It also, however, frequently constitutes the most dynamic part of the economy and creates massive employment. Informal employment is ubiquitous and growing. Responding to this emerging challenge is critical, not only for the well being of millions of workers but also for social development.     Kurzfassung: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Kurzfassung: In the post-Cold War era, economic globalization has loomed, at least for some, as the world system's next crisis carrier, creating winners and losers and trampling on the distinctiveness of local cultures. Yet the liberal assumption is that if the market does its job, the poor will catch up to the rich via trade-driven growth and the economies of developed and less developed countries will gradually converge. Investigating the processes of economic globalization, this book explores whether it is truly a "global" process. It examines how globalization is experienced around the world, comparing its intensity and impact in both the global North and South. Using a world systems approach and developing a theoretical analysis that builds on the leadership long-cycle approach to global political economy, this book seeks to dispel some of the myths widely propagated regarding economic development. Through a focus on the issues of technological diffusion, debt, conflict, and democratisation, the authors demonstrate how and why the asymmetries that have characterized the global North and South in the past and present are growing more acute. This important book will be of interest to students and scholars of international political economy, globalisation, international trade and development.

    Kurzfassung: While much has been written upon Social Darwinism, the historical impact of Darwinism upon theories of war and human aggression has been sadly neglected. This book is the first to study this discourse in depth. It challenges the received view that Darwinism generated essentially aggressive and warlike social values and pugnacious images of humankind. Paul Crook reconstructs the influential discourse of 'peace biology', whose liberal vision was of a basically free humanity, not fettered by iron laws of biological necessity or governed by violent genes. By exploring a gamut of Darwinian readings of history and war, mainly in the English-speaking world to 1919, this study throws new light upon militarism, peace movements, the origins of World War I and British social thought

    Kurzfassung: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Kurzfassung: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Kurzfassung: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

    Kurzfassung: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Kurzfassung: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Kurzfassung: How can we get inside popular collective struggles and explain how they work? Contentious Performances presents a distinctive approach to analyzing such struggles, drawing especially on incomparably rich evidence from Great Britain between 1758 and 1834. The book accomplishes three main things. First, it presents a logic and method for describing contentious events, occasions on which people publicly make consequential claims on each other. Second, it shows how that logic yields superior explanations of the dynamics in such events, both individually and in the aggregate. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Kurzfassung: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Kurzfassung: Informal institutions — family and kinship structures,traditions, and social norms — not only matter for development, but they are often decisive factors in shaping policy outcomes in environments of weak states and poor governance structures. Based on concrete examples in the areas of gender equality, governance and private sector development, this book advocates a pragmatic way of dealing with informal institutions. Neither the “romantic preservationist” nor the “bulldozing moderniser” approach promises an adequate solution. Incorporating informal institutions in development strategies — whether by taking advantage of them in their existing state, by seeking to optimise their impact or by providing incentives to change them — will be instrumental in improving development outcomes, including achieving the Millennium Development Goals.

    Kurzfassung: Age discrimination is a highly topical issue in all industrialised societies, against a background of concerns about shortening working lives and ageing populations in the future. Based upon detailed research, and adopting an interdisciplinary approach, this unique study traces the history of the age discrimination debate in Britain and the USA since the 1930s. It critically analyses the concepts of ageism in social relations and age discrimination in employment. Case-studies on generational equity and health care rationing by age are followed by an analysis of the British government's initiatives against age discrimination in employment. The book then traces the history of the debate on health status and old age, addressing the question of whether working capacity has improved sufficiently to justify calls to delay retirement and extend working lives. It concludes with a detailed examination of the origins and subsequent working of the USA's 1967 Age Discrimination in Employment Act.

    Kurzfassung: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Kurzfassung: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

It focuses on experiences in four sectors - telecommunications, water and sanitation, financial services, and electricity. The unique multi-sector perspective taken in this book, together with the national case studies, yield insights which can help countries promote their universal access goals. A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

    Kurzfassung: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development. It reviews the approaches of different donor agencies and their rationales for working on human rights, and identifies the current practice in this field. It illustrates how aid agencies are working on human rights issues at the programming level, and it draws together lessons that form the core of the current evidence around the added value of human rights for development. Lastly, it addresses both new opportunities and conceptual and practical challenges to human rights within the evolving development partnerships between donors and partner countries, as well as in relation to the Paris Declaration on Aid Effectiveness as a new reference point of the international aid system. By giving numerous examples of practical approaches, this publication shows that there are various ways for donor agencies to take human rights more systematically into account – in accordance with their respective mandates, modes of engagement and comparative advantage.
