    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: Marine painting, paintings of ships and the sea, is a four hundred year old traditional Dutch art discipline. In the nineteenth century the genre had a special artistic prestige and status. This study explores the background, training, studio practice, stylistic development and subject matters of the Dutch nineteenth-century marine painter. A Reference List of Marine Painters, which is a new overview of the true specialists in the genre in this period, is added. The key question is how marine painting was looked at by the marine painters themselves, their fellow painters at the artists associations, in art theory and in art criticism. It turns out that within Dutch art circles throughout the nineteenth century, marine painting was perceived as a bearer of national pride. By placing the genre in a broader cultural-historical context it reveals how marine painting, together with the glorification of maritime history, was embedded in nationalist ideology

    Abstract: Floods are a fundamental part of Dutch history. Indeed, having ‘tamed’ the threats associated with living below sea level is part of Dutch national identity. In the cultural depictions of these devastating events, however, national pride at a certain collective resilience goes hand-in-hand with the collective trauma of exposed vulnerability. All too often, the Dutch were the losers in these battles against the elements. In a time of rising global sea levels, cultural scholar Lotte Jensen dives into the stories and images of the past to unpack this paradox for today. Over the centuries, large parts of the Netherlands have been progressively reclaimed from its river delta home. Throughout that process, the country suffered countless floods, a number of which were truly catastrophic, such as the Saint Elizabeth’s Flood of 1421 or the North Sea Flood of 1953. Jensen describes how the Dutch have dealt with these disasters, in practice but also in the imagination. It is the story of babies in floating cradles, fatherly monarchs, community fundraisers, and the boy who stuck his finger in the dike. Centuries before the nation-building associated with the 1800s, the Dutch created a unifying ‘us’ – the image of the Dutch lion – against a ‘them’ – the ‘waterwolf’, the major threat which water embodied. This national feeling and narrative were crafted with a set repertoire of images; role models (heroes and monarchs); charity (national and international solidarity); and a culture of remembrance. Jensen gives particular attention to the at times funny poems, books and songs, later criticized as clichéd or melodramatic, which these collective traumas inspired. She also demonstrates through monuments and works of art how this narrative has multiplied and acquired variations with time right up to the present. Though once cast in a more religious light – the flood as punishment for a general lack of religious devotion – the waterwolf has become, for example, a collective responsibility for the environment that begins with lifestyle choices. Today the Netherlands lives with water more than it battles it, some thinkers even envisioning an ‘amphibian’ future for the country. The stories and images of the past, however, reveal that precisely vulnerability can be fertile ground for solidarity and togetherness. With rising sea levels representing a growing threat, this well-researched and highly readable cultural history shows how over time a culture’s imagination can gain new relevance beyond its borders.     Abstract: The Flemish Community of Belgium has one of the OECD’s most devolved education systems, but there are concerns among Flemish education stakeholders about the overall quality of education. In recent years, the Flemish government has initiated a series of reforms to strengthen the quality of education. These include the introduction of full cohort standardised student assessments in Dutch and mathematics. Students will take the assessments in Grades 4 and 6 at the primary level and in Grades 8 and 12 at the secondary level starting in 2024. This ambitious and innovative reform aims to strengthen and monitor the quality of education, with student results envisaged to inform improvement efforts at different levels of the system. As a follow up to the support provided by the OECD Strategic Education Governance Project, the Flemish Department of Education and Training asked the OECD Implementing Education Policies Project team to support the successful design and implementation of the standardised student assessment reform. This report presents the analysis, key findings and recommendations to help realise this objective.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

Les travailleurs moins diplômés se font concurrence pour un nombre de postes limités, en dépit des pénuries observées sur le marché du travail. Les facteurs qui mènent à l'exclusion de certains bruxellois et les solutions pour y remédier, doivent être un pilier de toute vision d'avenir de la Région de Bruxelles-Capitale. Le marché du travail bruxellois récompense la formation. Faciliter l'accès aux formations disponibles en Région est donc une priorité, notamment pour qu'elles soient adaptées aux différents besoins de la population. Réduire les entraves à la formation est un autre levier d'action. Pour le service public de l'emploi, la simplification des parcours, la mobilité géographique des chercheurs d'emplois moins diplômés et une meilleure prise en compte de la dimension migratoire de l'exclusion peuvent, chacune à leur manière, aider un plus grand nombre de bruxellois à trouver un emploi de qualité.

