    Kurzfassung: This book explores whether foreign direct investment (FDI) can contribute to the competitiveness of industries in Central Europe and to narrowing the gap between these transition economies and countries within the European Union. The Czech Republic, Hungary, Slovakia and Slovenia have attracted substantial FDI since the beginning of their transition to a market economy. Using exhaustive empirical data, the authors demonstrate that foreign investment enterprises in Central Europe have higher allocative efficiency, promote macro- and microeconomic restructuring and foster the restructuring of the manufacturing sector in accordance with the host countries' comparative advantages. The case of Austria is used to demonstrate the possible benefits of FDI. On the other hand, high foreign penetration leads to the concentration of production and exports and makes the economy more vulnerable to external shocks. In addition, there may be unwelcome pressures on economic policy in order to maintain the country's position as a frequented investment target. However, the analysis in this book suggests that, on the whole, economies in transition can become more competitive more rapidly and more profoundly with the help of foreign direct investment.     Kurzfassung: The role of the stock market in the recent global financial crisis has led many to question the way in which the modern international financial system operates. This highly topical book offers important insights into the stock market, contrasting the speculative explanation of stock market fluctuations with the conventional efficient markets hypothesis. After summarising economists' views on stock market behavior from the classical period to the present day, the authors focus on two particular explanations of stock price fluctuations. They examine in detail the mainstream neo-classical theory with its emphasis on the efficient markets hypothesis. They then compare this with the theories of Veblen, Galbraith and Keynes who consider markets as being inherently prone to speculation and crisis, in contrast to the neo-classical approach which largely ignores the instability of stock markets and particularly the crashes that have recently occurred. The authors go on to develop a speculative model to account for stock market fluctuations which provides a useful and realistic explanation of how stock price expectations are formed.     Kurzfassung: This timely book examines the effects of financial liberalization in the more advanced economies of Southeast Asia. The book also analyses the degree to which emerging and transitional economies in East and South Asia can benefit from this example. The weakness of the banking sector is examined in order to explain the reasons behind the currency crisis and to prescribe policies to avoid a similar episode in the future. Further, the book documents the individual steps taken to liberalize the economies over a period of about 20-30 years in each country. The analyses reveal that liberalization led to high growth in economies undertaking such reforms while unwillingness to take such reforms appear to have led to poor growth and hence low social development. This finding contradicts the common belief that liberalization led to the financial crisis and then to growth collapse. An efficient and liberalized financial sector is an essential precondition for promoting and accelerating economic growth and welfare. Arguments supporting this policy are based on the experience of Southeast Asian economies, particularly the pioneers such as Malaysia, Singapore, Indonesia and Thailand. This has led some less developed countries in East and South Asia to initiate the process of financial sector reforms and to realize the potential benefits of such reforms. The authors analyse the reform process and the lessons to be drawn from the experiences of these economies in their quest for sustained development in East and South Asia

    Kurzfassung: The horizontalist perspective is an extension of the post-Keynesian approach, that has hitherto focused on a theory of credit and money. This book extends horizontalism beyond its traditional boundaries and makes it consistent with the post-Keynesian theories of output and the open economy. The authors compare and contrast the horizontalist position with various orthodox and non-orthodox views on money. They argue that horizontalism is perfectly compatible with liquidity preference, credit constraints, and a flexible interest-rate mark-up, and address recent developments in banking that reinforce the validity of a horizontal schedule of credit-money. The overall intention is to place horizontalism within the current heterodox tradition as a general theory of the creation of money that is consistent with the post-Keynesian view on macroeconomic policy.     Kurzfassung: This book uses an institutional-evolutionary approach to analyse economic problems associated with developments in capitalism during the second half of the twentieth century. It argues that economics should centre on institutions - the durable fabric of the economy over time. Drawing on the foundations of Marxist and institutional political economy, the book traces the lineages of institutional themes, as well as considering feminist, post-Keynesian, holistic economics and Schumpeterian perspectives. The nature of institutions in the growth and instability of capitalism is then explored with reference to social structures of accumulation. Particular reference is given to the world economy, the family, the Keynesian welfare state and neo-liberalism, Fordism, the flexible mode of accumulation, and financial regulation and deregulation. The author concludes, using institutional-evolutionary themes of political economy, that the evolution of modern capitalism is likely to be unstable as we move into the next century

