alternative weapons types but also on the rules used to replenish depleted weapons stocks after each campaign. The study also suggests how RDM might best be integrated into current Department of Defense planning processes and some of the challenges that might be involved"--Publisher's description

    Abstract: "Previous RAND research examined 71 insurgencies begun and completed worldwide between World War II and 2010 to analyze correlates of success in counterinsurgency (COIN). A key finding was that a case's score on a scorecard of 15 equally weighted good and 11 equally weighted bad COIN factors and practices corresponded perfectly with the outcomes of the cases analyzed. That is, the balance of good and bad factors and practices was always positive when the outcome was a COIN win (insurgent loss) and always negative when the outcome was a COIN loss (insurgent win). Using the scorecard approach as its foundation, a RAND study sought to apply the findings to the case of Afghanistan in 2015. The effort involved an expert elicitation in which experts were asked to make "worst-case" assessments of the factors to complete the scorecard for ongoing operations in Afghanistan. It was the third Afghanistan-focused exercise conducted with the scorecard, allowing rough comparisons with scores assigned by expert panels in 2011 and 2013. The 2015 consensus results indicated that Afghanistan continues to have a positive score, though its score is tied with the lowest-scoring historical wins. Two factors remained absent in Afghanistan in 2015 but essential to success in historical COIN campaigns: disrupting flows of tangible support to the insurgents and a demonstration (and improvement) of commitment and motivation on the part of the Afghan National Security Forces, the primary COIN force since the coalition drawdown. Despite some potentially positive developments resulting from the 2014 election of a new government in Afghanistan, it appears that the most promising end to the conflict will be a negotiated settlement in which the Afghan government makes some concessions to the insurgents and in which external powers, including the United States and Pakistan, help broker a satisfactory power-sharing agreement that brings greater stability to the country"--Publisher's description

In the ten years since Hurricane Katrina, the Federal Emergency Management Agency (FEMA) has taken steps to strengthen its ability to plan and coordinate the U.S. government's response to disasters, while the U.S. Department of Defense (DoD) has worked to improve its support to FEMA. This research reviews and analyzes how DoD and FEMA work together to plan and execute disaster response activities, and recommends areas for improvement. The study team (1) analyzed FEMA plans and DoD policies for Defense Support of Civil Authorities (DSCA); (2) analyzed how DoD provides DSCA support to FEMA, including key stakeholder perceptions, in order to identify potential capability gaps that DoD could fill; and (3) developed recommendations for how DoD can improve its support -- in terms of planning, coordination, and providing requested capabilities -- to FEMA"--Publisher's web site

