With cumulative proceeds of privatisation accounting for just $8 billion compared to $46 billion in transition economies over the same period, it is clearly still in its infancy. The report charts progress, outlines methods used, and questions whether the objectives have been achieved. It also examines the impact privatisation has had on alleviating poverty.     Kurzfassung: This paper reports on recent work on improving the effectiveness of aid allocations, and extends the scope of analysis beyond the aid-policy-growth-poverty linkages to include three new elements: a broader range of poverty-relevant objectives and effectiveness constraints of aid; practical experience in the application of quantitative analysis to allocations; and analytic approaches to determining shares of aid through multilateral channels and for global public goods. There is wide consensus on the main allocation criteria for effectiveness in reducing poverty through pro-poor growth: the level and incidence of poverty and the development performance of partner countries. Other variables that raise the impact of aid on growth are helping vulnerable countries adjust to shocks, debt relief and post-conflict reconstruction. Considering broader development and humanitarian objectives, aid should also be allocated to prevent violent conflict and to improve governance and social conditions in “difficult partnerships”. In addition, global public goods are severely under-funded, and there is some evidence of under-funding of multilateral programmes...

    Kurzfassung: The complex relationship between trade policy and competition policy has been under study in the OECD for many years. In response to the Doha Declaration by WTO Ministers (November 2001), the OECD intensified its efforts, focussing on the topics suggested in Paragraphs 23-25 of the Declaration, i) core principles of non-discrimination, transparency and procedural fairness; ii) effective action against hard core cartels; iii) special and differential treatment/flexibility and progressivity; iv) voluntary co-operation in competition law; v) peer review and other possible compliance mechanisms: vi) capacity building and progressive reinforcement of competition institutions. This paper presents a synthesis of the work that has been done on each of these topics by the OECD Joint Group on Trade and Competition and the Competition Committee.     Kurzfassung: Philanthropic foundations have made important contributions to development, particularly in agriculture, family planning and infectious diseases control. The most effective interventions have been long-term investments that were based on vision and sound scientific understanding, and were well integrated with local capacities. Foundations’ total expenditure on developmental activities is now about $3 billion annually, mostly from large U.S. foundations. Foundations are increasingly involved in public-private partnerships whose activities range from crop and disease research to improving insfrastructure, especially water supply.     Kurzfassung: Metropolitan areas in many OECD countries are fragmented into various territorial units, which do not correspond to the larger geography of economic and social problems. While the ensuing mismatch is not a new phenomenon, increasingly, fragmentation appears as one of the root causes of metropolitan dysfunctions, such as internal fiscal disparities, urban sprawl, and spatial polarisation, which in turn constitute an obstacle for competitiveness. This review examines the case of the metropolitan region of Montreal which has undergone one of the most radical institutional reforms in OECD countries. On the one hand, the amalgamations of municipalities led to the creation of the two new cities of Montreal and Longueuil. On the other hand, a new metropolitan body was set up to cover the whole functional and economic area — the Montreal Metropolitan Community (CMM). These institutional reforms provide a valuable opportunity to meet the challenges of Montreal's competitiveness. The new governance framework needs however to be consolidated, especially with regards to clarification of competencies and fiscal responsibilities and resources. Streamlining institutional structures and fiscal resources will not be enough. Implementing and not simply elaborating a comprehensive economic strategy for the whole metropolitan region will be the main challenge for Montreal in the following years.

    Kurzfassung: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.

