    Abstract: The SME Policy Index: Eastern Partner Countries 2024 – Building resilience in challenging times is a unique benchmarking tool to assess and monitor progress in the design and implementation of SME policies against EU and international best practice. It embraces the priorities laid out in the European Union’s SME Strategy for a sustainable and digital Europe and is structured around the ten principles of the Small Business Act for Europe, which provide a wide range of measures to guide the design and implementation of SME policies. This report marks the fourth edition in this series, following assessments in 2012, 2016, and 2020. It tracks progress made since 2020 and offers the latest key findings on SME development and related policies in the countries of the Eastern Partnership (EaP). It also identifies emerging challenges affecting SMEs in the region and provides recommendations to address them. The 2024 edition benefits from an updated methodology that also offers a deeper analysis of policies to support the digital transformation of SMEs.

    Abstract: Russia's war of aggression against Ukraine has had profound effects on the maritime sector. It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

    Abstract: From the onset of Russia’s war of aggression against Ukraine, most refugee arrivals have been women and children, creating unique challenges for integration. The share of women among adult refugees is around 70% in most host countries and many have arrived with children, with the share of minors around 30%. Most OECD countries are supporting the socio-economic integration of Ukrainian refugee women through their pre-existing mainstream integration systems. Refugee integration policies have been, however, often created with different gender and educational profiles in mind, which may weaken outcomes in the longer term. There are some promising targeted measures available in OECD countries to support the socio-economic integration of Ukrainian refugee women. These include counselling, networking opportunities, training, and work placements, but also general community-building activities aimed at women.

    Abstract: Post-war reconstruction in Ukraine will face challenges in public procurement, including corruption risks and lengthy procedures. Strengthening existing legal and institutional foundations, aligned with international standards, is crucial. Streamlining procurement, ensuring transparency, and promoting equality for domestic and foreign companies are vital. Central procurement institutions require support, extending to regional and local authorities. A transparent legal framework can pave the way for efficient and accountable procurement, enabling a resilient future. A unified legal framework for awarding all contracts for the reconstruction of Ukraine, regardless of the source of financing, would streamline the tendering process. It is recommendable that the framework, fully aligned with international standards, be based on the Ukrainian public procurement legislation. The multiplication of procedural rules and requirements would lead to an increase of the administrative burden and the time required of procurement officers as well as economic operators.

This report is published as part of the multi-country project “EU4Business: From Policies to Action – phase 2”, implemented in the Eastern Partnership with the financial support of the European Union within the EU4Business initiative.

    Abstract: School destructions, population displacement or school closures mean that children in Ukraine have experienced varied disruptions in their education experience. Interventions that seek to reduce the variation in student learning levels need to accompany efforts to resume learning and deliver high-quality education for all. This brief puts the focus on academic interventions Ukraine could introduce to support learning recovery. It first examines strategies for assessing students’ skill levels and identifying potential learning losses in the current context. It then focuses on academic strategies the Ministry of Education can implement in the short and medium-term to help students recover lost learning opportunities, including adapting instructional strategies and pedagogies to individual needs, adapting the time of instruction, providing curricular flexibility and enabling fluid learning pathways within the school system. The brief concludes by putting forward a range of policy responses that can enhance the long-term effectiveness of learning recovery strategies in Ukraine.

    Abstract: The current energy crisis calls for energy saving measures to accompany long-term technical and structural solutions. However, a range of barriers makes it hard for consumers to change their energy consumption. Changing behaviour is the result not only of responses to prices but also of expectations, habits, and biases. Policy makers should factor in these behavioural aspects when designing energy saving measures. The choice of message that policymakers send to consumers, how and when the information is provided to households and through which channels can make a difference in changing consumption behaviours. Moreover, it is crucial that the right incentives and policies are in place to ensure that behavioural changes can effectively take place. The effectiveness of energy saving measures should also be monitored to gauge evolutions in behaviours and identify solutions to behavioural barriers.

