    Abstract: "Between November 3rd, 2020 and January 20th 2021, the United States experienced a combination of events that will be remembered as a tragic episode in American history. In the midst of a devastating pandemic, one President was soundly defeated and another sworn in; the first one refused to accept the results of the election while the second calmly took the reins of a government that was struggling to cope with the pandemic and the resulting economic crisis. In the midst of all this, the country was shaken by an attempted coup and by an attendant riot.1 Although it may not turn out that this political and institutional shock "changed everything," it certainly marked the peak -or the nadir - of what will surely be remembered as a "critical juncture"2 in American history.     Abstract: This book explores the main challenges against multiculturalism. It aims to examine whether liberalism and multiculturalism are reconcilable, and what are the limits of liberal democratic interventions in illiberal affairs of minority cultures within democracy. In the process, this book addresses three questions: whether multiculturalism is bad for democracy, whether multiculturalism is bad for women, and whether multiculturalism contributes to terrorism. Just, Reasonable Multiculturalism argues that liberalism and multiculturalism are reconcilable if a fair balance is struck between individual rights and group rights. Raphael Cohen-Almagor contends that reasonable multiculturalism can be achieved via mechanisms of deliberate democracy, compromise and, when necessary, coercion. Placing necessary checks on groups that discriminate against vulnerable third parties, the approach insists on the protection of basic human rights as well as on exit rights for individuals if and when they wish to leave their cultural groups

    Abstract: "There is one country in the world which is everybody's dream: Switzerland. The small Alpine Republic is universally perceived as the world's highest achievement in democracy, human rights, the rule of law and economic competitiveness. The end results of such achievements, of course, are prosperity and happiness, for which Switzerland also leads in global charts. Legend has it that some inner Swiss qualities have fashioned this miracle; perhaps some deeply engrained virtue that the nation of clock makers possesses has spilled over into their splendid governance. Once achieved, the only other thing needed was protection from outside influence so that they could develop peacefully, which the Swiss then managed by means of their famous neutrality. The Swiss seem exceptional in having solved the main problem that nobody else, or only very few, have managed to solve and which is the kernel of the state building challenge of our time. That solution is impartiality of the state to private interest, with the resulting capacity of balancing between various ethnic, religious or economic groups so as to ensure ethical universalism as the norm - in other words everybody is treated equally and fairly. Building a Switzerland in Bosnia - or Iraq - has been many a reformer's dream but ultimately all have failed"--

    Abstract: The 2016 US election highlighted the potential for foreign governments to employ social media for strategic advantages, but the particular mechanisms through which social media affect international politics are underdeveloped. This Element shows that the populace often seeks to navigate complex issues of foreign policy through social media, which can amplify information and tilt the balance of support on these issues. In this context, the open media environment of a democracy is particularly susceptible to foreign influence whereas the comparatively closed media environment of a non-democracy provides efficient ways for these governments to promote regime survival.

    Abstract: One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

    Abstract: The EU is many things: a civilization ideal to emulate, an anchor of geopolitical stabilization, a generous donor and a historical lesson on cooperation across nations. A fixer of national governance problems, however, it is not. In this book, Mungiu-Pippidi investigates the efficacy of the European Union's promotion of good governance through its funding and conditionalities both within EU proper and in the developing world. The evidence assembled shows that the idea of European power to transform the quality of governance is largely a myth. From Greece to Egypt and from Kosovo to Turkey, EU interventions in favour of good governance and anti-corruption policy have failed so far to trigger the domestic political dynamic needed to ensure sustainable change. Mungiu-Pippidi explores how we can better bridge the gap between the Europe of treaties and the reality of governance in Europe and beyond. This book will interest students and scholars of comparative politics, European politics, and development studies, particularly those examining governance and corruption.

