    Abstract: Verlagsinfo: Since the Second World War more than 1,000 black independent congregations in around 300 different organizations have sprung up all over Britain. The immigration of Afro-Caribbeans and West Africans has led to the emergence and growth of many churches, which flourish in the cities and attract a growing number of members. They now play an increasingly active role in the social and ecumenical life of the nation, which is reflected in cooperation with the "New Instrument" of the British churches. They comprise a rich diversity of theological traditions and cultural inheritance, some in an interesting blend, some in a struggle with white elements. Existence and growth of these communities have often been explained by factors inherent in British society, such as social deprivation and English racism. The book attempts to prove that, as much these factors are a reality, they do not account for the dynamics of the movement, its proliferation and stability. Rather these congregations are carried by strong cultural and theological forces, which molded the spiritual experience of the African diaspora. They carry a living faith, sound contextual theologies, and a form of organization, which presents a model for other ethnic minorities. Author Biography: Roswith Gerloff is Founding Director of the Centre for Black and White Christian Partnership, Birmingham, UK, and former Senior Research Fellow at the University of Leeds, UK.

    Abstract: This book explores how state-supported mental health initiatives made emotional intimacy both politically valued and personally desired during a crucial period of modern British psychiatric and cultural history. Focusing on the transformative decades following World War II, Teri Chettiar narrates the surprising story of how individual emotional wellbeing became conflated with inclusive democracy and subsequently prioritized in the eyes of scientists, politicians, and ordinary citizens. This new model of emotional health promoted nuclear families and monogamous marriage relationships as fundamental for individual and political stability and fostered unexpected collaborations between British mental health professionals and social reformers who sought to resolve the Cold War crisis in political and moral values. However, this model also generated backlash and resistance from communities who were excluded from its vision of idealized intimacy, including women, queer people, and adolescents. Ultimately, these communities would foster a new generation of activists who would turn the state agenda on its head by demanding political recognition for marginalized citizens on the basis of emotional health. Through new archival research, The Intimate State traces the rise of a modern psychiatric view of the importance of intimate relationships and the resultant political culture that continues to inform identity politics – and the politics of social equality – to this day.

Through a diachronic analysis informed by corpus linguistics and feminist theory, Tranchese examines how rape discourse has (or has not) changed over the past decade. With its detailed investigation of media representations, the book explores how age-old myths about sexual violence re-emerge in different forms within news narratives. Against the backdrop of twelve years of newspaper coverage of rape, including many high-profile cases, this study also traces the rise of “celebrity culture”, the emergence of #metoo, and the development of the backlash against it. The author places these historical events and recent trends within broader debates on feminism and the role played by (social) media in shaping contemporary rape discourse. This book provides a much-needed linguistic analysis which will be of particular interest to scholars and students of feminist studies, language and gender, corpus-assisted discourse studies, and gendered crime.     Abstract: This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.     Abstract: "In Dockside Reading Isabel Hofmeyr traces the relationship between print culture, colonialism, and the ocean through the institution of the British colonial custom house. During the late nineteenth and early twentieth centuries, dockside customs officials would leaf through publications looking for obscenity, politically objectionable materials, or reprints of British copyrighted works, often dumping these condemned goods into the water. These practices, echoing other colonial imaginaries of the ocean as a space for erasing incriminating evidence of the violence of empire, informed later censorship regimes under Apartheid in South Africa. By tracking printed matter from ship to shore, Hofmeyr shows how literary institutions like copyright and censorship were shaped by colonial control of coastal waters. Set in the environmental context of the colonial port city, Dockside Reading explores how imperialism colonizes water.     Abstract: With tightening public finances, land value capture (LVC) can be an attractive fiscal tool to finance ever-increasing demands for transport infrastructure. This paper begins by discussing the principles of LVC and individual LVC instruments in the context of infrastructure provision, with a focus on the opportunities and challenges for LVC implementation. It then presents unique case studies of LVC use in France, Japan, Korea and the United Kingdom, highlighting how it was used to fund the construction of major subways and railways. Based on these case studies, the paper discusses some key insights, including how to use LVC together with expropriation, enacting enabling legal frameworks, and diversifying revenue streams. It also highlights some common considerations for successful implementation, most notably for eliciting public support, promoting transit-oriented development, and establishing fair and transparent rules for LVC.