Cette situation pose des problèmes d’intégration d’une nature particulière. Dans la plupart des pays d’accueil, environ 70 % des réfugiés ukrainiens adultes sont des femmes et la plupart d’entre elles sont venues accompagnées de leurs enfants, dont environ 30 % sont mineurs. La plupart des pays de l’OCDE favorisent l’intégration socioéconomique des réfugiées ukrainiennes à l’aide de leurs systèmes existants d’intégration. Toutefois, les mesures d’intégration ont souvent été conçues en se basant sur des profils différents de compétences et une composition femmes/hommes différente des flux de réfugiés, et risquent donc d'affaiblir les résultats à long terme. Dans les pays de l’OCDE, certaines mesures ciblées prometteuses ont été mises en place pour favoriser l’intégration socioéconomique des réfugiées ukrainiennes. Ces mesures comprennent des services de conseil, des possibilités de travail en réseau, des formations et des stages, ainsi que des activités d'entraide à l'échelon local destinées aux femmes.

    Abstract: This policy response reflects on how policy actions can shape the future of Ukraine’s science system and contribute to post-war recovery. It draws on several OECD indicators and highlights the challenge of “brain drain” as a structural problem that is aggravated by Russia’s war of aggression against Ukraine. It then makes the case for international co-ordination on talent circulation and exchange to prevent the irreversible loss of scientific expertise for key industries and the education of future generations in Ukraine. The policy response further argues that OECD countries can put in place new and strengthened scientific relationships with Ukraine, while also implementing temporary measures to assist both displaced scientists and those remaining in their posts under very challenging conditions.

    Abstract: Russia’s aggression against Ukraine is aggravating the long-term trend of R&D under-investment in Ukraine, as well as accelerating brain drain. In the reconstruction period, science, technology and innovation have the potential to contribute to the societal transformation of Ukraine, feeding into an innovation-centric industrial strategy, which also includes developing linkages with selected parts of the academic sector, which should themselves be strengthened to serve that purpose. It can also significantly contribute to Ukraine’s green transition, through stimulation of grassroots entrepreneurship in co-creation with academia, in particular on the basis of Ukraine’s small but excellent scientific production in the areas of environmental and planetary sciences. The brief provides specific policy recommendations which can help policy makers address the binding constraints towards the attainment of these goals.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Russia’s war against Ukraine and the international sanctions introduced against the former have had an unexpectedly mild impact on Central Asia, despite the region’s deep economic dependence on its northern neighbour. Notwithstanding high inflation, the five Central Asian states – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan – have so far shown surprising resilience to the economic headwinds: remittances registered record-high figures in the first half of 2022, national currencies quickly rebounded to pre-war levels after an initial drop, and an influx of skilled workers boosted demand for services and hospitality. However, as the medium-term effects of the sanctions against Russia, the global cost-of-living crisis, and China’s economic slowdown start to unfold, Central Asia is faced with lingering uncertainty. This publication provides an assessment of the short-term effects of Russia’s war on Central Asian economies and the policy responses provided. It also analyses the challenges ahead and formulates policy recommendations to make Central Asian economies more resilient and diversified.

    Abstract: Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

    Abstract: Russia’s war of aggression against Ukraine is demonstrating the new role of commercial space systems in crisis management. The improved availability of commercial satellite data and signals is contributing to the quality and resilience of government systems, with telecommunications and follow-ups of military actions and impacts on the ground for civilians. But the war has also revealed vulnerabilities of space infrastructure and in global supply chains. It also unleashed a series of new threats, notably unanticipated third-party uses of satellite data and disruptions of civilian telecommunications. Furthermore, the current geopolitical situation raises questions about the future of international co-operation in space activities, at a time when it is urgently needed to collectively manage the use of orbital resources. This policy note includes OECD recommendations for policy responses to improve the resilience of space infrastructure, manage access to and use of data and signals and ensure long-term sustainability of space activities.

Findings presented in this brief suggest that the full loss of Ukraine’s capacity to export together with a 50% reduction in Russian wheat export could lead to a 34% increase in international wheat prices in the marketing year 2022/23.

Now the Ukrainian Government faces multiple challenges, and OECD policy tools can help Ukraine realise its ambitious plans to strengthen and rebuild its digital space in the short term (i.e. access to the internet), medium term (i.e. access to talent and finance) and long term (i.e. a sound data infrastructure for the digital economy).

    Abstract: The large-scale aggression by Russia against Ukraine drastically changed how and which administrative services are delivered to its citizens. Physical facilities and communications infrastructure have been damaged or occupied in many areas of the country. This created the need to adapt or propose new ways of providing administrative services and the creation of entirely new services. The system of service delivery has had to be relaunched, adapted and even transformed. During the first days of the war there were almost no services. After three months the system had adapted to wartime conditions. The Ukrainian system of administrative service delivery has proved itself resilient in terms of safety and security, and in terms of responses to the new needs of the population. The simplification, deregulation and digitalisation efforts of the government will continue after the war.

