    Abstract: "The Coloniality of the Secular explores how decolonial theory can open ways to theorize religion in the Americas. An Yountae maps how revolutionary non-Western thought is shot through with religious ideas, as exemplified by key decolonial figures including Edouard Glissant, Frantz Fanon, and Gloria Anzaldua. By revisiting the corpus of decolonial literature with an eye towards religion, Yountae reveals how decoloniality reconstitutes the sacred as part of its vision of liberation. This incisive reading of decoloniality elucidates how revolutionary thinkers' refusal of colonial religions opens up the possibility for the remaking of religion itself. Across the book's five chapters, Yountae explores decoloniality's conception of the sacred in relationship to revolutionary violence, gender, creolization, and racial phenomenology. By expanding our understanding of decoloniality's investments in the spirit, An Yountae shows how decoloniality provides a radically different epistemology and horizon for the future"--

Moon-Ho Jung argues that the US national security state as we know it was born out of attempts to repress and silence anticolonial subjects, from the Philippines and HawaiÊ"i to California and beyond.     Abstract: This book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities. This is an open access book.

    Abstract: At a moment of notably rising levels of anti-Asian hate, this book offers antiracist resources informed by Asian/North American feminist theology and biblical scholarship. Although there exist scholarly books and articles on Asian American theology (broadly defined) have proliferated in response to the current ethical, political, and cultural environment have been prolific, there have been few concerted efforts to interrogate or dismantle anti-Asian racism inseparable from anti-black racism, and white settler colonialism that have often undermined the communal spirit and livelihood of Christian churches in the current political climate. In the current political climate, COVID-related anti-Asian hate and racial conflict, which all intersect with gender and sexuality-based violence, require theological, moral, and political inquiries. Hence, this book notes the current paucity of work with critical discussions on the multiple facets of racism from Asian American feminist theological perspectives. Contributors deepen the inter/transdisciplinary approaches concerning how to dismantle racist theological teachings, biblical interpretations, liturgical presentations, and the Christian church’s leadership structure. Keun-joo Christine Pae is Associate Professor of Religion/Ethics and Women’s and Gender Studies at Denison University, Granville, Ohio. She is also Chair of the Religion Department. Boyung Lee is Professor of Practical Theology at Iliff School of Religion in Denver, Colorado. At Iliff, she was the Senior Vice President of Academic Affairs and Dean of the Faculty at the school from 2017 to 2022.