    Abstract: "The National Guard is often portrayed as the modern heir to the colonial militia and retaining at least three of the latter's defining attributes -- a key instrument of American national security, a check on federal power, and home of today's 'citizen soldiers.' This report explores how the term citizen soldier has been defined in academic literature -- as compulsory, universal, legitimate service by civilians -- and then looks at how the National Guard has evinced these attributes at various periods in its history. Since the United States' founding, the militia -- and later, the National Guard -- slowly evolved into an increasingly formidable warfighting force and increasingly important tool for national security. This evolution, however, has come at the expense of two other attributes of the colonial militia -- serving as a check on federal power and filling its ranks with citizen soldiers. The report concludes that there are inherent and increasing tensions among being a warfighting force, serving as a check on federal power, and embodying the ideals of a citizen soldier, and it is not clear that the Guard -- or any other force for that matter -- can fully reconcile them. Ultimately, the Guard's transformation from citizen soldiers to a professional force may very well be inevitable and is likely a positive development for American national security.     Abstract: "In response to several high-profile incidents of sexual misconduct by military training instructors (MTIs) during Basic Military Training (BMT), in 2012 the U.S. Air Force's Air Education and Training Command (AETC) asked RAND Project AIR FORCE to develop an integrated survey system to help address abuse and misconduct towad trainees in the BMT environment. Based on an extensive review of relevant materials--including internal AETC investigations of these incidents, Air Force and Department of Defense policies, and the scientific literature--trainee experiences and related reporting behaviors for the following abuse and misconduct categories: trainee bullying, maltreatment and maltraining, unprofessional relationships, sexual harassment, and unwanted sexual experiences. The survey also measures individual perceptions of the squadron climate and BMT feedback and support systems. The MTI survey assesses the extent to which MTIs were aware of trainees experiencing abuse, as well of their perceptions of the related squadron climate and MTI reporting behaviors. The MTI survey also includes a section on MTI quality of life, including job attitudes, the work environment, and job stressors.     Abstract: "In response to several high-profile incidents of sexual misconduct by military training instructors (MTIs) during Basic Military Training (BMT), in 2012 the U.S. Air Force's Air Education and Training Command (AETC) asked RAND Project AIR FORCE to develop an integrated survey system to help address abuse and misconduct towad trainees in the BMT environment. Based on an extensive review of relevant materials--including internal AETC investigations of these incidents, Air Force and Department of Defense policies, and the scientific literature--trainee experiences and related reporting behaviors for the following abuse and misconduct categories: trainee bullying, maltreatment and maltraining, unprofessional relationships, sexual harassment, and unwanted sexual experiences. The survey also measures individual perceptions of the squadron climate and BMT feedback and support systems. The MTI survey assesses the extent to which MTIs were aware of trainees experiencing abuse, as well of their perceptions of the related squadron climate and MTI reporting behaviors. The MTI survey also includes a section on MTI quality of life, including job attitudes, the work environment, and job stressors.     Abstract: The U.S. Department of Defense (DoD) has been struggling with increasing rates of suicide among military personnel for the past decade. As DoD continues to implement new programs and examine its policies in an effort to prevent military personnel from taking their own lives, it is important to assess its current responses to suicide and to identify opportunities to enhance these programs and policies. Unfortunately, there is little scientific evidence on how best to respond to suicides, how to ensure that surveillance activities are managed appropriately and that loss survivors are given sufficient support to grieve, how additional suicides can be prevented, and how to honor and respect the decedent and his or her loved ones. At the same time, there are many resource guides intended to provide recommendations for organizations (mostly schools) in responding to suicides. A review of the existing scientific evidence on postvention (responses to prevent additional suicides in the aftermath of a suicide) and guidance for other types of organizations provides potential insights for DoD, however. Complemented by the perspectives of those most intimately touched by military suicide - the family and friends of those who have died - these sources may help DoD formulate its guidance in a practical and sensitive way

The last drawdown to affect all four DoD services occurred in the 1990s, after the end of the Cold War. During that period, the military shrank by almost 37 percent, from about 2.17 million in FY 1987 to 1.37 million by FY 2000. Despite having a variety of goals and strategies for the 1990s and mid-2000s drawdowns, the services had few, if any, explicit diversity goals or strategies related to the drawdowns. Based on our discussions with force management experts, demographic diversity is also not part of their recent drawdown goals and strategies. However, the drawdown could have unintended consequences for demographic diversity even when diversity is not part of drawdown decisionmaking. To address the issue of unintended consequences of drawdowns on diversity, the Office of Diversity Management and Equal Opportunity (ODMEO) in the Office of the Under Secretary of Defense (Personnel and Readiness) asked RAND to analyze how force reductions could affect the demographic diversity of the DoD workforce.     Abstract: With many service members now returning to the United States from the recent conflicts in Iraq and Afghanistan, concern over adequate access to behavioral health care (treatment for mental, behavioral, or addictive disorders) has risen. Yet data remain very sparse regarding how many service members (and their dependents) reside in locations remote from behavioral health providers, as well as the resulting effect on their access to and utilization of care. Little is also known about the effectiveness of existing policies and other efforts to improve access to services among this population. To help fill these gaps, a team of RAND researchers conducted a geospatial analysis using TRICARE and other data, finding that roughly 300,000 military service members and 1 million dependents are geographically distant from behavioral health care, and an analysis of claims data indicated that remoteness is associated with lower use of specialty behavioral health care. A review of existing policies and programs discovered guidelines for access to care, but no systematic monitoring of adherence to those guidelines, limiting their value. RAND researchers recommend implementing a geospatial data portal and monitoring system to track access to care in the military population and mark progress toward improvements in access to care. In addition, the RAND team highlighted two promising pathways for improving access to care among remote military populations: telehealth and collaborative care that integrates primary care with specialty behavioral care