In addition to describing the types of procedures needed to achieve quality, however, it discusses basic principles and those matters of institutional management that create an environment that encourages high quality in an SAI’s work. Audit quality is obtained by a process of identifying and administering the activities needed to achieve the quality objectives of an SAI. All types of SAIs need to understand the benefits that can be realised once audit quality is made a top priority. Improving audit quality requires a systematic SAI-wide approach. Piecemeal efforts by individuals and individual audit teams are not enough and will not work. There are no quick fixes to be obtained where audit quality is concerned. SAIs need to proceed methodically in an organised way to fix each quality issue and problem in turn. As new problems will always emerge, this should be a continuous process for the SAI. It is also evident that most audit quality-related problems are mainly the result of poor management of the audit process or of the SAI itself. Ensuring high levels of quality in an audit organisation involves a succession of detailed steps that must be taken over a period of time. In fact, it is a never-ending process of continual improvement. The first requirement is to define the standards of quality and then to put quality control procedures in place that will ensure that these standards are met. These procedures need not – and should not – suppress the initiative and good judgement of the auditor in adapting to particular circumstances. However, if the auditor judges that it is necessary to depart from the usual audit techniques, it is incumbent upon the auditor to demonstrate the necessity of doing so, and to show that the approach he or she has chosen is capable of satisfying the audit objectives.

    Kurzfassung: The General Framework Agreement for Peace in Bosnia and Herzegovina (GFAP), popularly known as the Dayton Peace Agreement (DPA) since it was negotiated and initialed at a U.S. Air Force base in Dayton, Ohio, defined Bosnia and Herzegovina as a state consisting of two entities, the Federation of Bosnia and Herzegovina (FBiH) and the Republika Srpska (RS). In accordance with international law, Bosnia and Herzegovina continued the legal existence of the Republic of Bosnia and Herzegovina, with its internal structure modified, but within the existing, internationally recognised, borders. The Federation covers 51 per cent of the state territory, that is, 26 110 sq km. Geographically, the Federation occupies central and western parts of Bosnia and Herzegovina, although the two entities are intertwined, which makes it difficult to attach to them geographical designations. Moreover, according to the DPA, the entities do not have jurisdiction over border control. The last official census took place in 1991, but the Federation Bureau of Statistics published on 30 June 2003 an official estimate of population figures. According to the Bureau, in summer 2003 the Federation of Bosnia and Herzegovina had 2 839 215 inhabitants, of which 2 321 058 actually resided in the Federation. The remaining 518 157 persons were categorized as refugees.

    Kurzfassung: International financial crises in the late 1990s underscored the importance of reliable and timely statistics on external debt as a critical element for the early detection of countries’ external vulnerability. Against this background, improving the quality of key external debt data and promoting convergence of recording practices became of vital importance. External Debt Statistics: Guide for Compilers and Users (the Guide) provides clear guidance on the concepts, definitions, and classifications of gross external debt of the public and private sectors; the sources and techniques for compiling these data, analytical use of these data and the work of international agencies in this field. The Guide was prepared by an Inter-Agency Task Force on Finance Statistics, chaired by the IMF, and involving representatives from the BIS, the Commonwealth Secretariat, the European Central Bank, Eurostat, the IMF, the OECD, the Paris Club Secretariat, UNCTAD, and the World Bank. The preparation of the Guide was based on the broad range of experience of these organizations, in close consultation with national compilers of external debt, balance of payments, and international investment position statistics. The Guide updates the previous international guidance on external debt statistics, External Debt: Definition, Statistical Coverage and Methodology, which was published in 1988,to take account of developments in the 1990s which included new international statistical guidance for national accounts and balance of payments statistics; a substantial growth in private sector financial flows, especially to private sector debtors; and, associated with these, an increased use of instruments such as debt securities and financial derivatives to manage and redistribute risks. The Guide is intended to be a useful source of reference to both compilers and users of external debt data. The core of the Guide’s conceptual framework is the definition of gross external debt (and related terms) and an explanation of the accounting principles required for its measurement. The framework also provides a number of tables for the presentation of the external debt position. The key summary table gives a breakdown of institutional sector of the debtor, maturity and instrument, consistent with national accounts and balance of payments presentations. In addition, several other tables are provided to show important items which facilitate the analysis of the implications of the external debt position, for example, with regard to external vulnerability. These include public and publicly guaranteed external debt, external debt on remaining maturity and ultimate risk bases and foreign currency debt. OECD has a long record of experience in the field of external debt, and its annual publication External Debt Statistics has appeared since the early 1980s. The work has involved close collaboration with its partners, the BIS, IMF and World Bank, in the areas of data exchange and development of methodology and guidelines. OECD has co-authored with these same partners External Debt: Definition, Statistical Coverage and Methodology, 1988, Debt Stocks, Debt Flows and the Balance of Payments, 1994 and the quarterly internet publication, the Joint BIS-IMF-OECD-World Bank statistics on external debt. This paper describes and analyses the functions and organisation of government offices in a comparative context, covering OECD member countries, central and eastern European countries (CEECs), and countries of the Western Balkans (ex-Yugoslavia and Albania). The analysis is based on information gathered by Sigma and GOV (PUMA)1 since the mid 1990’s, supplemented by results of a written questionnaire administered by Sigma and GOV in 2003.

