Abstract: This text provides an alternative narrative to the humble and often exclusively male voices of first generation Chinese migrants. Despite Chinese migrants having migrated to the Netherlands since 1911, particularly after World War Two, and female migrants outnumbering male migrants, their everyday life and transnational motherhood experiences have remained largely unknown. Based on the narratives of 38 Chinese migrant women from Taiwan, Hong Kong, and China, this book brings women, their lives and opinions to the center of Dutch migration history--back cover

Abstract: In contextualizing the Dutch funerary practice in its wider legal, national and local governance framework, this book describes the historical context for current practices, provides data on trends in burial and cremation, and examines recent developments including natural burial, increasing religious diversity and changing national legislation. Chapters provide an overview of funerary history and contemporary practice, alongside photographs, charts and tables of key information. Topics explored include: the death care industry; the Corpse Disposal Act; a typical funeral including funeral costs and insurance; cemetery and crematorium provision; and, the practices, technicalities and legalities of burial and cremation. The book also analyses and illustrates the commemorative practice of public mourning events related to World War II, the Holocaust and the MH17 plane crash. This book provides a broad frame of reference on funeral practices, making it a useful resource for academics, policy makers and practitioners interested in the historic, legal, technical and professional aspects of the funerary industry

Abstract: Vier eeuwen geleden.

Abstract: "In The Golden Mean of Languages, Alisa van de Haar sheds new light on the debates regarding the form and status of the vernacular in the early modern Low Countries, where both Dutch and French were local tongues. The fascination with the history, grammar, spelling, and vocabulary of Dutch and French has been studied mainly from monolingual perspectives tracing the development towards modern Dutch or French. Van de Haar shows that the discussions on these languages were rooted in multilingual environments, in particular in French schools, Calvinist churches, printing houses, and chambers of rhetoric. The proposals that were formulated there to forge Dutch and French into useful forms were not directed solely at uniformization but were much more diverse"--

Abstract: Antoine Galland's French translation of the '1001 Nights' started appearing in 1704. One year later a pirate edition was printed in The Hague, followed by many others. Galland entertained a lively correspondence on the subject with the Dutch intellectual and statesman Gisbert Cuper (1644-1716). Dutch orientalists privately owned editions of the 'Nights' and discreetly collected manuscripts of Arabic fairytales. In 1719 the 'Nights' were first retranslated into Dutch by the wealthy Amsterdam silk merchant and financier Gilbert de Flines (Amsterdam 1690 - London 1739). This book explores not only the trail of the French and Dutch editions from the eighteenth-century Dutch Republic and the role of the printers and illustrators, but also the mixed sentiments of embarrassment and appreciation, and the overall literary impact of the 'Nights' on a Protestant nation in a century when French cultural influence ruled supreme

Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by the Netherlands, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

Abstract: The Netherlands performs well on many measures of gender equality, but the country faces a persistent equality challenge between women and men: the high share of women in part-time jobs. Nearly 60% of women in the Dutch labour market work part-time, roughly three times the OECD average for women, and over three times the rate for Dutch men. The Netherlands’ gender gap in hours worked contributes to the gender gap in earnings, the gender gap in pensions, women’s slower progression into management roles, and the unequal division of unpaid work at home. These gaps typically widen with parenthood, as mothers often reduce hours in the labour market to take on more unpaid care work at home. The Dutch government must redouble its efforts to achieve gender equality. Better social policy support can help level the playing field between men and women, contribute to more egalitarian norms around the division of work, and foster more gender-equal behaviour in paid and unpaid work in the Netherlands.

Abstract: This research paper has the objective of providing a comprehensive overview of Dutch education policy approaches to the integration of children with a migration background, with a particular focus on those who have recently arrived in the country. After mapping the current population characteristics of children with a migration background and their educational performance and socio-emotional well-being, the research paper summarises the Dutch education system and the opportunities it provides for newcomer children. The remainder of the paper focuses on three key policy issues that are crucial for promoting the academic and social resilience of children with a migration background: promoting social cohesion and multiculturalism in schools, capacity building in the education system and language acquisition for newcomers. The paper concludes with pointers for the short and long-term policy debates to enhance the successful integration of students with a migration background in the education system as well as the wider society.