    Abstract: Despite the efforts of both the U.S. Department of Defense and the Veterans Health Administration to enhance mental health services, many service members are not regularly seeking needed care when they have mental health problems. Without appropriate treatment, these mental health problems can have wide-ranging and negative impacts on the quality of life and the social, emotional, and cognitive functioning of affected service members. The services have been actively engaged in developing policies, programs, and campaigns designed to reduce stigma and increase service members' help-seeking behavior. However, there has been no comprehensive assessment of these efforts' effectiveness and the extent to which they align with service members' needs or evidence-based practices. The goal of this research was to assess DoD's approach to stigma reduction, how well it is working and how it might be improved. To address these questions, RAND researchers used five complementary methods: (1) literature review, (2) a microsimulation modeling of costs, (3) interviews with program staff, (4) prospective policy analysis, and (5) an expert panel. The priorities outlined in this report identify ways in which program and policy development and research and evaluation can improve understanding of how best to efficiently and effectively provide needed treatment to service members with mental illness

The report concludes with an assessment plan for a notional African LFSO scenario that illustrates the practical application of those insights

    Abstract: The study indexed each of 12 research goals according to rankings of importance, effectiveness, cultural acceptability, cost, and learning potential provided by experts who participated in a multistep elicitation exercise. The results revealed that research funding is overwhelmingly allocated to prevention goals already considered by experts to be effective. Other goals considered by experts to be important and appropriate for the military context receive relatively little funding and have been the subject of relatively few studies, meaning that there is still much to learn about these strategies. Furthermore, DoD, like other organizations, suffers from a research-to-practice gap. The most promising results from studies funded by DoD and other entities do not always find their way to those responsible for implementing suicide prevention programs that serve military personnel

    Abstract: This report contributes to the ongoing debate about the lessons from the past 13 years of war and the requirements for addressing future conflicts. It addresses a particular disconnect in the current debate on the future of national security strategy and the role of landpower caused by an inadequate examination of the national level of strategy made by the U.S. government. The disconnect exists because there has been no systematic effort to collect and analyze insights from those who have been actively engaged in making policy and strategy from 2001 to 2014. A RAND Arroyo Center workshop provided a mechanism for eliciting insights from policymakers and academic experts involved in the formation of national-level strategy and its implementation over the past 13 years. This study analyzes and develops those insights in the context of the debate on future national security strategy. It applies those insights to the future operating environment, which will include irregular and hybrid threats, and identifies critical requirements for land forces and special operations forces to operate successfully in conjunction with other joint, interagency, and multinational partners

The disconnect exists because there has been no systematic effort to collect and analyze insights from those who have been actively engaged in making policy and strategy from 2001 to 2014. A RAND Arroyo Center workshop provided a mechanism for eliciting insights from policymakers and academic experts involved in the formation of national-level strategy and its implementation over the past 13 years. This study analyzes and develops those insights in the context of the debate on future national security strategy. It applies those insights to the future operating environment, which will include irregular and hybrid threats, and identifies critical requirements for land forces and special operations forces to operate successfully in conjunction with other joint, interagency, and multinational partners

Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict.     Abstract: The dynamic retention model (DRM) is a state-of-the-art modeling capability that supports decisionmaking about workforce management policy. The DRM can be applied in a wide variety of workforce contexts for a variety of compensation and personnel policies, though to date the focus has been on supporting military compensation decisions to sustain the all-volunteer force in the United States. While the DRM is an extremely powerful tool, a drawback in the use of the model to date is that it has focused on the steady state. That is, implementations of the model to date show only the retention and cost effects of alternative policies when the entire workforce is under the new policy versus when the workforce is under existing policy. The research presented in this report extends DRM to allow simulations of the effects of alternative policies both in the steady state and in the transition to the steady state. It also shows the effects of alternative implementation strategies and how different policies can affect how quickly the population and costs move toward the new steady state