It examines the economic and social impacts of past large-scale disasters, and draws a number of key lessons for the future. Its focus is on better prevention of disasters, and on restoring trust and securing recovery in their aftermath.

    Kurzfassung: In its present borders, Bosnia-Herzegovina was created on 25 November 1943 at a session of Tito’s Communist Party, the winning party after the Second World War. After the Socialist Federal Republic of Yugoslavia was created in 1945, Bosnia-Herzegovina existed as one of its six republics for nearly 50 years. In the early 1990s, the events in former Yugoslavia and consequently in Bosnia-Herzegovina started to multiply at a dramatic speed. After the referendum, which was boycotted by the majority of the Bosnian Serbs and endorsed by Bosniaks and the Bosnian Croats, Bosnia-Herzegovina declared independence on 1 March 1992, but the existence of the newly proclaimed state was short – the war started the following month. The beginning of the war in Bosnia-Herzegovina saw two sides at war with each other: on one side were Bosnian Croats and Bosniaks and on the other Bosnian Serbs. However, throughout 1993, Bosnian Croats and Bosniaks fought also heavily with each other. In March 1994, under U.S. pressure, fighting between Bosniaks and Croats ended, with the two sides agreeing to establish a federation on the territory they controlled (the ‘Washington Agreement’). They then joined forces against the Bosnian Serbs who lost ground to the offensive and endured NATO strikes in August 1995.

The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe. The regulation of the terms and conditions under which competing firms have access to essential inputs provided by rivals has become the single biggest issue facing regulators of public utility industries. Development of competition and the success of liberalisation often depend on the access terms and conditions chosen, and public policy interest in getting these terms and conditions right is important. Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

This book includes the papers from a seminar held in Paris on 20-21 October 2003 to explore the causes of China's growing economic disparities. The seminar was organised by the OECD and the National Development and Reform Commission (NDRC) of China. The papers by Chinese and OECD experts look at the driving forces behind these trends and discuss possible policy responses. The collection presents many comparisons with income inequality trends in OECD countries, including geographic disparities, and looks at ways to improve Chinese data on income distribution.

    Kurzfassung: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Kurzfassung: Verlagsinfo: In a challenging business environment fraught with new rules, financial executives are clearly assuming a lead role to ensure that both existing and new practices comply with the Sarbanes-Oxley Act of 2002 ("the Act"). Though much of the final rulemaking mandated by the new laws have yet to be finalized, companies have focused attention toward complying with proposed rulemaking with particular attention in two areas: financial statement certification and internal controls. This paper will summarize practices used for implementing the Act of 2002 based on guidance from and interviews with FEI's Committee on Corporate Reporting (CCR), other FEI member companies and from final rules or proposed rulemaking from the Securities and Exchange Commission (SEC).

    Kurzfassung: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Kurzfassung: Corporate governance matters for national development. Studies of Brazil, Chile, India, and South Africa show that corporate governance has an important role to play in helping both to increase financial capital to firms in developing countries and to enhance those countries’ financial development as a whole. They further show that corporate governance matters can contribute greatly to achieving sustained productivity growth in developing countries’ real economies. The value of improved corporate governance for development cannot, however, be considered in isolation. In the financial sector, attention must also be given to measures to strengthen the banking sector and a country’s financial institutions as a whole. To gain most from improved corporate governance in the real economy, close attention must also be given to competition policy and to reforms of sector-specific regulatory practices. The book is for civil society, NGOs and research institutes.

