    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: This is the biggest financial crisis of the post-World War II years. A superbubble has been created by high leverage, novel products and the assumption of more and more risk. This has swelled for a quarter of a century and now burst. Institutions are better placed to face this crisis when properly regulated. However, American, British, German and French big banks have fought for the last two decades to reduce the regulators' reach - bringing themselves and the economy the risk of a Second Great Depression. Mortgages were pooled with other mortgages; the pools were sliced into tranches and marketed worldwide as bonds to banks, pension funds, insurance companies, hedge funds and other investors. No one knew, or cared to know, how much risk was embedded in them and how this exposure could be managed if worst came to worst. Supervisory authorities did not react. They looked the other way when the same shaky mortgages were repackaged 20 to 30 times over and sold on. Federal Reserve, Securities and Exchange Commission (SEC) and other regulators watched this happening in the false belief that markets correct their own excesses - they do not. This book offers comprehensive coverage of how and why credit risk escaped management control and supervisory watch.     Abstract: Economic sanctions are increasingly being used to combat rogue states, international terrorists and economic criminals. This book offers a new assessment of economic sanctions as a public policy tool and identifies the key legal and regulatory issues in the design of economic sanctions policy in the post 9-11 environment. Kern Alexander places the use of economic sanctions in a broad international context to highlight the gaps in existing international sanctions programmes and the need to develop more effective and efficient multilateral institutions in this area. Moreover, this book identifies weaknesses of US unilateral and extraterritorial sanctions and the legal framework which supports their application. This perspective is especially important given the growing concern with states such as Iran and North Korea and the ongoing interest in how to combat weapons of mass destruction, transnational economic crime and terrorist financing. Kern suggests that although multilateral institutions have a role to play in monitoring the implementation of sanctions, the impetus for effective economic sanctions policy must come from national policymakers and regulators

    Abstract: Not Invited to the Party demonstrates how the dominant political parties--the Democrats and Republicans--have co-opted the system to their advantage. James Bennett examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book also considers the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. Featuring incisive commentary on the 2008 election, and a foreword by third-party iconoclast, Ralph Nader, the book considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious independent candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: Human trafficking is one of the most extreme forms of exploitation in the 21st century. It, therefore, is one of the most urgent political challenges of our global age. Christal Morehouse evaluates the anti-human trafficking policy in the United States of America and the Federal Republic of Germany. With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies? Or do they reflect differences in research approaches --some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? (4) What effect does the introduction of charter schools have on test scores of students in nearby TPSs?

    Abstract: Hispanic Families at Risk: The New Economy, Work, and the Welfare State by Ronald Angel, The University of Texas at Austin, Austin, TX, USA and Jacqueline Angel, The University of Texas at Austin, Austin, TX, USA In the United States, work is the key to economic success, as well as the major source of health care coverage and retirement security. While Europeans look to the State for these benefits, Americans for the most part do not. This system of employment-based benefits means that those disadvantaged in the labor market are also disadvantaged in terms of health care coverage and retirement security. The authors of this work examine the overrepresentation of Mexican Americans in low wage or service sector jobs, which rarely come with health insurance or retirement coverage. At all ages, Mexican Americans have lower rates of health insurance and retirement coverage than do other minority groups, such as African Americans or other Hispanic groups. Although employment in jobs that do not provide benefits is one major source of this disparity, other factors, including immigration history, citizenship status, and language proficiency, contribute to the blocked opportunities for upward mobility that the Hispanic population faces. In their analysis, the authors work to deemphasize cultural or individual failure explanations of the persistent economic and benefit disparities between Hispanics and other groups, and focus on the role of institutionalized structural factors. In each chapter, the authors identify and critique the factors that affect the economic security and health care access of individuals throughout the life course, suggesting policies for reform. This work will be of interest to anyone working in the fields of cultural studies, public health and the sociology of work. With the focus on real world causes for the problems as well as potential solutions.

    Abstract: This book provides a thorough explanation of the nature and history of booms, bubbles and busts in financial markets. The first part of the book deals with financial booms and bubbles and how they emerge, develop and collapse. It describes the distribution of wealth, inflation, rationality of bankers, monetary and fiscal policy, the role of central banks, tax policies, social security, US federal, state, municipal and personal debt, and valuation of common stocks. The book describes historical boom/bust cycles including bubbles of the 1720s, the Florida land boom and the stock market in the 1920s, the depression of the 1930s, the SL scandal of the 1980s, the great bull market of 1982-1995, the crash of 1987, the dot.com mania of 1995-2000, corporate swindles of the 1990s and 2000s, the sub-prime fiasco of the 2000s, and Japan in the late 20th century. Most of the recent wealth generation has derived from increased debt and appreciation of paper assets. The architects of the new economics were Ronald Reagan and Arthur Greenspan. Inevitably, the US Government’s cure for excessive spending and inadequate revenues is to increase spending and cut revenues. American voters must choose between ““tax and spend”” Democrats and ““spend and borrow”” Republicans. The theme of American finance was uttered by VP Cheney: “Deficits don’t matter”.