That is, the balance of good and bad factors and practices correlated with either a COIN win (insurgency loss) or a COIN loss (insurgency win) in the overall case. Using the scorecard approach as its foundation, a RAND study sought to apply the findings to the case of Afghanistan in early 2013. The effort involved an expert elicitation, or Delphi exercise, in which experts were asked to make "worst-case" assessments of the factors to complete the scorecard for ongoing operations in Afghanistan. The consensus results revealed that early 2013 Afghanistan ranks among the historical COIN winners, but its score is equal to those of the lowest-scoring historical wins. This tenuous position points to several areas in need of improvement, but particularly the need to disrupt the flow of insurgent support and the need for the Afghan government and Afghan security forces to better demonstrate their commitment and motivation. Afghanistan in early 2011 scored in the middle of the historical record in terms of COIN wins and losses, suggesting an overall improvement in COIN progress in that conflict by early 2013. However, conditions may change as coalition forces prepare to hand over responsibility for the country's security to the Afghan government and Afghan security forces in 2014

    Abstract: Inflation indices and discount rates are necessary tools in the Department of Defense's acquisition process, as the final selection of a system is partially based on potential increases in sustainment costs (inflation) and the present value of future costs (discounting). Inflation indices built for DoD use very broad categories that include operations and maintenance (O & M) as well as manpower, procurement, and research and development. This study addresses the question of how well current inflation indices and discount rates are serving DoD weaponsystem program management. It investigates inflation rates for parts for the Abrams tank and the Bradley armored personnel carrier and shows that the two weapon systems, while both ground systems, experience inflation differently. Although government decisionmaking can benefit from discounting (taking into account the time value of money), choices made using discounted cash flows are not always the least expensive for DoD. Its O & M estimating strategies should be reviewed to reflect changing repair and other costs, since a range of reasonable courses of action exists for many DoD investment decisions. Recommendations for the Office of Cost Assessment and Program Evaluation to consider when evaluating the inflation and discounting policies that impact the long-term affordability of DoD programs include (1) revisiting O & M costs annually with a 5-year moving-average inflation, to reflect changing repair and other costs; (2) highlighting the role of supply chain surcharges in parts costs in cost estimates used to inform program financial analysis; (3) expanding analysis of investments to ensure consideration of least-cost outcomes

    Abstract: The 2012 conflict in northern Mali has shown that many assumptions about Mali's political stability, internal cohesion, and military capabilities were deeply flawed. The January 2013 French-led military intervention scattered the insurgents, but the conditions and drivers that brought about the crisis in the first place have yet to be addressed. This report is intended to assist with the post-conflict planning in northern Mali by examining the historical, economic, and social factors that drive conflict in northern Mali and the different groups that have been involved in the conflict. The authors argue that, in the absence of a large international presence, durable security in northern Mali will have to be provided, to a large extent, by local actors. The authors draw on historical examples of rebellions in Mali since 1916 to show how detailed knowledge of the different local actors and their political dynamics can help in finding solutions that will bring lasting security and stability to the region

    Abstract: Biosurveillance is a cornerstone of public health. In July 2012, the White House issued the National Strategy for Biosurveillance, which defines the term and sets out key functions and guiding principles. The Department of Defense (DoD) carries out biosurveillance to monitor the health of military and affiliated populations and supports biosurveillance in other countries through a range of programs across the department. The Deputy Secretary of Defense issued interim guidance in June 2013 for implementation of the new National Strategy. This begins to set formal policy for DoD's biosurveillance enterprise. The Office of Management and Budget (OMB) recognized the importance of effective DoD biosurveillance not only for the department itself but also within the context of the National Strategy. With this in mind, OMB tasked DoD to carry out a comprehensive examination of its biosurveillance enterprise to determine priority missions and desired outcomes, the extent to which DoD biosurveillance programs contribute to these missions, and whether the current funding system is appropriate and how it can be improved to ensure stable funding