    Kurzfassung: This book examines the major rural developments and the issues that policy makers have been dealing with across the OECD over the last two decades. The OECD Conference, held in Siena, Italy, in July 2002, on the Future of Rural Policy, identified the need for rural policies to look beyond agriculture and offer new trajectories of development. It concluded that the major shift necessary to guarantee the future vitality of rural regions is the diversification of their economies. The papers examine key critical issues, including the EU LEADER Community Initiative and the Mexican Micro-region programme and provide a new approach that recognises the importance of the interdependence between rural and urban areas, fostering investment (rather than distributing subsidies). This approach also emphasises governance structures that get the locals involved in grass root initiatives to develop and implement new policies.     Kurzfassung: This article comprises two notes by the Secretariat, one on the Objectives of Competition Law and Policy and the other one on the Optimal Design of a Competition Agency. Both notes were prepared to provide a framework for discussion at the meeting of the Global Forum on Competition (GFC) held on 10-11 February 2003. It was decided to link these topics together in the GFC's agenda after it was recognised that the objectives of competition law and policy can have an important bearing on the optimal design of a competition institution. However, it was agreed that the treatment of objectives should be oriented primarily towards a discussion of how they relate, or may relate, to the design of competition enforcement institutions within the broader government. Accordingly, the note on objectives does not fully explore the pros and cons of specific objectives that may be included in the competition law and policy objectives of one or more jurisdictions, although this topic is discussed to a degree. The principal focus of the two notes is to provide an analysis and synthesis of the responses to two questionnaires that were sent in advance to GFC meeting participants in respect of the respective topics. In addition, the objectives note incorporates some of the additional information provided by participants in their separate written contributions prepared for circulation at the GFC meeting. The most important themes emerging from the questionnaires and written contributions on Objectives were i) among OECD countries, there appears to be a shift away from use of competition laws to promote what might be characterised as broad public interest objectives; ii) there does not appear to be a strong correlation between competition law and policy objectives (broadly defined) and the design of the competition agency; iii) greater independence also was the step/measure most frequently identified as being likely to lead to better promotion/attainment of the articulated objectives. Turning to the note on Optimal Design, the key themes emerging from the responses to the questionnaire were i) there is a broad variety of different models and approaches to the design of competition agencies within the overall apparatus of government (broadly defined); ii) despite the institutional variety, there is a core of common tasks assigned to most competition agencies. Specifically, these agencies normally investigate, take at least certain kinds of decisions on competition cases and engage in competition advocacy; iii) around half the respondents reported having medium influence on their governments, legislative bodies, and other bodies of public administration through advocacy initiatives.

    Kurzfassung: This note begins by briefly addressing why competition policy is important for developing and transitioning economies. It then discusses some of the critical components of building a competition culture. Ideally, this process should begin by conducting a "needs assessment" in a number of areas. This assessment likely will lead to the identification of a list of steps that should be prioritised and undertaken. The priorities often can be grouped into three broad areas, namely, helping key constituencies to "buy in" to a competition culture, minimizing the extent to which a broad range of institutional mechanisms distort competition, and building an effective competition law enforcement regime to address private anticompetitive conduct. The note then summarizes the valuable perspectives of countries that have been providers or recipients of capacity building and technical assistance. It is based upon the responses to a questionnaire circulated in 2001 to delegates of the OECD’s Competition Committee and non-members who had been invited to participate in the second Global Forum on Competition, held in February 2002. This discussion is followed by a brief discussion of the potentially helpful roles that cooperation and peer review can play in the process of building the institutional capacity of a domestic enforcement authority. After briefly discussing the Doha Declaration, the note summarises the OECD’s capacity building activities in the competition field. Finally, in the conclusion, some suggestions are offered regarding a multi-faceted strategy for future capacity building and technical assistance activities.