    Abstract: “Can I choose to die?” As the number of requests for euthanasia and physician-assisted suicide continues to rise, human rights law faces a new conflict: the right to die vs. the right to life… The right to die or, in other words, ‘the right to choose the time and manner of one’s own death’ is a question of personal autonomy and its limits. This book provides a comprehensive understanding of the right to die and sheds light on its possible future under the European Convention on Human Rights. After setting a clear framework by defining the key terminology, the book takes a two-part approach to achieving its aim. The first part focuses on the right to die in practice by examining selected jurisdictions. Switzerland, which is famous for its assisted suicide organizations, and the Netherlands, which was the first country to legalize euthanasia, are examined in detail. Belgium, Germany, the United Kingdom, and -as an exception to the Convention perspective - Canada are also included. While this examination offers a better understanding of what the right to die looks like in practice, it also provides insights on the slippery slope argument, which serves as a counterweight to personal autonomy, without making a definitive statement on its validity. This part also illustrates the different paths that led or did not lead to the right to die in practice. The second part is an analysis of the European Court of Human Rights case law on the right to die. The Court has made important statements in only very cases, while its caution when approaching such a delicate and controversial topic among its 47 members is understandably emphasized. This analysis of the Court’s approach to the balancing of personal autonomy against other interests allows us to take a look back at the practice in more permissive jurisdictions through the lens of the Convention. Taken together, the book’s two parts provide valuable lessons for countries that decide to practice assisted dying, which are outlined in the conclusion. In addition, given that a purely legal approach can only offer a partial picture, the book argues that an interdisciplinary approach would be much more favorable in terms of providing the necessary basis for the right to die debate.

    Abstract: Reflecting emerging scholarship on the entanglement of colonial histories, this book examines British and South African perspectives on, and involvement in, the genocide of the Herero and Nama in German South West Africa from 1904 to 1908. Seeking to present a transnational and trans-colonial perspective on the war imposed by Germany, the book sheds light on Anglo-German relations during ‘native' rebellions and exposes shared experiences of colonial violence. This approach aligns with a new surge of historiography which emphasises the co-operation between colonial powers to maintain order in Africa.     Abstract: Britain is internationally renowned for the high quality and exquisite crafting of its later prehistoric grave goods (c. 4000 BC to AD 43). Many of prehistoric Britain's most impressive artefacts have come from graves. Interred with both inhumations and cremations, they provide some of the most durable and well-preserved insights into personal identity and the prehistoric life-course, yet they also speak of the care shown to the dead by the living, and of people's relationships with 'things'. Objects matter.0This book's title is an intentional play on words. These are objects in burials; but they are also goods, material culture, that must be taken seriously. Within it, we outline the results of the first long-term, large-scale investigation into grave goods during this period, which enables a new level of understanding of mortuary practice and material culture throughout this major period of technological innovation and social transformation. Analysis is structured at a series of different scales, ranging from macro-scale patterning across Britain, to regional explorations of continuity and change, to site-specific histories of practice, to micro-scale analysis of specific graves and the individual objects (and people) within them. We bring these different scales of analysis together in the first ever book focusing specifically on objects and death in later prehistoric Britain