To assist those decisionmakers responsible for identifying the risk associated with major weapons programs, RAND researchers developed a methodology and accompanying Excel, information-based risk tool (the ⁰́Assessor Tool⁰́₊). The Assessor Tool offers an Office of the Secretary of Defense (OSD)-level approach to the evaluation and measurement of system integration risk. That is, it is meant for assessors, such as OSD personnel, who may not be especially familiar with the specific program under evaluation but still may need to make judgments about the program⁰́₉s risk. It is based on a tractable and comprehensive set of questions that can help evaluate integration risk at each point in the acquisition process. More specifically, the tool enables users to see how well integration risk is being managed by providing a standards-based valuation of integration issues that can lead to cost growth, schedule growth, and program performance. The users⁰́₉ manual for the Assessor Tool is available in a companion document, An Excel Tool to Assess Acquisition Program Risk (by Lauren A. Fleishman-Mayer, Mark V. Arena, and Michael E. McMahon, TL-113-OSD, 2013). The Assessor Tool and its methodology may also be generalizable to an entire set of information-based risk assessment applications. Overall, the methodology and tool have many strengths, including being based on well-grounded theories, allowing for reproducibility and traceability, and the extensive flexibility to be used to evaluate risk for many different types of programs. This report aims to facilitate the successful reintegration of guard and reserve personnel as they return to civilian life after deployment. Using surveys and interviews with guard and reserve families, along with interviews with resource providers, this report examines how these families fare after deployment, the challenges they confront during that time frame, and the strategies and resources they use to navigate the reintegration phase. Factors associated with reintegration success include the adequacy of communication between families and the service member's unit or Service and between service members and their families, initial readiness for deployment, family finances, and whether the service member returns with a psychological issue or physical injury. Successful reintegration from the families' perspective was related to measures of military readiness, such as the service members' plans to continue guard or reserve service. In addition, there is a wide-ranging and complex 'web of support' available to assist families with reintegration, including U.S. Department of Defense (DoD) programs, state and local government agencies, private nonprofit and for-profit resource providers, faith-based organizations, and informal resources (such as family, friends, and social networks). Opportunities for collaboration among providers abound. DoD does not have to 'do it all, ' but the report suggests steps it can take to ensure that reintegration proceeds as smoothly as possible

This report chronicles intelligence community efforts over more than half a decade to improve community-wide workforce planning and management. It describes workforce planning tools that will help decisionmakers maintain a workforce capable of meeting the challenges that lie ahead, even as budgets decline. In addition, the community's collective efforts to take a more strategic approach to workforce planning point to a number of important considerations that serve as guideposts for the future: (1) rebuilding lost capability takes time, (2) resource flexibility is needed, (3) risk is an essential element in workforce planning, (4) systematic planning shores up requirements, and (5) the supply of military personnel is likely to decline. These lessons learned through an era of workforce rebuilding can inform resource decisions today and in the years to come

    Abstract: Security cooperation is the umbrella term used to describe a wide range of programs and activities with such goals as building relationships between the United States and partner countries, developing these countries' security capabilities, and facilitating contingency and peacetime access by U.S. forces. With increased pressure on defense spending, the scope and budget for these activities are likely to decrease. Therefore, it will be important for the U.S. Department of Defense to scrutinize and, perhaps, reevaluate current and proposed security cooperation efforts, ensuring that expected benefits align with costs and corresponding policy priorities. Recent RAND research identified practices and contextual factors associated with greater or lesser degrees of success in security cooperation, using 29 historical case studies of U.S. efforts to build partner capacity since the end of the Cold War. The RAND Security Cooperation Prioritization and Propensity Matching Tool applies these findings and results from other existing research to all current and potential security cooperation partners. This customizable diagnostic tool, built in Microsoft Excel®, will help planners preliminarily identify mismatches between the importance of a country to U.S. interests, funding for initiatives, and the propensity for successful U.S. security cooperation with a given country. For each of the world's 195 countries, the tool produces an overall security cooperation propensity score. Planners can then compare these scores with available funding and security cooperation priorities. The tool has the virtues of being systematic, being based on global data, and not relying on subjective assessments.     Abstract: Security cooperation is the umbrella term used to describe a wide range of programs and activities with such goals as building relationships between the United States and partner countries, developing these countries' security capabilities, and facilitating contingency and peacetime access by U.S. forces. With increased pressure on defense spending, the scope and budget for these activities are likely to decrease. Therefore, it will be important for the U.S. Department of Defense to scrutinize and, perhaps, reevaluate current and proposed security cooperation efforts, ensuring that expected benefits align with costs and corresponding policy priorities. Recent RAND research identified practices and contextual factors associated with greater or lesser degrees of success in security cooperation, using 29 historical case studies of U.S. efforts to build partner capacity since the end of the Cold War. The RAND Security Cooperation Prioritization and Propensity Matching Tool applies these findings and results from other existing research to all current and potential security cooperation partners. This customizable diagnostic tool, built in Microsoft Excel®, will help planners preliminarily identify mismatches between the importance of a country to U.S. interests, funding for initiatives, and the propensity for successful U.S. security cooperation with a given country. For each of the world's 195 countries, the tool produces an overall security cooperation propensity score. Planners can then compare these scores with available funding and security cooperation priorities. The tool has the virtues of being systematic, being based on global data, and not relying on subjective assessments. As part of the review, RAND was asked to analyze healthcare coverage and disability benefits for RC members, including participation in the TRICARE Reserve Select (TRS) program, the potential effects of national health reform on coverage rates, and disability evaluation outcomes for RC members. This report summarizes the results of RAND's analysis. The author finds that 30 percent of RC members lack health insurance to cover care for non-service-related conditions. The TRS program offers the option of purchasing health insurance through the military on terms that are superior to typical employer benefits. Although program participation has increased, it remains low and TRS does not appear to be effectively targeting those most likely to be uninsured. TRS premiums are also lower than the premiums for the new options that will be available under health reform and the same as the penalty for not being insured. So health reform is likely to increase TRS enrollment. Finally, previously deployed RC members are referred to the Disability Evaluation System at a much lower rate than Active Component (AC) members, even for deployment-related conditions, but those who are referred receive dispositions (and thus benefits) similar to those for AC members. These findings suggest that the Department of Defense may want to consider ways to better coordinate TRS with other insurance options that will be available to RC members and that the identification of RC members who experience health consequences from deployment leading to disability merits further investigation