Abstract: "Why do some governments try to limit immigrants' access to social benefits and entitlements while others do not? Through an in-depth study of Sweden, Canada, and the Netherlands, Immigration and the Politics of Welfare Exclusion maps the politics of immigrants' social rights in Western democracies. To achieve this goal, Edward A. Koning analyzes policy documents, public opinion surveys, data on welfare use, parliamentary debates, and interviews with politicians and key players in the three countries. Koning's findings are three-fold. First, the politics of immigrant welfare exclusion have little to do with economic factors and are more about general opposition to immigration and multiculturalism. Second, proposals for exclusion are particularly likely to arise in a political climate that incentivizes politicians to appear "tough" on immigration. Finally, the success of anti-immigrant politicians in bringing about exclusionary reforms depends on the response of the political mainstream, and the extent to which immigrants' rights are protected in national and international legal frameworks. A timely investigation into an increasingly pressing subject, Immigration and the Politics of Welfare Exclusion will be essential reading for scholars and students of political science, comparative politics, and immigration studies."--

Abstract: In contextualizing the Dutch funerary practice in its wider legal, national and local governance framework, this book describes the historical context for current practices, provides data on trends in burial and cremation, and examines recent developments including natural burial, increasing religious diversity and changing national legislation.Chapters provide an overview of funerary history and contemporary practice, alongside photographs, charts and tables of key information.

Abstract: Eva, a 1927 novel by Dutch writer Carry van Bruggen, is an experiment in depicting a woman’s life from girlhood to marriage, and beyond, to sexual freedom and independence. At the same time, the narrative expresses Eva’s dawning sense of self and expanding subjectivity through a stream of consciousness told by a shifting narrator. Burdened all of her life by feelings of shame, at the end of the novel Eva overcomes this legacy of her upbringing and declares that it is ‘bodily desire that makes love acceptable’

Abstract: This report is based on interviews conducted with Eritrean refugees who left Israel under the “Voluntary Departure” program to Rwanda and Uganda. There – in contrast to the promises made to them by the State of Israel – they were not granted protection, forcing them to embark on a dangerous journey ending in Europe. This report focuses on the “Voluntary Departure” policy and how it affected the lives of those who left Israel under it. This policy has been implemented since late 2013 vis-à-vis Eritrean and Sudanese residing in Israel. In January 2018, shortly before the publication of this report, the State of Israel announced an escalation of the measures it implements against this population; one such measure is a plan to forcibly deport asylum-seekers to a third country, i.e., not their homeland. The report is based on a qualitative research made up of 19 interviews with Eritrean refugees who left Israel between 2014-2016. 11 interviews were conducted in Germany and eight in the Netherlands, the countries of residence of the interviewees, in which the overwhelming majority received refugee status. An analysis of their responses shows a similar pattern: promises made by the Israeli government, both in court and to those departing, about what awaits them after their arrival to Rwanda and Uganda, went unfulfilled. Instead of being granted access to a process of applying for asylum or work permits, the deportees, upon landing, were placed in a precarious situation: the travel document they received in Israel, the only identifying document in their possession, was taken away from them. They were transferred to a hotel guarded by an armed sentry and prevented, under threat, from leaving the hotel. None of them were given the opportunity to apply for asylum.
Abstract: Lacking identifying documentation, exposed to robberies, threats and arrest, they were forced to embark on a dangerous journey that included passing through South Sudan, Sudan and Libya in search of safety. Throughout the journey, the refugees were subjected to human trafficking, incarceration, the threat of forcible deportation to Eritrea, harsh conditions of starvation, violence, slavery in torture camps in Libya and a dangerous crossing of the Mediterranean Sea from Libya to Europe. The interviewees described a perilous journey permeated with an all-encompassing fear of death: many witnessed the death of fellow travelers during the crossing of the Sahara Desert, in the torture camps in Libya and as they drowned in the Mediterranean Sea. Among the dead were others who had who left Israel “voluntarily.” This conclusion is in congruence with findings of previous reports published by Israeli and international NGOs that collected testimonies in African countries of those who “voluntarily” departed Israel. These testimonies were recently buttressed by a statement of the United Nations High Commissioner on Refugees (UNHCR) about dozens of similar testimonies the agency collected in Italy. Taken together, several hundreds of testimonies have been collected. Thus, the report confirms that the alarming patterns documented by previous reports have not changed. In addition, this report, for the first time, details additional stages in the journey of those who departed. Little information was available about these legs of the journey – and especially about what the interviewees experienced in Libya and during their crossing of the Mediterranean Sea– until their arrival in Europe