    Abstract: Russia’s large-scale aggression against Ukraine has led to the most important humanitarian crisis in the OECD area since World War II, affecting millions of people and a severe economic, social and educational shock of uncertain duration and magnitude. This policy brief discusses how VET systems in host countries can become more inclusive and supportive of Ukrainians displaced by Russia’s large-scale aggression, building on OECD work on VET for young refugees, an analysis of VET in Ukraine, and first policy responses to the current crisis. Ukraine has strong VET provision at upper secondary level, and young people have strong interests in occupations which are commonly entered through VET. This policy brief argues that providing VET in host countries can be key in valuing and further building the skills of refugees from Ukraine, to the benefit of the Ukrainians concerned, host country labour markets, and for the rebuilding of Ukraine.

    Abstract: Given the unprecedented number and unique profile of Ukrainians fleeing their country in a short time following its invasion by Russia, as 50% of refugees are children, host country schools are facing challenges to increase their capacity and address the needs of the new refugee students. For children, returning to school can provide a sense of security and stability, while ensuring that they can have appropriate opportunities of developing their skills and do not suffer even larger losses later in life. Beyond the short-term integration of refugee students in schools and classrooms, host countries will have to deal with the promotion of the inclusion of students that will remain in the countries on a longer term. Early assessments, individualised curricula, language learning support and more will be key elements in the education of Ukrainian refugee students. Due to considerable uncertainty regarding the length of stay of refugee students from Ukraine in host countries, education systems will need to be flexible in meeting the needs of refugee students and providing opportunities to develop skills needed to prepare them for career paths after their return to Ukraine. Moreover, coordinated exchanges with Ukrainian policy makers and the provision of opportunities for students to stay connected with Ukrainian curriculum, language and culture are also important as many refugees may wish to return to Ukraine in the future. In sum, a holistic approach will be needed to address all the needs of Ukrainian refugee students, from a learning, social and emotional perspective.

    Abstract: Since the 1990’s, the countries of Eastern Europe, the Caucasus and Central Asia (EECCA) have made great progress in pursuing economic development that is also environmentally sustainable. The countries, in collaboration with the GREEN Action Task Force hosted by the OECD, has developed a number of policies aiming to improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs in the region. This report was prepared as the OECD contribution to the ninth “Environment for Europe” (EfE) Conference (5-7 October 2022). In this context, this report aims to: (i) take stock of progress on policy developments towards a green economy in the EECCA countries; (ii) showcase selected contributions from of the Green Action Task Force that integrate environmental and climate considerations into development pathways of the EECCA countries, and mobilise finance for action; and (iii) provide an outlook for the future, including priority actions that the Task Force in co-operation with the EECCA countries should take to enhance the momentum for green economy transition in the region.

While there is a lot of uncertainty regarding the potential length of stay of these refugees in their host countries, many of the working-age adults will seek to work during their stay. This brief reviews the distribution of Ukrainian refugees across European countries and their demographic characteristics. It discusses the existing evidence about the labour market integration of refugees, and applies this information to the case of Ukrainian refugees to provide estimates of the number of active and employed Ukrainian refugees in European countries by the end of 2022 and compares these results to the impact of previous large inflows of refugees, in particular the 2014-17 arrivals.

Cette note examine comment les systèmes d’éducation et de formation professionnelles (EFP) dans les pays d’accueil peuvent devenir plus inclusifs et accompagner les Ukrainiens déplacés à la suite de la guerre menée par la Russie. Elle s’appuie pour cela sur les travaux de l’OCDE relatifs à l’offre d’EFP pour les jeunes réfugiés, sur une analyse de l’EFP en Ukraine, et sur les premières mesures prises par les pouvoirs publics face à la crise actuelle. L’Ukraine dispose d’une offre étoffée d’EFP au niveau du deuxième cycle de l’enseignement secondaire, et les débouchés professionnels de l’EFP intéressent beaucoup ses jeunes. Cette note affirme que l’offre d’EFP dans les pays d’accueil joue un rôle clé en ce qu’elle valorise et développe les compétences des réfugiés venus d’Ukraine, au bénéfice des Ukrainiens concernés et du marché du travail dans les pays d’accueil, mais aussi de la reconstruction de l’Ukraine.

