    Abstract: Ce rapport présente une analyse des défis auxquels la Hongrie est confrontée dans le domaine des transports urbains, ainsi qu’un examen de l’organisation administrative et des structures décisionnelles qui définissent la mise en œuvre des politiques de transport urbain en Hongrie. Il montre aussi comment la Hongrie peut progresser vers des transports urbains plus durables. Le rapport constate que les voiries urbaines sont de plus en plus encombrées, que le taux de motorisation augmente et que l’usage de la voiture se développe. Les agglomérations hongroises s’efforcent de préserver la part modale très favorable que détiennent leurs réseaux bien développés de transports publics, tout en devant assumer le fardeau financier associé au vieillissement du matériel roulant et des infrastructures. De surcroît, la prolifération galopante, à la périphérie des villes, de centres commerciaux peu accessibles par les transports en commun accroît encore la demande de déplacements en voiture.

    Abstract: This book provides an analysis of the challenges Hungary is facing in its urban travel systems and an examination of policy and decision-making structures that are framing the implementation of urban travel policies in Hungary. It also proposes ways in which progress towards more sustainable urban travel can be achieved. The report finds that Hungary has increasingly crowded urban roads and rising car ownership and use. Hungary's cities are wrestling with how to maintain a highly favourable modal share for their well-developed public transport systems, while saddled with the financial burden of ageing rolling stock and infrastructure. Unabated commercial and retail development in the periphery of cities with little access to public transport is further increasing demand for car travel.

    Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: La réforme des subventions nuisibles à l’environnement constitue une haute priorité pour les pays de l’OCDE. Mais existe-t-il un consensus sur une définition commune des subventions et sur la façon de les mesurer ? Dispose-t-on de suffisamment de données et de méthodes fiables pour identifier, mesurer et analyser les subventions nuisibles à l’environnement ? Ces questions ont été abordées lors d’un atelier de l’OCDE sur les subventions dommageables à l'environnement en novembre 2002. Pour la première fois, des experts d’origines diverses (fonctionnaires, universitaires, chercheurs, représentants d’organisations internationales et de la société civile) ont eu l’occasion de faire le point et de partager les connaissances techniques sur les subventions et leurs impacts environnementaux. Ces questions ont été traitées dans des domaines aussi divers que l’agriculture, les pêcheries, l’énergie, l’industrie, les transports, les forêts et les ressources en eau. L’atelier a permis d’identifier de nombreuses questions techniques ainsi que des défis d’ordre politique qu’il importe d’examiner si l’on veut effectivement réformer les subventions nuisibles à l’environnement, en particulier mettre au point un cadre commun de définition et de mesure de ces subventions. On a estimé que le recours à une « liste de contrôle » serait un outil potentiellement valable pour aider à identifier les subventions dont le retrait serait bénéfique pour l’environnement.

    Abstract: De l'avis général, l'avènement de transports urbains durables ne peut passer que par la mise en oeuvre de panoplies de mesures intégrées et flexibles qui envoient les bons signaux aux secteurs des transports et de l'aménagement du territoire.Le projet de la CEMT sur "La mise en oeuvre des politiques de transports urbains durables" a démontré que la mise en oeuvre de panoplies de mesures intégrées s'avère plus facile en paroles qu'en actes dans un grand nombre de villes des pays de la CEMT et de l'OCDE. Alors que la planification urbaine et les politiques de transports sont définies et appliquées au niveau local ou régional dans de nombreux pays, il devient de plus en plus clair que l'administration nationale peut favoriser la mise en oeuvre de panoplies de mesures intégrées. En effet, les autorités nationales peuvent créer un cadre d'action souple et unifié dans une optique intersectorielle, et envoyer ainsi aux régions et aux villes des messages appropriés par le biais d’incitations des pouvoirs publics et par le financement de projets en faveur du développement durable. Ce rapport montre en quoi les administrations nationales peuvent servir de catalyseur propre à engendrer des pratiques durables en matière de transports locaux.

    Abstract: How can we meet the needs of today without diminishing the capacity of future generations to meet theirs? This is the central question posed by "sustainable development". OECD countries committed themselves to sustainable development at the 1992 UN Conference on Environment and Development in Rio, yet - almost ten years later - progress accomplished remains partial and uneven. Drawing on analysis carried forward in response to a mandate from OECD Ministers in 1998, this report stresses the urgency to address some of the most pressing challenges for sustainable development. It reviews the conceptual foundations of sustainable development, its measurement, and the institutional reforms needed to make it operational. It then discusses how international trade and investment, as well as development co-operation, can contribute to sustainable development on a global basis, and reviews the experience of OECD countries in using market-based, regulatory and technology policies to reach sustainability goals in a cost-effective way.     Abstract: In the former Soviet Union, extensive networks were constructed to supply urban populations with clean, safe water. However, the networks were not well designed and this resulted in low quality water services and high operation and maintenance costs. With the dissolution of the Soviet Union in 1991, the condition of water infrastructure deteriorated more dramatically following sharp decreases in public budgets and the continued tradition of providing water services virtually free of charge. Without urgent action, the quality of services will continue to worsen and, in some of the New Independent States (NIS) of the former Soviet Union, may even collapse, with serious consequences for human health and economic activity. This volume analyses the causes underlying this dire situation and presents recommendations for addressing it which were adopted at a meeting of Economic/Finance and Environment Ministers held in Almaty, Kazakhstan, in October 2000. The meeting was organized within the framework of the EAP Task Force, with its Secretariat at OECD, and involved key stakeholders from the governmental and non-governmental sectors. The EAP Task Force will implement a focused programme of work guided by the main recommendations agreed by participants.