This volume is a collection of articles on these traditions, written by some of the foremost scholars in the field. The volume consists of two parts. In the first part G.A. Anderson and M.E. Stone have combined a number of studies on the rich variety of Adam and Eve-traditions, from the Life of Adam and Eve onwards to late medieval writings in Armenian.     Kurzfassung: The period covered by the material published in this volume marks the transition in Eric Voegelin's career from Louisiana to Munich. After twenty years in the United States, in 1958 Voegelin accepted an invitation to fill the political science chair at Ludwig Maximilian University, a position left vacant throughout the Nazi period and last occupied by the famous Max Weber, who had died in 1920. The themes most prominent in the fourteen items reprinted here reflect the concerns of a transition, not only in a scholar's career, and in the momentous shifts in world politics taking place around him, but also in the development of his understanding of the stratification of reality and the attendant demands for a science of human affairs adequate to the challenges posed by the persistent crisis of the West in its latest configurations and by contemporary philosophy. Several of the items herein originated as talks to a specific organization on problems facing German democratization and the development of a market economy amid the ruins of a fragmented culture and infrastructure in a society without historically evolved institutional supports for a satisfactory social and political order. Accordingly, pragmatic matters occupy a central place in a number of these pieces, especially the overriding question of how Germany could move from an illiberal and ideological political order into a modern liberal democratic one. Those accustomed to the theoretical profundity of Voegelin's writings may find welcome relief in the down-to-earth, commonsensical drift of this material addressed, often, to laymen and businessmen. But, of course, the philosophical subject matter lurks everywhere. It finds full expression in several instances as the controlling context of even the least pretentious presentations. One of the attractions of these essays is what the author brings forward as serviceable elementary guideposts under adverse conditions of intellectual disarray, social decay, and turmoil

    Kurzfassung: The years 1989/1990 saw the fall of the Iron Curtain. Following forty years of significant restrictions, legal and non-bureaucratic travel from East-Central and Eastern European countries was once again possible and travelling and returning to those countries became just as easy. Immediately following the end of the East-West conflict, people from East-Central and Eastern European countries took advantage of their new freedom of travel. Many sought to emigrate to Western countries. However, when faced with such immigration, the euphoria which met the end of the political divisions in the West evaporated quickly. Several polls and surveys, projections and prognoses served to unsettle people more than the reality of immigration. This gave rise to a sometimes blind and specious – yet nevertheless politically effective – fear of a new mass migration of peoples. Now, more than ten years after the fall of the Iron Curtain, the actual scale and development of the East-West migration in Europe be clearly evaluated. This book attempts to do just that, including a comprehensive overview and eleven country-specific chapters. Each chapter includes a historical review, an account of the most important changes since 1989/1990 and a forecast of future migration developments. 1989/90 fiel der Eiserne Vorhang. Nach mehr als 40 Jahren erheblicher Einschränkungen wurde die legale und unbürokratische Anreise aus den Staaten Ostmittel- und Osteuropas wieder möglich. Genauso leicht wurde die Ein- und Rückreise dorthin. Unmittelbar nach Ende des Ost-West-Konflikts begannen die Bürger Ostmittel- und Osteuropas, von dieser neuen Reisefreiheit Gebrauch zu machen. Etliche versuchten, in ein westliches Land auszuwandern. Angesichts solcher Zuwanderung verflog die Euphorie über das Ende der politischen Spaltung Europas im Westen relativ rasch. Mehr noch als die tatsächliche Migration beunruhigten aber diverse Umfragen, Hochrechnungen und Prognosen die öffentliche Meinung. Es entstand eine teilweise unreflektierte und vordergründige, aber politisch höchst wirksame Angst vor einer neuen Völkerwanderung in Europa. Mehr als zehn Jahre nach dem Fall des Eisernen Vorhangs können nun tatsächliche Größe und Entwicklung der Ost-West-Wanderung in Europa klar abgeschätzt werden. Damit befasst sich dieses Buch. Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