    Abstract: This book provides a critical analysis of visual images of British and international finance during the nineteenth century. Its focus is on the financiers themselves, contrasting the depiction of the respectable Merchant Princes with the less than perfect charlatans (white-collar criminals) who defrauded investors of millions. The breakdown of trust between financiers and investors that evolved during this period is represented visually in depictions of the emotional response of investors to the uncertain financial climate. Throughout the book a PEARL methodology has been used to critique the images reflecting the impact of any Publisher’s political bias, the Editorial and Artistic techniques used to convey the messages in the images, and the Legal context (especially a concern in countries such as France and Germany where censorship was strict). The book concludes that white-collar criminals were invariably secretly admired in Britain, and rarely severely satirised. Similarly, Merchant Princes were depicted favourably in Britain as members of the ruling elite during the latter half of the century. This is contrasted with the more extreme anti-monopolistic images in the US and the extreme anti-Semitic treatment of Jewish financiers in France and Germany. Henry Sless is currently a Research Associate at Henley Business School at the University of Reading, UK. He received a Master’s in historical cartoons from the University of Kent, UK, and a doctorate in visual images of finance in the Victorian era from the University of Reading.

    Abstract: This book explores the foreign and security policies of Germany, France and the UK vis-à-vis China. Despite the progress made by the Lisbon Treaty and notwithstanding the first EU Global Strategy, the European Union does not have a strategy to address the rise of China. Since this strategic deficit does not automatically reflect the level of EU member states, this book argues that the vacuum at EU level provides member states with an opportunity to fill this gap. By assuming that an increase in national policies on China would eventually lead to a comprehensive European strategy for China, the author focuses on the three biggest European countries and looks at the rise of China to understand the development of the EU's Common Foreign and Security Policy vis-à-vis the PRC. While the CFSP depends on the contribution of EU member states, their role in shaping the CFSP towards China has not been researched yet, and this book fills the gap. Claude Zanardi received her PhD from King’s College London, UK. She studied diplomacy and served briefly at the Italian Embassy in Lisbon, Portugal. Previously, she worked at the European Institute for Security Studies, the Assembly of the West European Union, produced research for the Budget Division of OECD GOV and for the International Secretariat of Amnesty International (Paris Office). She is a Global Royster Fellow at the University of North Carolina at Chapel Hill, was part of the European China Resource Advise Network, and a Taiwan Fellow researcher of the Ministry of Foreign Affairs of the ROC, affiliated with the College of International Affairs of NCCU.

    Abstract: This edited book takes an interdisciplinary approach to shed light on the complex dynamics involved in the incidence of online hate speech against migrants in user-generated contexts. The authors draw on case studies from Finland, France, Germany, Italy, Poland and the UK, bringing together qualitative and quantitative analyses on user-generated online comments. The authors argue that online hate speech against migrants must be understood as a symptom of a representation crisis on migration, which can only be fully perceived through the study of the complex linguistic, interactional and connective processes within which it emerges. They focus on representations and shared meanings, community building and otherness, and delve into the role of network ecosystems in the process of the construction of public problems. This book will be of interest to undergraduate and post-graduate students as well as academics working on hate speech and migration studies in a variety of fields, and can also contribute to improving research protocols for automated analyses and detections of online hate speech. Angeliki Monnier is Professor in Information and Communication Sciences at Université de Lorraine, Metz, France, and director of the Centre for Research on Mediations (CREM). Axel Boursier is Associate Professor in Information and Communication Sciences at CY Cergy Paris Université, France, and a member of the “Lexicons, Texts, Discourses and Dictionaries” (LT2D) laboratory.     Abstract: Presented to Stan Beckensall on his 90th birthday, this diverse and stimulating collection of papers celebrates his crucial contribution to rock art studies, and also looks to the future. It should be of value to students of prehistoric Britain and Ireland, and anyone with an interest in rock art, for many decades to come. Stan has done a phenomenal amount of work over recent decades, on an entirely amateur basis, discovering, recording and interpreting Atlantic rock art ('cup-and-ring marks') in his home county of Northumberland and elsewhere. Much of this work was done in the 1970s and 1980s when the subject, now increasingly regarded as mainstream within Neolithic studies, was largely shunned by professional archaeologists. Anyone with an interest in rock art is greatly indebted to Stan, not only for his work and his wisdom, so graciously shared, but also, as the contributors to this volume make clear, for the inspiration he has provided, and continues to provide, for work undertaken by others.