    Kurzfassung: The last Development Assistance Committee (DAC) Review of Canada’s development co-operation, held in January 1998, highlighted Canada’s special ability to help lead the international community towards action which pushes out the frontiers of international co-operation. At the same time it noted that, in the context of a fundamental fiscal adjustment to respond to its domestic public debt burden, Canada’s aid budget had been cut by 29% over six years, more than in any other area of Canadian public spending. As a result, Canada’s official development assistance effort (as measured by the ODA/GNI ratio) had declined steeply from 0.45% at the beginning of the 1990s and was projected to fall below 0.30% by the end of the decade. (In fact, partly reflecting fast growth in Canada’s gross national income (GNI), the ODA/GNI ratio fell to 0.25% in 2000 and 0.22% in 2001). The DAC pointed out that these trends had created a paradox at the heart of Canada’s internationalism, given the continuing determination to be involved in a very wide range of issues and with as wide a range of partners as possible. A negative impact is especially likely in markets already prone to anti-competitive coordination. They should also be wary of exchanges of non-binding future prices. The paper identifies a number of key factors to consider in assessing whether increased price transparency might raise the probability of anticompetitive co-ordination. That includes having a look at meeting competition and most favored nation clauses, and the practice of base point pricing. The paper also examines price transparency as regards information exchanges within trade associations, price advertisements, and mandatory price transparency in public procurement markets. It closes with a short list of questions competition authorities might wish to keep in mind when investigating the effects of price transparency.     Kurzfassung: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

    Kurzfassung: The road transport sector, an essential mode of transport in OECD economies, is conventionally divided into two, largely unrelated, parts – the road freight industry and the road passenger industry. The sectors under discussion – trucking, buses, and taxis – have quite different characteristics and scope for competition, which reflect inter alia differences in the timeliness and economies of scale and scope in operations. Trucking can sustain high level of competition and to some extent buses as well while there is some debate as to how and what form of competition can be introduced in taxis. As in the air transport industry, international trucking is governed by restrictive bilateral treaties. Most countries have liberalised their domestic trucking sector, removing controls on entry and prices. In the bus industry, long-distance bus services are liberalised in some countries while intra-city or local buses are very rarely liberalised. The taxi industry appears at first sight to be competitive with many buyers and many sellers.

    Kurzfassung: "Gender and Economic Reform" clarifies the complex relationship between gender and the way economies operate. It contends that incorporating gender analysis into the design and implementation of economic reform helps to promote the emergence of economies that grow sustainably, in ways that reduce gender inequalities rather than reinforce them. The analysis is particularly relevant in the current context in which gender equality is a proclaimed Millennium Development Goal and the Monterrey Consensus calls for gender sensitive programming. The paper is meant to improve policy makers’ ability to dialogue on what the relevant links might be between gender and economic reform and how to take gender into account in designing and implementing reform programmes. Throughout the document, a number of tools for integrating gender equality into economic policy analysis and decision-making at the national or sector-wide levels are presented. These tools focus on producing a new shared understanding of underlying economic and social relations in order to promote the achievement of a gender-balanced path of economic growth. The document is based on a large body of secondary material written over the past decade by gender specialists and other experts led by Professor Diane Elson et al. on behalf of the former Task Force on Gender and Economic Reform. It includes a summary of key concepts contained in six documents issued by the DAC Working Party on Gender Equality as Workshop Documents Nos. 1 to 6 (OECD 1998).     Kurzfassung: Increased competition in product markets, as well as being good for consumers, can also boost productivity and employment, according to the study Product Market Competition and Economic Performance by the OECD. Competition improves productivity through a more efficient use of resources. At the same time it can encourage innovation and the rapid spread of new technology. Reforms to make product markets more dynamic will also boost real wages as prices are lowered through increased competition. The study argues that reforms undertaken between the late 1970s to the late 1990s, such as the liberalisation of telecommunications industries, increased employment rates in OECD countries by an average of 1.5 percentage points, reaching 2.5 percentage points in economies where pro-competition policies were pursued most vigorously. This study forms a chapter in the OECD Economic Outlook No. 72 published in December 2002.