    Abstract: This book contributes conceptually, theoretically and morally to a deeper understanding of the distinctive Asian perceptions of punishment, justice and human rights. Researched and prepared by scholars who have not only been conducting studies on the death penalty in the region but have also been advocating for legal reforms, this edited book touches upon the different justifications for the use of capital punishment in the ASEAN region, exposing the secrecy, sensitivities and dilemmas that mask violations of international human rights laws. The chapters bring in numerous new perspectives which have been overlooked in the traditional discourse surrounding the use of the death penalty, such as that around crimes that do not meet the threshold of “most serious”; the dignity of death row inmates and their families; contradictions within religion and capital punishment; and the way in which growing authoritarianism and the media are adversely influencing the public’s perception and support for capital punishment in the region. In examining how public opinion shapes state policies towards the death penalty and how it varies according to different offences and different states, the authors critically analyse how the international human rights mechanisms have specifically called for ASEAN member states to refrain from extending the application of the death penalty and to limit it to the “most serious crimes.” Relevant to socio-legal scholars focused on crime and punishment in Southeast Asia, and in the Global South more broadly, this is a landmark collection in criminology and human rights scholarship.     Abstract: This book discusses the shifting regional geopolitical engagements and development of rearranged connections emerging among ASEAN and non-ASEAN actors. First, the book focuses on the crucial discourse surrounding the Indo-Pacific region, including its challenges, continuity, and relevance. The discussion highlights the growing influence of regional actors such as India, Thailand, Japan, and the US, particularly in the context of a pressing question of collaboration versus containment amidst China’s rise.     Abstract: This book offers a cross-cultural and inter-religious understanding of the ways social transformation in Asia is related to Asian spiritualities. Bringing together scholars and practitioners from different cultures and fields of study, it collates cutting-edge research and applies it to the role of Asian spiritualities in social transformation. Spirituality has garnered increasing attention in recent years across diverse fields of research and practice, from psychology and healthcare, to anthropology, education, sociology, political sciences, social work, feminist studies, cultural studies, religious studies, theology, philosophy, and so on. However, the term means different things within these different disciplines. Spirituality can be understood to be private and personal, but also public and societal, not only as a force that brings about change but also one that helps maintain the status quo – not only as a core element in religion but also as something disconnected from it. This book poses that to gain a firm grasp of spirituality, one needs to traverse these different terrains. Disbarring the orientalist understanding of spirituality that is often found embedded in stereotypes of the East as mystical, esoteric, and spiritual, in contrast to the West as scientific and rational, this book deconstructs this binarism to enable a sophisticated understanding of the diversity within Eastern and Western spiritualities. It presents “Asian spirituality” as a misnomer, focusing on the plurality of spiritualties and the region’s multifaceted religiosity, and it also excavates interfaith terrains.     Abstract: Life imprisonment is the punishment most often imposed worldwide for what societies regard as the most serious offences. Yet, in Asia the phenomenon has never been studied systematically. Life Imprisonment in Asia fills this major gap. It brings together thirteen new essays on life imprisonment in key jurisdictions in the region. Each chapter consolidates what is known about the law and practice of life imprisonment in the jurisdiction and then explores aspects of the imposition or implementation of life sentences that the authors regard as particularly problematic. In some instances, the main issue is the imposition of life sentences by the courts and their relationship to the death penalty. In others, the focus is on the treatment of life sentenced prisoners. In many instances, the most prominent question is whether life sentenced prisoners should be released and, if so, according to what processes. In the overview chapter, the editors place the complex picture that emerges of life imprisonment in Asia in a global context and point to reforms urgently required to ensure that Asian life sentences meet international human rights standards. Life Imprisonment in Asia should be read by everyone who has an interest in just punishments for serious offences, not only in Asia, but throughout the world.     Abstract: This book presents the results of an international comparative study on the causes of rule deviation in business and medical organizations. Based on document and interview analyses as well as experiments, the discrepancy between (state) regulations and organizational practice is elaborated and discussed in an interdisciplinary perspective. Revealed Preference in Medical Decisions -- Chapter 13. Imperfect Agency and Non-Expected Utility Models.
    Abstract: This textbook offers a comprehensive analysis of medical decision-making under uncertainty by combining test information theory with expected utility theory. The authors show how the parameters of Bayes’ theorem can be combined with a value function of health states in order to arrive at informed test and treatment decisions in the face of diagnostic and therapeutic risks. Distinguishing between risk-neutral, risk-averse, and prudent decision-makers, they demonstrate the effects of risk preferences on medical decisions. Furthermore, they analyze individual and multiple tests as well as diagnostic models in which the decision-maker chooses the test outcome. The consequences of test and treatment decisions for the patient are encompassed by quality-adjusted life years (QALYs) and the standard economic model, which applies the willingness to pay for health approach. Lastly, non-expected utility models of choice under risk and uncertainty are presented. Although these models can explain some of the test and treatment decisions observed, they are less suitable for normative analyses aimed at providing guidance on medical decision-making. This third edition provides extensively revised versions of all chapters and reflects recent innovations in medical decision-making such as decision curve analysis. New chapters focus on the health economics of and revealed preferences in medical decisions. The book is intended for students of (health) economics and medicine as well as for medical decision-makers and physicians dealing with uncertainty in their test and treatment decisions.

    Abstract: This book utilizes the School to Work Transition Survey (SWTS) of the ILO to discuss what shapes an individual worker’s decision to participate in unionization and how her working condition is affected by that.. There remains a disconnect as far as our understanding of the relationship between the labour’s choice to unionize as individual actor and the broader socioeconomic, political and cultural context of that choice, is concerned. Using the SWTS data, the book focuses on the identification of the correlates of workers’ propensity to unionize, the outcomes of unionizing and their synthesis with the wider political economy context to arrive at stylized patterns in the way informal workers exercise their agency. The book also reflects upon field data on organizing challenges of migrant workers in the light of the COVID-19 pandemic in India. The book does not claim to establish any causality but is interested in bringing out broad patterns that define informal workers’ organizing in a particular context. In the process, the book ends up with the preposition that despite all the heterogeneities across regions, informal workers’ organizing today can be understood through the lens of pragmatism. Neetu Choudhary is Associate Professor of Economics with the Amity University Patna, India and Adjunct Faculty with the Arizona State University, USA. She has been a Fulbright Fellow with the School of Human Evolution and Social Change, ASU. Dr Choudhary is a doctorate in Economics from the Indian Institute of Technology Bombay. She has published considerably in the area of nutrition and water insecurity, gender, and informal workers’ organizing. Dr Choudhary was also awarded the Global Development Network Award for best research on development in 2014. Among her non-academic assignments, she has been engaged with several UN organizations.