This includes the near-universal contraction in union membership; the related decline of traditionally highly unionised blue-collar industries; and the rise of automation, microprocessing, and digitalisation, which can make it cheaper for employers to invest in machines than to pay humans to work. The breakdown of the standard contract of employment and increasing rates of precarious work have further transformed the world of work.     Abstract: Neo-Victorian Things: Re-Imagining Nineteenth-Century Material Cultures in Literature and Film is the first volume to focus solely on the replication, reconstruction, and re-presentation of Victorian things. It investigates the role of materiality in contemporary returns to the past as a means of assessing the function of things in remembering, revisioning, and/or reimagining the nineteenth century. Examining iterations of material culture in literature, film and popular television series, this volume offers a reconsideration of nineteenth-century things and the neo-Victorian cultural forms that they have inspired, animated, and even haunted. By turning to new and relatively underexplored strands of neo-Victorian materiality—including opium paraphernalia, slave ships, clothing, and biographical objects—and interrogating the critical role such objects play in reconstructing the past, this volume offers ways of thinking about how mis/apprehensions of material culture in the nineteenth century continue to shape our present understanding of things.

    Abstract: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

    Abstract: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

    Abstract: Reducing global carbon dioxide (CO2) emissions to net zero by 2050 is necessary to limit the long‐term increase in average global temperatures to 1.5 °C. Today, coal-fired power generation is the largest single source of CO2 emissions. Therefore, tackling emissions from this sector is critical to achieving our goal. National governments, subnational jurisdictions, coalitions and many large corporations have announced coal phase-out pledges and net zero targets. Ahead of COP 26 in November 2021, Phasing Out Unabated Coal: Current Status and Three Case Studies gathers all known national commitments to eventually stop using unabated coal-fired power generation announced to date and assesses their impact in terms of reducing emissions. In addition, the report analyses three jurisdictions in detail to extract recommendation. First, an early example of coal phase-out commitment and execution from the Canadian province of Ontario. Second, the case of the United Kingdom, where the industrial revolution started but which was one of the first countries to decide to phase out coal. Finally, Germany, where phasing out is particularly complex because it is the largest coal-fired power generator among those committing to a phase-out and has thousands of jobs that rely on lignite mining. This paper acknowledges that each country must tailor its approach based on its own specific circumstances, but that nonetheless there are instructive experiences from other jurisdictions undertaking similar measures.

    Abstract: The aim of the OECD Career Readiness project is to identify patterns of teenage attitudes and activities that are associated with better transitions into employment by analysing multiple national longitudinal datasets. This paper looks for further evidence of the link between teenage activities, experiences and career-related thinking and adult career outcomes by analysing 10 new datasets from eight countries. Overall, the results of this paper find further evidence that secondary school students who explore, experience and think about their futures in work frequently encounter lower levels of unemployment, receive higher wages and are happier in their careers as adults. The findings of this paper are analysed together with the evidence from the two previous working papers of the Career Readiness project, concluding that there is international evidence to support 11 out of the 14 potential indicators that were explored as indicators of career readiness.

    Abstract: Spain has been a fruitful locus for the European imagination for centuries, and it has been most often perceived in black-and-white oppositions -- either as a tyrannical and fanatical force in the early modern period or as an imaginary geography of a ‘Romantic’ Spain in later centuries. However, the image of Spain, its culture and its inhabitants did not evolve inexorably from negative to positive. From the early modern period onwards, it responded to an ambiguous matrix of conflicting Hispanophobic and Hispanophilic representations. Just as in the nineteenth century latent negative stereotypes continued to resurface, even in the Romantic heyday, in the early modern period appreciation for Spain was equally undeniable. When Spain was a political and military superpower, it also enjoyed cultural hegemony with a literary Golden Age producing internationally hailed masterpieces. Literary Hispanophobia and Hispanophilia in Britain and the Low Countries (1550-1850) explores the protracted interest in Spain and its culture, and it exposes the co-existent ambiguity between scorn and fascination that characterizes Western historical perceptions, in particular in Britain and the Low Countries, two geographical spaces with a shared sense of historical connectedness and an overlapping, sometimes complicated, history with Spain