Focusing solely on cost, the author examined the U.S. historical use of air-to-ground attack during and since the Vietnam War, looking, among other things, at the length of each conflict and the weapons expended. Only if the United States is confident that all possible conflicts over the system lifetime can be ended in a total of less than about ten days is exclusive reliance on expendable assets prudent. Expendable weapons do have some important operational advantages, but if the United States wishes to maintain the capability to wage air war efficiently for more than a few days, reusable platforms are an important part of an efficient force mix

To address these questions, the study team reviewed DoD policies and directives and the available academic literature, conducted interviews of practitioners and policymakers, and analyzed available survey data. This report presents the results of the study.     Abstract: "Since World War II, the United States has relied on a global network of military bases and forces to protect its interests and those of its allies. But the international environment has changed greatly over the decades, and economic concerns have risen, leading some to debate just what America's role should now be in the world. This monograph addresses one aspect of this debate by introducing a new analytical approach to defining future U.S. military presence overseas. It does so by first considering U.S. global security interests, then focusing on specific threats to them in East Asia, Europe, and the Middle East. With that, the researchers designed a menu of global postures based on different strategic perspectives. They evaluated the global postures in terms of their operational performance and then compared them in terms of their associated U.S. Air Force bases, combat forces, active-duty personnel, and base operating costs. These analyses offer insights on the critical strategic choices that policymakers need to address and that the public needs to debate as they consider future overseas U.S. military presence. Among these choices are for the United States to depend more on its allies, rely more on U.S. based military forces, focus its presence more on East Asia or on the Middle East, or retain its current overseas presence in the face of expanding threats. An Iranian nuclear arsenal could further destabilize an already unsettled region and put important U.S. interests at risk. The United States has a strong interest in preventing such an outcome. There is no evidence that Iran has decided to acquire nuclear weapons. However, Iran does seem intent on acquiring the means to do so quickly. It is an open question whether the United States and its allies would be able to prevent Iran from crossing the nuclear threshold, if it so chose, at an acceptable cost. After almost a decade of concerted effort involving economic, diplomatic, and military sources of leverage, there has been little progress toward reversing or substantially slowing Iran's nuclear progress. Despite years of U.S. diplomatic efforts to stall that progress, the Iranians have succeeded in building an extensive enrichment program and likely possess the technical capacity to produce at least one nuclear weapon should they choose to do so. Coercion is unlikely to convince Iran to change course. This study assesses current U.S. policy options on the Iranian nuclear question. It suggests that U.S. goals can be met through patient and forward-looking policymaking. Specifically, the United States can begin to lay the groundwork for an effective containment policy while continuing efforts to forestall Iranian weaponization.     Abstract: Every uniformed service member, whether Active Component (AC) or Reserve Component (RC), must complete ancillary or general military training (GMT) requirements prescribed by his or her service. Individual services direct some topics, and some are stipulated by the U.S. Department of Defense (DoD). DoD has identified a need to reduce cyclic mandatory training requirements (especially for the RCs), thus reducing the training burden on the services and making the most of available training time. The RAND National Defense Research Institute was asked to examine the services' mandatory military training requirements and examine options to standardize requirements and reduce the training burden.     Abstract: Every uniformed service member, whether Active Component (AC) or Reserve Component (RC), must complete ancillary or general military training (GMT) requirements prescribed by his or her service. Individual services direct some topics, and some are stipulated by the U.S. Department of Defense (DoD). DoD has identified a need to reduce cyclic mandatory training requirements (especially for the RCs), thus reducing the training burden on the services and making the most of available training time. The RAND National Defense Research Institute was asked to examine the services' mandatory military training requirements and examine options to standardize requirements and reduce the training burden. This report responds to that request by providing a common definition of GMT and examining both the guidance that directs GMT completion and the services' approaches to conducting GMT. Devoid of a preeminent threat and denied primary dependence on armed forces, core coalition objectives tend to be political rather than military in character and include counterinsurgency, nation building, developing government capacity, and providing humanitarian assistance -- activities often associated with stability operations. Armed forces are not staffed or trained to meet the long-term demands of many of these tasks. An alliance or coalition must therefore incorporate participation by other government agencies and -- ultimately -- that of the indigenous government and its population more than is expected during conventional combat operations. Recent contingencies have also seen commercial enterprises, militias, intergovernmental organizations, and nongovernmental organizations become key participants in these undertakings. The result is coalitions of a size seldom seen and with a number of affiliations rarely, if ever, approached before the late 20th century. This monograph investigates the dramatic expansion of challenges confronting alliances and coalitions today and thereafter considers potential solutions that include questioning the conception of what constitutes a coalition in today's world