    Kurzfassung: Main description: Anhand der Untersuchung von Vorwurfsaktivitäten ("in situ Vorwürfe", "Frotzeleien" und Rekonstruktionen vergangener Vorwurfsinteraktionen in "Beschwerdegeschichten") werden prosodische, grammatische, rhetorisch-stilistische Verfahren und deren Funktionen in ihrer alltäglichen Verwendung erforscht. Nach einer Analyse der Konstitution dieser Vorwurfsgattungen werden Konsequenzen für eine Theorie kommunikativer Praxis gezogen und Aspekte, wie die gattungsspezifische Funktion grammatischer Strukturen, die Interaktion prosodischer und syntaktischer Verfahren bei der Herstellung kommunikativer Bedeutung und die Rolle indexikalischer Zeichen bei der Bedeutungsaushandlung diskutiert.
    Kurzfassung: Main description: On the basis of a study of reproach activities ('in situ reproaches', 'mock reproaches' and reconstructions of previous reproach interactions in 'complaint stories') the monograph examines prosodic, grammatical, rhetorical/stylistic processes and their functions in everyday usage. Following an analysis of the constitution of these reproach genres the study charts the consequences for a theory of communicative practice and discusses aspects such as the genre-specific function of grammatical structures, the interaction between prosodic and syntactic procedures in the production of communicative meaning, and the role of indexical signs in the negotiation of meaning.

The current controversy, centered on lawsuits for money damages, is characterized by sharp disagreement among stakeholders about the kinds of suits being filed, whether plaintiffs' claims are meritorious, and whether resolutions to class actions are fair or socially desirable. Ultimately, these concerns lead many to wonder, "Are class actions worth their costs to society and to business? Do they do more harm than good?" To describe the landscape of current damage class action litigation, elucidate problems, and identify solutions, the RAND Institute for Civil Justice conducted a study using qualitative and quantitative research methods. The researchers concluded that the controversy over damage class actions has proven intractable because it implicates deeply held but sharply contested ideological views among stakeholders. Nevertheless, many of the political antagonists agree that class action practices merit improvement. The authors argue that both practices and outcomes could be substantially improved if more judges would supervise class action litigation more actively and scrutinize proposed settlements and fee awards more carefully. Educating and empowering judges to take more responsibility for case outcomes--and ensuring that they have the resources to do so--can help the civil justice system achieve a better balance between the public goals of class actions and the private interests that drive them

    Kurzfassung: In the US, the university administration runs its own office of “insti- tional research” in order to base its decisions on systematic information. Furthermore, higher education research can rely on a relatively stable academic basis if study programmes on higher education exist. Again, this is most frequently the case in the United States. Finally, governments and other macro-societal actors sometimes have their own offices or institutes of policy research and prepare the policies of the actors they report to. In addition, research on higher education can be institutionalized in a - riety of ways. Often, research institutes on higher education are quite visible. They were established as specialized research units within or outside insti- tions of higher education; but no common institutional basis can be observed for this type of institution across the countries. Third, the major themes of research on higher education also differ - tween countries. It has frequently been said that in European countries it was more prone to analyse macro-societal issues of higher education, whereas in the US it tended to study the inner life of higher education institutions, s- dents, and the teaching and learning processes.

    Kurzfassung: Voluntary approaches are schemes whereby firms make commitments to improve their environmental performance.They cover arrangements such as public voluntary programmes, negotiated agreements or unilateral commitments. Until recently, voluntary approaches have not been subject to systematic analysis, inasmuch as, unlike taxes and tradable permits, they have not been prescribed by economic theory. Voluntary approaches were "invented" by those who devise and implement them: policy-makers, business associations, individual firms, non-governmental associations, etc. The use of voluntary approaches in environmental policy (e.g.negotiated agreements between Government and industry) is spreading and attracting growing interest in OECD countries. This book provides a systematic analysis of the different types of voluntary approaches, their economic characteristics, their role and effectiveness.