    Abstract: Political interest is the strongest predictor of 'good citizenship', yet hardly anything is known about it. For the first time in over three decades, here is a study explaining what political interest is, where it comes from, and why it matters. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior. It does so in a way that doesn't gloss over complexities, and explains them in straightforward language. Advanced statistical methods are presented informally, accompanied by graphical illustrations that require no prior knowledge to understand the methods used

    Abstract: Since the 1980 military coup in Turkey, much of the history and politics of the country can be described as a struggle between democracy and authoritarianism. In this accessible account of the country's politics, society and economics, the authors delve into the causes and processes of what has been called a democratic 'backsliding'. In order to explore this, Yeşim Arat and Şevket Pamuk, two of Turkey's leading social scientists, focus on the mutual distrust between the secular and Islamist groups. They argue that the attempts by a secular coalition to circumscribe the Islamists in power had a boomerang effect. The Islamists struck back first in self-defence, then in pursuit of authoritarian power. With chapters on urbanization, Kurdish nationalism, women's movements, economic development and foreign relations, this book offers a comprehensive and lively examination of contemporary Turkey and its role on the global stage

    Abstract: The German vocational education and training (VET) system is admired around the world for its ability to prepare young people for skilled employment. In Germany, VET smooths transitions into work and is closely aligned with labour market demand. This report focuses on an unprecedented test of the German VET system: how to respond to the significant increase in migrants who arrived in the country in 2015-16. The study explores both the opportunities and the challenges presented by migration. Germany has already devoted significant attention to VET as a mechanism for enabling integration – and for good reason. Work-based learning assists integration because it demonstrably gives learners skills that employers want in real-world settings. The report assesses the barriers faced by learners in their journeys into and through VET, exploring how such challenges can be addressed. In addition, the study looks at system-wide issues in relation to how VET provision and integration policy is governed. Lastly, it explores opportunities for increased flexibility in the German VET system of relevance to all youth at risk of not succeeding in VET. In responding to migrant needs, German VET can become more inclusive without reducing quality

    Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic. However, in order to do so, we must stretch our imaginations beyond the standard normative framework of elections

    Abstract: Social thinkers have criticized Latin American development as incomplete, backward, and anti-modern.     Abstract: While Finland's foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland's foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges.     Abstract: Berlin has long been a diverse, multicultural city and today about 1 million - or 30% - of its inhabitants have a migration background, meaning that they - or at least one of their parents - were born without German nationality. Berlin's authorities perceive diversity as generally accepted in Berlin's society. This case study takes a close look at the city's migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin's administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population

    Abstract: This report provides new evidence on social mobility in the context of increased inequalities of income and opportunities in OECD and selected emerging economies. It covers the aspects of both social mobility between parents and children and of personal income mobility over the life course, and their drivers. The report shows that social mobility from parents to offspring is low across the different dimensions of earnings, education, occupation and health, and that the same prevails for personal income mobility over the life course. There is in particular a lack of mobility at the bottom and at the top of the social ladder - with "sticky floors" preventing upward mobility for many and "sticky ceilings" associated with opportunity hoarding at the top. The lack of social mobility has economic, societal and political consequences. This report shows that there is space for policies to make societies more mobile and protect households from adverse income shocks. It discusses the options and measures that policy makers can consider how to improve social mobility across and within generations

    Abstract: Interrelations between Public Policies, Migration and Development in Georgia is the result of a project carried out by the Caucasus Research Resource Center (CRRC-Georgia) and the OECD Development Centre, in collaboration with the State Commission on Migration Issues (SCMI) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have changed remarkably in Georgia over the last 20 years: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Georgia, the potential of migration is not fully exploited. One explanation is that, despite headway in the field of migration and development through the creation of the SCMI, not all policy makers in Georgia take migration sufficiently into account in their respective policy areas. Georgian authorities therefore need to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country

