    Abstract: The port city of Liverpool, England, is home to one of the oldest Black communities in Britain. Its members proudly date their history back at least as far as the nineteenth century, with the global wanderings and eventual settlement of colonial African seamen. Jacqueline Nassy Brown analyzes how this worldly origin story supports an avowedly local Black politic and identity--a theme that becomes a window onto British politics of race, place, and nation, and Liverpool's own contentious origin story as a gloriously cosmopolitan port of world-historical import that was nonetheless central to British slave trading and imperialism. This ethnography also examines the rise and consequent dilemmas of Black identity. It captures the contradictions of diaspora in postcolonial Liverpool, where African and Afro-Caribbean heritages and transnational linkages with Black America both contribute to and compete with the local as a basis for authentic racial identity. Crisscrossing historical periods, rhetorical modes, and academic genres, the book focuses singularly on "place," enabling its most radical move: its analysis of Black racial politics as enactments of English cultural premises. The insistent focus on English culture implies a further twist. Just as Blacks are racialized through appeals to their assumed Afro-Caribbean and African cultures, so too has Liverpool--an Irish, working-class city whose expansive port faces the world beyond Britain--long been beyond the pale of dominant notions of authentic Englishness. Dropping Anchor, Setting Sail studies "race" through clashing constructions of "Liverpool.".

    Abstract: This book examines the causes and consequences of a major transformation in both domestic and international politics: the shift from dynastically legitimated monarchical sovereignty to popularly legitimated national sovereignty. It analyzes the impact of Enlightenment discourse on politics in eighteenth-century Europe and the United States, showing how that discourse facilitated new authority struggles in Old Regime Europe, shaped the American and French Revolutions, and influenced the relationships between the revolutionary regimes and the international system. The interaction between traditional and democratic ideas of legitimacy transformed the international system by the early nineteenth century, when people began to take for granted the desirability of equality, individual rights, and restraint of power. Using an interpretive, historically sensitive approach to international relations, the author considers the complex interplay between elite discourses about political legitimacy and strategic power struggles within and among states. She shows how culture, power, and interests interacted to produce a crucial yet poorly understood case of international change. The book not only shows the limits of liberal and realist theories of international relations, but also demonstrates how aspects of these theories can be integrated with insights derived from a constructivist perspective that takes culture and legitimacy seriously. The author finds that cultural contests over the terms of political legitimacy constitute one of the central mechanisms by which the character of sovereignty is transformed in the international system--a conclusion as true today as it was in the eighteenth century.

So begins the first chapter of Cultures Merging, in which Eric Jones--one of the world's leading economic historians--takes an eloquent, pointed, and personal look at the question of whether culture determines economics or is instead determined by it. Bringing immense learning and originality to the issue of cultural change over the long-term course of global economic history, Jones questions cultural explanations of much social behavior in Europe, East Asia, the United States, Australia, and the Middle East. He also examines contemporary globalization, arguing that while centuries of economic competition have resulted in the merging of cultures into fewer and larger units, these changes have led to exciting new syntheses. Culture matters to economic outcomes, Jones argues, but cultures in turn never stop responding to market forces, even if some elements of culture stubbornly persist beyond the time when they can be explained by current economic pressures. In the longer run, however, cultures show a fluidity that will astonish some cultural determinists. Jones concludes that culture's "ghostly transit through history" is much less powerful than noneconomists often claim, yet it has a greater influence than economists usually admit.     Abstract: This book reconsiders the dominant Western understandings of freedom through the lens of women's real-life experiences of domestic violence, welfare, and Islamic veiling. Nancy Hirschmann argues that the typical approach to freedom found in political philosophy severely reduces the concept's complexity, which is more fully revealed by taking such practical issues into account. Hirschmann begins by arguing that the dominant Western understanding of freedom does not provide a conceptual vocabulary for accurately characterizing women's experiences. Often, free choice is assumed when women are in fact coerced--as when a battered woman who stays with her abuser out of fear or economic necessity is said to make this choice because it must not be so bad--and coercion is assumed when free choices are made--such as when Westerners assume that all veiled women are oppressed, even though many Islamic women view veiling as an important symbol of cultural identity. Understanding the contexts in which choices arise and are made is central to understanding that freedom is socially constructed through systems of power such as patriarchy, capitalism, and race privilege. Social norms, practices, and language set the conditions within which choices are made, determine what options are available, and shape our individual subjectivity, desires, and self-understandings. Attending to the ways in which contexts construct us as "subjects" of liberty, Hirschmann argues, provides a firmer empirical and theoretical footing for understanding what freedom means and entails politically, intellectually, and socially.