    Kurzfassung: This paper summarises trends and driving factors in income distribution and poverty in 21 OECD Member countries analysing separately the working- and the retirement-age populations. Shifts in relative incomes in the past ten years generally favoured prime-age and elderly age groups. Persons living in multi-adult households have seen their income shares rise somewhat, especially in households without children, or when there are two or more earners present. On the other hand, younger age groups generally lost ground, and relative income levels of single parents and persons in households with no earners tended to weaken further in many countries. There has been no generalised long-term trend in the distribution of disposable household incomes since the mid-1970s.     Kurzfassung: Cette Ligne directrice décrit une méthode d'essai conçue pour étudier, en laboratoire, les effets potentiels à long terme d'une exposition unique à des produits phytosanitaires et d’autres substances chimiques sur l'activité de transformation du carbone par les micro-organismes de sol. Deux concentrations au minimum de la substance d'essai sont recommandées pour les produits phytosanitaires (cinq pour les autres substances chimiques). Le sol tamisé est divisé en fractions de poids égal (trois pour des produits phytosanitaires, six pour les autres substances chimiques) comprenant des fractions mélangées au véhicule contenant le produit, et le témoin. Trois réplicats au minimum des sols traités et non traités sont recommandés. Après 0, 7, 14 et 28 jours d'incubation, les échantillons de sol traité et le témoin sont mélangés à du glucose, et les taux de respiration induite par le glucose sont mesurés pendant 12 heures d’affilée. Les taux de respiration sont exprimés en dioxyde de carbone émis ou en oxygène consommé. Le taux moyen de respiration des échantillons de sol traités est comparé à celui du témoin et le pourcentage de déviation entre les deux est calculé. Tous les essais durent au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées à des intervalles de 14 jours jusqu’à un maximum de 100 jours. Les résultats sont analysés en utilisant un modèle par régression, et les valeurs de CEx sont calculées. Quand la différence entre les taux de respiration entre le traitement et le témoin est égale ou inférieure à 25 % pour les mesures effectuées après le 28ème jour, les produits phytosanitaires son considérés comme n'ayant aucun effet à long terme sur la transformation de carbone dans les sols.     Kurzfassung: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.

This manual of the System of Health Accounts (Version 1.0) provides a set of comprehensive, consistent and flexible accounts to meet the needs of government and private-sector analysts and policy-makers. These accounts constitute a common framework for enhancing the comparability of data over time and across countries, and suggest basic links with non-monetary indicators. The manual establishes a conceptual basis of statistical reporting rules compatible with other economic and social statistics and proposes a newly developed International Classification for Health Accounts (ICHA) which covers three dimensions: health care by functions of care; providers of health care services; and sources of funding. Once this new accounting standard has been implemented in a large number of OECD countries, it will allow for more consistent and reliable comparisons of health care expenditure across countries.

    Kurzfassung: This Test Guideline describes a laboratory test method designed to investigate the long-term effects of chemicals, after a single exposure, on nitrogen transformation activity of soil microorganisms. Sieved soil is amended with powdered plant meal and either treated with the test substance or left untreated. For agrochemicals, a minimum of two test concentrations are recommended (five for non agrochemicals) and these should be chosen in relation to the highest concentration anticipated in the field. The soil is divided into three portions of equal weight (six for non agrochemicals). Two portions are mixed with the carrier containing the product (five for non agrochemicals), and the other is mixed with the carrier without the product (control). A minimum of three replicates for both treated and untreated soils is recommended. After 0, 7, 14 days and 28 days of incubation, samples of treated and control soils are extracted with an appropriate solvent, and the quantities of nitrate in the extracts are determined. All tests run for at least 28 days. If, on the 28th day, differences between treated and untreated soils are equal to or greater than 25%, measurements are continued to a maximum of 100 days. Results from tests with multiple concentrations are analysed using a regression model, and the ECx values are calculated.