The importance of popular support is confirmed, but the ability to interdict tangible support (such as new personnel, materiel, and financing) is the single best predictor of COIN force success. Twenty distinct approaches to COIN are rigorously tested against the historical record, providing valuable lessons for U.S. engagement in and support for COIN operations

Methods included cutting the workforce, trading one workforce for another, reinvesting fixed manpower in higher-valued functions, trading end-strength for experience, and making short-term technology investments to reduce manpower in the long term. The authors conclude that the method used to determine manpower requirements may not be as important as other attributes of the studies, such as the direct involvement of a senior decisionmaker; stating specific goals as part of the study charter; a holistic view of the organization being studied; publicly available and auditable results; and a clear set of measurement criteria upon which to make decisions

    Abstract: Over the past few decades, military installations have experienced diminishing open space near their borders from suburban sprawl and other developments. Such encroachment pressures limit the ability to conduct mission-essential testing and training. Such development can also destroy or displace native plant and animal species, the result being that military installations become islands of refuge for threatened and endangered species, which can also restrict an installation's operations. In 2003, DoD created the Readiness and Environmental Protection Initiative (REPI) to help address such encroachment pressures. The REPI program helps installations implement compatible land use partnering projects with state and local governments and non-governmental organizations to protect non-military land, which helps relieve installation encroachment pressures. In this monograph, RAND researchers assessed the effectiveness of the REPI projects. The authors also identify the main causes of encroachment; detail the benefits, both to the military and local communities, of buffering areas near installations with REPI projects; and provide recommendations for how to improve REPI's effectiveness