    Abstract: America was built on stories: tales of grateful immigrants arriving at Ellis Island, Horatio Alger-style transformations, self-made men, and the Protestant work ethic. In this new book, renowned sociologist Robert Wuthnow examines these most American of stories--narratives about individualism, immigration, success, religion, and ethnicity--through the eyes of recent immigrants. In doing so, he demonstrates how the "American mythos" has both legitimized American society and prevented it from fully realizing its ideals. This magisterial work is a reflection and meditation on the national consciousness. It details how Americans have traditionally relied on narratives to address what it means to be strong, morally responsible individuals and to explain why some people are more successful than others--in short, to help us make sense of our lives. But it argues that these narratives have done little to help us confront new challenges. We pass laws to end racial discrimination, yet lack the resolve to create a more equitable society. We welcome the idea of pluralism in religion and values, yet we are shaken by the difficulties immigration presents. We champion prosperity for all, but live in a country where families are still homeless. American Mythos aptly documents this disconnect between the stories we tell and the reality we face.     Abstract: On the eve of Martin Luther King Jr.'s 1963 March on Washington, W. E. B. Du Bois died in exile in Ghana at the age of 95, more than a half century after cofounding the NAACP. Five years after his death, residents of Great Barrington, the small Massachusetts town where Du Bois was born in 1868, proposed recognizing his legacy through the creation of a memorial park on the site of his childhood home. Supported by the local newspaper and prominent national figures including Harry Belafonte and Sydney Poitier, the effort to honor Du Bois set off an acrimonious debate that bitterly divided the town.     Abstract: In The Networked Wilderness, Matt Cohen examines communications systems in early New England and finds that, surprisingly, struggles over information technology were as important as theology, guns, germs, or steel in shaping the early colonization of North America. Colonists in New England have generally been viewed as immersed in a Protestant culture of piety and alphabetic literacy. At the same time, many scholars have insisted that the culture of the indigenous peoples of the region was a predominantly oral culture. But what if, Cohen posits, we thought about media and technology beyond the terms of orality and literacy?Reconceptualizing aural and inscribed communication as a spectrum, The Networked Wilderness bridges the gap between the history of the book and Native American systems of communication. Cohen reveals that books, paths, recipes, totems, and animals and their sounds all took on new interactive powers as the English negotiated the well-developed informational trails of the Algonquian East Coast and reported their experiences back to Europe. Native and English encounters forced all parties to think of each other as audiences for any event that might become a kind of "publication." Using sources ranging from Thomas Morton's Maypole festival to the architecture of today's Mashantucket Pequot Museum and Research Center, Cohen shows that the era before the printing press came to New England was one of extraordinary fertility for communications systems in America.

    Abstract: Culture, 1922 traces the intellectual and institutional deployment of the culture concept in England and America in the first half of the twentieth century. From ultraconservative Bavarian grandmothers to thirty-year-old socialist activists in Greece, from globalization opponents to corporate executives--Europeans are joining in an ever louder chorus of disdain for America. For the first time, anti-Americanism has become a European lingua franca. In this sweeping and provocative look at the history of European aversion to America, Andrei Markovits argues that understanding the ubiquity of anti-Americanism since September 11, 2001, requires an appreciation of such sentiments among European elites going back at least to July 4, 1776. While George W. Bush's policies have catapulted anti-Americanism into overdrive, particularly in Western Europe, Markovits argues that this loathing has long been driven not by what America does, but by what it is. Focusing on seven Western European countries big and small, he shows how antipathies toward things American embrace aspects of everyday life--such as sports, language, work, education, media, health, and law--that remain far from the purview of the Bush administration's policies. Aggravating Europeans' antipathies toward America is their alleged helplessness in the face of an Americanization that they view as inexorably befalling them. More troubling, Markovits argues, is that this anti-Americanism has cultivated a new strain of anti-Semitism. Above all, he shows that while Europeans are far apart in terms of their everyday lives and shared experiences, their not being American provides them with a powerful common identity--one that elites have already begun to harness in their quest to construct a unified Europe to rival America.

    Abstract: The explosion of transnational information flows, made possible by new technologies and institutional changes (economic, political and legal) has profoundly affected the study of global media. At the same time, the globalization of media combined with the globalization of higher education means that the research and teaching of the subject faces immediate and profound challenges, not only as the subject of enquiry but also as the means by which researchers and students undertake their studies.     Abstract: A baseline study of the growth of preindustrial cities worldwide. This work employs a subset of preindustrial cities on many continents to answer questions archaeologists grapple with concerning the populating and growth of cities before industrialization. It further explores how scholars differently conceive and execute their research on the population of cities. The subject cities are in Greece, Mesoamerica, the Andes, Italy, Egypt, Africa, United States, Denmark, and China. This broad sample provides a useful framework for answers to such questions as "Why did people agglomerate into cities?" and "What population size and what age of endurance constitute a city?" The study covers more than population magnitude and population makeup, the two major frameworks of urban demography.     Abstract: Japan's first professionally produced, commercially marketed and nationally distributed gay lifestyle magazine, Barazoku ('The Rose Tribes'), was launched in 1971. Publicly declaring the beauty and normality of homosexual desire, Barazoku electrified the male homosexual world whilst scandalising mainstream society, and sparked a vibrant period of activity that saw the establishment of an enduring Japanese media form, the homo magazine. Using a detailed account of the formative years of the homo magazine genre in the 1970s as the basis for a wider history of men, this book examines the relationship between male homosexuality and conceptions of manliness in postwar Japan. The book charts the development of notions of masculinity and homosexual identity across the postwar period, analysing key issues including public/private homosexualities, inter-racial desire, male-male sex, love and friendship; the masculine body; and manly identity. The book investigates the phenomenon of 'manly homosexuality', little treated in both masculinity and gay studies on Japan, arguing that desires and individual narratives were constructed within (and not necessarily outside of) the dominant narratives of the nation, manliness and Japanese culture. Overall, this book offers a wide-ranging appraisal of homosexuality and manliness in postwar Japan, that provokes insights into conceptions of Japanese masculinity in general.