Public policy evaluation promotes evidence-informed policymaking and ensures that policies improve outcomes by bringing an understanding of what works, why, for whom, and under what circumstances. Evaluation is also a core tool of sound public financial management, as it helps governments spend better and promotes accountability and transparency in spending. The paper proposes concrete policy recommendations for improving the Belgian federal government’s evaluation system.

    Abstract: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

    Abstract: By describing their present as ‘enlightened’, eighteenth-century intellectuals inevitably altered their relationship to the past. In search of an explanation for this Enlightenment, eighteenth-century authors created a historical narrative which connected European countries in a linear history from antiquity, through the barbarous Middle Ages, to the progress of the scientific revolution and, finally, to the enlightened present in which seventeenth-century knowledge was perceived as increasingly benefiting society as a whole. Even though this narrative served as a shared European history and identity, national varieties soon emerged. This book shows that, in the context of the European ‘Enlightened narrative’, the Dutch Republic formed an extraordinary case. Here, the narrative of progress collided with a simultaneous debate on national decline and a deeply rooted humanistic tradition. Dutch intellectuals, moreover, were forced to reconsider their national past and national identity. The Batavian myth, for two centuries the primary historical foundation of national identity, increasingly came to be viewed as ‘barbaric’. Consequently, the concept of a seventeenth-century Golden Age was invented. It replaced the Batavian myth with a celebration of seventeenth-century Dutch economic prosperity, commercial politeness and moral rectitude more in line with enlightened historical thought

    Abstract: How to think philosophically about religion? The separation of church and state takes form in the nineteenth century. In public universities in the Netherlands, systematic, church-related theology is replaced by philosophy of religion. As a window on academic thinking about faith, Willem B. Drees, Leiden University's last professor of philosophy of religion, reads the work of his predecessors. They were mostly modernists, who expected to find their footing in the use of reason, in historical knowledge about religions, or in personal faith. After World War I, faith is perceived more as a wager, to trust that life is meaningful. Later, we see agnostic reticence that is religiously motivated, because God is always greater than we think, a mystery. And scholarly reticence, because in academic terms nothing definitive can be said about God. Do we thus see a development from modern certitude to charged silence?

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: OECD countries deliver publicly-funded employment services through different institutional arrangements. While in most OECD countries the majority of such services are delivered by public employment services, in two in five OECD and EU countries (or regions) they are partly or fully contracted out to external providers, including for-profit and not-for-profit entities. Contracting out employment services to outside providers offers many potential benefits: an increased flexibility to scale capacity in line with changes in unemployment, the possibility of offering services more cost-effectively, the option to better tailor services through the use of specialised service providers and the possibility to offer jobseekers choice of providers. However, achieving these benefits will depend on the actual design and monitoring of the contracting arrangements that are put in place. Focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies, this paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations. These issues are discussed based on country examples, which are also detailed in factsheets contained in the online annex of the paper.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: Imitating models was the main early modern poetical principle. This study discusses Dutch novelistic prose translated from three European bestsellers: François de Bellesforest's Histoires Tragiques (translation 1612), John Barclay's Argenis (translations 1640-1681), and Antoine Torche's Le Chien de Boulogne (translation 1681). Confirming Burke's thesis of cultural hybridity the translations reflect balancing acts between accepting and resisting the contents and morals of their models. Only Torche's Chien is transformed into a cultural translation, by adding a new Dutch narrative to its first chapters. Save this added Dutch narrative, all three bestsellers are translated docilely and accurately. This seems to indicate that novelistic prose served to make a profit, financing other commodities of the publishers.     Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: Income inequality is low in Belgium, and intergenerational income mobility is on par with the average OECD economy. However, as in other OECD countries, there is scope to improve equal access to opportunities across the population. Poverty risks are high for the unemployed and the low-skilled. Vulnerable socio-demographics, in particular the low educated, single mothers and people with a migrant background and with disabilities have persistently low incomes. Moreover, low-income households are overburdened by housing costs. To foster upward income mobility, employment should be increased among vulnerable groups by enhancing skills through life-long learning, effective career guidance and continuing to strengthen work incentives. To prevent the transmission of disadvantages across generations, social segregation in compulsory education should be addressed, in particular through better-designed school choice policies, higher mobility between general and vocational tracks, and stronger incentives and training for teachers. Promoting quality and affordable housing is also necessary to reduce spatial segregation and mitigate barriers to opportunity.

