    Abstract: Was migration to Germany a blessing or a curse? The main argument of this book is that the Greek state conceived labor migration as a traineeship into Europeanization with its shiny varnish of progress. Jumping on a fully packed train to West Germany meant leaving the past behind. However, the tensed Cold War realities left no space for illusions; specters of the Nazi past and the Greek Civil War still haunted them all. Adopting a transnational approach, this monograph retargets attention to the sending state by exploring how the Greek Gastarbeiter’s welfare was intrinsically connected with their homeland through its exercise of long-distance nationalism. Apart from its fresh take in postwar migration, the book also addresses methodological challenges in creative ways. The narrative alternates between the macro- and the micro-level, including subnational and transnational actors and integrating a diverse set of primary sources and voices. Avoiding the trap of exceptionalism, it contextualizes the Greek case in the Mediterranean and Southeast European experience

Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Abstract: How do conflicts escalate? This is one of the major questions in conflict research. To offer further answers, Richard Bösch follows a tripartite agenda: First, he develops a constructivist methodology for the study of conflict escalation embedded in a Luhmannian systems theoretical world society perspective. Bösch argues that conflicts can be observed as social systems and he looks at the process of conflict escalation by analysing communication. Second, this analysis offers two case studies: the Maidan protests in Ukraine 2013-2014 and Mali's crisis 2010-2012. Third, it gives insights on how systems theoretical research can be beneficial for Peace and Conflict Studies.

    Abstract: The textbook introduces the self-understanding, institutional structure and practice of the political system of the Federal Republic of Germany. The work provides a problem-oriented overview of the basic constitutional and foreign policy decisions that have constituted German democracy; the political field of forces formed by interest groups, citizens' initiatives, parties and mass media; the political institutions at the federal, state and local levels; the social reach and administrative enforcement of political decisions; the political culture including the structure of the political ruling class. The new edition also addresses, among other things, the consequences of the Corona crisis for the political system, the changing party system and the crisis of the EU after the 2021 federal election. The authors Dr Tom Mannewitz is Professor for Political Extremism and the History of Political Thought at the Federal University of Public Administration in the Intelligence Services Department at the Centre for Intelligence Training and Advanced Training (ZNAF) in Berlin. Dr Wolfgang Rudzio was Professor of Political Science at the University of Oldenburg until 2000. The translation was done with the help of artificial intelligence. A subsequent human revision was done primarily in terms of content.

    Abstract: Ansprüche auf Bürgerschaft steigen unter Bewohner:innen informeller Siedlungen Nairobis. Basierend auf Umfragedaten sowie Fokusgruppendiskussionen wird in diesem Buch gezeigt, dass Erwartungen auf den Zugang zu urbaner Bürgerschaft trotz der wiederholt erfahrenen Frustration eben dieser Erwartungen steigen, obwohl soziales Vertrauen in informellen Siedlungen gering bleibt und obwohl unter Bewohner:innen informeller Siedlungen meist keine starke Bindung an die Stadt empfunden wird. Es kann damit erstmals gezeigt werden, dass unter Menschen in Kenias urbaner Informalität nicht nur Erwartungen, sondern Ansprüche auf Zugang zu Bürgerschaft zunehmen. Urbane Informalität in Kenia prägt damit Bürgerschaft auf spezifische Art und Weise.
    Abstract: Access to the social and political means of citizenship is a distinct expectation of those living and working in Nairobi’s urban informality. In an empirical analysis based on original survey data comparing rural and urban Kenya and focus-group discussions in informal settlements of Nairobi, this book shows that expectations of accessing public goods were high when people first arrived in the city and rose over time among dwellers in Nairobi’s urban informality, despite previous repeated frustrations of such expectations as well as strong attachments to rural areas. The book demonstrates that urban informality distinctly shapes citizenship.

    Abstract: "At the turn of the millennium, Middle Eastern and Muslim Germans had rather unexpectedly become central to the country's Holocaust memory culture--not as welcome participants, but as targets for re-education and reform. Since then, Turkish- and Arab-Germans have been considered as the prime obstacles to German national reconciliation with its Nazi past, a status shared to a lesser degree by Germans from the formerly socialist East Germany. It is for this reason that the German government, German NGOs, and Muslim minority groups have begun to design Holocaust education and anti-Semitism prevention programs specifically tailored for Muslim immigrants and refugees, so that they, too, can learn the lessons of the Holocaust and embrace Germany's most important postwar democratic political values. Based on ethnographic research conducted over a decade, Subcontractors of Guilt explores when, how, and why Muslim Germans have moved to the center of Holocaust memory discussions. Esra Özyürek argues that German society "subcontracts" guilt of the Holocaust to new minority immigrant arrivals, with the false promise of this process leading to inclusion into the German social contract and equality with other members of postwar German society. By focusing on the recently formed but already sizable sector of Muslim-only anti-Semitism and Holocaust education programs, this book explores the paradoxes of postwar German national identity"--

    Abstract: Appelée de ses vœux par Lucien Febvre en 1941, l’histoire des sensibilités ou l’histoire des émotions a connu ces dernières années un écho remarquable chez les historien.ne.s, mais pas uniquement. Les émotions sont également devenues un objet d’étude à part entière dans d’autres domaines des sciences humaines et sociales, notamment en sociologie, en ethnographie, ou bien encore en sciences politiques et en philosophie. Cet ouvrage interdisciplinaire fait le choix d’appréhender les émotions sous le prisme de la politique et des médias en mettant en lumière leurs interdépendances aussi bien en France qu’en Allemagne aux XXe et XXIe siècles. L’objectif est de traiter de la question des transferts d’émotions entre les deux pays ainsi que de leur signification dans la construction d’une histoire européenne des émotions.
    Abstract: Die von Lucien Febvre 1941 geforderte Geschichte der Befindlichkeiten oder der Emotionen hat in den letzten Jahren ein bemerkenswertes Echo unter den HistorikerInnen gefunden. Aber auch in anderen Bereichen der Geistes- und Sozialwissenschaften wie der Soziologie, der Ethnographie, der Politikwissenschaft und der Philosophie haben sich Emotionen zu einem eigenständigen Untersuchungsgegenstand entwickelt. In diesem interdisziplinär konzipierten Buch werden Emotionen durch das Prisma der Politik und der Medien betrachtet, wobei insbesondere deren deutsch- französischen Verflechtungen im 20. und 21. Jahrhundert ausgelotet werden. Ziel ist es, die Transfers von Emotionen zwischen den beiden Ländern und deren Bedeutung für die Konstruktion einer europäischen Geschichte der Emotionen zu hinterfragen.

The country emerged from the Cold War as a newly united and sovereign state, eventually becoming Europe's indispensable partner for all major domestic and foreign policy initiatives.     Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

Pour la comprendre, Emmanuel Todd examine, scrupuleusement et sans a priori, l'évolution rapide de notre société depuis le début des années 1990 : démographie, inégalités, niveau de vie, structure de classe, performance éducative, place des femmes, immigration, religion, suicide, consommation d'antidépresseurs, etc. Les faits surprendront. Les interprétations que propose l'auteur doivent, quant à elles, beaucoup à Marx, mais à un Marx mis "sous surveillance statistique". À gauche, comme à droite, elles paraîtront à beaucoup étonnantes, amusantes, contrariantes, ou angoissantes. Cet empirisme sans concession conduit même Emmanuel Todd à réviser radicalement certaines de ses analyses antérieures. À la lecture de ce livre riche, stimulant, provocateur, la vie politique des années 1992-2019 prend tout son sens : une longue comédie politique où s'invitent les classes sociales.     Abstract: This study provides empirical evidence on the considerable but often unnoticed impact of EU accession on the mobility and integration of migrants from Bulgaria in Germany. Original data from a time-location sampling survey in Hamburg reveal that free movement not only induced a high level of mobility among EU citizens from Bulgaria after 2007 but also enabled their more permanent settlement in Germany. The study also provides statistical evidence that EU citizenship contributed to better legal integration of Bulgarian migrants in Germany, but national policies shaped to a greater extent their integration in terms of participation in the core areas of life. Restrictive policies such as transitional periods in the freedom of work hampered labour market integration and created more disadvantaged positions for workers. Inclusive policies such as the dual citizenship policy facilitated the naturalisation of settled migrants and led to exceptionally high naturalisation rates for Bulgarians that point to their successful integration in society. However, integration successes remain almost unnoticed in public discourse, which is dominated by the image of Bulgarian migration as a challenge.     Abstract: Cordial Cold War examines cultural entanglements, in various forms, between two distant yet interconnected sites of the Cold War – India and the German Democratic Republic (GDR). Focusing on theatre performances, film festivals, newsreels, travel literature, radio broadcasting, cartography and art as sites of engagement, the chapters spotlight spaces of interaction that emerged in spite of, and within, the ambits of Cold War constraints. The inter-disciplinary collection sheds light on the variegated nature of translocal cultural entanglements, at work even before the GDR was officially recognized as a sovereign state by India in 1972. By foregrounding the role of actors, their practices and the sites of their entanglement, the contributions show how creative energies were mobilized to forge zones of friendship, mutual interest and envisioned solidarities. This volume situates actors from the Global South as mutual co-shapers of the cultural Cold War, therein shifting its Euro-American and Soviet epicenters to Non-Aligned India. Going beyond official state channels of international political dialogue, it locates cordiality in the micro-histories and everyday experiences of interpersonal engagements, bringing to focus a hitherto underexplored chapter of India–Germany entanglements.

    Abstract: " A new and comprehensive look at the reasons behind successful or failed nation building Nation Building presents bold new answers to an age-old question. Why is national integration achieved in some diverse countries, while others are destabilized by political inequality between ethnic groups, contentious politics, or even separatism and ethnic war? Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer's theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states' capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies. He also shows that when political alliances crosscut ethnic divides and when most ethnic communities are represented at the highest levels of government, the general populace will identify with the nation and its symbols, further deepening national political integration. Offering a long-term historical perspective and global outlook, Nation Building sheds important new light on the challenges of political integration in diverse countries. "--

    Abstract: Based on ethnographic research in Belgium, The Netherlands, and Germany, this book presents a novel approach to studying Muslim militant activism. While much existing research focuses on the process of radicalization, these authors introduce a different set of questions that investigate specific modes of activism, and their engagement with dominant discourses and practices in media and state policies. Drawing on social movement theory and Foucault’s work on counter-conduct, this research explores how daʿwa networks came about, and how activists developed themselves in interaction with state and media practices. This perspective highlights a form of activism and resistance in which activists turn against policies and debates centring on Muslims and Islam, while attempting to create and protect an alternative space for themselves in which they can experience Islam according to their own perception of it. The study will contribute to debates about resistance, social movements and militant activism among Muslims in Europe.

    Abstract: "The Survival Regime explores the concept of survival to describe the effects on politics of the fusion of war and capital in globalization. Survival defines a sort of degree zero governmentality that has resulted from the crumbling of the political and spatial architecture of modernity, particularly the state. Survival does not simply name the new content of all politics or the economic law of the strongest of neoliberalism. Rather, it theorizes how systemic violence and permanent instability force political life to struggle for its own existence, thus generating a regime based on productive engagement and urgent intervention. Through a critical dialogue with various contemporary thinkers (Galli, Hardt and Negri, Esposito, Agamben, Derrida, and Schmitt, among others), Edgar Illas theorizes survival as a global logic that overcomes the links between life and power explained by the Foucauldian paradigm of biopolitics. He examines parallel notions such as singularity, aleatoriness, eclecticism and distinction to question previous theorizations of the political based on class struggle, inclusion, hegemony, or recognition of demands.     Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Abstract: Since its establishment in 1951, the International Organization for Migration (IOM) has expanded from a small, regionally specific, logistically focused outfit into a major international organization involved in an almost dizzying array of activities related to human mobility. In 2016, IOM joined the UN system and has rebranded itself as the "UN migration agency." Despite its dramatic expansion and increasing influence, IOM remains understudied. This book provides an accessible, incisive introduction to IOM, focusing on its humanitarian activities and responses to forced migration – work that now makes up the majority of the organization’s budget, staff, and field presence. IOM’s humanitarian work is often overlooked or dismissed as a veil for its involvement in other activities that serve states’ interests in restricting migration. In contrast, Bradley argues that understanding IOM’s involvement in humanitarian action and work with displaced persons is pivotal to comprehending its evolution and contemporary significance. Examining tensions and controversies surrounding the agency’s activities, including in the complex cases of Haiti and Libya, the book considers how IOM’s structure, culture, and internal and external power struggles have shaped its behaviour. It demonstrates how IOM has grown by acting as an entrepreneur, cultivating autonomy and influence well beyond its limited formal mandate.

    Abstract: "How is it that rural poverty in southern Tanzania appears both easy to explain and yet also mystifying? Why is it that 'development' is such a touchstone, when actual attempts at fostering development have been largely ephemeral and/or unpopular for decades? In this book, Felicitas Becker traces dynamics of rural poverty based on the exportation of foodstuffs rather than the better-known problems connected to exportation of migrant labour, and examines what has kept the development industry going despite its failure to break these dynamics. Becker argues that development planners often exaggerated their prospects to secure funding, repackaged old strategies as new to maintain their promise, and shifted blame onto rural Africans for failing to meet the expectations they had raised. But the rural poor, too, pursued conversations on the causes and morality of poverty and wealth. Despite their dependence and deprivation, officials found repeatedly that they could not take them for granted"--

    Abstract: This thesis examines West Germany's relationship with Namibia between 1969 and 1990. It investigates West German foreign policy towards Namibia, at the height of the Namibian liberation struggle, against the backdrop of East and West German rivalry. It brings to light that the post-war division of Germany into two separate states significantly impacted both German states' policies towards Namibia. The Federal Republic of Germany's (FRG) changing approach towards the German Democratic Republic (GDR) is analysed in relation to the Federal Republic's shifting attitude towards the South West Africa People's Organisation (SWAPO), Namibia's leading national liberation movement. It shows that the political dynamic that drove the normalisation of relations between East and West Germany played a key role in West Germany's move towards supporting SWAPO in the mid-to-late 1970. Furthermore, this thesis demonstrates that the Federal Republic's political landscape was dominated by political division over the issue of SWAPO's role in Namibia's future. This dissertation therefore examines the diverging views among political parties and its wider effects on shaping West Germany's policy towards Namibia. It calls to attention that political discord led to attempts by political factions to influence events in Namibia, independent of the Federal Government, through alternative instruments of foreign policy. Particular attention is also paid to the ideological underpinnings that promoted or hindered interactions and co-operation between East and West Germany in Namibia, on the one hand, and the two German states and SWAPO on the other. It reveals that West Germany's attitude towards SWAPO cannot be separated from the wider realities of the Cold War. In particular, it shows that the normalization of relations between West Germany and SWAPO can only be fully understood against the backdrop of intra-German rivalry