Abstract: This paper provides estimates of the potential trade effects of an exit of the United Kingdom (UK) from the European Union (EU) on exports and production at the sectoral level as well as GDP in the Netherlands. Owing to the high uncertainty regarding the final trade agreement between the negotiating parties, the choice has been made to assume a worst case outcome where trade relations between the United Kingdom and EU are governed by World Trade Organization (WTO) most favoured nation (MFN) rules. In doing so, it provides an upper bound estimate of the potential negative economic impact stemming from disruptions in trade. Any final trade agreement that would result in closer relationships between the United Kingdom and the EU could reduce this negative impact. Simulations using the METRO model suggest that from an increase in tariff and non-tariff measures (NTM’s) Dutch exports to the UK would fall by 17% and GDP declines by 0.7% in the medium term compared to baseline. This effect is from the trade channel absent any change in foreign direct investment (FDI) or productivity. The Dutch agri-food sector would experience a 22% fall in its UK exports. There are some sectors that gain from the export opportunities provided by Brexit, notably financial services and transport.

Abstract: The higher education sector in The Netherlands offers excellent examples of what it means to be innovative and entrepreneurial, and promote entrepreneurial mind sets, entrepreneurship and knowledge exchange. Creating value from academic knowledge through innovative services, products, processes and business models that meet economic, social and environmental needs lies at the core of this strategy. The current challenge is to strenghten the anchoring of value-creation processes in education and research. This can be achieved through increased interdisciplinarity, entrepreneurial mindset development across all subject areas, incentives for effective wider world engagement of researchers and students, and growth-oriented support for startups. This report presents an in-depth analysis of the policy framework and institutional practices and provides useful guidance for policy makers and university leaders across the world. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution.

Abstract: This paper investigates different varieties of so called organised decentralisation of collective bargaining in Germany, the Netherlands and Denmark. Organised decentralisation occurs within the framework of sector agreements, which explicitly allow determination of terms and conditions at company level, and often set certain (minimum) level standards as well as procedure that have to be respected. German decentralisation is based on its dual-channel system and extensive use of opening clauses, which make workplace derogation from sector-level agreements possible. Dutch decentralisation is based on the dual-channel system and on framework agreements that allow company level bargaining as long as minimum stipulations are observed. Finally, Denmark combines a single-channel system with framework agreements setting minimum levels. Germany stands out as the least organised of the three. Opening and derogation clauses mean that terms and conditions in multi-employer agreements can be undercut. Vertical control over these derogations has suffered from the dual-channel representation in which works councils have a new role. The Netherlands exhibit some, very limited, elements of disorganisation and stable bargaining coverage. Decentralisation has mainly happened through framework agreements setting minimum levels or through the organised transfer of competencies to works councils. The Danish system leaves a lot of scope for local bargaining, the minimum levels are generally observed and bargaining coverage has not suffered. Based on these findings, we draw the conclusion that organised decentralisation requires articulation that preserves a regulatory function of multi-employer agreements. Preservation of multi-employer agreements in turn requires high bargaining coverage.

Abstract: The Dutch labour market has recovered and the unemployment rate has been converging towards pre-crisis levels. Non-standard forms of work have expanded with a strong trend towards self-employment and an increased reliance on temporary contracts. These developments may reflect a preference of some individuals for a more flexible working relationship, but they could also lower job security and job quality for others. Policies need to protect vulnerable groups in the more dynamic working environment without creating barriers to labour mobility and flexibility of the overall labour market. To improve the fairness of the tax system, policies should ensure a more level playing field between workers on different types of contracts. Regulatory policies should aim at raising labour market mobility to improve the matching of skills to jobs by easing the protection on permanent employment contracts and through a more targeted approach to activation policies for disadvantaged groups. Finally, measures should improve the skills of individuals in vulnerable groups to enhance their opportunities to find better jobs. This Working Paper relates to the 2018 OECD Economic Survey of the Netherlands 2018 (www.oecd.org/eco/surveys/economic-survey-the netherlands.htm).

Abstract: In Amsterdam, the Netherlands, 51.66% of the population was born outside of the country or has at least one parent born abroad. Amsterdam is proud of its cultural and ethnical diversity and actively works to attract international students and high-skilled migrants. Like many European cities, Amsterdam experienced a peak in refugees and asylum seekers arrivals in 2015 and in response has implemented a holistic integration model, which starts at the moment migrants arrive and supports them for their first three years. Migrants are not considered as a minority group with different needs, but rather as one group among others with specific characteristics (such as women, the elderly, the disabled, LGBT) whose outcomes are monitored to identify potential structural gaps in their access to opportunities and services. This work compiles data and qualitative evidence on how local actions for integration, across a number of sectors, are being designed and implemented by the City of Amsterdam and its partners within a multi-level governance framework.

Series Statement: OECD Education Working Papers no.189
    Keywords: Education ; Netherlands
Abstract: Prepared for a Strategic Education Governance learning seminar, this working paper analyses the ways in which the Dutch government tried to reach overarching goals in education, in a system characterised by a high degree of distributed autonomy of education institutions and the participation of multiple actors, and consequently a government highly dependent on the collaboration with stakeholders. The paper introduces four perspectives on governance: ‘traditional public administration’, ‘new public management’, ‘network governance’ and ‘societal resilience’. In practice, these perspectives do not exclude each other. Based on three cases the paper shows that the Dutch government used simultaneously different perspectives in each case and across the cases, in various combinations. Each combination proved to have its pros and cons. The paper argues for a deliberate consideration and choice of governance perspectives as an important element of policy preparation.

Abstract: This case-control study compares the likelihood and injury severity of crashes between users of e-bikes and classic bikes in The Netherlands. Use of e-bikes with a maximum speed of 25 km/h is rapidly increasing in European countries. Cyclists being hospitalised are compared to those being sent home after the treatment at the emergency department in order to compare the injury consequences between e-bike and classic bike victims. Whilst results suggest that e-bike and classic bike users are equally likely to be involved in a crash and the severity of crashes are also about equal, the overall impact of e-bikes on road safety is complex and requires more research. As with all forms of physical activity, injuries need to be weighed against the health benefits of more cycling.

Abstract: How and why do people become involved in European homegrown jihadism? This book addresses this question through an in-depth study of the Dutch Hofstadgroup, infamous for containing the murderer of filmmaker Theo van Gogh, who was killed in November 2004 in Amsterdam, and for plotting numerous other terrorist attacks. The Hofstadgroup offers a window into the broader phenomenon of homegrown jihadism that arose in Europe in 2004 and is still with us today. Utilizing interviews with former Hofstadgroup participants and the extensive police files on the group, Becoming a European Homegrown Jihadist overcomes the scarcity of high-quality data that has hampered the study of terrorism for decades. The book advances a multicausal and multilevel understanding of involvement in European homegrown jihadism that is critical of the currently prevalent 'radicalization'-based explanatory frameworks. It stresses that the factors that initiate involvement are separate from those that sustain it, which in turn are again likely to differ from those that bring some individuals to actual acts of terrorism. This is a key resource for scholars of terrorism and all those interested in understanding the pathways that can lead to involvement in European homegrown jihadism

Abstract: "Smash the Pillars builds on the efforts by scholars and activists to decolonize Dutch history and memory, as they resist the epistemological violence imposed by the state, its institutions, and dominant narratives. Contributions offer an unparalleled glimpse into decolonial activism in the Dutch kingdom and provide us with a new lens to view contemporary decolonial efforts. The book argues that to fully decolonize Dutch society, the current social organization in the Kingdom of the Netherlands relying on separate pillars for each religious and/or racial group, must be dismantled."--Publisher's description

Abstract: The Dutch Republic was a cultural powerhouse in the modern era, producing lasting masterpieces in painting and publishing-and in the process transforming those fields from modest trades to booming industries. This book asks the question of how such a small nation could become such a major player in those fields. Claartje Rasterhoff shows how industrial organisations played a role in shaping patterns of growth and innovations. As early modern Dutch cultural industries were concentrated geographically, highly networked, and institutionally embedded, they were able to reduce uncertainty in the marketplace and stimulate the commercial and creative potential of painters and publishers-though those successes eventually came up against the limits of a saturated domestic market and an aversion to risk on the part of producers that ultimately brought an end to the boom

Abstract: Rich in detail, this is a study of the interrelationships between film historical discourse and archival practices. Exploring the history of several important collections from the EYE Film Museum in Amsterdam, Bregt Lameris shows how archival films and collections always carry the historical traces of selection policies, restoration philosophies, and exhibition strategies. The result is a compelling argument that film archives can never be viewed simply as innocent or neutral sources of film history

Abstract: In the Dutch Republic, in its Baroque forms of art, two aesthetic formal modes, theatre and drama, were dynamically related to two political concepts, event and moment. The Dutch version of the Baroque is characterised by a fascination with this world regarded as one possibility out of a plurality of potential worlds. It is this fascination that explains the coincidence in the Dutch Republic, strange at first sight, of Baroque exuberance, irregularity, paradox, and vertigo with scientific rigor, regularity, mathematical logic, and rational distance. In giving a new historical perspective on the Baroque as a specifically Dutch republican one, this study also offers a new and systematic approach towards the interactions among the notions of theatricality, dramatisation, moment, and event: concepts that are currently at the centre of philosophical and political debates but the modern articulation of which can best be considered in the explorations of history and world in the Dutch Republic

Abstract: The OECD’s Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the development co-operation performance across government of a given member and examine policy, finance and implementation. They take an integrated, system-wide view of the development co-operation and humanitarian assistance activities and seek input from a wide range of stakeholders – civil society, parliament, private sector and partner countries. This review assesses the performance of the Netherlands, including looking at its integrated aid, trade and investment policy focus, and its approach to partnerships.

Abstract: This report investigates the link between farm innovation and economic performance. The study uses a unique survey dataset maintained by Wageningen Economic Research in the Netherlands. A structural multi-stage model of firm-level innovation is applied. The model contains four steps: first, the decision of the farmer to innovate at all; second the innovation intensity, measured by expenditures on innovation activities; third the output of the innovation process, which is measured by realized product, process, organisational or marketing-related innovation; fourth, productivity changes as a result of innovation. The analysis is performed for two types of farms – dairy and crop farms – and covers the period from 2004 to 2014. A number of factors are found to be decisive for the magnitude and success of farm innovations in the Netherlands. Among them regulations and standards, the level of co-operation with knowledge producing institutions, own product and process-related development activities, farm size, the age of the farm operator as well as confidence in business and sector developments. Based on these and other results, the report derives implications for policies aimed at promoting farm innovation and productivity and sustainability in the agricultural sector.

Abstract: The Netherlands today is prosperous, but its future success is not assured. The Netherlands owes its success in no small part to actions it has taken in the past to develop a highly skilled population. Given the profound economic and social transformation that the Netherlands is currently undergoing, skills will be even more important for success in the future. The Dutch education system and the skills of the Dutch population are strong overall. Therefore many of the opportunities for further improving the skills outcomes of the Netherlands are to be found in areas of society where the government has more limited influence, such as the workplace and community. As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach. The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

Abstract: Amsterdam is a dynamic and growing metropolitan area that faces significant land-use pressures. Renowned for its tradition of collaborative planning, the city and its metropolitan partners must adapt to new conditions. Ongoing population growth is creating demand for housing and commercial space, and the new National Environment and Planning Act is challenging planners to adopt more flexible, responsive and integrated land-use management practices. This study examines the social, economic and environmental conditions affecting the area’s spatial development as well as the plans, policies and institutions that govern how land is used. The study offers recommendations on how the city and its metropolitan partners can best respond to emerging challenges and meet their ambitious goals for sustainable and inclusive spatial development.

Abstract: In Home and Migrant Identity in Dialogical Life Stories of Moroccan and Turkish Dutch , Femke J. Stock explores the multivoiced life stories of Dutch adults of Moroccan and Turkish descent. Focusing on stories about ‘home’, this book deals with social relationships and being oneself, countries and houses, discrimination and Islamophobia, family and religion, and how these feature in personal narratives. Through microanalysis of case study material using Dialogical Self Theory, this book formulates and substantiates clear insights into descendants of migrants’ roots and routes, their sense of home, and their ambivalent processes of (dis)identification and belonging. Showing how religion plays a relatively marginal role in personal narratives, it provides an antidote to the widespread tendency to address and study Muslims almost exclusively in terms of their religious identity

Abstract: The Tropenmuseum Amsterdam houses about 12,000 textile objects that were collected over a period of 160 years. The majority of the objects were amassed during the time that Indonesia was a Dutch colony, the former Netherlands-Indies. This study presents the collection and the stories of the makers and users of the fabrics as well as those of the collectors who brought them to the Netherlands, who have studied and exhibited them. The textiles originate from all over de archipelago, from Aceh on Sumatra, to Tinambar in the east. A small part of the collection was made in the Netherlands for artistic or commercial reasons

This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by the Netherlands, which is accompanied by a document addressing the implementation of best practices.

Abstract: If Dutch cinema is examined in academic studies, the focus is usually on pre-war films or on documentaries, but the post-war fiction film has been sporadically addressed. Many popular box-office successes have been steeped in jokes on parochial conflicts, vulgar behavior and/or on sexual display, towards which Dutch people have often felt ambivalent. At the same time, something like a 'Hollandse school', a term first coined in the 1980s, has manifested itself more firmly, with the work of Alex van Warmerdam, pervaded in deadpan irony as its biggest eye-catcher. Using seminal theories of humor and irony as an angle, this study scrutinizes a great number of Dutch films on the basis of categories such as low-class comedies; neurotic romances; deliberate camp; cosmic irony, or grotesque satire. Hence, Humour and Irony in Dutch Post-war Fiction Film makes surprising connections between films from various decades: Flodder and New Kids Turbo; Spetters and Simon; Rent a Friend and Ober; De verloedering van de Swieps and Borgman; Black Out and Plan C

Abstract: The Conscience of Cinema is not only a history of a rich and varied personal oeuvre by a prolific documentary maker who worked on every continent and through seven decades, from the 1920s to the 1980s. It is also the history of the aspiration to use documentary film to change the world by a committed leftist, as well as a microcosmic history of documentary form, technology and culture, and its place within world cinema as a whole throughout the twentieth century. Ivens worked in almost every genre of documentary, including the essay, compilation, hybrid dramatization, direct cinema, social observation, the solidarity film, socialist realism, agitprop activism. In this book, detailed filmic analysis is enriched by a profound historical understanding of the contexts in which Ivens carried out his vision, from his native Netherlands to the Soviet bloc, USA, France, Latin America, Vietnam and finally China. Everywhere, Joris Ivens left an indelible artistic and political mark, critically relevant to a twenty-first century where documentary has reclaimed its cultural and political centrality