    Abstract: This paper provides new evidence on the effect of the 2012 reform on flows from UB to employment. The reform increased the steepness of the time profile of unemployment benefits by raising the initial benefit, lowering its long-term level and increasing the number of steps in-between. The analysis finds no indication that the 2012 reform of the Belgian UB system led to an increase in flows towards employment or inactivity either in the aggregate or when comparing groups of workers whose benefits were affected to different extents. While the results of this paper and recent literature provide little ground in favour of a further accentuation of the steepness of the time profile of UB in Belgium, the system could likely benefit from a simplification of the rules that would enhance its readability for workers and facilitate its administration and evaluation.

    Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Abstract: In 1906, a new primer was published in the German city of Bremen: The Bremer Fibel. Its illustrations were created by Cornelis Jetses (1873-1955) one of the bestknown illustrators of teaching material in the Netherlands, his home country, in the first half of the twentieth century. This article focuses on these illustrations and shows how Jetses used his artistic skills to create images which fulfilled the demands of representatives of Reformed Pedagogy, a movement which emerged in Europe around 1900 and placed the child at the centre of education. By creating an overall design for the book that should help children develop a good aesthetic taste and by showing people, objects and situations that were part of the pupils’ everyday world, Cornelis Jetses played a part in establishing a child-oriented education in Bremen. Furthermore, this article also shows how the illustrator used artistic composition principles to create images that helped pupils to learn how to read words and decipher images

    Abstract: The present article is the result of the ongoing research of the project ‘The Dynamics of the Classical Reformed Liturgy in the Netherlands: Its Texts and their History’. This Liturgy is recorded in numerous psalm books and Bibles. The question arises how many editions of the Liturgy have not been preserved, or which are not known in publicly accessible collections. To this end, the article analyses a list of forty editions of the Liturgy from the period 1566-1634 that the theologian Gisbertus Voetius included in 1641 in a book entitled Catechisatie Over den Catechismus der Remonstranten. The article examines in particular the extent to which a tried and tested statistical analysis can be helpful in determining the value of this list. The article concludes that the data provided by Voetius not only provides information about a number of specific lost books, but, taking into account a number of uncertain factors, also offers an indication of the probable total number of editions containing the Liturgy that were originally published and are now untraceable

    Abstract: Hoewel er de laatste jaren steeds meer aandacht wordt besteed aan de clitoris, is vaak maar weinig oog voor de houding tegenover haar bestaan in het verleden. Dit artikel gaat in op de geschiedenis van de kittelaar en richt zich op haar voorkomen in Nederlandse publicaties van (en voor) medici en docenten in de laatste 400 jaar. De conclusie luidt dat de clitoris nooit volledig is vergeten of genegeerd, maar dat de onwetendheid over dit vrouwelijke orgaan te wijten is aan culturele en sociale factoren: een gebrek aan aandacht voor seksualiteit in het algemeen en voor de vrouwelijke geslachtsorganen in het bijzonder.     Abstract: This article investigates ‘nose books’ (neusboekjes) and their social functions in the Early Modern Low Countries. Nose books are short literary texts written in the form of joyful ordinances that can be found in bound volumes (Sammelbände). These volumes contain a number of separately printed works, such as almanacs, prognostications and popular texts, which were subsequently bound together. Unlike previous studies, which have largely considered nose books as purely entertaining, this article demonstrates that nose books were initially sold as a form of political satire. As such, they encouraged societal engagement. However, over the course of the eighteenth century, the political undertone of nose books was no longer part of people’s reading experiences. These later readers appreciated the parody of the official ordinance instead