    Abstract: This book focuses on the recent rise of new regional economic institutions such as the Chiang Mai Initiative Multilateralisation, the Asian Infrastructure Investment Bank, and the Regional Comprehensive Economic Partnership, which were established, in part, as a result of dissatisfaction of dynamic emerging markets with global economic institutions such as the IMF, the World Bank, and the GATT/WTO. The latter were formed by advanced economies in the West, after the historic Bretton Wood Conference of 1944. In doing so, the book addresses how this recent round of decentralisation, defined as the co-existence of “senior” global institutions and a plethora of newly-established regional institutions, has affected global economic governance, and the delivery of global public goods. It also poses the question if this has led to the fragmentation of global economic governance. The book adds value to existing literature by using a benefit-risk analytical framework to study the decentralisation process. Unlike the “contested multilateralism” argument used by some authors which focuses on the costs of decentralisation, the authors argue that benefits must also be considered. It also describes and analyses the establishment of global and regional international economic institutions and the evolving relationships between the two. Third, the authors argue that this decentralisation process will continue in the postpandemic period and recommend policies to reset the relationship between global and regional institutions. And lastly, the book discusses proposals to reform the international monetary system including the global reserve system with a view to reducing the hegemony of the US dollar. Throughout the book, the role for Asia is also identified, and elaborated on. Dr Pradumna B. Rana is a Senior Fellow at the Centre for Multilateralism Studies of the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. He was previously the Senior Director of the Asian Development Bank’s Office of Regional Economic Integration which spearheaded the ADB’s support for Asian economic integration. Dr Xianbai Ji is Assistant Professor at the School of International Studies, Renmin University of China (RUC) where he is also a Distinguished Young Scholar.

    Abstract: This open access book consists of essays written by Kishore Mahbubani to explore the challenges and dilemmas faced by the West and Asia in an increasingly interdependent world village and intensifying geopolitical competition. The contents cover four parts: Part One The End of the Era of Western Domination. The major strategic error that the West is now making is to refuse to accept this reality. The West needs to learn how to act strategically in a world where they are no longer the number 1. Part Two The Return of Asia. From the years 1 to 1820, the largest economies in the world were Asian. After 1820 and the rise of the West, however, great Asian civilizations like China and India were dominated and humiliated. The twenty-first century will see the return of Asia to the center of the world stage. Part Three The Peaceful Rise of China. The shift in the balance of power to the East has been most pronounced in the rise of China. While this rise has been peaceful, many in the West have responded with considerable concern over the influence China will have on the world order. Part Four Globalization, Multilateralism and Cooperation. Many of the world’s pressing issues, such as COVID-19 and climate change, are global issues and will require global cooperation to deal with. In short, human beings now live in a global village. States must work with each other, and we need a world order that enables and facilitates cooperation in our global village.

    Abstract: This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing. Dr. Prashanth Parameswaran is an analyst and educator focused on Southeast Asia, politics and security issues in the Asia-Pacific and U.S. foreign policy in the region. He is currently a fellow at the Asia Program at the Woodrow Wilson International Center for Scholars based in Washington, D.C. and a senior columnist at The Diplomat, one of Asia’s leading current affairs magazines. A political scientist by training, he has previously held roles linked to think tanks, media, business, and government, conducting field research, consulting, writing and teaching on these issues for nearly two decades and widely publishing policy insights, research and commentary in the United States and in Southeast Asia. .

    Abstract: This book explores shifts in Turkey's foreign policy and the relevance of Turkey's reconnect offensive with Asia. With the end of the Cold War, Turkey and the West had lost the mutuality of interests and threat perceptions, particularly towards Russia. Western countries are now occupied by the rise of China and are in search of new allies in the Asia Pacific. Turkey is left in its region to deal with Russia and crises that are primary outcomes of Western failures in Syria, Libya, Iraq, Azerbaijan, and Qatar. In the absence of its Western allies, Turkey engaged with Russia alone to deconflict and stabilise Syria, Libya, and Azerbaijan. Turkey's ruling conservative AK Party, however, had won elections from 2002 to 2012 on a strong pro-EU and pro-West agenda. Now, it is talking about ‘strategic autonomy’, ‘multidimensionalism’, ‘diversification’, or ‘the world is bigger than five’. The new foreign policy gestures are underpinned by the rise of the domestic defence industry, nationalist politics at home, and increased trade relations with key Asian economies, China, India, and Indonesia. At an international level, the ruling party has instrumentalised strong criticism of the West for injustice and neglect of the Turkish, Muslim, Islamic, and non-western world. Although this reminds of the history of Turkey's failed quests to shift from a West-centric foreign policy to an unknown direction, the book argues that Turkey's reconnect with Asia is rather to complement and strengthen its relations with the West. Omair Anas is Assistant Professor in the Department of International Relations at Ankara Yildirim Beyazit University, Turkey. Prior to joining AYBU, Ankara, he worked as Research Fellow at the Indian Council of World Affairs, New Delhi.