    Abstract: Russia’s invasion of Ukraine has placed a heavy burden on host country schools and teachers. Indeed, refugee students need support beyond the development of academic skills, including assistance to integrate into the host society and support for the well-being. The challenge of providing this support falls largely on teachers in host countries, who may not have training to teach children who do not speak the language of instruction and who may require trauma counselling. Teachers need support in order to best respond to rapidly changing conditions and refugee students’ needs, including working closely with school leadership and non-instructional support staff and receiving relevant training. Moreover, countries will need to rely on Ukrainian teaching staff if faced by a personnel shortage. This will help them provide a sense of familiarity to the refugee students in both language and curriculum as students transition to the host language and host country curriculum. Additionally, this strategy can be rewarding for the refugee teachers, providing them with a sense of purpose as well as financial stability. Overall, implementing policies and allocating resources based on evidence from successful strategies can build capacity and provide teachers with needed support, with OECD countries providing examples of good practices.

    Abstract: На основе стандартной методологии ОЭСР в исследовании приведены количественные оценки мер государственной поддержки как на потребление, так и на производство угля, нефти, нефтепродуктов, природного газа, а также электрической и тепловой энергии, производимой на основе этих видов ископаемого топлива. В докладе представлены основные выводы анализа механизмов субсидирования ископаемых видов топлива в шести странах Восточного партнерства (ВП) Европейского союза: Армении, Азербайджане, Беларуси, Грузии, Республике Молдова и Украине. В исследовании обновлены оценки публикации 2018 года «Энергетические субсидии в странах Восточного партнерства ЕС» с представлением данных и оценок за 2016-2019 годы. Анализ сфокусирован на оценке двух основных типов субсидий на ископаемые виды топлива: прямых трансфертах средств производителям и потребителям и налоговых расходах. В докладе кратко рассмотрены меры политики в области налогообложения и ценообразования в энергосекторе, которые непосредственно или косвенно влияют на динамику субсидий в этом регионе. В приложениях к докладу приведены детальные оценки всех мер поддержки для каждой из шести стран.

    Abstract: As in many countries, the economies of Eastern Europe, the Caucasus and Central Asia (EECCA) have been negatively affected by the global COVID-19 pandemic. Their governments responded by addressing the health impacts and providing relief to affected businesses and workers. Many EECCA countries have also implemented measures that will help advance environmental objectives as part of their rescue and recovery plans. Nevertheless, much more needs to be done to ensure that recovery plans accelerate a green transition, thereby building resilience against external shocks. This policy paper analyses measures related to COVID-19 in 11 EECCA countries based on their potential to advance the transition to a greener, climate-resilient and low-carbon economy. Recommendations suggest ways to ensure that governments align efforts to support economic recovery with their objectives on climate change, biodiversity and wider environmental protection.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

This report summarises the main findings of the analysis of fossil-fuel subsidy schemes in the six European Union's Eastern Partner (EaP) countries – Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine. The study updates the 2018 Inventory of Energy Subsidies in the EU’s Eastern Partnership Countries by providing data and estimates for 2016‑19. The analysis focuses on measuring two major types of fossil-fuel subsidies: direct transfers of funds to producers and consumers; and tax expenditure. This report also briefly discusses the taxation and energy pricing policies that have had direct or indirect impact on the evolution of fossil-fuel subsidies in the region. Detailed estimates of all individual support measures for each of the six countries are provided in Annexes to the report.

    Abstract: Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

    Abstract: The OECD has been working on water policy reform in the countries of Eastern Europe, the Caucasus and Central Asia for over 20 years. Three of the countries within the region, Georgia, the Republic of Moldova and Ukraine have signed Association Agreements with the European Union. These agreements provide a framework for deeper political ties and stronger economic links with the EU and include commitments for approximation towards EU legislation including the Water Framework Directive. Georgia, the Republic of Moldova and Ukraine have ambitious long-term strategic plans for their water sectors, which include fulfilment of requirements under the Association Agreements and international commitments including the Sustainable Development Goals. The water policy outlooks baseline the country policy framework and current performance and then define the long-term vision and aspirations to 2030. The outlooks aim to demonstrate the likelihood of the current policy framework to achieve the long-term objectives and desired future state of the water sector, and include identification of opportunities for improving policy coherence and policies that have the opportunity to improve the likelihood of success.