Abstract: How can the Netherlands move its school system “from good to great”? This report draws on international experience to look at ways in which the strong Dutch school system might go further still on the path to excellence. Clearly the Dutch school system is one of the best in the OECD, as measured by PISA and PIAAC and is also equitable, with a very low proportion of poor performers. The report therefore proposes an incremental approach to reform, building on strengths while responding to some emerging challenges. The Netherlands should strengthen the quality of early childhood education and care, revisit policies related to early tracking with more objective testing and track decisions, and enhance the permeability of the system. It should develop the professionalism of teachers and school leaders through enhanced collective learning and working, while at the same time strengthening accountability and capacity in school boards. This report will be valuable not only for the Netherlands, but also to the many other education systems looking to raise their performance who are interested in the example of the Netherlands.

Abstract: The Dutch labour migration system has undergone substantive changes in recent years. To induce a transition to more high-skilled migration, a programme based on salary thresholds has grown in volume while a programme based on work permits after a labour market test has shrunk. New programmes target international graduates either of Dutch educational institutions or of selected institutions abroad. Changes to immigration procedures have shifted responsibility to migrants' employers and have greatly reduced processing times. This review first examines the composition of labour migration to the Netherlands, in the context of present and expected demand in the Dutch labour market. Following a discussion of various programmes and procedures, the review assesses how labour migration contributes to the strategic development of sectors and to employment in regions. It then explores the determinants for the retention of high-skilled migrants and for the integration of international graduates into the Dutch labour market.

Abstract: Investment has rebounded during the recent economic revival, but from a low level. The investment slump during the crisis was mostly caused by a fall in residential investment. However, business investment has been trending downwards since 1990, holding back capital stock accumulation and productivity. Raising residential investment is necessary to meet the growing demand, and in particular more private rental housing is needed as the current small stock, which reflects rental regulation and other housing policies, hampers the functioning of the housing market. Financing of owner-occupied housing can be made more resilient by stepping up measures taken after the crisis. Regarding business investment, further reinforcing the already good framework conditions would help to turn its cyclical upswing into a durably higher level. Meeting targets on R&D expenditure and renewable energy requires lifting investments in the related areas. Financing conditions, which are widely perceived as an important bottleneck, could be improved by stimulating competition in the banking sector and the development of alternative financing sources.

Abstract: In this paper we describe how we included travel time variability in the national Dutch transport forecasting model and what the policy impacts of this new forecasting tool are. Until now, travel time reliability improvements for road projects were included in Dutch cost-benefit analysis (CBA) by multiplying the travel time benefits from reduced congestion by a factor 1.25. This proportionality is based on the linkage between congestion reduction and reliability improvements. However, this treatment of reliability is not useful to evaluate policies that especially affect travel time variability. From the start, this method was provisional and meant to be replaced by a better method capturing travel time variability. For this, we derived an empirical relation between the standard deviation of travel time, mean delay of travel time and length of route. This has been implemented in the national Dutch model as a post processing module. The new travel time reliability forecasting model will be incorporated in the Dutch guidelines for CBA.

Abstract: This paper reviews evidence on the performance of urban public transport governance regimes in place in the Netherlands over the past 15 years. The national government decided to move from a system of ad hoc subsidy payments to one with more decentralised government control and tendering, though approaches varied across Jurisdictions. In each jurisdiction, the government agency determines the services required; in major urban areas, services are delivered by the public operators, while elsewhere services are delivered by private operators selected through competitive tendering. The available evidence suggests that the reformed system has delivered good customer satisfaction and cost effectiveness – even in jurisdictions without tendering – though no positive influence of the reform on ridership could be established.