    Abstract: Companion to the exhibition "Japan's Book Donation to the University of Louvain", KU Leuven University Library, 28 October 2022 - 15 January 2023 With more than 3,000 titles in almost 14,000 volumes, the 1920s Japanese book donation to the University of Leuven/Louvain constitutes an invaluable time capsule of Japan's pre-modern culture in all its diversity and richness. A century on, the time is right to take a new look at its contents, as well as its history and the political, social and cultural context surrounding the donation. To commemorate its centenary, the Katholieke Universiteit Leuven (KU Leuven) and the Université catholique de Louvain (UCLouvain) have joined forces to set up a special exhibition under the title "Japan's Book Donation to the University of Louvain. Japanese Cultural Identity and Modernity in the 1920s" (October 2022-January 2023), at the University Library of KU Leuven. The present book has been compiled for the occasion of the exhibition, to serve as a durable guide to the magnificent book donation and its historical background, and as a reference for further research in the future. In five essays by historians of politics, media, culture, and arts of Japan, it offers a richly illustrated overview of the history of the donation and its wider historical context, providing illuminating insights into the vibrant 1920s in Japan, its politics, society, and popular culture. The reader is further invited to explore a sample of 65 remarkable and rare items from the donation, which were carefully selected for inclusion in the exhibition and are provided here with a detailed description.     Abstract: This article presents three early catechisms for the religious education of children under the age of three, printed in Germany and the Netherlands. Two of them were best- and long sellers on the book market, while one of them was a commercial failure. Catechisms were influential reading primers. The children’s catechisms written by Jacobus Borstius, Johann Cyriacus Höfer and Nikolaus von Zinzendorf contained questions for children who were too young to read the texts themselves. Therefore, these catechisms had to be performed in the form of interactive read-alouds. Höfer, Borstius, and Zinzendorf used child-directed speech in their catechisms: short and foreseeable answers and a basic vocabulary to facilitate the understanding and the pronunciation of words in the process of language acquisition and the deliberate introduction of new religious vocabulary. Whereas the catechisms of Borstius and Höfer reckoned with pedagogical laymen and chose standardized questions and answers, Zinzendorf proclaimed an ideal of Socratic intercourse, enthusiasm and aesthetic-poetic affirmation – an ideal that exceeded the capabilities of average teachers and parents

    Abstract: Yearbook for Dutch Book History, Volume 29/2022 Education and Pedagogy The Yearbook for Dutch Book History publishes articles in the Dutch and English language on all aspects of the book history of the Low Countries. The central theme of Volume 29 (2022) of the Yearbook is ‘Education and Pedagogy’. Contributions to the volume encompass a broad scope. The seventeenth and eighteenth centuries are discussed from the perspectives of Catholic and Protestant schoolbooks, and their roles in contemporary theological disputes, as well as the manner in which the Disaster Year (1672) was canonised in the Nieuwe Spiegel der Jeugd (New Mirror of Youth), which was repeatedly in print between 1674 and 1780. Later periods are treated by contributions detailing handbooks for artists in the nineteenth century and the illustrations of Cornelis Jetses in Bremer schoolbooks. Knowledge and illustrations of the clitoris stand at the heart of a contribution on biological education. The section of thematic articles is concluded by an interview with two publishers of schoolbooks who detail contemporary developments in the schoolbook market. Unrelated to the annual theme, the Yearbook also contains contributions on the printer Peter van Selow and his supposed Dutch background, the survival of editions of the Reformed Liturgy in the later sixteenth and early seventeenth centuries, and an article on so-called Neusboekjes (Nose-books), short comical works from the seventeenth and eighteenth century with pronounced satirical insights into Dutch politics and social norms

    Abstract: Previous attempts to describe the life of Peter van Selow, one of the more important type founders and printers in Sweden during the first half of the seventeenth century, have suffered from serious deficiencies: we knew neither the dates of his birth and death, nor was it clear where he was born. Quite consistently he was characterised as a Dutchman. Thanks to a newly discovered funeral sermon that has survived in Stuttgart, many blank spots in Van Selow’s biography can now be filled in: Van Selow was born in Grevesmühlen in Mecklenburg, 1582, and he died in Stockholm, 1650. This study combines information from the recently located new source with long-known Swedish scholarship on the hitherto enigmatic type founder and printer. Sources about the Danish astronomer Tycho Brahe, in whose service Van Selow was employed for several years, were also used to fill in some gaps