    Abstract: The one-third cut in active-duty manpower at the end of the Cold War, from 2.1 million to 1.4 million in uniform, combined with a shift in the national security environment, has today resulted in the need for longer and repeated deployments, especially for the Army and the Marine Corps, and these deployments have posed challenges for active-duty service members and for their families. The authors undertook the preparation of this monograph with the objective of offering insights into the challenges faced by active-duty service members deployed to Iraq and Afghanistan, the resiliency they and their families have shown in coping with these challenges, and the adequacy of defense manpower policy in assisting members and families. The monograph draws on the perspectives of economics, sociology, and psychology; provides a formal model of deployment and retention; reviews published work; reports on the results of focus groups conducted in each of the services; and presents findings from an analysis of survey data. The focus groups and survey data relate to the period from 2003 to early 2004. Family separation, long work hours both during and preceding deployments, and uncertainty surrounding deployments were some of the more significant stresses associated with deployments that were reported in focus groups. Furthermore, according to focus-group and survey data, even personnel who did not deploy experienced work stress as a result of long hours supporting deployments. The authors use these findings to suggest ways to improve quality of life for deployed and nondeployed personnel and their families, including improved communication home, more effectively structured deployment pays, and, when possible, greater certainty in the timing and length of the deployment cycle. The findings also underscore the importance of individual and unit preparation prior to deployment and the role of unit cohesion during deployment. The monograph may be of interest to the military services, the Office of the Secretary of Defense, individual service members and their families, members of Congress and their staff, and the media.     Abstract: A number of important steps have been taken in recent years to improve the planning and management of Army International Activities (AIA). Still, a need remains, and is widely recognized, for a high-level assessment mechanism to allocate AIA resources more efficiently, execute AIA programs more effectively, and highlight the contributions of AIA to the National Military Strategy, the DoD Security Cooperation Guidance, and The Army Plan. This report presents a framework for assessing the value of the Army's non-combat interactions with other militaries. It provides an overview of AIA programs and establishes their connection to the U.S. government's current strategy for security cooperation. It also provides a matrix of eight AIA "ends," derived from top-level national and Army guidance, and eight AIA "ways," which summarize the various capabilities inherent in AIA programs. Next, the report presents a method for linking AIA "ends" and "ways" that involves a theoretical rationale for security cooperation, selection criteria for AIA "output" and "outcome" indicators, and related measures of performance and effectiveness. The report also describes the new online AIA Knowledge Sharing System (AIAKSS) that is being used to solicit programmatic and assessment data from AIA officials in the Army's Major Commands. In addition, the report includes the results of three test cases-involving the Army Medical Department, the National Guard Bureau, and U.S. Army South-that helped to identify potential problems in evaluating AIA and to suggest improvements in the proposed AIA assessment mechanism. Finally, the report contains an extensive list of "output" and "outcome" indicators that have been reviewed by AIA officials throughout the Army

    Abstract: Change--in international relations, in technology, and in society as a whole--has become the idiom of our age. One example of these changes has been an increasing recognition of the value of air and space assets for handling nearly every contingency from disaster relief to war and, consequently, increasing demand for such assets. These developments have created both challenges and opportunities for the U.S. Air Force. This, the fourth volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore both the challenges and opportunities that the U.S. Air Force faces as it strives to support the nation's interests in a challenging technological and security environment. Contributors examine the changing roles of air and space forces in U.S. national security strategy, the implications of new systems and technologies for military operations, and the role of nuclear weapons in U.S. security strategy. Contributors also discuss the status of major modernization efforts within the Air Force, and the "bill of health" of the Air Force, as measured by its readiness to undertake its missions both today and in the future

    Abstract: China's two decades of rapid economic growth have fueled a demand for energy that has outstripped domestic sources of supply. China became a net oil importer in 1993, and the country's dependence on energy imports is expected to continue to grow over the next 20 years, when it is likely to import some 60 percent of its oil and at least 30 percent of its natural gas. China thus is having to abandon its traditional goal of energy self-sufficiency--brought about by a fear of strategic vulnerability--and look abroad for resources. This study looks at the measures that China is taking to achieve energy security and the motivations behind those measures. It considers China's investment in overseas oil exploration and development projects, interest in transnational oil pipelines, plans for a strategic petroleum reserve, expansion of refineries to process crude supplies from the Middle East, development of the natural gas industry, and gradual opening of onshore drilling areas to foreign oil companies. The author concludes that these activities are designed, in part, to reduce the vulnerability of China's energy supply to U.S. power. China's international oil and gas investments, however, are unlikely to bring China the energy security it desires. China is likely to remain reliant on U.S. protection of the sea-lanes that bring the country most of its energy imports

    Abstract: Advances in information technology have led us to rely on easy communication and readily available information--both in our personal lives and in the life of our nation. For the most part, we have rightly welcomed these changes. But information that is readily available is available to friend and foe alike; a system that relies on communication can become useless if its ability to communicate is interfered with or destroyed. Because this reliance is so general, attacks on the information infrastructure can have widespread effects, both for the military and for society.     Abstract: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater
