    Kurzfassung: This paper is concerned with a number of conceptual and practical issues associated with the use of vouchers to distribute public services. Section 1 proposes a definition of vouchers and considers the position which voucher distribution occupies in the spectrum of possible mechanisms for the production and distribution of public services; this leads into a discussion of the objectives which voucher distribution might promote. Section 2 classifies the contexts in which vouchers might be applied and types of voucher systems. This permits a preliminary mapping of combinations of policy objectives and characteristics of the public service in question onto alternative forms of voucher distribution. Section 3 provides an illustrative review of the use of vouchers in the distribution of public services. Many of the examples discussed are in the field of education, where discussion of or use of vouchers is most developed, but experience of other public services is included where it is available. Section 4 contains conclusions.

    Kurzfassung: Most OECD Member countries have sought to renew their systems and structures of public management in the last 10-15 years. Some started earlier than others and the emphasis will vary among Member countries according to their historic traditions and institutions. There is no single best model of public management, but what stands out most clearly is the extent to which countries have pursued and are pursuing broadly common approaches to public management reform. This is most probably because countries have been responding to essentially similar pressures to reform.

The BCA is Australia’s leading business body. It comprises the chief executive officers of most of Australia’s largest companies. A major section of the paper was devoted to exploring the idea of “re-engineering” fiscal policy.

    Kurzfassung: Canada’s level of indebtedness, as a percentage of GDP, increased from a level lower than the average for OECD Member countries in the early 1980s to a high of 97.6% in 1995. This was a level of debt exceeded only by Italy among G7 nations and Belgium and Greece among the wider OECD community. Fiscal management reached a breaking point in 1994. It was recognised that the fiscal situation had reached crisis proportions and strong corrective measures were needed. Today, Canada is enjoying a budget surplus and is repaying debt. This paper surveys these developments.

    Kurzfassung: From enjoying the largest budget surpluses of any OECD Member country in the late 1980s, Sweden went into having the largest budget deficits of any OECD Member country in the early 1990s, which were accompanied by a massive increase in government debt. In a span of just five years, the level of debt had nearly doubled. However, by the late 1990s, the budget had been brought back to balance and Sweden is now enjoying significant surpluses again.

    Kurzfassung: The formal procedures of public expenditure management vary widely within the European Union. They depend especially on the relative status of institutions. In most member states, operations are delegated to spending ministries or other spending units which have considerable freedom (within tough overall budget constraints) to decide how they meet their objectives; but there are wide variations in the degree of delegation and the incentives for efficiency. Public enterprises, similarly, are seen in some countries as an arm of the public sector and in others as essentially commercial bodies. Some member states have federal structures. Nearly all have complex procedures for funding local municipalities or counties. They differ in their relationships between government and Parliament. They also differ in technical procedures such as budgetary timescales, and methods of accounting for expenditure.

    Kurzfassung: The traditional role of the central budget office is incompatible with the management reforms enfolding in various OECD Member countries. These reforms are grounded on the principle that managers must be permitted to run their operations without undue outside interference. The logic of reform is that only when managers are free to use money and other organisational resources within agreed budgets can they be responsible for the organisation’s successes or failures. In countries where a culture of reform has taken hold, there is consensus that halfway measures do not suffice, that managers either are free to act or are not. It is not a matter of relaxing one or another restriction, but of reshaping the operations of public institutions and the behaviour of those who work in them. The budget process is one of the main arenas in which the machinery of government is undergoing fundamental transformation.

    Kurzfassung: After the dissolution of the Soviet Union in 1992, the Russian Federation promptly proceeded with initial economic reform measures and privatisation programmes which were largely completed by 1994. Despite the creation of a basic corporate sector, many structural reforms remained incomplete, limiting inflows of foreign investment. Following the financial crisis in 1998, Russia has been in a period of stabilisation and is now showing signs of output recovery fuelled by favourable external economic conditions. A new economic reform programme was introduced in mid-2000, promising the rationalisation of many existing state and legislative structures and the reorganisation of federal and regional powers with a view to creating a modern competitive environment in a more unified economic space. Foreign investment will be vital for Russia's economic revival and the Russian government has taken up the challenge of improving the legal and regulatory environment to attract investment inflows needed to upgrade Russia's production facilities, infrastructure and labour skills. The pace and progress of reform is being followed with considerable interest worldwide. This publication provides a timely analysis of the evolving environment for foreign investment in the Russian Federation and draws attention to problem areas affecting the investment climate such as inadequate protection of investors' contractual and property rights. A key element of the publication is a set of policy conclusions and recommendations to create a more hospitable environment for investment, both domestic and foreign.

    Kurzfassung: OECD's 2001 review of investment policy in the Ukraine. It builds on the 1993 OECD Investment Guide for Ukraine and is primarily intended to further advance the policy dialogue and co-operation between the OECD and Ukrainian decision-makers on investment issues. It is part of OECD’s efforts to help drive the much needed policy reforms in Ukraine. The review attempts to assess the implementation of the legal rules, with an emphasis on their practical enforcement, and identifies gaps in legislation and institutional frameworks, distilling an array of policy recommendations. In addition to the legal and institutional setting specifically dealing with foreign investment issues, the review encompasses salient features of the overall business regime in Ukraine, such as legislation ensuring the rule of law, contract and property protection, corporate legislation, secured lending and financial sector legislation, taxation, public governance, including privatisation, competition and anti-corruption measures.

    Kurzfassung: In 2000 commentators everywhere were hailing the boom in some western economies as the dawn of a new economy. In 2001, with a slowdown biting in the US economy, dot.coms folding and information and communications technology firms feeling the pinch globally, the headline writers have swung the other way, saying that it was all a myth. Was it? The New Economy: Beyond the Hype looks past the elation and gloom to help policymakers think and act with the facts. It explores the causes of the discrepancy in economic performance in the OECD area. It shows that while technology has had a pervasive and profound effect on economies and societies, it alone was not the reason for fast growth. What counts more is how that technology is put to work. The book argues forcefully that whatever the outlook for the business cycle, we are now faced with a new economic environment. It urges policymakers to adopt a comprehensive growth strategy combining five policy areas that can engage ICT, human capital, innovation and entrepreneurship in the growth process alongside policies to mobilise labour and increase investment for the long term. Naturally, good fundamentals -- macroeconomic stability, openness and competition, as well as sound economic and social institutions, and proper social protection -- are a prerequisite for success.

    Kurzfassung: The Uruguay Round Agreement on Agriculture (URAA) was a turning point in the reform of the agricultural trade system. It imposed disciplines on trade-distorting domestic policies and established new rules in the areas of market access and export competition. How effective have the three disciplines contained in the URAA been in bringing about a reduction in the level of production-related support and protection? Which elements of the disciplines have proved effective and which ineffective? What policy lessons can be drawn from the experience so far? What might be inferred about opportunities and challenges for further trade liberalisation? This report provides some answers to these questions for all OECD countries. A key conclusion of the report is that the immediate quantitative effects of the URAA on trade and protection levels have been modest. The reasons for this include the weakness of many specific features of the URAA including implementation and methodological issues. Countries have already embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundation of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established under the URAA and addressing those weaknesses of the current agreement which have been identified in this study.

    Kurzfassung: GEOTRAP is the OECD/NEA Project on Radionuclide Migration in Geologic, Heterogeneous Media carried out in the context of site evaluation and safety assessment of deep repository systems for long-lived radioactive waste.Performance assessment of proposed waste disposal sites requires models of radionuclide transport through the geosphere. To be used in repository planning and development, these models must have the confidence of both national waste management programmes and the wider scientific community. The fourth GEOTRAP workshop, "Confidence in Models of Radionuclide Transport for Site-specific Performance Assessment" held in June 1999, addressed the issue of technical confidence building and provided an overview of current developments in this field. Proposed approaches to confidence building and approaches that have already proven successful were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Kurzfassung: A general consensus has been reached among technical experts that high-level radioactive waste can safely be disposed of in deep geological repositories. Safety studies are carried out to evaluate the overall capacity of a particular disposal site to confine waste and minimise radioactive releases. Since the principal way in which radioactive elements might eventually reach the biosphere is by transport of dissolved radionuclides in groundwater, the safety study calculations must be able to estimate their rate of transfer through each of the barriers surrounding the repository. It is well known that, for many radioelements, sorption reactions can lead to a reduction of the amount of radionuclides present in the solution phase. How best to take radionuclide sorption reactions into account in repository performance assessment models is the subject of this book.

It was in this context that the EC and the NEA organised a workshop on "Gas Generation, Accumulation and Migration in Underground Repository Systems for Radioactive Waste: Safety-relevant Issues" in Reims, France on 26-28 June 2000. This book includes the texts of the invited presentations, the reports of the deliberations held in the five working groups, as well as the main conclusions of the workshop.

For example, the Convention on Biological Diversity (CBD), through the Conference of the Parties (COP), recognises that "economic valuation of biodiversity and biological resources is an important tool for well-targeted and calibrated economic incentive measures". Further, it encourages the Parties to "take into account economic, social, cultural and ethical valuation in the development of relevant incentive measures" (CBD COP Decision IV/10). Biodiversity valuation should be an integral part of environmental economic policy, providing information to policy makers in their quest to identify priorities and equate trade-offs. As part of its effort to support governments in using valuation methods to assess the value of biological diversity, the OECD commissioned this series of case studies. They cover the state of the art on economic valuation and on the interface between economic and ecological valuation.

Through partnerships, civil society and its NGOs, enterprises and government at different levels work together to design area-based strategies, adapt policies to local conditions and take initiatives consistent with shared priorities. An ambitious mission, which raises the challenge of harmonising public accountability and participatory democracy. Local Partnerships for Better Governance presents the lessons learnt from the most recent experiences in seven countries: Austria, Belgium, Denmark, Finland, Ireland, Italy and the United States. This book proposes a strategy that governments can implement to improve governance through partnerships. Applying this strategy will enforce local capacities in a globalising economy, and contribute to reconcile economic competitiveness, social cohesion and environmental progress.

    Kurzfassung: Businesses’ Views on Red Tape provides the first opportunity to systematically compare data across 11 OECD countries. The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

An efficient innovation system comprising firms, science and research centers, universities, think tanks, consultants and other organizations that can interact and tap into the growing stock of global knowledge; assimilate and adapt it to local needs; and use it to create new knowledge and technology. The report addresses additional challenges with respect to the development of knowledge-based activities, and of setting up an overall framework for the design and implementation of more consistent policies conducive to the knowledge-based economy.

    Kurzfassung: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion, rail and inland waterways also have a part to play. Under what conditions could these last two modes capture a larger share of inland transport? Rail cannot be really competitive without a dedicated freight network, and inland waterways will only get to play a significant role if transhipment costs are cut. Couldn’t greater competition within these two modes generate productivity gains and better quality services? The Round Table provided the opportunity to address the whole issue of competitiveness in inland transport modes and identified guidelines on land access to ports for policy-makers.

    Kurzfassung: Municipal waste has increased 22 % per capita from 1980 to 1997. At the same time, the difficulty of siting new waste disposal facilities has increased. While major progress has been made to lessen the per capita generation of air and water pollution over the past decades, waste generation is still on the rise. Faced with the increase of waste, many governments have reviewed available policy options and concluded that placing the responsibility for the post-consumer phase of certain goods on producers could provide a means to relieve certain environmental pressures, arising from post-consumer waste. Extended Producer Responsibility (EPR) is a policy approach under which producers accept significant responsibility - financial and/or physical - for the treatment or disposal of post-consumer products. Assigning such responsibility could provide incentives to prevent wastes at the source, promote product design for the environment and support the achievement of public recycling and materials management goals. Within the OECD the trend is towards the extension of EPR to new products, product groups and waste streams such as electrical appliances and electronics. This guidance manual represents one means to inform national governments about the potential benefits and costs associated with EPR.

Field research conducted in Canada, France, Ireland, the United Kingdom and the United States shows that rural development projects organised around ICTs have facilitated job creation as well as the emergence of a new environment favourable to the development of the community. Nonetheless, the success of such projects depends on a number of conditions. They are presented and analysed in this report.

In this context, a distinctive feature is the increasing role of environmentally related taxes. All countries have introduced environmental taxes to a varying extent, and an increasing number of countries are implementing comprehensive green-tax reforms, while others are contemplating doing so.     Kurzfassung: This report examines the currently highly topical issue of corporate tax incentives for foreign direct investment (FDI). The ability to offer an internationally competitive tax system is increasingly seen today as a determinative factor influencing FDI. With corporate income tax identified as the component that impacts most directly on multinational companies, much of the pressure for lowering host country tax burdens to attract capital is focused upon this tax. At the same time, corporate taxation plays an important withholding function, raising revenues on domestic-source income that might otherwise escape the tax net. The desire to tax this income while not discouraging foreign investors raises critical questions concerning the sensitivity of FDI to taxation and the appropriate setting of various tax provisions that determine the host country tax burden and influence investment and financing behaviour. This report considers various corporate tax measures to encourage FDI and a range of issues relevant to assessing their use. Given the central question of how much additional investment can be expected from tax relief and at what cost, the report summarises recent empirical findings which show increasing sensitivity of FDI to host country tax burdens, consistent with trends towards increasing globalisation of production. Other findings are considered which highlight tax-planning opportunities created by certain approaches, leading to unintended revenue leakage. The report emphasises the need to assess possible host and home country tax interactions which can influence tax incentive results, and more generally the need to look beyond what conventional economic analysis might suggest. While the report is intended primarily as a guide for policy makers in emerging market economies, it may serve as a reference document to tax policy analysts more generally

These guidelines have also been published in a loose leaf version.

    Kurzfassung: The term multifunctionality is increasingly used, but is prone to different interpretations concerning its definition, its utility and its implications for policy at domestic and international level. The OECD undertook this analysis to clarify the concept of multifunctionality and to try to establish a common analytical framework and terminology. Examining production, externality and public good aspects of multifunctionality, the analysis contained in this report leads to a series of questions, the answers to which determine if and when policy intervention is warranted and what the nature of that intervention should be. The framework encompasses both negative and positive externalities of agriculture. The first question relates to the degree of jointness in production between the multiple outputs. The second question identifies the circumstances in which market failure arises. A third question leads to an investigation of the public good characteristics of the outputs in question and helps to define the optimal type of intervention. These may range from market creation, to the imposition of user fees, the formation of clubs or public provision financed at local, regional or national level. The most efficient policy option is defined by the nature of jointness on the supply side and by the characteristics of the output on the demand side, all costs and benefits being taken into account.

It describes the still largely informal trade in the region, analysing constraints to its growth and some possible future developments. Presented as a series of concise, well documented "fact sheets", this study will be of interest to those in both public and private spheres who believe that regional trade development is a necessary response to globalisation. Prospects for Trade between Nigeria and its Neighbours has formed the basis of a workshop organised by the Club du Sahel and the West African Enterprise Network for English and French entrepreneurs in December 2000 in Cotonou, Benin.

The aim is to provide high-quality learning and teaching and equip young people for the knowledge society. But how are the benefits of this educational investment to be realised? It calls for much more than installing the hardware, and is not simply a matter of using ICT to do traditional things in different ways. Schools have to learn to change and to change to new ways of learning. There is an urgent need for quality software and digital materials for use in schools. Teachers - and students - must become discerning and knowledgeable ICT users. The school environment has to be fully supportive of ICT, making available expert assistance and advice to the teacher in this rapidly-changing field. New forms of curriculum and assessment are called for, new ways of organising schools, if the dramatic educational potential of ICT is to be delivered and realised. Such a demanding "learning to change" agenda is the subject of this international report. It is illuminated by the views of individual students, who used ICT enthusiastically in their own learning, and shared their experiences in an OECD international network. The report looks at the vast educational possibilities arising from the Internet, bringing together the school, the home and the wider community. It examines how ICT, which is the subject of teacher professional development, can largely be the means for its delivery. There are numerous examples of promising practice and principles for the future.

Taxation is inevitable in modern economies to finance public spending, which is aimed at meeting fundamental economic and social objectives. However, efficiency losses associated with taxation need to be taken into account when the cost and benefits of public expenditure to be funded are being assessed. The public perception of the fairness of tax systems, the practical enforceability of tax rules and the cost arising from compliance are other important considerations. Against this backdrop, the OECD has reviewed in the past two years the tax systems of a number of Member countries in its periodical Economic Surveys. The analysis and policy recommendations emerging from these reviews may provide some useful lessons for other OECD countries, and these are pulled together in this paper.

Based on the proceedings of the OECD-Scottish Enterprise Glasgow conference, this publication examines how city and region governments and development agencies need to use their devolved powers to respond to globalisation. Trends and challenges are discussed and examples drawn from across the OECD. They address how cities and regions can develop strategies to assure their competitiveness in the globalising economy and how they can help counteract the negative effects of globalisation on marginalised people and places. Devolution is more than just a transfer of power, it is also a new spirit of co-operation and networking between different levels of government and their civil society partners.     Kurzfassung: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

    Kurzfassung: How can we meet the needs of today without diminishing the capacity of future generations to meet theirs? This is the central question posed by "sustainable development". OECD countries committed themselves to sustainable development at the 1992 UN Conference on Environment and Development in Rio, yet - almost ten years later - progress accomplished remains partial and uneven. Drawing on analysis carried forward in response to a mandate from OECD Ministers in 1998, this report stresses the urgency to address some of the most pressing challenges for sustainable development. It reviews the conceptual foundations of sustainable development, its measurement, and the institutional reforms needed to make it operational. It then discusses how international trade and investment, as well as development co-operation, can contribute to sustainable development on a global basis, and reviews the experience of OECD countries in using market-based, regulatory and technology policies to reach sustainability goals in a cost-effective way. The report also provides an in-depth analysis of policies designed to address key threats to sustainability in the areas of climate change and natural resource management, as well as of those that respond to sustainability concerns at the sectoral and sub-national level. The common thrust of the report is that substantial opportunities exist to make economic growth, environmental protection, and social development mutually reinforcing.

It finds that reform of education, training and human resource development is an integral part of the transition to a democratic society and market economy. Latvia has made progress in all these areas since reform began in 1990. The challenge for the Ministry of Education and Science has been to promote and support changes that meet the needs of the new economy and society as well as the interests of all young people and adults, in the face of a shortage of financial and human resources. This book first gives a brief overview of regional issues and a history of education in Latvia and describes the development of education in the country since the political changes. It then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions. It concludes with a set of key recommendations of goals of education, learning effectiveness, outcomes and the curriculum, management and governance for flexibility, responsiveness and change, and resources and financing.

It stresses the importance of taking a broader view of what human welfare entails, of using a long-term perspective about the consequences of today's activities, and of recognising the global nature of many of the most pressing challenges facing societies. OECD countries committed themselves to sustainable development at the 1992 Rio Conference on Environment and Development. However, action to meet these commitments remains slow. This report identifies some of the main barriers -- conceptual and practical -- that stand in the way of progress, and some of the areas where concrete government actions will allow a better integration of environmental, economic and social goals. Particular focus is placed on how the use of the price system, reform of governments' decision-making processes, technology policies, and international trade and investment may each contribute to removing incentives to unsustainable resource depletion and environmental degradation. Recommendations in each of these areas are presented in this Report, and then applied to two areas -- climate change and natural resource management -- where the risks of non-sustainability appear to be highest.

    Kurzfassung: The OECD Measuring Productivity Manual is the first comprehensive guide to the various productivity measures aimed at statisticians, researchers and analysts involved in constructing industry-level productivity indicators. This Manual presents the theoretical foundations to productivity measurement, and discusses implementation and measurement issues. The text is accompanied by empirical examples from OECD countries and by numerical examples to enhance its readability. The Manual also offers a brief discussion of the interpretation and use of productivity measures.

    Kurzfassung: Every five years, the International Energy Agency publishes an exhaustive report on its Member countries’ preparations to respond to major oil supply disruptions. This review, the first since 1996, finds strong legislative frameworks and administrative structures in each IEA country. Most countries have oil stocks well above the 90 days of net oil imports to which they are committed. IEA countries also have viable demand restraint programmes. Weaknesses in national programmes have been identified and will be corrected. The review provides a complete overview of emergency response potential agency-wide. It also contains detailed country-by-country analyses for 28 countries, including the Czech Republic, the newest IEA member, and the candidate countries Poland, Korea and the Slovak Republic. In each case, an assessment is made of the main emergency response measures, including stockdraw, demand restraint, fuel switching, extra oil production and the sharing of oil supplies. A separate section presents the legislative and regulatory texts underlying each country programme. The IEA was founded in 1974 following the oil shock of 1973. Its main initial objective was to ensure an effective response to any further oil disruption. While much has changed in 26 years, safeguarding the energy security of its Members remains a core mission for the Agency.

A major advantage of nuclear power is that it produces none of the airborne pollutants or carbon dioxide that fossil-fuelled plants do. Nonetheless, nuclear power must cope with many challenges. New nuclear plants face formidable competition from fossil fuel generation, given nuclear power’s high capital cost and today’s fossil fuel prices. Almost half of OECD countries have placed restrictions on building nuclear power plants. Disposal facilities for high-level wastes are under development, but face technical and political hurdles before they can become operational. Can nuclear power meet these challenges and thrive in future energy markets? Or will its contribution to energy supply ebb in coming years? It was in this light that the NEA organised an international workshop on "Nuclear Power Plant Life Management in a Changing Business World". The objective of the workshop was to examine the status of PLIM activities in OECD Member countries and to develop a set of recommendations through separate working groups focusing on technology, regulation and business. The workshop also provided an opportunity to exchange information on lessons learned from past successes and failures. These proceedings will be of particular interest to those playing a policy role in the nuclear industry and those in a position to shape future PLIM strategies.

    Kurzfassung: The International Energy Agency's 2001 review of Belgium's energy policies and programmes. It finds that due Belgium’s geographical setting, cross-border trade has a significant influence on the country’s energy policy. Belgium has actively increased its gas transmission capacity, and has become key player in the overall European gas markets. There is still room for improvement, however, in the electricity transmission capacity. Belgium has started to liberalise its electricity and gas market. But the traditional utilities Electrabel and Distrigas retain much influence. Further efforts are required to make a competitive market. Belgium has made the political decision to phase out nuclear power, closing down the existing units when they reach forty years of age and building no new units. The report recommends Belgium to look for realistic and economic alternatives for large-scale energy production. The recommendations made by the Ampere Commission on improving energy efficiency and increasing the use of renewables and co-generation provide only a partial solution for future energy needs. Reducing carbon dioxide emissions will be one of the major challenges for Belgian energy policy in this decade. In 1998, Belgium’s energy-related CO2 emissions were 15% above the 1990 level. The report identifies reasons for the growing emissions, analyses current policies and suggests additional measures to help in this challenging task. One of the most crucial elements is curbing the growth of energy consumption, which exceeded 20% in all sectors in the 1990s. Federal-regional co-operation is essential for successful energy-policy development and implementation in Belgium. The report makes recommendations in several areas where co-operative action appears necessary.