Pour une analyse directe de la phase aqueuse une seule taille d’échantillons est suffisante. L'analyse de toutes les espèces polymères de la phase aqueuse peut être réalisée soit par une méthode suffisamment sensible, soit par évaporation à sec, sous vide, de l'extrait aqueux, suivie d'une analyse du résidu par spectroscopie ou par SAA-PCI. Quand la détermination du comportement de dissolution-extraction des polymères consiste uniquement en la détermination de la teneur en carbone organique total (COT) de l'extrait aqueux, un essai additionnel est effectué, sur des échantillons de deux tailles différentes en trois exemplaires, avec des échantillons de polymère dix fois plus petits et les mêmes quantités d'eau que celles qui ont été utilisées dans le premier essai. Une détermination gravimétrique est effectuée sur la partie non dissoute ou non extraite de l'échantillon.

Many OECD Governments are also heavily involved as buyers of pharmaceuticals in publicly-financed health care systems. This paper describes recent trends in pharmaceutical expenditure and financing in a first chapter. A second chapter discusses the economics of pharmaceutical markets. A third chapter provides a review of national policies and their attempts to balance public and private objectives. Pharmaceutical expenditure has been rising steadily as a share of GDP since 1970. However, total health expenditure has also risen. As a result, pharmaceutical expenditure has, on average, maintained its share of total health expenditure in the OECD, close to 15 %. In this respect, long-term care systems involve a partnership between formal care systems, the state, and the family, in order to provide a continuum of care.     Kurzfassung: Technology can make a significant contribution to reducing greenhouse gas emissions from the energy sector. But it can only do so if efforts to develop and deploy advanced energy technologies are redoubled and if technological advances are combined with measures that discourage the emitting of carbon by making it more expensive. Efforts with a near-term focus are needed, but so is work that will only bear fruit years from today. Both are vital. Both must start now and continue over time. Government and industry both have indispensable roles in the task of maximising energy technology’s contribution to emissions reduction. This report is a call to action to IEA Member countries to find ways, compatible with their own circumstances, to achieve that end. It reviews a large number of technologies that could prove important in reducing energy-related emissions in both the near and long term. It points out how the availability of advanced energy technology can mitigate the cost of emissions reduction, and it outlines how traditional “barriers” to using new technology can be overcome. It deals directly with the issue of what governments can do in this area and points out where government action is needed. The report builds on two previous IEA reports – Energy Technologies for the 21st Century and IEA/OECD Scoping Study: Energy and Environmental Technologies to Respond to Global Climate Change Concerns.

    Kurzfassung: In many industries, competition is far from perfect and managerial efficiency (or a fixed cost) varies among firms. However, traditional measurement of technological progress assumes perfect competition and no fixed cost. This paper incorporates these two factors in the technological-progress measurement and investigates the biases caused by their omission. We show that if capital growth exceeds non-capital-input growth and that firms earn a positive pure profit, then traditional measurement underestimates the true technological progress. We apply this methodology to Japanese and US industries, and find that imperfect competition and managerial efficiency are important. However, the magnitude of the bias is not large ...

We attempt to address two basic issues. One strand of the literature examines the role that international trade plays in mediating international differences in wages, levels of development, labor law and cultural practices.     Kurzfassung: Cette Ligne directrice décrit une méthode d'essai conçue pour étudier en laboratoire les effets à long terme des produits chimiques, après une exposition simple, sur l'activité de transformation de l'azote par les micro-organismes du sol. Le sol tamisé est modifié avec l’ajout de la farine de plante en poudre, et traité avec la substance d'essai d’une part, non traité d’autre part. Pour les produits agrochimiques, deux concentrations au minimum d'essai sont recommandées (cinq pour les substances autres que des produits agrochimiques) ; celles-ci devraient être choisies par rapport à la concentration la plus élevée prévue sur le terrain. Le sol est divisé en trois parties de poids égal (six pour les substances autres que des produits agrochimiques). Deux parties sont mélangées au véhicule contenant le produit (cinq pour les substances autres que des produits agrochimiques), et l'autre est mélangée au véhicule sans produit (témoin). Trois réplicats au minimum pour les sols traités et non traités sont recommandés. Après 0, 7, 14 jours et 28 jours d'incubation, des échantillons de sols traité et du témoin sont extraits au moyen d’un dissolvant approprié, et les quantités de nitrate extraites sont déterminées. Tous les essais durent pendant au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées jusqu’à un maximum de 100 jours. Les résultats sont analysés à l’aide d’un modèle par régression et les valeurs CEx sont calculées.