    Abstract: Как и во многих странах, пандемия COVID-19 отрицательно сказалась на экономике стран Восточной Европы, Кавказа и Центральной Азии, ответные меры правительств которых заключались в смягчении воздействия пандемии на систему здравоохранения и оказании поддержки затронутым пандемией предприятиям и работникам. В рамках ответных мер, большинство стран ВЕКЦА также реализовали меры, которые могут способствовать достижению экологических целей. Тем не менее многое еще остается сделать, чтобы планы восстановления ускорили переход к «зеленой» экономике, тем самым повышая устойчивость к внешним шокам. В настоящем отчете проводится анализ мер, направленных на борьбу с COVID-19, предпринимаемых в 11 странах ВЕКЦА, на основании их потенциала к ускорению перехода к более «зеленой», стойкой к изменению климата и низкоуглеродной экономике. Эти принципы служат руководящей основой для разработки и осуществления политики в сфере МСП. Настоящее исследование является третьим изданием из данной серии. Результаты первых двух исследований были опубликованы в 2012 и 2016 годах. В исследовании 2020 года представлен всесторонний обзор хода реализации десяти рекомендаций закона, а также анализируются успехи, достигнутые странами региона с 2016 года. Кроме того, в исследовании рассматриваются существующие проблемы, затрагивающие МСП в странах ВП, и предлагаются рекомендации по их решению на основе примеров передовой практики ЕС и других стран мира. В издание 2020 года также включена оценка трех новых направлений (защита конкуренции, принудительное исполнение договоров и коммерческая добросовестность), выходящих за рамки политики развития МСП и охватывающих ключевые приоритеты структурных реформ, которые имеют решающее значение для создания равных условий для предприятий всех размеров и форм собственности.

    Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

Armenia, Azerbaijan and Georgia (because of their proximity to Iran) saw the region’s first cases of Covid-19 in late February. Swift containment measures and limited intra-regional mobility have so far helped limit the spread of the virus, and the number of recorded cases remains relatively low in the South Caucasus.

It is structured around the ten principles of the Small Business Act for Europe (SBA), which provide a wide range of pro-enterprise measures to guide the design and implementation of SME policies. It provides a comprehensive overview of the state of play in the implementation of the ten SBA principles, and monitors progress made since 2016. It also identifies remaining challenges affecting SMEs in the Eastern Partnership (EaP) countries and provides recommendations to address them based on EU and international good practice examples. The 2020 edition also features a novelty: An assessment of three new dimensions going beyond core SME policy (competition, contract enforcement and business integrity) looking at key structural reform priorities that are critical to establishing a level playing field for enterprises of all sizes and ownership types.

    Abstract: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.

The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This Multi-level Governance Series study focuses on Ukraine’s advances in regional development, territorial reform and decentralisation since 2014. The Government launched a reform to merge local governments and strengthen the decentralisation process, giving additional power and resources to sub-national authorities. In a short period, successful steps have been taken toward achieving municipal mergers and greater fiscal, administrative and political decentralisation, complemented by the State Strategy for Regional Development 2015-2020. The first local elections have been held and more public services are being delivered by certain local authorities. Yet, important challenges remain, ranging from a need to address rising disparities and adjusting multi-level governance practices and territorial structures, to better structuring fiscal decentralisation. This report addresses regional performance and disparities in Ukraine, provides insight into Ukraine’s current territorial reform and approach to decentralisation, explores the impact of fiscal decentralisation measures, and includes a case study of the transport sector. It also provides a set of recommendations for action to support Ukraine in meeting the conditions for successful decentralisation.

    Abstract: This report provides a case study for the development of sustainable energy lending in Ukraine. It reviews the macro-economic and political context for green investments in Ukraine, before looking in more detail at the role and capacity of the banking sector. The study is part of a wider OECD project promoting access to private finance for green investments in the EU Eastern Partnership (EaP) countries, and follows on from a regional assessment undertaken in 2015. This work forms part of the “Greening Economies in the European Union’s Eastern Neighbourhood” (EaP GREEN) programme, which aims to support the six Eastern Partnership countries to move towards a green economy by decoupling economic growth from environmental degradation and resource depletion.