    Kurzfassung: Spain is to be commended for the notable progress made in development co-operation since the last Peer Review. Important achievements include the adoption of a comprehensive Law on International Development Co-operation and a four-year Master Plan (2001-2004), improved annual plans, and reinforced or new co-ordinating bodies. The purpose of the reform was to enhance consistency and coordination within the diverse Spanish aid system, which includes many ministries, autonomous regions, local authorities, and civil society organisations. A significant achievement of the new policy is that it establishes poverty reduction as the overarching goal in development co-operation. Gender equality and environment are also determined as mainstreaming priorities. Spain seeks to focus its poverty reduction efforts on basic social needs and a new micro-finance programme is an important addition. Spain has a comparative advantage in its assistance to Latin America with strong linguistic, historical, and cultural ties. Spain has had recent experience of building a democratic state and can add value by sharing lessons-learned with partner countries in innovative and risk-taking areas of good governance. In this respect, it can conduct dialogue with developing countries in areas that are difficult for other donors. Major activities through institutional development include judicial reform, decentralisation, tax administration, and police force training. These are areas in which Spain could take on a lead role in pursuing a sector approach with other donors...

    Kurzfassung: As with other policies offering lower prices to at least some buyers, loyalty and fidelity discounts are generally pro-competitive and beneficial to consumers even though they may harm certain competitors. Potential problems exist, however, when such discounts are employed in ways that reduce price transparency, exclude or restrict a significant number of actual or potential competitors, or raise the probability of anticompetitive co-ordination. The sometimes complex pro- and anti-competitive effects of loyalty and fidelity discounts are explored in the executive summary, background paper and summary of discussion pertaining to a June 2002 OECD Competition Committee roundtable discussion of the topic. While these documents reveal some interesting policy differences among various members of the Competition Committee, they also point to general agreement that loyalty and fidelity discounts are more likely to raise competition concerns when practised by firms enjoying substantial market power.

First, it must ensure that the democratic transitions in Central and Eastern Europe are consolidated and that there is no backsliding. These countries must modernize their military forces and make them interoperable with those of NATO. Second, NATO, must remain engaged in and ensure the security of the Baltic states. The problem of Kaliningrad should be addressed and the enclave stabilized. Third, NATO needs to develop a post-enlargement strategy for Ukraine to support the country's continued democratic evolution and integration into Euro-Atlantic structures. Fourth, Russia must be incorporated into a broader European and Euro-Atlantic security framework. Finally, NATO needs to develop a coherent strategy toward the Caucasus and Central Asia. The Partnership for Peace can provide the framework for developing relations with these countries. Other U.S. and NATO polices can encourage greater openness, reform, and democratic practices. These challenges, moreover, must be addressed in a new strategic context. In the post-Prague period, the key issue is NATO's transformation and its strategic purpose: What should its missions and strategic rationale be?

    Kurzfassung: The E-Vision 2002 Conference, held in May 2002, was sponsored by the U.S. Department of Energy as a step toward implementing a key recommendation of the Bush administration?s National Energy Policy. It gathered 150 of the nation?s leading energy experts to discuss ways of reducing the country?s energy intensity. This volume and the additional volume enclosed on CD-ROM contain the presentations and discussions that took place at the conference, including the identification of goals and the means to achieve them. It is a key work for those involved in implementing the National Energy Policy

    Kurzfassung: The National Energy Policy released by the Bush Administration in 2001 calls for continued reductions in U.S. energy intensity, typically defined as energy consumption per dollar of gross economic output. The Department of Energy's Office of Energy Efficiency and Renewable Energy asked RAND to examine changes in energy intensity as part of a larger effort to identify state-level factors that may contribute to efficient energy use nationwide. The authors examined changes in energy intensity from 1977 through 1999 across the 48 contiguous states and in each of the states' residential, commercial, industrial, and transportation energy-consuming sectors. They identified a number of factors that may explain why some states had different patterns of energy intensity than others: energy prices; the mix of industrial and commercial activities; production capacity utilization; capital investment and new construction; population and demographics; climate; technological innovation; and the energy policies of national, state, and local governments. The results from this study suggests that opportunities may exist for the Department of Energy to increase its involvement in helping states to share information and to provide guidance on state-level actions that are effective in reducing energy intensity