    Abstract: Close to 3 million people who were born in Morocco lived in OECD countries in 2010/11. To assess the potential that this group represents for the Moroccan economy, this review looks at the distribution of Moroccan emigrants over OECD countries, as well as their age, sex, and educational attainment. It analyses the labour market outcomes of Moroccan emigrants and documents the characteristics of return migrants in Morocco. Moroccan emigrants primarily reside in France, followed by Spain and Italy, where their numbers grew strongly before flows were affected by the economic crisis. Moroccan emigrants have lower educational attainment and less favourable labour market outcomes than native-born persons in destination countries, and many work in low-skill occupations. Those who have returned to Morocco are often retired, but they are also especially likely to become entrepreneurs there

    Abstract: Die OECD-Publikationsreihe "Erfolgreiche Integration" beruht auf zentralen Erkenntnissen aus den Arbeiten der OECD zur Integrationspolitik, insbesondere den Länderstudien der Reihe Jobs for Immigrants. Ziel ist es, in leicht verständlicher, überblicksartiger Form die wichtigsten Herausforderungen und empfehlenswerten politischen Praktiken bei der Förderung der dauerhaften Integration von Zuwanderern und ihren Kindern für ausgewählte wesentliche Zielgruppen und Integrationsbereiche darzustellen. Jeder Band enthält zehn Empfehlungen sowie Beispiele für empfehlenswerte Praktiken, die durch synthetische Vergleiche des integrationspolitischen Rahmens in den einzelnen OECD-Ländern ergänzt werden, die sich auf bisherige Erfahrungen stützen.     Abstract: More than three million individuals who were born in Germany lived in another OECD country in 2010/11. To assess the potential that this group represents for the German labour market, this review establishes the distribution of German emigrants over OECD countries, as well as their age, sex, and educational attainment. Shifts in the German diaspora towards European destination countries and higher educational attainment are documented. The largest German diaspora still resides in the United States, but the diaspora in Switzerland and Spain has grown particularly quickly. International students from Germany have even come to represent the largest group of international students from any OECD country. While German emigrants experience less favourable labour market outcomes than their peers in Germany, the emigrants work disproportionately often in high-skill occupations. Survey evidence suggests that many Germans in Germany consider emigration and that many German emigrants are open to return. Those who have returned in recent years, however, appear to have a lower educational attainment than those leaving.

    Abstract: Being able to measure people’s quality of life is fundamental when assessing the progress of societies. There is now widespread acknowledgement that measuring subjective well-being is an essential part of measuring quality of life alongside other social and economic dimensions. As a first step to improving the measures of quality of life, the OECD has produced Guidelines which provide advice on the collection and use of measures of subjective well-being. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011, with the objective to measure society’s progress across eleven domains of well-being, ranging from jobs, health and housing, through to civic engagement and the environment. These Guidelines represent the first attempt to provide international recommendations on collecting, publishing, and analysing subjective well-being data. They provide guidance on collecting information on people's evaluations and experiences of life, as well as on collecting “eudaimonic” measures of psychological well-being. The Guidelines also outline why measures of subjective well-being are relevant for monitoring and policy making, and why national statistical agencies have a critical role to play in enhancing the usefulness of existing measures. They identify the best approaches for measuring, in a reliable and consistent way, the various dimensions of subjective well-being, and provide guidance for reporting on such measures. The Guidelines also include a number of prototype survey modules on subjective well-being that national and international agencies can use in their surveys.

    Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises. Equal access to finance for male and female entrepreneurs needs to be assured

    Abstract: The potential of diasporas as a source of economic and social development in origin countries and whether diasporas could help foster development depend on their characteristics, such as size, composition, skill levels and degree of concentration, but also on the degree of integration into the destination countries and the economic, political and social environment in origin countries. Governments of origin and destination countries can indeed facilitate the involvement of diasporas, by supporting networks, by facilitating communication channels with the country of origin, by creating an enabling environment, or – more directly – by easing skill mobility and use. In this regard, the capacity to characterise the profile of diasporas is instrumental. This joint OECD/AFD publication includes 140 country notes summarising diaspora sizes, including the number of children of migrants born in the destination countries; the characteristics of emigrant populations (gender, age, education, labour market outcomes); the numbers and main destinations of international students; recent migrant flows to OECD countries; and information on the desire to emigrate of different population groups. The country note information is grouped into six regions: Asia and Oceania; Latin America and the Caribbean; OECD countries; Non-OECD Europe and Central Asia; Middle East and North Africa; and Sub-Saharan Africa. The situation in each region is introduced by a separate chapter, which looks at historical migration trends, the main characteristics of diasporas originating from the region, and likely future developments and challenges.

    Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

    Abstract: Drawing on a wide range of data sources, this publication constructs and analyses different indicators of child well-being across the OECD. These indicators cover six key areas: material well‑being; housing and environment; education; health and safety; risk behaviours; and quality of school life. They show that no one OECD country performs well in all areas and that every OECD country can do more to improve children’s lives. How much countries are spending on children and when is also closely considered, the first time such a comparative exercise has been undertaken across the OECD. Additional chapters offer detailed examinations of countries’ policies for children under age three, the impact of single parenthood on children and the effect of inequalities across generations. The publication concludes with broad policy recommendations for improving child well-being.

    Abstract: "Objections to concentrated ownership of the mass media are widespread. Often, however, critics merely point to the fact of huge and growing media conglomerates without explaining precisely why this is bad. This book fills the gap in the critique of concentration. Firmly rooting its argument in democratic and economic theory, the book argues that a more democratic distribution of communicative power within the public sphere and a structure that provides safeguards against abuse of media power provide two of three primary arguments for ownership dispersal. It also shows that dispersal is likely to result in more owners who will reasonably pursue socially valuable journalistic or creative objectives rather than a socially dysfunctional focus on the "bottom line." The middle chapters answer those, including the current Federal Communications Commission, who favor "deregulation" and who argue that existing or foreseeable ownership concentration is not a problem. The final chapter evaluates the constitutionality and desirability of various policy responses to concentration, including strict limits on media mergers."--Jacket

This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so?     Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy

    Abstract: This book reviews recent trends, reforms and lessons learned in the 29 OECD countries as they relate to ageing. Recent reforms have been driven mainly by fiscal factors - to adjust systems such as pensions and long-term care to the ageing of the baby boom generation. This remains a main concern in many countries. A new reform agenda is emerging, however, that marries fiscal objectives with broader social and economic policy goals. It focuses on active ageing, providing opportunities and incentives for people to contribute more actively in the labour market and society as they grow older. This involves slowing, or reversing, trends towards ever-longer periods of time spent in retirement. This agenda is associated with likely trends towards a more diversified system of retirement income in most OECD countries - with more reliance on private pensions and a likely increase of earnings as a source of income among older people. Familiar policy debates -- such as the balance between public and private pensions -- may need to be recast to take account of the likely future growth in the role of earnings in the retirement income system. Interesting new questions arise. In the longer-term future, what should be the role of government policy in influencing the balance between work and leisure in older years? What priority should be attached to policies that support very long periods of passivity in the last third of life?

    Abstract: Unlike political or economic institutions, social movements have an elusive power, but one that is no less real. From the French and American revolutions through the democratic and workers' movements of the nineteenth century to the totalitarian movements of today, movements exercise a fleeting but powerful influence on politics and society. This study surveys the history of the social movement, puts forward a theory of collective action to explain its surges and declines, and offers an interpretation of the power of movement that emphasises its effects on personal lives, policy reforms and political culture. While covering cultural, organisational and personal sources of movements' power, the book emphasises the rise and fall of social movements as part of political struggle and as the outcome of changes in political opportunity structure

Ireland is one of the few to have successfully established a stable democratic order.     Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted. The authors argue that the state cannot be adequately understood unless full account is taken of each of these home domains, and they suggest how the contributions of each perspective to the explanation of its own domain can be integrated into a new, and more powerful, theory