Abstract: This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Long in search of ways to strengthen urban areas, the Dutch government has recently undertaken the development of a National Urban Agenda known as Agenda Stad, in parallel to a series of broad institutional reforms. This included abolishing the country’s traditional eight city-regions, which led Rotterdam, The Hague and 21 smaller neighbouring cities to form the Metropolitan Region of Rotterdam-The Hague (Metropoolregio Rotterdam Den Haag, or MRDH). This report analyses the emergence of the MRDH both as a geographical area that spans 23 municipalities in the southern Randstad region and as a new metropolitan authority with transport and economic development responsibilities. One of the challenges the MRDH faces is how to bring the economies of Rotterdam and The Hague closer together while generating growth and well-being.

Abstract: Strong and adequate skills are essential to support workers’ productivity and to ensure robust employment outcomes. Developing workers’ skills would also increase their personal satisfaction and wages, contributing in making growth more inclusive. The Netherlands performs well in terms of competences of a large part of the population. Moreover, the country has been successful in adjusting the required level of skills over time. The education system plays a key role in developing skills and achieves good results, but there is room to make vocational education and lifelong learning less job-specific to better adapt to new economic trends. There is scope to use more effectively existing skills at work of youth entering the labour market and entrepreneurs, and to reduce labour market mismatches. Another challenge is to help some people to acquire skills by facilitating their labour market integration – in particular first- and second-generation immigrants, long-term unemployed, and people with low educational attainment and health problems -, which requires stronger targeted active labour market policies.

Abstract: All countries, regions and institutions are ultimately built on a degree of consensus, on a collective commitment to a concept, belief or value system. This consensus is continuously rephrased and reinvented through a narrative of cohesion and challenged by expressions of discontent and discord. The history of the Low Countries is characterised by both a striving for consensus and eruptions of discord, both internally and from external challenges. This interdisciplinary volume explores consensus and discord in a Low Countries context along broad cultural, linguistic and historical lines. Disciplines represented include early-modern and contemporary history; art history; film; literature; and translation scholars from both the Low Countries and beyond

Abstract: The Dutch Moment' demonstrates how the Dutch built and eventually lost an Atlantic empire, one stretching from their homeland in the United Provinces to the Hudson River, from Brazil and the Caribbean to Africa's Gold Coast. Whether as settlers or soldiers, many participants in Dutch colonisation came from other parts of Europe or the New World. Nor could the Dutch have achieved military supremacy without also carefully cultivating indigenous alliances. Indeed, the Dutch Atlantic was quintessentially interimperial, multinational, and multiracial. Largely under control of the Dutch West India Company, it was an empire entirely designed to profit the United Provinces. 00In this Dutch Atlantic realm the pivotal colony was Brazil, despite its brief lifespan (1630-1654). From warfare to the slave trade to religious freedoms, the lasting impact of Dutch ventures in Brazil on the Atlantic world is hard to overestimate. Yet the empire's systematic neglect of its military led to crucial losses there and elsewhere, such that the Dutch scaled back their imperial ambitions. Meanwhile, constantly adaptating to foreign settlers' needs and mercantilist obstacles, their interimperial approach gained in strength. Dutch commerce with residents of foreign empires thus came to flourish. 00Wim Klooster is Professor of History at Clark University. He is the author most recently of 'Revolutions in the Atlantic World'

Abstract: The Bruges-born poet-priest Guido Gezelle (1830–1899) is generally considered one of the masters of nineteenth-century European lyric poetry. At the end of his life and in the first two decades of the twentieth century, Gezelle was hailed by the avant-garde as the founder of modernFlemish poetry. His unique voice was belatedly recognised in the Netherlandsand often compared with his English contemporary Gerard Manley Hopkins (1844–1889).In this bilingual anthology, award-winning translator Paul Vincent selects a representative picture of Gezelle’s output, from devotional through narrative, to celebratory and expressionistic. Gezelle’s favourite themes are childhood, the Flemish landscape, friendship, nature, religion and the Flemish vernacular, and his apparently simple poems conceal a sophisticated prosody and a dialogue with spiritual and literary tradition