    Abstract: A general consensus has been reached among technical experts that high-level radioactive waste can safely be disposed of in deep geological repositories. Safety studies are carried out to evaluate the overall capacity of a particular disposal site to confine waste and minimise radioactive releases. Since the principal way in which radioactive elements might eventually reach the biosphere is by transport of dissolved radionuclides in groundwater, the safety study calculations must be able to estimate their rate of transfer through each of the barriers surrounding the repository. It is well known that, for many radioelements, sorption reactions can lead to a reduction of the amount of radionuclides present in the solution phase. It explores the causes of the discrepancy in economic performance in the OECD area. It shows that while technology has had a pervasive and profound effect on economies and societies, it alone was not the reason for fast growth. What counts more is how that technology is put to work. The book argues forcefully that whatever the outlook for the business cycle, we are now faced with a new economic environment. It urges policymakers to adopt a comprehensive growth strategy combining five policy areas that can engage ICT, human capital, innovation and entrepreneurship in the growth process alongside policies to mobilise labour and increase investment for the long term. Soutenus par une tradition de planification ancienne et hautement respectée, ils ont entrepris cette tâche dans un contexte institutionnel qui favorise la consultation et la recherche du consensus entre les différents secteurs et acteurs concernés. Comme la plupart des pays, les Pays-Bas ont vu croître les pressions exercées par les transports sur l'environnement : augmentation de la congestion dans les zones urbaines et aux alentours, agressions sonores et pollution atmosphérique et problèmes posés par le trafic de transit international. Bien que les plans stratégiques pour les transports, l'aménagement du territoire et l'environnement aient défini un cadre général pour la prise en compte de ces pressions, il s'est révélé difficile dans de nombreux cas d'atteindre les objectifs et les buts énoncés dans ces plans sont souvent ambitieux. Réalisé à l'occasion de la préparation du Plan national 2000 sur le trafic et les transports (NVVP) que les Pays-Bas ont récemment approuvé, ce rapport est une évaluation de la politique néerlandaise en matière de transports urbains qui s'appuie sur les conclusions établies par une équipe d'experts de la CEMT lors d'une visite effectuée aux Pays-Bas en juin 1999.

    Abstract: Climate change is one of the key challenges facing the international community. The world’s industrial countries and those with economies in transition have, under the 1997 Kyoto Protocol, collectively agreed sharp limitations of their greenhouse gas emissions. Innovative provisions in this Protocol offer potentially cost-effective ways to meet these pledges. They allow investors - nations, as well as companies - to credit emission reductions they accomplish in foreign countries against their own commitments. The two schemes, Joint Implementation and the Clean Development Mechanism, will encourage investment in climate-friendly projects worldwide, especially in developing countries. So far, however, no detailed rules have been adopted to govern the new mechanisms or to evaluate just how many emission credits a particular project should generate. Rigorous methodological analysis is required before any decision can be taken. This book provides that analysis, examining issues in the development of emission baselines in four key sectors: electricity; cement; energy efficiency; and iron and steel. This book moves the debate from the theoretical to the practical. It provides insights on how to develop credible, workable and transparent baselines from which to quantify the mitigation effects of projects initiated under the "Kyoto mechanisms". In so doing, it sails uncharted waters. It attempts, indeed, to "estimate the unknown".

    Abstract: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000.     Abstract: Addressing unsustainable patterns of consumption is a crucial challenge for OECD Member countries in tackling environmental problems. However, measures to influence consumer demand have, in the past, received less attention than measures to influence production patterns. This progress report provides an initial overview of the broad array of policies and policy instruments which OECD Member countries are already using or considering to influence consumer demand for certain goods and services. These include a wide range of regulatory, economic and social policy instruments, as well as other actions by government, such as capital investment and the use of the land-use planning system. Such actions often form part of Member countries' strategies to tackle major environmental problems, such as climate change. This report reviews currently available information on the success of Member country initiatives in influencing consumption patterns. It finds that detailed information on the effectiveness of these policies is still limited, partly because many of the measures have only recently been put in place. It also identifies next steps for the OECD and for its Member countries, both to improve knowledge of policy initiatives and to take more effective action to influence consumption patterns.