    Abstract: This open access book explores bioeconomy and bioenergy policies across South America, Asia and Europe. It discusses how a transition away from a fossil and towards a bio-based economic order alters, reinforces and challenges socio-ecological inequalities. A series of conceptual discussions and case studies with a multidisciplinary background in the social sciences illuminate how the deployment of biomass sources from the agricultural and forestry sectors affect societal changes concerning knowledge production, land and labour relations, political participation and international trade. How can a global perspective on socio-ecological inequalities contribute to a critical understanding of bioeconomy? Who participates in the negotiation of specific bioeconomy policies and who does not? To what extent does the bioeconomy affect existing socio-ecological inequalities in rural areas? What are the implications of the bioeconomy for existing relations of extraction and inequalities across regions? The volume is an invitation to reflect upon these questions and more, at a time when the need for an ecological and socially just transition away from a carbon intensive economy is becoming increasingly pressing. The editors, Maria Backhouse, Rosa Lehmann, Kristina Lorenzen, Malte Lühmann, Janina Puder, Fabricio Rodríguez and Anne Tittor are all social scientists and members of the Junior Research Group “Bioeconomy and Inequalities. Transnational Entanglements and Interdependencies in the Bioenergy Sector” funded by the German Federal Ministry of Education and Research (BMBF).

    Abstract: This report analyzes the labor migration trends in Asia and puts them in the context of economic and policy developments and the changes wrought by the coronavirus disease (COVID-19) pandemic. It examines the policy settings in the major origin and destination countries of labor migrants and the medium- and long-term factors that will shape the future of labor migration in Asia. It further provides important recommendations for building back better in a post-pandemic world. This analysis draws partly on discussions that took place at the “10th ADBI-OECD-ILO Roundtable on Labor Migration: Future of Labor Migration in Asia: Challenges and Opportunities in the Next Decade,” held in Bangkok, Thailand, in February 2020, an annual event co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization that brings together regional experts and policy makers. In response to the COVID-19 pandemic, the publication focuses on the pandemic’s impacts on labor mobility. The report offers up-to-date comparative statistics on labor migration flows, including evidence on the impacts of COVID-19 on flows and remittances. Two statistical annexes offer detailed country fact sheets and coverage of intra-Asia and cross-regional migration flows. The report also includes discussions on the future of labor migration in the aftermath of the pandemic and the role of technology and digitalization in labor mobility and its management.

    Abstract: Many Emerging Asian countries have been refining macroprudential policies, particularly since the Global Financial Crisis. For instance, they have developed policies targeting housing markets and broadly transposed the Basel III requirements into their national legislation. In the wake of the COVID-19 pandemic, policy makers now need to identify emerging vulnerabilities and their associated financial stability risks and respond with the appropriate macroprudential tools. This publication provides a detailed overview of the current macroprudential policy situation in Emerging Asian countries and explores how the macroprudential policy toolkit has evolved. The report discusses some of the most pressing challenges to financial stability, including the interaction of macroprudential policy with other policies. It also devotes special attention to macroprudential policies for emerging priorities, such as achieving green goals and updating regulatory frameworks to reflect ongoing Fintech developments. Climate change will indeed create new challenges in financial markets, while Fintech developments bring about many economic opportunities and deepen financial systems, but present a variety of novel risks requiring rapid policy responses.

    Abstract: Today, the global youth population is at its highest ever and still growing, with the highest proportion of youth living in Africa and Asia, and a majority of them in rural areas. Young people in rural areas face the double challenge of age-specific vulnerabilities and underdevelopment of rural areas. While agriculture absorbs the majority of rural workers in developing countries, low pay and poor working conditions make it difficult to sustain rural livelihoods. Potential job opportunities for rural youth exist in agriculture and along the agri-food value chain, however. Growing populations, urbanisation and rising incomes of the working class are increasing demand for more diverse and higher value added agricultural and food products in Africa and developing Asia. This demand will create a need for off-farm labour, especially in agribusinesses, which tends to be better paid and located in rural areas and secondary towns. It could boost job creation in the food economy provided that local food systems were mobilised to take up the challenge of higher and changing domestic demand for food.