    Abstract: Education in Ukraine is marked by integrity violations from early childhood education and care through postgraduate study. In the past decade policy makers and civic organisations have made progress in addressing these challenges. However, much remains to be done. OECD Reviews of Integrity in Education: Ukraine2017aims to support these efforts. The review examines systemic integrity violations in Ukraine. These include: preferential access to school and pre-school education through favours and bribes; misappropriation of parental contributions to schools; undue recognition of learning achievement in schools; paid supplementary tutoring by classroom teachers; textbook procurement fraud; and, in higher education, corrupt access, academic dishonesty, and unwarranted recognition of academic work.     Abstract: Ukraine’s post-Maidan authorities have embarked upon an ambitious reform programme to improve the country’s framework for investment and strengthen the country as an attractive investment destination. This review, which was prepared in close cooperation with the Ukrainian authorities in response to their 2011 request to adhere to the Declaration on International Investment and Multinational Enterprises (OECD Declaration), analyses the general investment framework as well as recent reform, and shows where further efforts are necessary. It assesses Ukraine’s ability to comply with the principles of openness, transparency and non-discrimination and its policy convergence with international investment standards such as the OECD Declaration. In light of the recently updated OECD Policy Framework for Investment, it also studies other areas such as investment promotion and facilitation, infrastructure development; financial sector development and responsible business conduct practices. In the scarcely two years since a new attempt at economic reforms was launched in earnest, Ukraine has made quite important progress in introducing a modern legal framework for investment. But additional efforts are required in some policy areas to reaffirm Ukraine’s attractiveness for investors.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 130 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

    Abstract: The SME Policy Index is a benchmarking tool designed for emerging economies to assess SME policy frameworks and monitor progress in policy implementation over time. The Index has been developed by the OECD in partnership with the European Commission, the European Bank for Reconstruction and Development (EBRD), and the European Training Foundation (ETF) in 2006. For the Eastern Partner Countries, the assessment framework is structured around the ten principles of the Small Business Act for Europe (SBA), providing a wide-range of pro-enterprise measures to guide the design and implementation of SME policies based on good practices promoted by the EU and the OECD. It is applied to the Eastern Partner Countries for the second time since 2012. The Index identifies strengths and weaknesses in policy design and implementation, allows for comparison across countries and measures convergence towards good practices and relevant policy standards. It aims to support governments in setting targets for SME policy development and to identify strategic priorities to further improve the business environment. It also helps to engage governments in policy dialogue and exchange good practices within the region and with OECD and EU members.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2013" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

L’ESC est presque toujours négative du fait que les transferts payés par les consommateurs via les politiques de soutien des prix dépassent en général l’ensemble des subventions à la consommation payées par les contribuables ; - l’Estimation du Soutien Total (EST), représentant la somme des trois composants mentionnés ci-dessus, ajustée des doublons potentiels issus de la double comptabilisation de certains transferts de soutien des prix à la fois dans l’ESP et dans l’ESC. La valeur de ces transferts est analysée plus en détail en examinant notamment leur part relative dans le soutien à l’agriculture, dans l’économie agricole et dans l’économie en général, ainsi que d’autres indicateurs tels que le Coefficient Nominal de Soutien (CNS) et le Coefficient Nominal de Protection (CNP).

The table contains projections on the agriculture market and commodities such as cereals, oilseeds, diary products, cotton and more. It includes statistics on the trade side including data on production, prices, trade balance, ending stocks, consumption, transformation, etc. For most of the commodity markets analysed in the Agricultural Outlook, domestic and international commodity prices are also available. In most cases the data go back to 1970 and cover up to the latest year of projection (currently 2022).

    Abstract: The economic crisis, the second economic shock to hit the Eastern Europe and the South Caucasus region after the collapse of the Soviet Union, has been a warning and a call to action. The region has many advantages and much potential, but some of this was squandered during the boom years of the 2000s. The studies contained in this volume demonstrate that the potential is still there and that the measures that need to be taken to realise that potential are feasible and affordable. Some of them can have an almost immediate effect, such as easing access to finance for small and medium-sized enterprises and opening up new markets for the region’s goods. Others are more medium-term, such as redeveloping product lines in the steel industry or in agriculture. Some of the most critical reforms, like raising the level of education and improving health care, will require political and economic investment over the long term. None of the recommendations in this book are, however, beyond the bounds of possibility. Governments and the private sector have an interest in implementing reforms to diversify the economy and improve the distribution of revenues. Given the enormous potential of the Eastern European and South Caucasus countries, the region has every reason to be confident about its future.

Specifically, opportunities for accessing savings through private financial and capital markets have been examined. The report identifies bottlenecks to the development of local financial markets for environmental infrastructure and discusses policy recommendations to tackle them.