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co‑operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‑operation agency, covering its policy, programmes and systems. They take an integrated, system‑wide perspective on the development co‑operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

This OECD Multi-level Governance Studies report provides the Welsh Government and Welsh local authorities with analysis and recommendations on how to achieve regional development and public investment aims. The report offers insight into how the Welsh Government and Welsh local authorities can increase their fiscal and public investment capacity, and strengthen their governance practices.     Abstract: Core Cities is an association of eleven cities in the UK: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham, and Sheffield. Altogether, Core Cities and their surrounding regions account for around one quarter of the UK population and economy. Given their size and assets, Core Cities have the potential to boost national growth. However, unlike second-tier cities in most other large OECD countries, Core Cities have low levels of productivity by national and international standards. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels. This report unpacks the causes of low productivity in UK Core Cities and offers policy recommendations for the local and national level to achieve higher productivity and more inclusive growth.

    Abstract: This paper outlines the rationale, methodologies, key findings and policy implications of the national Value of Travel Time Savings (VTTS) study conducted in Britain during 2014-15. The study found VTTS varied with distance, trip purpose and mode of travel but not with worthwhile use of travel time. Using two case studies, the paper discusses the approach to implementation of the new VTTS estimates and lessons for other countries.

    Abstract: This report provides examples and recommendations to help overcome obstacles to engage low-skilled workers and their employers in skills development. England has implemented impressive measures aimed at helping workers and employers to upskill. Nonetheless, there remains room for improvement. More can be done to identify workers with low basic skills, raise awareness of why improving those skills is important, increase the accessibility to relevant courses, ensure these courses are flexible enough to accommodate adult learners who are already employed, and finally make the provision relevant to career aspirations. This report urges England to establish and promote a vision for raising the skills of low-skilled workers, identify their needs more systematically, and provide targeted guidance and information to them and their employers. It highlights that accessible and flexible adult learning opportunities in the workplace, home, community and by other means such as online and distance learning can better meet the varied needs of low-skilled workers. It also makes the case for the use of contextualised learning approaches, which create connections between basic skills and vocational context, and a more effective use of basic skills in workplaces to maintain, develop and realise the benefits of prior skills investments.

    Abstract: "By the early eighteenth century, the Mughal Empire was in decline and the East India Company was making in-roads into the subcontinent with an eye on spices, indigo, and opium. A century later, Christian missionaries, Hindu "reformers," Muslim saints, and Sikh rebels formed the colorful religious fabric of colonial India. Through a focus on two distinct nineteenth-century Hindu religious communities and their charismatic leaders-the "cosmopolitan" Rammohun Roy and the "parochial" Swami Narayan, whose influences continue to be felt in contemporary Indian religious life-Hatcher tells us the story of how urban and rural people thought about faith, ritual, and gods. Along the way, he sketches a radical new way of thinking about the origins of modern Hinduism. Written as a challenge to the rigid structure of revelation-schism-reform-sect prevalent in much of religious studies, Hinduism Before Reform invites us to reconsider the very idea of religious reform. The category of reform has played an important role in how we think about two of the most influential Hindu movements of the modern era, the Swaminarayan Sampraday of Gujarat and the Brahmo Samaj of Bengal. The lens of reform characterizes the Swaminarayan Sampraday as backward looking in contrast to the progressive modernity of the Brahmo Samaj. From such a comparison flow a host of conclusions about religious modernity and the Indian nation. Hindusim Before Reform asks how things would look if one eschewed the vocabulary of reform entirely. Is there another way to conceptualize the origins and significance of these two Hindu movements, one that does not trap them within the teleology of a predetermined modernity?"--