    Abstract: In a bold rethinking of the Hollywood blacklist and McCarthyite America, Joseph Litvak reveals a political regime that did not end with the 1950s or even with the Cold War: a regime of compulsory sycophancy, in which the good citizen is an informer, ready to denounce anyone who will not play the part of the earnest, patriotic American. While many scholars have noted the anti-Semitism underlying the House Un-American Activities Committee's (HUAC's) anti-Communism, Litvak draws on the work of Theodor W. Adorno, Hannah Arendt, Alain Badiou, and Max Horkheimer to show how the committee conflated Jewishness with what he calls "comic cosmopolitanism," an intolerably seductive happiness, centered in Hollywood and New York, in show business and intellectual circles. He maintains that HUAC took the comic irreverence of the "uncooperative" witnesses as a crime against an American identity based on self-repudiation and the willingness to "name names"

    Abstract: "Job placement” has been the traditional goal of labour and employment policies, but this report argues otherwise. To stay competitive in a globalised economy, governments must also strive to enhance the skills of workers, increase their productivity and provide upward mobility to immigrants and the disadvantaged. This report provides valuable insights into how labour policies can be expanded to meet economic development and social cohesion goals, while also reconciling national and local concerns. Studies from seven OECD countries are presented (Australia, France, Germany, Japan, Korea, the United Kingdom and the United States), each analysing attempts to expand workforce development policies and bridge the gap between national and local initiatives. Included are various types of government/private sector partnerships in the United States, regional training in France and Australia’s efforts to customise policies to local needs. Based on the country studies, the report then makes specific recommendations and suggestions on how workforce development policies can be expanded and improved.

    Abstract: "Transfigurations: Violence, Death and Masculinity in American Cinema suggests a fundamental rethinking of the notion of violence in Hollywood cinema, and discloses the methodological and theoretical inadequacies of a series of common approaches to screen violence. More specifically, the book challenges the traditional understanding of the concept of memesis with regard to film fiction in general and film violence in particular. Transfigurations deconstructs the idea that the film image is a transparent entity, and proposes instead that filmicity is always opaque. In turn, this argument leads to the conclusion that all film fiction is amimetic, and that it entails processes of transfiguration rather representation, aesthetic theorization rather than mimetic reflection. By considering film violence not as a mirror but as a trope, this book shows how the violence in films may be interpreted as a discourse on death and masculinity."--Jacket
    Abstract: In many senses, viewers have cut their teeth on the violence in American cinema: from Anthony Perkins slashing Janet Leigh in the most infamous of shower scenes; to the 1970s masterpieces of Martin Scorsese, Sam Peckinpah and Francis Ford Coppola; to our present-day undertakings in imagining global annihilations through terrorism, war, and alien grudges. Transfigurations brings our cultural obsession with film violence into a renewed dialogue with contemporary theory. Grønstad argues that the use of violence in Hollywood films should be understood semiotically rather than viewed realistically; Tranfigurations thus alters both our methodology of reading violence in films and the meanings we assign to them, depicting violence not as a self-contained incident, but as a convoluted network of our own cultural ideologies and beliefs

    Abstract: The book begins with a discussion of how shutting down the pipelines of funding is as important as dismantling the terrorist cells themselves. Next, the book covers the various means and methods used by terrorist groups to raise money, and examines how money is transferred globally to finance their lethal activities. The principal components of the legal strategy to disrupt the financing of terrorism are then discussed and evaluated. Unfortunately, the author concludes that the legal regime has met with mixed results, and finds that the sense of urgency to deprive terrorists of funding that existed following 9/11 has since dissipated. As a result, international efforts to freeze terrorist assets have dramatically declined. Moreover, the US Department of Justice has suffered several embarrassing and disappointing legal defeats in prosecuting major terrorist financiers. The author provides numerous recommendations to Congress, the Executive Branch, and the UN Security Council for strengthening the legal regime to deny terrorists the money needed to wage global jihad, acquire weapons of mass destruction, and launch another terrorist attack on the scale of 9/11