    Kurzfassung: This Test Guideline is aimed at estimating the adsorption/desorption behaviour of a chemical on different soil types. The goal is to obtain a sorption value which can be used to predict partitioning under a variety of environmental conditions; to this end, equilibrium adsorption coefficients for a chemical on various soils are determined as a function of soil characteristics (organic carbon, clay content, soil texture, and pH). The test comprises three tiers. The tier 1 is the preliminary study, the tier 2 is the screening test (in 5 soils) and the tier 3 is the determination of Freundlich adsorption isotherms or the study of desorption by means of desorption kinetics/Freundlich desorption isotherms, as appropriate. Two methods are possible for analyse: the indirect method and the direct method. The indirect method consists of the adjunction of the test substance to soil samples, the agitation of the mixture for an appropriate time, the analysis of the aqueous phase after centrifugation and the filtration of the soil suspension. The amount of test substance adsorbed on the soil sample is calculated as the difference between the amount of test substance initially present in solution and the amount remaining at the end of the experiment. The direct method is recommended when the difference in the solution concentration of the substance cannot be accurately determined.

    Kurzfassung: This Test Guideline is designed to assess the effects of prolonged exposure to chemicals on the growth of juvenile fish. Juvenile fish in exponential growth phase are placed, after being weighed, in test chambers and are normally exposed to five sublethal concentrations of the test substance dissolved in water preferably under flowthrough, or, if not possible, under appropriate semi static (static-renewal) conditions. The test duration is 28 days. The daily food ration is based on initial fish weights and may be recalculated after 14 days. The study report should include the concentration measurement of the test substance, the observation of external abnormalities and abnormal behavior and the fish weighting at the end of the test. Effects on growth rates are analyzed using a regression model in order to estimate the concentration that would cause a x % variation in growth rate, i.e. ECx. Alternatively, the data may be compared with control values in order to determine the lowest observed effect concentration (LOEC) and the no observed effect concentration (NOEC).