Vanaf de zomer van 1914 zou Berlijn in het bezette land op de Vlaamse beweging inbeuken door een grootscheepse propagandacampagne. De Duitse diensten, gesteund door hun Oostenrijkse bondgenoten, maakten daarbij vooral gebruik van vlugschriften en de geschreven pers, niet alleen in België maar ook in het neutrale Nederland. In de zomer van 1915 was het activisme een feit: een anti-Belgisch Vlaams-nationalisme, waarvan de gevolgen tot op heden voelbaar zijn, had het daglicht gezien. De propaganda die eraan ten grondslag lag was zó vernuftig en ingenieus dat ze niet alleen tijdgenoten overtuigde, maar zelfs meer dan een eeuw later nog steeds historici misleidt.     Abstract: Whilst overall productivity growth is stalling, firms at the frontier are still able to capture the benefits of the newest technologies and business practices. This paper uses linked employer-employee data covering all Belgian firms over a period of almost 20 years and investigates the differences in human capital between highly productive firms and less productive firms. We find a clear positive correlation between the share of high-skilled and STEM workers in a firm's workforce and its productivity. We obtain elasticities of 0.20 to 0.70 for a firm's productivity as a function of the share of high-skilled workers. For STEM (science, technology, engineering, mathematics) workers, of all skill levels, we find elasticities of 0.20 to 0.45. More importantly, the elasticity of STEM workers is increasing over time, whereas the elasticity of high-skilled workers is decreasing. This is possibly linked with the increasing number of tertiary education graduates and at the same time increased difficulties in filling STEM-related vacancies. Specifically, for high-skilled STEM workers in the manufacturing sector, the productivity gain can be as much as 4 times higher than the gain from hiring additional high-skilled non-STEM workers. To ensure that government efforts to increase the adoption of the latest technologies and business practices within firms lead to sustainable productivity gains, such actions should be accompanied by measures to increase the supply and mobility of human (STEM) capital. Without a proper supply of skills, firms will not be able to reap the full benefits of the digital revolution.

Its purpose is primarily descriptive: it presents information from high quality quantitative studies on the experience of learning during this period in order to ground the examination and discussion of these issues in empirical examples. Information is presented on three interrelated topics: the nature of the educational experience during the period of lockdowns and school closures; the home environment in which education took place for the vast majority of schoolchildren; the effects on the mental health and learning outcomes for children during this period. The data come primarily from 5 countries (France, Germany, Ireland, the United Kingdom and the United States) with additional information on some aspects for 6 additional countries (Australia, Belgium (Flanders), Canada, Finland, Italy and the Netherlands). This report will be of interest to policy makers, academics, education stakeholders and anyone interested in a first international empirical analysis of the effects of the pandemic on the lives and education of schoolchildren.