    Abstract: Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need.     Abstract: Asian American rhetorics, produced through cultural contact between Asian traditions and US English, also comprise a dynamic influence on the cultural conditions and practices within which they move. Though always interesting to linguists and "contact language" scholars, in an increasingly globalized era, these subjects are of interest to scholars in a widening range of disciplines--especially those in rhetoric and writing studies. Mao, Young, and their contributors propose that Asian American discourse should be seen as a spacious form, one that deliberately and selectively incorporates Asian "foreign-ness" into the English of Asian Americans. These authors offer the concept of a dynamic "togetherness-in-difference" as a way to theorize the contact and mutual influence. Chapters here explore a rich diversity of histories, theories, literary texts, and rhetorical practices. Collectively, they move the scholarly discussion toward a more nuanced, better balanced, critically informed representation of the forms of Asian American rhetorics and the cultural work that they do

    Abstract: In Native Americans and the Christian Right, Andrea Smith advances social movement theory beyond simplistic understandings of social-justice activism as either right-wing or left-wing and urges a more open-minded approach to the role of religion in social movements. In examining the interplay of biblical scripture, gender, and nationalism in Christian Right and Native American activism, Smith rethinks the nature of political strategy and alliance-building for progressive purposes, highlighting the potential of unlikely alliances, termed "cowboys and Indians coalitions" by one of her Native activist interviewees. She also complicates ideas about identity, resistance, accommodation, and acquiescence in relation to social-justice activism.     Abstract: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Abstract: Mind the Gap is an unprecedented attempt to quantify the size of one of the most pervasive barriers to energy efficiency – principal-agent problems, or in common parlance, variations on the ‘landlord-tenant’ problem. In doing so, the book provides energy analysts and economists with unique insights into the amount of energy affected by principal-agent problems. Using an innovative methodology applied to eight case studies (covering commercial and residential sectors, and end-use appliances) from five different IEA countries, the analysis identifies over 3 800 PJ/year of affected energy use – that is, around 85% of the annual energy use of a country the size of Spain. The book builds on these findings to suggest a range of possible policy solutions that can reduce the impact of principal-agent problems and help policy makers mind the energy efficiency gap.

    Abstract: The analysis of the inner workings of the firm has been largely absent from economic assessments of environmental policy. In an effort to partly fill this vacuum, this book summarises the results of an OECD project which collected and analysed data from over 4,000 facilities in seven OECD countries. Issues addressed include the role of 'flexible' policy instruments in encouraging clean production strategies and environmental research and development; the effectiveness of different environmental policy incentives on the introduction of environmental management systems and tools; and the relationship between environmental and commercial performance.

    Abstract: The population of the United States, like that of most other nations, will age rapidly well into the 21st century. By 2025, at least one-fifth of the population in 15 countries in the Americas is to be age 60 or over. Additionally, as the result of high immigration and fertility rates, as well as improvements in life expectancy, the United States Census Bureau projects that by 2050, the total number of non-Hispanic white aged 65 and over will more than triple, and the number of Hispanics in this age bracket will increase eleven fold. Despite these demographic facts, there is a significant dearth of information about the unique strengths and characteristics that underrepresented minority possess and experience as they age. Further examination of these understudied groups, especially among Hispanics now the nation s largest minority group offers the possibility to promote healthy aging for the entire nation.After years of research, researchers have a grasp of some of the complex issues and social and behavioral patters surrounding health that impact older Hispanic people, especially those of Mexican ancestry. The connection between immigration and health is complex and a host of factors related to immigration processes both in terms of the initial migration from Mexico (health selection) and subsequent incorporation into the United States (social causation) affect multiple health outcomes. In the coming decades, it will be critical to develop a better understanding of how immigration from Mexico, Latin America and other sending nations in Asia and Africa, produces health disparities in our aging population.In the proposed book, contributors will provide initial information on numerous factors that affect the health security of Mexican-origin families and individuals as they face the burdens of decline in health status and caring for children and the elderly simultaneously. Also included is material addressing important issues related to the contemporary political debate on immigration and healthcare reform in the United States and Mexico.

Das Buch stellt den kulturellen und intellektuellen Kontext vor, in dem sich seit einer Dekade in den USA die Queer Theory entwickelt hat. Die Queer Theory, als deren profilierteste Vertreterin Judith Butler gilt, stellt Sexualität und sexuelle Identitäten als eine Hauptachse sozial produzierter Differenzen ins Zentrum theoretischer und politischer Überlegungen. Der Band rückt eine zeit-historische Konstellation von Kunst, Wissenschaft und Politik in den Vordergrund, die ihre Beschreibung im Begriff der Postmoderne findet.