    Kurzfassung: Inspections have a statistically significant impact on firms' environmental performance in the Chinese city of Zhenjiang, and citizens' complaints have a significant impact on inspections. So stronger information and education campaigns may improve social welfare in the city. - Little empirical research has been done on monitoring and enforcement issues in environmental economics, especially to analyze the impact of monitoring and enforcement on polluters' environmental performance. No studies have been done in developing economies. Dasgupta, Laplante, Mamingi, and Wang explore the impact of inspections, and the potential impact of pollution charges and citizens' complaints, on the environmental performance of polluters in China. Their analysis of plant-level data from the city of Zhenjiang shows that: · Inspections have a statistically significant impact on firms' environmental performance. · Pollution charges do not have a statistically significant effect on firms' performance - although the lack of variation in pollution charges in Zhenjiang precludes effectively capturing their impact. · Complaints have a significant impact on inspections and therefore on pollution control. Currently available data do not allow analysis of whether the cost of additional inspections is justified, but it is reasonable to speculate that additional inspections would improve social welfare in Zhenjiang and that information and education campaigns are probably a good way to encourage citizen complaints.     Kurzfassung: January 2000 - Despite the great benefits from preventing malaria, the fact that vaccine demand is price inelastic suggests that it will be difficult to achieve significant market penetration unless the vaccine is subsidized. The results are similar for bed nets treated with insecticide. Cropper, Haile, Lampietti, Poulos, and Whittington measure the monetary value households place on preventing malaria in Tembien, Tigray Region, Ethiopia. They estimate a household demand function for a hypothetical malaria vaccine and compute the value of preventing malaria as the household's maximum willingness to pay to provide vaccines for all family members. They contrast willingness to pay with the traditional costs of illness (medical costs and time lost because of malaria).     Kurzfassung: March 2000 - How location, natural resources, and different policies toward the elite's preemption of unused land shaped the historical development of different agrarian structures across Southeast Asia, conditioning agricultural growth performance until today. According to Myint's vent-for-surplus theory, development of the economies of Indonesia, the Philippines, and Thailand from the nineteenth century on took natural advantage of large tracts of unused empty land with low population density and abundant natural resources of the type typically found in Southeast Asia and Africa at the outset of Western colonization. When these economies were integrated into international trade, hitherto unused natural resources (primary commodities the indigenous people had not valued) became the source of economic development, commanding market value because of high import demand in Western economies. The major delta of Chao Phraya River was the resource base of vent-for-surplus development with rice in Thailand; tropical rain forests filled that role in Indonesia and the Philippines with respect to the production of tropical cash crops. This basic difference underlay differences in distribution of farm size: the unimodal distribution of peasants or family farms in Thailand and the coexistence of peasants and large estate farms or plantations specializing in tropical export crops in Indonesia and the Philippines. Differences in agrarian development were also shaped by different policies toward the elite's preemption of unused land. Under Spanish colonialism, the elite preempted unused land in the Philippines wholesale, bifurcating land distribution between noncultivating landlords and sharecroppers in lowland rice areas, and between plantation owners and wage laborers in upland areas. In Indonesia, the Dutch government granted long-term leases for uncultivated public land to foreign planters, but prevented alienation of cultivated land from native peasants, to avoid social instability. In Thailand, concessions were granted for private canal building, but the independent kingdom preserved the tradition of giving land to anyone who could open and cultivate it. Relatively homogeneous landowning peasants dominated Thailand's rural sector. As frontiers for new cultivation closed, the plantation system's initial advantage (large-scale development of land and infrastructure) began to be outweighed by its need to monitor hired labor. The peasant system, based on family labor needing no supervision, allowed Thailand's share of the world market in tropical cash crops to grow, as Indonesia and the Philippines lost their traditional comparative advantage. Moreover, land reform in the Philippines made land markets inactive, with resulting distortions in resource allocation and serious underinvestment in agriculture.     Kurzfassung: In 1997 the U.S. Federal Communications Commission ordered sharp reductions in international settlement rates (bilaterally negotiated rates for telecom traffic between pairs of countries) for telecom traffic between the United States and the rest of the world. Even the very poorest countries, with the least developed telecommunications networks, must slash rates for traffic to the United States by 2003. Will this, by reducing telecom revenues in developing countries, reduce investments in those countries' telecom sectors?

    Kurzfassung: This Test Guideline describes a laboratory test method designed to investigate long term potential effects of a single exposure of agrochemicals/non agrochemicals on carbon transformation activity of soil microorganisms. A minimum of two test concentrations are recommended for agrochemicals (five for non agrochemicals). Sieved soil is divided into portions of equal weight (three for agrochemicals, six for non agrochemicals) including portions mixed with the carrier containing the product, and the control. A minimum of three replicates for both treated and untreated soils is recommended. After 0, 7, 14 and 28 days incubation, samples of treated and control soils are mixed with glucose, and glucose-induced respiration rates are measured for 12 consecutive hours. Respiration rates are expressed as carbon dioxide released or oxygen consumed. The mean respiration rate in the treated soil samples is compared with that in control and the percent deviation of the treated from the control is calculated. All tests run for at least 28 days. If, on the 28th day, differences between treated and untreated soils are equal to or greater than 25 % measurements are continued in 14 day intervals for a maximum of 100 days. Results are analysed using a regression model, and the ECx values are calculated. When the difference in respiration rates between the lower treatment and control is equal to or less than 25 % at any sampling time after day 28, agrochemicals can be evaluated as having no long-term influence on carbon transformation in soils. The EC50, EC25 and/or EC10 values are used for non agrochemicals.

