    Abstract: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path.     Abstract: Territorial political organisation forms the backbone of western liberal democracies. However, political economists are increasingly aware of how this form of government neglects the preferences of citizens, resulting in dramatic conflicts. The Political Economy of Non-Territorial Exit explores the theoretical possibility of 'unbundling' government functions and decentralising territorial governance. Employing a variety of theoretical approaches, including new institutional economics, comparative analysis, public choice and Hayekian political economy, Trent J. MacDonald investigates the prospects of a government that separates its traditional functions and decentralises control to non-territorial jurisdictions. Following the history of political-economic thought, the author uncovers an extensive history of non-territorial governance, and provides insight into present-day examples.     Abstract: Legitimized by the arguments of efficiency gains, public housing, pensions, unemployment insurance and health care are all being gradually privatized. In many countries, even the state's 'night-watchmen' role of providing security is offered by private prisons and security guards. In the face of these and other developments, this book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention - the res publica. Public or Private Goods? brings together leading scholars from various disciplines including economics, sociology, political science, geography and spatial planning. The book explores core public tasks that the state has traditionally provided but which are increasingly privatized and subsumed into the private sector.     Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system.     Abstract: After the fall of its authoritarian regime in 1998, Indonesia pursued an unusual course of democratization. It was insider-dominated and gradualist, and it involved free elections before a lengthy process of constitutional reform. At the end of the process, Indonesia,Ŵs amended constitution was essentially a new and thoroughly democratic document. By proceeding as they did, the Indonesians averted the conflict that would have arisen between adherents of the old constitution and proponents of radical, immediate reform. Gradual reform also made possible the adoption of institutions that preserved pluralism and pushed politics toward the center. The resulting democracy has a number of prominent flaws, largely attributable to the process chosen, but is a better outcome than the most likely alternatives. Donald L. Horowitz documents the decisions that gave rise to this distinctive constitutional process. He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings as well as their achievements in steering Indonesia away from the dangers of polarization and violence, all the while placing the Indonesian story in the context of comparative experience with constitutional design and intergroup conflict.

    Abstract: "Competitive authoritarian regimes - in which autocrats submit to meaningful multiparty elections but engage in serious democratic abuse - proliferated in the post-Cold War era. Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized"--

    Abstract: Dieser zweite Band der "Gesammelten Schriften" führt die wichtigsten Arbeiten von Hans Maier zur politischen Theologie und zu den Politischen Religionen zusammen. Kaum ein anderer deutscher Denker hat nach 1945 mit vergleichbarer Intensität die Frage umkreist, wie Religion in der modernen Welt politisch wirksam ist und sein kann. Maiers Absage an die Forderung einer umfassenden Politisierung der Kirche wird hier ebenso begründet wie seine Kritik an einer politischen Theologie, die aus der Einheit im Glauben eine Einheit im politischen Handeln der Gläubigen ableiten will. Mehr noch als Maiers liberales Plädoyer für die Pluralität des Politischen haben seine Beiträge zur Analyse der Politischen Religionen auch internationale Beachtung gefunden. In Aufsätzen, die grundlegend für das Thema geworden sind, spürt Hans Maier den religiösen Deutungsmustern nach, mit denen die Totalitarismen des 20. Jahrhunderts erklärt worden sind - und macht zugleich deutlich, daß der "Islamismus" nicht vorschnell mit Kommunismus und Faschismus auf eine Stufe gestellt werden darf, weil er - anders als diese - eine wirkliche Religion ist.