This book examines the consequences of climate change and argues that it has and will produce two types of different types of conflict: 'cold wars' and 'hot wars'. Cold wars will occur in northern and southern latitudes as warming draws countries into possible conflict due to expanding interests in exploiting new resources and territories (inter-state conflict). Hot wars will break out around the equator as warming expands and intensifies dry areas, increasing competition for scarce resources (intra-state conflict). Conflict is not inevitable, but it will also be a consequence of how states, international institutions and people react to changes in climate. Climate change and conflict have always shaped human experiences. Dennis Baron shows that virtually all writing implements--and even writing itself--were greeted at first with anxiety and outrage: the printing press disrupted the "almost spiritual connection" between the writer and the page; the typewriter was "impersonal and noisy" and would "destroy the art of handwriting." Across the generations, a varied cast of German writers, artists, philosophers, diplomats, political leaders, generals, and Nazi racial fanatics have imagined (often in very different ways) a special German mission in the East, forging a frontier myth that paralleled the American myths of the 'Wild West' and 'Manifest Destiny'. Through close analysis of German views of the East from 1800 to our own times, The German Myth of the East reveals that this crucial international relationshiphas in fact been integral to how Germans have defined (and repeatedly redefined) themselves and their own national identity. In particular, what was ultimately at stake for Germans was their own uncertain position in Europe, between East and West. Paradoxically, the East came to be viewed as both anattractive land of unlimited potential for the future and as a place undeveloped, dangerous, wild, dirty, and uncultured.     Abstract: This study evaluates the effectiveness of the World Bank Group's support for health, nutrition, and population (HNP) in developing countries from 1997 to 2008 - totaling more than 17 billion - and distills lessons for greater impact in the future. It finds that the Bank Group now funds a smaller share of global support for HNP than a decade ago, but its support remains substantial and adds considerable value. About two-thirds of the Bank's HNP support has had satisfactory outcomes, often in difficult environments. But in a number of country settings, particularly in Africa, it has not performed well, in part due to high complexity and weak capacity. Only half of HNP support had a pro-poor focus, while support to reduce high fertility and promote family planning has dwindled. The evaluation highlights the contribution of investments in water supply, sanitation, and hygiene to improving the health of the poor and the lessons from support for sector-wide approaches, communicable disease control, and health reform. Moving forward, the World Bank needs to improve the performance of its HNP support and the Bank and IFC need to take actions to ensure their support reaches the poor and contributes greater social benefits, respectively.

    Abstract: The civil rights and black power movements expanded popular awareness of the history and culture of African Americans. But, as Stephen Hall observes, African American authors, intellectuals, ministers, and abolitionists had been writing the history of the black experience since the 1800s. With this book, Hall recaptures and reconstructs a rich but largely overlooked tradition of historical writing by African Americans. Hall charts the origins, meanings, methods, evolution, and maturation of African American historical writing from the period of the Early Republic to the twentieth-century professionalization of the larger field of historical study. He demonstrates how these works borrowed from and engaged with ideological and intellectual constructs from mainstream intellectual movements including the Enlightenment, Romanticism, Realism, and Modernism. Hall also explores the creation of discursive spaces that simultaneously reinforced and offered counternarratives to more mainstream historical discourse. He sheds fresh light on the influence of the African diaspora on the development of historical study. In so doing, he provides a holistic portrait of African American history informed by developments within and outside the African American community.

    Abstract: Climate change is arguably the most profound challenge facing the international community in the 21st century. It is as much a challenge for poverty reduction, growth and development as it is a global environmental issue. It could undermine or reverse progress in reducing poverty and attaining the Millenium Development Goals, thereby unraveling many of the development gains of recent decades. It already threatens the livelihoods, health and well-being of millions of people worldwide, and of the poorest and most vulnerable groups in particular. And it has potentially far-reaching implications for international relations and for personal, national and regional security.While significant uncertainties still remain, tremendous strides have been made over recent years in improving scientific understanding of the human processes driving global climate change and the likely impacts on world ecosystems. What is much less well understood is how these dynamics in the physical environment will interact with those of socio-economic systems, what the consequences will be for society, and how best to address them. In order to focus attention on these previously neglected and poorly understood social dimensions of climate change, the World Bank convened an international workshop in March, 2008, with the participation of community activists, former heads of state, leaders of Indigenous Peoples, representatives of non-governmental organizations, international researchers, and staff of the World Bank and other international development agencies. This edited volume brings together revised versions of many of the papers presented during that workshop, as an initial step in taking stock of existing knowledge on the social dimensions of climate change. Several new papers were also commissioned for this volume.