It covers 34 OECD countries and aims to cover all G20 countries. Pensions at a Glance reviews and analyses the pension measures enacted or legislated in OECD countries. It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: As marketing specialists know all too well, our experience of products is prefigured by brands: trademarks that identify a product and differentiate it from its competitors. This process of branding has hitherto gained little academic discussion in the field of literary studies. Literary authors and the texts they produce, though, are constantly 'branded': from the early modern period onwards, they have been both the object and the initiator of a complex marketing process. This book analyzes this branding process throughout the centuries, focusing on the case of the Netherlands.     Abstract: Belgium has made progress in decoupling several environmental pressures from economic growth, in improving wastewater treatment and in expanding protected areas. Regions have achieved high levels of recovery and recycling, and have pioneered circular economy policies. However, further efforts are needed to progress towards carbon neutrality, reduce air and water pollution, reverse biodiversity loss and consolidate results of circular economy initiatives. Strengthening co‑ordination between the federal government and the regions, and among the regions, as well as enhancing policy coherence will be key factors of progress. As the COVID-19 emergency passes, recovery efforts should focus on putting the country back on track to meet the Sustainable Development Goals. Investing in low-carbon and natural infrastructure, promoting circular economy, strengthening carbon prices and phasing out environmentally harmful subsidies should be priorities. This is the third Environmental Performance Review of Belgium. It evaluates progress towards sustainable development and green growth, with special features on biodiversity and waste, materials management and the circular economy.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co-operation efforts of DAC members once every five to six years. They take an integrated, system-wide perspective on the development co-operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. Belgium is a powerful voice for the cause of the least developed countries and fragile contexts, and a strong humanitarian partner. Committed to the principles of partnership, it empowers multilateral, civil society and private sector organisations to achieve their mandates. As Belgium emerges from a period of institutional reforms, this peer review provides recommendations to strengthen the management of its development co-operation policy. Les taux d’emploi restent bas en raison d’obstacles tels que le faible niveau des compétences et le manque d’incitations au travail. En outre, les mutations du travail vont obliger les travailleurs à s’adapter plus vite. Ce chapitre présente une analyse détaillée des actions à mener en priorité pour relever ces défis, en s’appuyant notamment sur les constatations de la Stratégie de l’OCDE pour l’emploi. L’une des priorités sera de faire en sorte que chaque travailleur ait accès à la formation tout au long de la vie, en prévoyant des allocations complémentaires pour les travailleurs en situation de désavantage. Pour améliorer les transitions vers l’emploi, il convient de généraliser l’utilisation des outils de profilage des risques individuels. Une réforme des allocations de chômage et des prestations liées à l’exercice d’un emploi permettrait de combiner plus harmonieusement aide au revenu et incitations au travail. La réforme de certains aspects de la législation en matière de protection de l’emploi, tels que ceux liés aux licenciements collectifs, et du système de formation des salaires amènerait davantage de flexibilité. Bien que la Belgique ait accompli des progrès notables sur le plan de la fiscalité et des besoins d’aide sociale associés à l’emploi atypique, quelques écarts persistent vis-à-vis des travailleurs réguliers.     Abstract: Job creation has lowered unemployment, but the Belgian labour market still faces many challenges. Employment rates remain low, reflecting barriers to finding a job such as low levels of skills and weak work incentives. In addition, the changing nature of work will require faster adaptation of workers. In order to address these challenges, this chapter presents a detailed analysis of policy priorities, drawing notably on insights from the OECD Jobs Strategy. One priority should be that each worker has access to lifelong training, with additional allowances targeted to disadvantaged workers. To improve transitions into work, the use of tools for the profiling of individualised risks should be extended. A better combination of income support and incentives could be achieved through reforming both unemployment and in-work benefits. Reforming some aspects of employment protection legislation, such as those related to collective dismissals, and the wage formation system, would boost flexibility. Sur la base des résultats des 33 pays et régions ayant participé aux deux premières vagues de l'Enquête sur les compétences des adultes en 2011-12 et 2014-15, ce rapport décrit les compétences dans trois domaines de traitement de l'information et examine comment les compétences sont liées au marché du travail et aux résultats sociaux. Il décrit notamment les résultats des six pays ayant participé à la troisième vague du premier cycle du PIAAC en 2017-18 (Équateur, États-Unis, Hongrie, Kazakhstan, Mexique et Pérou). L’Évaluation des compétences des adultes, un produit du Programme de l’OCDE pour l’évaluation internationale des compétences des adultes (PIAAC), a été conçue pour montrer dans quelle mesure les individus possèdent certaines de ces facultés et compétences clés et comment ils les utilisent dans le cadre professionnel et dans la vie privée.     Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: The design of intergovernmental fiscal relations can help to ensure that tax and spending powers are assigned in a way to promote sustainable and inclusive economic growth. Decentralisation can enable sub-central governments to provide better public services for households and firms, while it can also make intergovernmental frameworks more complex, harming equity. The challenges of fiscal federalism are multi-faceted and involve difficult trade-offs. This synthesis paper consolidates much of the OECD’s work on fiscal federalism over the past 15 years, with a particular focus on OECD Economic Surveys. The paper identifies a range of good practices on the design of country policies and institutions related strengthening fiscal capacity delineating responsibilities across evels of government and improving intergovernmental co-ordination.

    Abstract: This paper documents joblessness in OECD countries, provides a detailed diagnosis of structural employment barriers in Belgium, Korea and Norway by applying the OECD Faces of Joblessness methodology to the situation just before the COVID-19 crisis and discusses the policy implications. It shows that individuals experiencing major employment difficulties often face a combination of barriers related to work availability, readiness and incentives. It suggests a number of avenues for enhancing the effectiveness of public support: i) make greater use of statistical profiling tools to adapt programmes to the needs of the jobless and target resources to those at the highest risk of long-term joblessness; ii) better coordinate support provided by employment, health and education services; iii) place a greater emphasis on preventive policies (equal opportunities, life-long learning).

    Abstract: Global demographic, climate and digitalisation megatrends are transforming the policy environment in Flanders, Belgium. With strong economic performance, low unemployment and a well-educated population, Flanders is using the SDGs to respond to these megatrends in pursuit of the seven transition priorities outlined in its Vision 2050 policy framework, namely circular economy, smart living, industry, lifelong learning, caring and living together, transport and mobility, and energy. The SDGs provide a common language and framework to mobilise Flemish cities and municipalities, private sector, civil society and youth in such a transition. This is why, Flanders has also developed Focus 2030 with more concrete and mid-term objectives to adapt and implement the SDGs at regional level. The report argues that a territorial approach to the SDGs can accelerate the transition to more sustainable pathways in Flanders if federal, regional, provincial and local sustainable development strategies are strategically aligned, and sufficient funding from both public and private sectors is ensured for innovative sustainability solutions.

This policy paper contributes to the OECD work on the digital transformation of the public sector, including digital government and data-driven public sector and open government data.

    Abstract: Social protection systems use a range of entitlement criteria. First-tier support typically requires contributions or past employment in many countries, while safety net benefits are granted on the basis of need. In a context of volatile and uncertain labour markets, careful and continuous monitoring of the effectiveness of income support is a key input into an evidence-based policy process. This paper proposes a novel empirical method for monitoring the accessibility and levels of safety net benefits. It focusses on minimum-income benefits (MIB) and other non-contributory transfers and relies on data on the amounts of cash support that individuals in need receive in practice. Results show that accessibility and benefit levels differ enormously across countries – for instance, in 2015/16, more than four out of five low-income workless one-person households received MIB in Australia, France and the United Kingdom, compared to only one in five in Greece, Italy and Korea, three countries that have since sought to strengthen aspects of safety-net provisions.

    Abstract: Ce rapport est une édition spéciale du Tableau de bord de l’OCDE sur le financement des PME et des entrepreneurs, publication phare de l’OCDE. Il examine en détail les conséquences du COVID-19 sur l’accès des PME au financement, ainsi que les mesures prises en conséquence par les pouvoirs publics. Il apparaît qu’avant la crise, les conditions de financement étaient globalement favorables pour les PME et les entrepreneurs, qui bénéficiaient de faibles taux d’intérêt, de critères accommodants d’octroi des crédits et d’une offre de plus en plus diversifiée d’instruments de financement. Mais la crise du COVID‑19 a profondément bouleversé l’accès des PME au financement. Plus particulièrement, l’effondrement brutal du chiffre d’affaires des entreprises a provoqué de graves pénuries de liquidités qui ont mis en danger la survie de bon nombre d’entreprises viables. Ce rapport fait état d’une augmentation de la demande de prêts bancaires au cours du premier semestre de 2020, et d’une stabilité de l’offre de crédit grâce à l’action des pouvoirs publics. Parallèlement, on a observé un recul d’autres sources de financement, en particulier l’apport de fonds propres au stade du démarrage. Le rapport réunit des données sur le périmètre et l’ampleur des mesures prises par les gouvernements dans le monde, et en précise les principales caractéristiques. Il décrit les principaux enjeux stratégiques du financement des PME qui se poseront au cours des prochaines phases de la pandémie ; il s’agira en effet d’éviter le surendettement des PME, de promouvoir une gamme diversifiée d’instruments de financement, de stimuler la création d’entreprises et de renforcer la résilience des PME par des mesures structurelles.