    Kurzfassung: This Test Guideline describes a method to analyse the solution/extraction behaviour of polymers in water, which uses the flask method with modifications. Three samples of 10 g of particles of the test substance are weighed into each of three vessels fitted with glass stoppers. 1000 ml of water is added to each vessel. The vessels are tightly stoppered and then agitated at 20 °C normally during a period of 24 hours. Then, the content of each vessel is centrifuged or filtered and the concentration of polymer in the clear aqueous phase is determined by a suitable analytical method. For a direct analysis of the aquous phase one sample size is sufficent. Analysis of the aqueous phase for the total polymeric species is possible either by a sufficiently sensitive method or by vacuum evaporation to dryness of the aqueous extract and spectroscopic or AAS/ICP analysis of the residue. When determination of the solution/extraction behaviour of the polymer consists in determining only the total organic carbon content (TOC) of the aqueous extract, an additional test should be conducted, with two different sample sizes in triplicate, using ten times smaller polymer samples and the same amounts of water as those used in the first test. A gravimetric determination is performed on the undissolved/not-extracted part of the sample.

    Kurzfassung: Cette Ligne directrice a trait à l’estimation des processus d’adsorption et de désorption des substances dans différents sols. Elle vise à livrer une valeur de sorption permettant de prévoir la répartition dans diverses conditions d’environnement. À cette fin, on détermine les coefficients d’adsorption à l’équilibre d’une substance chimique dans divers sols en fonction des caractéristiques de ces derniers (la teneur en carbone organique, la teneur en argile, la texture et le pH). L’essai se déroule en trois étapes : la première étape est l’étude préliminaire, la deuxième étape est l’essai de sélection et la troisième étape consiste en la détermination des isothermes d’adsorption de Freundlich ou l’étude de la désorption à l’aide de la cinétique de désorption et des isothermes de désorption de Freundlich, selon le cas. Deux méthodes sont possibles pour l’analyse: la méthode indirecte ou directe. La méthode indirecte comprend l'ajout de la substance d'essai aux échantillons de sol, l'agitation du mélange pendant un temps approprié, l'analyse de la phase aqueuse après centrifugation et la filtration de la suspension de sol. La quantité de substance d'essai adsorbée sur l'échantillon de sol est calculée comme étant la différence entre la quantité de substance d'essai présente au départ dans la solution et la quantité subsistant à la fin de l'expérience. La méthode directe est recommandée quand la différence de concentration de la substance en solution ne peut être déterminée avec précision.

Des juvéniles en phase de croissance exponentielle sont placés, après avoir été pesés, dans des enceintes d'essai et sont normalement exposés à cinq concentrations sublétales de la substance d'essai dissoute dans l'eau, de préférence selon une méthode dynamique ou dans des conditions semi-statiques appropriées (renouvellement discontinu). La durée d'essai est de 28 jours. La ration alimentaire quotidienne est basée sur le poids initial des poissons et peut être recalculée après 14 jours. Le rapport d'étude inclut la mesure de concentration de la substance d'essai, l'observation des anomalies externes et comportements anormaux et le poids des poissons à la fin de l'essai. Les effets sur des taux de croissance sont analysés à l’aide d’un modèle de régression afin d'estimer la concentration qui causerait une variation de x % du taux de croissance (CEx). Alternativement, les données peuvent être comparées aux valeurs témoins afin de déterminer la concentration minimale avec effet observé (CMEO) et, de là, la concentration (maximale) sans effet observé (CSEO).

    Kurzfassung: More than 27% of total carbon dioxide emissions in OECD countries is produced by the transport sector, and there are still few signs that transportation energy use is peaking. Without new action, the prospects for reductions in CO2 emissions from this sector look bleak. This report reviews transport-related CO2 abatement policies in six IEA countries: Denmark, Germany, the Netherlands, Sweden, the United Kingdom and the United States. The report focuses on past, recent and potential future policies and the policy context in each country. It provides a comprehensive description of selected key policy elements. A separate IEA report, which will be published early next year, will offer quantitative estimates of a major element in transport climate-change policy – the potential for reducing CO2 emissions by improving the fuel efficiency of passenger cars.
